Coming up on BBC London News:

0:00:160:00:18

The woman in charge

of one of the reviews

0:00:180:00:20

into the Grenfell tragedy gives

a damning assessment

0:00:200:00:22

of building regulations

that led to fire.

0:00:220:00:24

Others ask why isn't she calling

for an immediate ban

0:00:240:00:26

of any combustible cladding

on new buildings.

0:00:260:00:28

Also ahead, 25 years on,

0:00:280:00:29

the London victims of

a Libyan air crash demand

0:00:290:00:31

compensation for what they say

was a terror attack.

0:00:310:00:36

Plus, introducing

the new clergy to class.

0:00:360:00:39

The next Bishop of London

is announced,

0:00:390:00:40

the first woman ever in the role.

0:00:410:00:48

It was a surprise, but I'm really

delighted, I have lived and worked

0:00:480:00:52

in London for 32 years.

0:00:520:00:55

And it was certainly

a surprise for Sir Mo -

0:00:550:00:57

as he wins BBC Sports

Personality of the Year.

0:00:570:00:59

But as we find out, not for those

at the Twickenham running

0:00:590:01:02

track named after him.

0:01:020:01:10

A very warm welcome

to the programme.

0:01:100:01:14

First tonight, "not fit for purpose"

and "cutting corners" -

0:01:140:01:18

the damning assessment

of building regulations

0:01:180:01:19

that led to the Grenfell fire.

0:01:190:01:22

In the first of two major

reviews of what went wrong,

0:01:220:01:24

Dame Judith Hackitt says

that the rules should

0:01:240:01:26

simplified and a complete change

in culture is now required to ensure

0:01:260:01:29

cost is never

prioritised over safety.

0:01:290:01:31

She says she's been shocked by some

of the practices she's heard about.

0:01:310:01:34

Here's our political

correspondent Karl Mercer.

0:01:340:01:44

The burnt out shell

of Grenfell Tower stands as a grim

0:01:440:01:48

reminder that 71 people

lost their lives here.

0:01:480:01:50

And a stark reminder of the failings

that led to those deaths.

0:01:500:01:53

The fire in June prompted a review

of fire regulations and the way

0:01:530:01:56

high-rise buildings are built.

0:01:560:01:57

Today, the woman behind that review

gave her first findings

0:01:570:01:59

And was damning of

the current system.

0:01:590:02:09

It is overly complex, and it is

confusing. There is confusion about

0:02:090:02:14

roles and responsibilities

throughout, and a general lack of

0:02:140:02:17

competence and accreditation in many

areas.

0:02:170:02:19

In the weeks that followed

the Grenfell fire,

0:02:190:02:22

the Chalcott Estate in Camden saw

cladding removed, and hundreds

0:02:220:02:25

of people moved out as urgent safety

improvements had to be made.

0:02:250:02:29

The Ledbury Estate in Southwark

also saw issues with its gas supply.

0:02:290:02:34

And councils like Croydon

promised millions of pounds

0:02:340:02:37

to retrofit all of their tower

blocks with sprinklers.

0:02:370:02:42

But Dame Judith says

the regulations around high-rises

0:02:420:02:43

need looking at again.

0:02:430:02:48

What I am setting out to do is put a

better system in place for the

0:02:480:02:53

future that will ensure that

buildings are built to the right

0:02:530:02:55

standard in the first place, and

equally importantly, that they are

0:02:550:03:00

then men tamed and that integrity is

maintained throughout the life cycle

0:03:000:03:04

of the building.

The current

regulations are complicated, so when

0:03:040:03:08

it came to cladding Grenfell Tower,

it was easy for mistakes to be made

0:03:080:03:12

or corners to be cut. Those in the

industry say there is an opportunity

0:03:120:03:17

now to simplify things.

This has

opened up ambiguities and unintended

0:03:170:03:22

consequences, so I concrete example

- there is this idea of materials of

0:03:220:03:30

limited combustibility, but we

should be using non-combustible

0:03:300:03:34

materials, not these complex

definitions.

Changing culture will

0:03:340:03:40

take time, Dame Judith Hackitt men

is that, but it is our intention to

0:03:400:03:43

work with her to implement those

recommendations.

Dame Judith will

0:03:430:03:52

issue a full report in the spring.

Karl Mercer, BBC London News.

0:03:520:03:56

Plenty more ahead

tonight, including...

0:03:560:04:00

Drivers face a bigger

fine from the New Year.

0:04:000:04:03

The penalty for failing to pay

the congestion charge is going up.

0:04:030:04:10

There's been a huge rise

in the number of victims

0:04:100:04:12

of sexual assault coming forward

to the Met Police.

0:04:120:04:16

Figures obtained by BBC London

show it's gone up by more than

0:04:160:04:19

7,000 in the last four years.

0:04:190:04:23

The force says it suggests

victims are increasingly confident

0:04:230:04:25

that such crimes will

be taken seriously.

0:04:250:04:27

But support groups say many cases

are still not reaching the courts.

0:04:270:04:30

Here's our home affairs

correspondent Nick Beake.

0:04:300:04:35

Jen wants to speak out

about what happened to her.

0:04:350:04:38

She says she was raped

by a man she knew well.

0:04:380:04:42

It was a really difficult decision

for me to come forward about it,

0:04:420:04:46

because it involved a lot of people

that I knew and a lot of friends,

0:04:460:04:49

and it took me quite a few days

to decide to go to the police.

0:04:490:04:53

I was in a lot of shock.

0:04:530:04:55

I did that, and I ended up

being on this absolute emotional

0:04:550:04:58

roller coaster of a court system.

0:04:580:05:02

It took police a year to charge

the man, and the court case

0:05:020:05:05

was delayed twice before

being dropped,

0:05:050:05:06

just three days before the trial.

0:05:060:05:11

The first time was absolutely

devastating, because,

0:05:110:05:14

as a diligent worker that I am,

I'd organised my time off and cover,

0:05:140:05:17

and I was determined to come back,

get on with my job and get

0:05:170:05:21

on with life, and I was so mentally

transfixed on this date

0:05:210:05:25

as being the time it would be over.

0:05:250:05:28

And then it moved,

and I couldn't imagine going

0:05:280:05:30

through another six months

of waiting and waiting.

0:05:300:05:32

There's been a big rise

in the reporting of sexual assaults.

0:05:320:05:35

10,000 in all back in 2012,

last year more than 17,000.

0:05:350:05:37

The number of reports of women

being raped went from 3,000 to more

0:05:370:05:40

than 5,400, and reports of male rape

have tripled in the last four years.

0:05:400:05:50

Mary Mason's charity

is supporting more and more

0:05:510:05:55

victims of sexual crimes.

0:05:550:05:58

She says the increased reporting

had not been matched

0:05:580:06:00

by a similar rise in prosecutions.

0:06:000:06:04

They'll say the woman won't make

a credible witness in court,

0:06:040:06:06

which I find deeply,

deeply troubling,

0:06:060:06:10

so because somebody's vulnerable

that is not acceptable.

0:06:100:06:16

Police officer Richard Unwin

has supported victims of sexual

0:06:160:06:19

offences for over a decade.

0:06:190:06:22

His force says it's now

better at investigating

0:06:220:06:24

and attitudes have changed.

0:06:240:06:29

There are things that have been

in place for a long time.

0:06:290:06:34

The attack down a dark alley

because of what someone

0:06:340:06:37

was wearing or by a stranger,

that can happen, but it's not

0:06:370:06:40

something that we deal

with all the time.

0:06:400:06:42

What we tend to deal

with are assaults, sexual violence

0:06:420:06:44

involving partners or friends.

0:06:440:06:49

The Crown Prosecution Service

says more defendants have been

0:06:490:06:52

convicted for sexual offences

than ever before.

0:06:520:06:56

It insists it wasn't its fault that

Jenn's case was delayed then dropped

0:06:560:06:59

but campaigners say more offenders

need to be brought to justice.

0:06:590:07:09

A police officer is still

seriously ill in hospital

0:07:100:07:14

after he and a colleague

were hit by a Maserati supercar

0:07:140:07:17

on the North Circular in Neasden.

0:07:170:07:19

The head of the Met says

it's a "stark reminder"

0:07:190:07:21

of the dangers officers face.

0:07:210:07:23

Chris Rogers is outside

Scotland Yard with more details.

0:07:230:07:33

Yes, both officers now in a stable

condition, but up until an hour ago,

0:07:330:07:38

the male officer was described as

being in a critical condition, so a

0:07:380:07:41

little bit of good news for his

colleagues here at New Scotland Yard

0:07:410:07:45

and in Brent. It was the early hours

of Sunday morning, both officers in

0:07:450:07:50

their 30s were attending an

unrelated incident, and as they made

0:07:500:07:53

their way back to their marked car,

a white Maserati ploughed into them.

0:07:530:07:58

The driver stopped, he was arrested

at the scene on suspicion of

0:07:580:08:04

dangerous driving. A female

passenger in his car was taken to

0:08:040:08:07

hospital with injuries. Speaking to

officers here in Brent, while they

0:08:070:08:10

investigate what happened and why,

it has become quite clear,

0:08:100:08:14

understandably, that this is an

investigation that affects them

0:08:140:08:17

personally. Earlier, their commander

page tribute to his officers.

The

0:08:170:08:22

officers were dealing with another

incident, a vehicle ended up coming

0:08:220:08:27

off the North Circular, colliding

with a number of walls and

0:08:270:08:31

ultimately hitting both constables,

one of which was trapped under the

0:08:310:08:35

vehicle. Both of them suffered

significant injury, and I would just

0:08:350:08:39

like to pay tribute to the emergency

services and their colleagues.

We

0:08:390:08:45

have just learned that £6,000 has

been raised online on a fundraising

0:08:450:08:49

page by members of the public,

colleagues have thanked them for

0:08:490:08:53

raising that money, saying it will

going a long way to rebuilding the

0:08:530:08:56

lives of the officers and their

families. Cressida Dick page tribute

0:08:560:09:00

to her officers today for dealing

with an incident that can be very

0:09:000:09:04

difficult to deal with when it

involves people you know and work

0:09:040:09:07

with.

Chris, thank you.

0:09:070:09:11

The widow of a man who was killed

on a flight which crashed

0:09:110:09:15

over Libya 25 years ago

says "our lives have

0:09:150:09:17

never been the same".

0:09:170:09:18

Victor Prazak from

Battersea was one of 157

0:09:180:09:20

passengers on board who died.

0:09:200:09:24

At the time, it was thought to be

a mid-air collision until questions

0:09:240:09:28

emerged pointing to an act

of state sponsored terrorism.

0:09:280:09:30

Felicity Prazak says she's never

received any compensation.

0:09:300:09:39

This piece I did, it's

a self-portrait,

0:09:390:09:41

it represents my lost life.

0:09:410:09:42

I lost my husband, I felt I had been

killed and I'd lost my life as well.

0:09:420:09:48

Her husband was Victor Prazak,

a contractor working

0:09:480:09:50

in Libya and one of those

on board flight 1103.

0:09:500:09:56

Denied the right to bring

back her husband's body or even

0:09:560:09:59

to visit the grave four years after,

painting was how she coped.

0:09:590:10:02

I can express myself more

in paintings than in words.

0:10:020:10:08

How I felt.

0:10:080:10:10

And then, after the fall of Gaddafi,

a different truth emerged.

0:10:100:10:17

His inner circle admitting the plane

was shot down on Gaddafi orders,

0:10:170:10:20

an act of terror

the present Libyan government

0:10:200:10:22

has not publicly accepted.

0:10:220:10:25

Yet Felicity has never received

a penny of compensation.

0:10:250:10:28

It's just what I should have,

if other people have had big

0:10:280:10:32

pay-outs, why is my husband ignored?

0:10:320:10:34

As a family, we try to cope,

0:10:340:10:36

but we know our lives would have

been very different.

0:10:360:10:46

And yet in the UK, around

£9 billion worth of Gaddafi

0:10:480:10:50

frozen assets are held.

0:10:500:10:51

This house in north London was

some of it, and in this case,

0:10:510:10:54

the High Court gave it back

to the current Libyan authorities.

0:10:540:10:57

The question for UK victims

of Gaddafi sponsored terrorism -

0:10:570:10:59

why can't some of these frozen

assets be used to pay compensation?

0:10:590:11:03

Yesterday, a memorial

was held for the victims

0:11:030:11:06

of the 1983 IRA Harrods bomb,

the explosives supplied by Gaddafi.

0:11:060:11:13

Susanne Dodds' police

officer father,

0:11:130:11:15

hailed a hero, lost his life.

0:11:150:11:18

Our government should be stronger

with the frozen assets.

0:11:180:11:22

We do have a bill going

through the House of Lords.

0:11:220:11:25

It's going to the Commons,

hopefully in January.

0:11:250:11:30

And the Government needs to

stand up for their victims

0:11:300:11:33

to actually give

us the compensation.

0:11:330:11:38

In a special debate here last week,

0:11:380:11:40

the minister for the Middle East,

Alastair Burt,

0:11:400:11:42

addressed these questions

of Gaddafi's frozen billions.

0:11:420:11:46

He said that the UN resolution used

to freeze the assets is clear -

0:11:460:11:51

they should be for the benefit

of the Libyan people.

0:11:510:11:54

And to breach that would

break international law.

0:11:540:12:04

This is the aftermath of the

Docklands bombing. The local MP

0:12:070:12:11

feels compensation for the victims

in his constituency needs to be

0:12:110:12:14

paid.

0:12:140:12:16

Families have not been compensated.

0:12:160:12:17

The frozen assets are

sitting in bank accounts.

0:12:170:12:19

Other countries have been able

to compensate their victims.

0:12:190:12:21

I don't understand where the UK

Government can't compensate cash.

0:12:210:12:25

You've lived with this for 25 years,

0:12:250:12:27

and I can see you've lived with it

every day of your life.

0:12:270:12:31

I think you never give up hope.

0:12:310:12:33

Once you give up hope,

all is lost, really.

0:12:330:12:36

And at points I have given up hope,

0:12:360:12:38

but something will happen,

and a new window will open.

0:12:380:12:45

A Foreign Office spokesman says

the Government is determined

0:12:450:12:47

to see a just resolution,

but due to the problems

0:12:470:12:49

facing Libya, progress

is likely to remain slow.

0:12:490:12:51

The hope is another 25

years won't pass by.

0:12:510:13:00

Next, it's that time of year

0:13:000:13:02

when many of us struggle

to work with cold.

0:13:020:13:04

Well, last year across the country

0:13:040:13:06

we lost 137 million

working days to sickness.

0:13:060:13:08

That works out at just

over four days of sick leave

0:13:080:13:11

for each of us a year.

0:13:110:13:13

Now one London council

is considering whether to stop

0:13:130:13:16

paying the first three days of sick

leave for anyone off ill.

0:13:160:13:18

Marc Ashdown has the story.

0:13:180:13:24

It is the sea not issues and hot

toddy, when most of us at some point

0:13:240:13:30

swap the cold commute for a warm

duvet, but taking a day off work for

0:13:300:13:35

illness may prove costly in

Killington where the council is

0:13:350:13:38

looking at stopping some sick pay.

It is bad if they took it out your

0:13:380:13:44

wages, you should get sick pay, if

you are sick, it is not your fault.

0:13:440:13:48

You cannot control being sick, it

can happen any time, and if you have

0:13:480:13:53

kids behind you, what are you going

to do?

The council said they are in

0:13:530:13:58

a consultation. One proposal is for

sick pay to follow the first, second

0:13:580:14:03

or third day of absence, saving up

to £720,000 a year. It might

0:14:030:14:09

surprise you that statutory sick pay

only takes in after four consecutive

0:14:090:14:13

days off. Anything before that is

discretionary, so it is legal for an

0:14:130:14:18

employer to deduct money from your

salary for anything up to three

0:14:180:14:23

consecutive days off six. The London

Assembly member for the area, also a

0:14:230:14:28

GP, thinks it is short-sighted.

If

there is so much sick leave for

0:14:280:14:34

minor illnesses, you need to think

about what that is about and whether

0:14:340:14:39

you are looking after your

employees, are they under stress,

0:14:390:14:43

are you adding further stress, this

doesn't sound sensible.

Since 2014,

0:14:430:14:49

businesses have not been able to

reclaim sick pay from the state, so

0:14:490:14:52

in the private sector it is now as

common for there to be no short-term

0:14:520:15:02

sickbay.

Absence is very costly,

they may need temporary cover,

0:15:020:15:08

potentially lost revenue, so

businesses need to take action to

0:15:080:15:11

try and minimise the impact of

absence.

Research indicates this

0:15:110:15:16

will have a disproportionately large

impact on women. We know the public

0:15:160:15:20

sector employs a large number of

low-paid women, that women in the

0:15:200:15:24

public sector have poorer health and

bear the burden of childcare and

0:15:240:15:27

elderly relative care. They are

creating a perverse incentive for

0:15:270:15:31

people to come into work when they

are not safe to do their jobs.

This

0:15:310:15:36

could affect nearly 3000 council

workers here, but other employers

0:15:360:15:41

will no doubt be watching carefully.

0:15:410:15:44

Still to come this Monday evening...

0:15:440:15:48

A chilly night in south-west London,

but some are brave enough to do some

0:15:480:15:53

athletics training at the Sir Mo

running track, named Sports

0:15:530:15:59

Personality of the Year last night,

we will speak to those who know him

0:15:590:16:02

best.

And I am at Saint Catherine's

docks, seeing some beautiful

0:16:020:16:07

Christmas lights, I may not be able

to see the hand in front of my face

0:16:070:16:11

tomorrow, a full forecast later.

Are

0:16:110:16:19

Before that though -

she says it's a wonderful privilege

0:16:190:16:23

in a vibrant world city.

0:16:230:16:24

The Right Reverend Sarah Mullally

has been announced as the next

0:16:240:16:27

Bishop of London -

and the first woman

0:16:270:16:29

to ever be appointed.

0:16:290:16:30

Our religious affairs correspondent

Martin Bashir reports.

0:16:300:16:40

It wasn't the congregation at the

cathedral but students at the

0:16:410:16:44

secondary school who had the first

opportunity to meet with the new

0:16:440:16:47

Bishop of London. A nurse by

training and profession, her

0:16:470:16:52

appointment as the 133rd Bishop of

London marks an historic move

0:16:520:16:57

towards gender equality and means

that a woman now holds one of the

0:16:570:17:01

three most senior positions in the

Church of England.

London is a

0:17:010:17:05

diverse place, and therefore it is

right that we represent the

0:17:050:17:09

diversity of this city.

The diocese

of London is one of the few areas

0:17:090:17:13

where the Church of England is

growing. But it also has a

0:17:130:17:17

formidable presence of

conservatives, both from the Anglo

0:17:170:17:21

catholic and evangelical traditions

who disapprove of women priests.

For

0:17:210:17:27

those that can't accept my

ordination as either a Bishop or a

0:17:270:17:30

priest because I am a woman, I say

to them, I fully respect their

0:17:300:17:34

theological position. And my

question to them always is, how can

0:17:340:17:40

I enable their ministry to flourish?

Other church leaders are believed

0:17:400:17:43

that Bishop Sarah does not support

any changes to the practice of

0:17:430:17:48

marriage in church, solely between a

man and a woman.

I think it would be

0:17:480:17:52

very regrettable if the Church ever

moved into that position, because I

0:17:520:17:55

think it would undermine its

traditional teaching on marriage,

0:17:550:17:58

and I was delighted that Bishop

Sarah said she stood by the

0:17:580:18:01

traditional teaching of the church.

Bishop of London are traditionally

0:18:010:18:07

made dean of the chapels royal.

Churches like St George's Day Chapel

0:18:070:18:11

in Windsor. This raises the prospect

of Bishop Sarah at the royal

0:18:110:18:14

wedding. Is there any possibility

that you might physio at the wedding

0:18:140:18:19

of Prince Harry and the Meghan

Markle?

I haven't even officially

0:18:190:18:23

become the Bishop of London yet.

There are many parts of my role that

0:18:230:18:27

I have yet to discover. At the

moment I just want to celebrate with

0:18:270:18:30

Prince Harry and Megan and my

prayers go with them in their time

0:18:300:18:35

head. Bishop Sarah will now prepare

for her installation at St Paul's

0:18:350:18:41

Cathedral, which is likely to take

pace in June next year.

0:18:410:18:48

Fail to pay the congestion charge

from the New Year and you'll

0:18:480:18:52

face a bigger fine -

that's the warning to

0:18:520:18:55

drivers in central London.

0:18:550:18:57

The penalty is going

up from £65 £80.

0:18:570:19:00

As Tolu Adayoye reports.

0:19:000:19:06

A tougher deterrent

for rule-breakers or a way

0:19:060:19:08

of punishing honest motorists

who make a mistake?

0:19:080:19:10

Whichever way you see it,

if you fail to pay the congestion

0:19:100:19:13

charge, the fine is going up.

0:19:130:19:14

The amount due is rising

from £65 to £80.

0:19:140:19:17

If you don't pay quickly enough,

that goes up from £130 to £160.

0:19:170:19:22

In the last five years,

the number of people being issued

0:19:220:19:24

the fines has been rising.

0:19:250:19:27

And TfL says that's a clear sign

the penalties are just

0:19:270:19:31

And TfL says that's a clear

sign the penalties just

0:19:310:19:36

aren't put people off.

0:19:360:19:37

But critics argue it shows

the current system is too tough

0:19:370:19:40

for those who already

can't afford it.

0:19:400:19:41

It's not just the hike

in the fine that's the concern,

0:19:410:19:44

it's everything else toppled

on for small businesses.

0:19:440:19:46

It's the cost of doing

business going up.

0:19:460:19:48

So, this is now going

from £130 to £160.

0:19:480:19:50

But when you consider

that small businesses,

0:19:500:19:52

the cost of rent and rates is 30%

of their their turnover,

0:19:520:19:54

the cost of rent and rates

is 30% of their turnover,

0:19:540:19:57

they've got employment costs,

there are now T charges coming in,

0:19:570:20:00

low emission zone,

ultra-low emission zone...

0:20:000:20:01

It's just another cost of doing

business in the capital.

0:20:010:20:03

Hello, how can I help you...?

0:20:040:20:05

But maybe it's not just

the system that's changing.

0:20:050:20:07

This small business in Elstree has

to deliver computer equipment

0:20:070:20:10

into central London.

0:20:100:20:11

But the way it works

now means travelling

0:20:110:20:12

is less and less important.

0:20:130:20:14

I've got a phone that

will ring either on my mobile

0:20:140:20:16

phone, on the computer,

or a phone like this.

0:20:160:20:18

I can work from anywhere.

0:20:190:20:20

The congestion fine

rises on 2nd January -

0:20:200:20:22

just one way TfL says it wants

to make London safer and healthier

0:20:220:20:25

and less dominated by vehicles.

0:20:250:20:33

Last night, a shocked

Sir Mo Farah won the BBC

0:20:330:20:35

Sports Personality

of the Year award.

0:20:350:20:40

And for probably the first time

in his career, he was

0:20:400:20:43

the rank outsider to win.

0:20:430:20:44

In fact, he wasn't at the star

studded ceremony and joined

0:20:440:20:46

the broadcast from the running track

at St Mary's University

0:20:460:20:49

in Twickenham named after him.

0:20:490:20:50

That is where we can join our sports

reporter Sara Orchard.

0:20:500:20:57

Perhaps understandably quiet behind

you, given the weather?

It is very

0:20:570:21:04

cold here, there's no two ways about

it. And as in a few brave souls

0:21:040:21:08

going through a few moves at the

moment. But yes, this is where Sir

0:21:080:21:13

Mo Farah himself actually started

out his professional running career

0:21:130:21:15

as later years that built up to

those two gold level is at the

0:21:150:21:20

London 2012 Olympic Games. Yes, he

was a rank outsider for last night's

0:21:200:21:25

top prize, but that wasn't the only

surprise of the evening. There were

0:21:250:21:29

a few other little bits mixed in. In

case you missed it, here's what

0:21:290:21:32

happened.

It was the highlight of

the sporting year, with the

0:21:320:21:40

country's best in their finery. But

the show was actually stolen by Mo

0:21:400:21:44

Farah's two-year-old son Hussein.

Mo, did you get any of that?!

0:21:440:21:51

Daddy...!

Mo, you've been marvellous

and we salute you and everything

0:21:510:21:59

you've done in your career! It is

clear to see the legacy of what you

0:21:590:22:03

have in your life, your wonderful

family, you're at the Sir Mo Farah

0:22:030:22:08

track. People might think you have

gone for an easier life but

0:22:080:22:11

obviously... Bye-bye!

This was still

at the start of the show. The winner

0:22:110:22:16

would be announced later. Mo was one

of ten nominees after a year that

0:22:160:22:21

had seen him win yet another World

Championship title and become a

0:22:210:22:24

knight of the realm. However, when

his name was read out, he couldn't

0:22:240:22:34

believe it.

Mo Farah...

Please don't

tell me he's gone to bed!

The line

0:22:340:22:52

only restored after the show had

finish to, but shock was still real!

0:22:520:22:56

I can't believe I won it! Anything

is possible in life, if you believe

0:22:560:23:03

in it, work at it and keep grafting

and grafting, anything is possible.

0:23:030:23:10

Well, the shock is now over four Mo

Farah, and I are now joined by

0:23:100:23:13

someone who knows him very well, the

director of sport here at St Mary's

0:23:130:23:19

University, Andrew Reed Smith. Were

you surprised last night?

Not at

0:23:190:23:22

all. It was absolutely wonderful,

everybody at St Mary's is very proud

0:23:220:23:27

of Mo and delighted to see him get

the award. Although he was shocked,

0:23:270:23:31

clearly it means a lot to him.

What

were his highlights in 2017?

0:23:310:23:36

Obviously defending his titles in

Rio. I thought the World

0:23:360:23:39

Championships performance was it

about his best on the track. Seeing

0:23:390:23:42

him knighted, naming the track after

him in February was a wonderful

0:23:420:23:46

moment here at St Mary's University,

all culminating in last night. It

0:23:460:23:51

was richly deserved, it's been

incredible.

You actually ran here

0:23:510:23:55

the endurance performance coaching

centre and Mo was one of the

0:23:550:23:58

founding athletes - how much of a

legacy had his left?

We built from a

0:23:580:24:05

small base of two athletes, one of

which was Mo. Lots of GB athletes

0:24:050:24:11

performing at London, Rio and the

world Champs, all inspired by Mo. On

0:24:110:24:16

the track we have local community

athletics clubs, and local schools

0:24:160:24:21

so, a great legacy.

Thank you so

much for having us down here this

0:24:210:24:27

evening. Mo does come and train here

sometimes. And don't think that you

0:24:270:24:32

will not see him running any more

because he is taking up the

0:24:320:24:36

marathon.

And his son stealing the

show - any parent must know how he

0:24:360:24:41

feels!

0:24:410:24:43

Let's get a check on the weather -

and Elizabeth is down

0:24:430:24:46

at St Katharine Docks,

where it's looking festive.

0:24:460:24:49

at St Katharine Docks,

where it's looking festive.

0:24:490:24:54

Yes, it certainly is, and even I

have got my thermals on tonight, it

0:24:540:24:58

is absolutely freezing. But it is

also very pretty indeed down here.

0:24:580:25:02

We have got lots of Christmas

lights, and it is a real calm,

0:25:020:25:06

relaxing atmosphere, much more

relaxing than such right or Regent

0:25:060:25:12

Street when the really busy at this

time of year. There is a lovely

0:25:120:25:16

anchor just a back mean all lit up,

Christmas tree over the water and

0:25:160:25:20

with the water it is all reflected.

Really very beautiful indeed. Some

0:25:200:25:26

nice flats over there, over the tops

of the flats you can see the tops of

0:25:260:25:30

the skyscrapers. So, it really feels

like London here. I don't think we

0:25:300:25:36

will be seeing the tops of any

skyscrapers tomorrow morning! It

0:25:360:25:40

will be a real pea soup of a fog

forming just about everywhere

0:25:400:25:47

tomorrow morning. And that could

last for Match Of The Day. We have

0:25:470:25:51

got a Met Office weather warning out

for the fog. It is the perfect

0:25:510:25:57

recipe for it and it will form

really quite extensively tomorrow

0:25:570:25:59

morning. So, if you're travelling

somewhere, if you're flying, check

0:25:590:26:05

with your airline and be careful out

on the roads. Very, very poor

0:26:050:26:09

visibility for a good time. You can

keep up-to-date with BBC London News

0:26:090:26:13

tomorrow morning. Some of this will

be actually freezing fog I suspect,

0:26:130:26:18

and temperatures will be dipping to

-3 in rural spots. Tomorrow, poor

0:26:180:26:31

visibility on many of our roads for

a good while, so Liz be careful out

0:26:310:26:34

there. It will gradually start to

lift and clear, but it may not be

0:26:340:26:40

until the afternoon for many areas.

And for some places it could even

0:26:400:26:45

stick around for most of the day.

That's most likely towards

0:26:450:26:49

south-eastern areas of the capital.

Temperatures very, very dependent on

0:26:490:26:54

this fog Ference. Up towards the

north-west, where we get some

0:26:540:26:59

clearance, temperatures could get as

high as seven Celsius. But where the

0:26:590:27:07

fog stays it will be hovering around

freezing. Things do get better for

0:27:070:27:11

the rest of the week. We've got high

pressure just sat to the south of

0:27:110:27:16

us, and that's going to dominate the

weather. Turning milder on choose

0:27:160:27:20

day, may be some hill fog around on

Wednesday, but look at these

0:27:200:27:23

temperatures, getting up to 10-11

for much of the rest of the week.

0:27:230:27:29

Christmas week, you will have to

watch later in the evening. Keep

0:27:290:27:40

up-to-date with the travel updates

in our breakfast bulletin tomorrow

0:27:400:27:43

morning. I will be back at half past

ten. Have a lovely evening.
