tube. It was very different two

arrived. There are just a couple

shots potentially being fired and

of the tube station and up and down
the streets nearby as police came to | 0:02:18 | 0:02:22 | |
the scene, as they have practised

One of the busiest shopping days in

shopping districts. Everything the

As we moved towards the scene to
investigate, thousands of shoppers | 0:02:53 | 0:02:57 | |
were being pushed back. It is
unnerving. As the cord and gets | 0:02:57 | 0:03:10 | |
wider, shop by shop, department
store by department store, people | 0:03:10 | 0:03:16 | |
are evacuated and moved on. People
are scared, emotional, curious. But | 0:03:16 | 0:03:23 | |
orderly. Then, panic. | 0:03:23 | 0:03:33 | |
What happened? All of a sudden,
people that were on the streets | 0:03:40 | 0:03:47 | |
being moved up Regent Street. They
suddenly turned around and ran back | 0:03:47 | 0:03:51 | |
and it was a lot of panic, women
falling on the pavement, people | 0:03:51 | 0:03:56 | |
pushing and shoving. We think they
were startled by barriers being | 0:03:56 | 0:04:02 | |
moved, which perhaps people mistook
the gunshots. As you can imagine, | 0:04:02 | 0:04:07 | |
everybody is very nervous. There are
people crying, people very upset, | 0:04:07 | 0:04:12 | |
reacting to any sound. The police
went into the crowd, slowed them | 0:04:12 | 0:04:17 | |
down and move them in a more orderly
fashion to safety round the corner. | 0:04:17 | 0:04:21 | |
It was basically a mad panic. We are
told to be vigilant and the | 0:04:21 | 0:04:26 | |
emergency services clearly take no
chances. We have been pushed further | 0:04:26 | 0:04:32 | |
down Regent Street away from Oxford
Circus station. For a while, press | 0:04:32 | 0:04:37 | |
were allowed to film the evacuation
but now we are being pushed right | 0:04:37 | 0:04:40 | |
back, for our own safety. At the
moment there seems to be a lot of | 0:04:40 | 0:04:46 | |
panic, a lot of people scared and
people not knowing what is going on. | 0:04:46 | 0:04:50 | |
We are told to keep calm and carry
on, and we famously do so. But what | 0:04:50 | 0:04:56 | |
I witnessed today was the tension
and panic among many that lies close | 0:04:56 | 0:05:00 | |
beneath the surface. Chris Rogers,

As I was saying earlier, what Chris
was reporting showed how quickly the | 0:05:08 | 0:05:13 | |
police respond to events these days.
We have had three terror attacks in | 0:05:13 | 0:05:17 | |
the capital this year and there is a
well practised scheme, where police | 0:05:17 | 0:05:22 | |
will go to the area. Armed police
were deployed, but significantly not | 0:05:22 | 0:05:27 | |
the counterterror police, and the
Metropolitan Police did not issue | 0:05:27 | 0:05:32 | |
the run, hide and tell message alert
that they put out when they fear | 0:05:32 | 0:05:35 | |
there has been a terrorist attack.
But it is not just emergency | 0:05:35 | 0:05:40 | |
services and police on high alert.
It is also many Londoners, and when | 0:05:40 | 0:05:44 | |
something does happen there is a
sense of panic. We caught up with | 0:05:44 | 0:05:47 | |
some of those who were here earlier.
It was a chaotic scene. I stopped a | 0:05:47 | 0:05:55 | |
couple and tried to find out what
was going on. Many people did not | 0:05:55 | 0:05:59 | |
know, they were just running because
everybody was. I found a group of | 0:05:59 | 0:06:05 | |
girls who had stopped, crowded into
a restaurant. They were in tears and | 0:06:05 | 0:06:08 | |
they said they had heard there had
either been a shooting on the tube, | 0:06:08 | 0:06:12 | |
someone had heard what they thought
was a gunshot, or they thought was a | 0:06:12 | 0:06:16 | |
fire. You could just see that panic
was spreading and everybody was | 0:06:16 | 0:06:21 | |
frightened because of recent terror
incidents being fresh in people's | 0:06:21 | 0:06:26 | |
minds. Everybody wanted to get away
as quickly as they could. A lot of | 0:06:26 | 0:06:32 | |
confusion, very busy on Black
Friday. Pretty tense. About two | 0:06:32 | 0:06:37 | |
minutes ago we had a surge of people
sprinting across Oxford Street in | 0:06:37 | 0:06:41 | |
panic. I don't know what they were
reacting to but people were very | 0:06:41 | 0:06:46 | |
much on edge. I was standing by the
tube station to go down and they | 0:06:46 | 0:06:50 | |
shouted to evacuate. Then a bunch of
armed police ran past us and went | 0:06:50 | 0:06:55 | |
down with guns. There must have been
at least 15 armed police running | 0:06:55 | 0:07:00 | |
down and everybody started running
away, screaming and shouting, and | 0:07:00 | 0:07:05 | |
they have just started evacuating
people. Nobody knows what is going | 0:07:05 | 0:07:09 | |
on but it does not sound positive
for everybody. Stay away from this | 0:07:09 | 0:07:13 | |
place and be safe. You can see the
sense of panic there from people, | 0:07:13 | 0:07:23 | |
but police were very quick in
putting out messages on Twitter and | 0:07:23 | 0:07:27 | |
social media platforms, trying to
reassure Londoners. They put out a | 0:07:27 | 0:07:31 | |
message about an hour after the
first reports of shooting saying | 0:07:31 | 0:07:34 | |
that police had not located any
trace of suspects, evidence of shots | 0:07:34 | 0:07:39 | |
fired, nor any casualties. Things
have now returned to normal, just | 0:07:39 | 0:07:44 | |
two hours after there was panic on
these streets. Now, just a view | 0:07:44 | 0:07:49 | |
police cars left. Buses are on in up
and down the street as usual and the | 0:07:49 | 0:07:53 | |
tube stations are back open again.

to the fact that you can see

The police absolutely

That's why he has put up this poster

He no longer bothers reporting

BBC London can reveal that

53,000 reported offences of thefts

of which 796 were proceeded against. | 0:12:34 | 0:12:37 | |
That means only 1.5% of these
crimes actually lead | 0:12:37 | 0:12:39 | |
to charges being brought. | 0:12:39 | 0:12:40 | |
For neighbouring forces

Thames Valley Police

Surrey Police, 0.6% of all

So what was the Met's response

For the AA, it is deeply worrying

We do know they have

Things like terrorism,

However, once the criminals know

investigated, it can then lead
to a crime because people basically | 0:13:32 | 0:13:34 | |
know they will get away with it. | 0:13:35 | 0:13:40 | |
What's more, it's not just phones
and laptops being nicked, | 0:13:40 | 0:13:42 | |
as these photos show,
airbags and steering wheels are too, | 0:13:42 | 0:13:45 | |

If airbags are being stolen,
a proportion of those | 0:13:48 | 0:13:54 | |
are going into cars that will crash,
