could be the price the UK has to pay

to settle the Brexit divorce bill.

0:00:000:00:00

That is

0:00:000:00:12

Good afternoon and welcome

to BBC London News.

0:00:120:00:14

I'm Sonja Jessup.

0:00:140:00:16

The police watchdog is investigating

a complaint about the way emergency

0:00:160:00:19

helicopters were used to respond

to the Grenfell Tower fire.

0:00:190:00:22

The complaint was made by a man

who lost several family

0:00:220:00:25

members in the blaze.

0:00:250:00:28

Tolu Adeoye joins me now -

0:00:280:00:30

so what was the complaint?

0:00:300:00:35

We understand the complaint was made

by Nabil Choucair who lost six

0:00:350:00:39

members of his family and the fire

and he believes the presence of the

0:00:390:00:43

police helicopter in the sky that

night met many residents stayed in

0:00:430:00:46

the towel because they thought they

might be rescued. He also believes

0:00:460:00:49

the downdraught from the helicopters

fanned the flames making the fire

0:00:490:00:54

worse, so he lodged a complaint

after hearing 909 calls from members

0:00:540:00:58

of his family. Today Sarah Greene,

deputy chair of the IPCC, said while

0:00:580:01:03

there is at present no indication

any police officer may have

0:01:030:01:06

committed misconduct or a criminal

offence I have decided it is

0:01:060:01:09

appropriate for this complaint to be

investigated. The use of police

0:01:090:01:13

helicopters across the country is

coordinated by West Yorkshire Police

0:01:130:01:18

so their role will be looked at as

well as the role of the Met police.

0:01:180:01:21

The Met is already investigating the

events of the night so they will

0:01:210:01:25

also be looking into this complaint,

but under the direction and control

0:01:250:01:31

of the IPCC. The IPCC asset that is

to avoid duplication of work while

0:01:310:01:35

ensuring that there is independent

oversight of the complaint.

0:01:350:01:37

OK, thank you.

0:01:370:01:39

Two football stewards have

been taken to hospital -

0:01:390:01:43

after a disturbance outside

Crystal Palace's derby clash

0:01:430:01:45

at Brighton last night.

0:01:450:01:48

Brighton have released a statement -

saying a minority of Palace fans had

0:01:480:01:51

come to the Falmer Stadium "intent

on causing disorder".

0:01:510:01:53

Palace supporters complained

on social media - claiming hundreds

0:01:530:01:55

were prevented from

getting into the ground.

0:01:550:01:59

Bigger housing developments could be

built in suburban town centres -

0:02:030:02:06

under the Mayor's plans to tackle

the shortage of homes

0:02:060:02:08

in the capital.

0:02:080:02:09

Sadiq Khan has promised to "rip up"

existing planning rules -

0:02:090:02:15

in order to meet his target to build

65,000 homes a year.

0:02:150:02:18

And he says half of them should be

genuinely affordable to Londoners.

0:02:180:02:21

Here's our political

editor Tim Donovan.

0:02:210:02:25

The station at Twickenham, home

of English rugby, is finally

0:02:250:02:26

being redeveloped.

0:02:280:02:32

But of the 115 homes to be built

here precisely none will be

0:02:320:02:35

affordable, a concession granted

so the scheme could be finished

0:02:350:02:37

in time for the World Cup in 2015.

0:02:370:02:39

At the time the planning

committee were

0:02:390:02:45

pressured to accept the scheme with

no affordable because they wanted

0:02:450:02:48

the development to be completed

in time for the Rugby World Cup.

0:02:480:02:50

In time for that..?

0:02:500:02:56

You will notice that we are not

quite on schedule for that, so

0:02:560:02:59

very disappointing.

0:02:590:03:00

It seems absurd to me that

you couldn't provide some

0:03:000:03:03

level of affordable

on a site this big.

0:03:030:03:05

It just really is

a question of are you

0:03:050:03:07

prepared to build at

a high enough density?

0:03:070:03:09

Are councils like Richmond

with among the lowest building rates

0:03:090:03:17

in the capital now

in the Mayor's sights.

0:03:170:03:20

You've got to make more

opportunities like this when they

0:03:200:03:23

arise, believes the Mayor.

0:03:230:03:24

Build higher, certainly

here in the suburbs.

0:03:240:03:25

Create more density.

0:03:250:03:26

And because this is a station it's

a chance to change behaviour.

0:03:260:03:29

You can insist on fewer

cars by allowing

0:03:290:03:31

fewer car parking spaces.

0:03:310:03:33

Today he chose Barking

Riverside, the biggest

0:03:330:03:35

regeneration project in Europe

to outline his plans.

0:03:350:03:41

regeneration project in Europe,

to outline his plans.

0:03:410:03:43

Experts have told him the capital

0:03:430:03:44

needs 43,000 affordable new homes

to be built each year.

0:03:440:03:47

He wants more small-scale

developers involved and

0:03:470:03:50

the current restrictions on density,

how many homes that can be squeezed

0:03:500:03:53

onto sites, lifted.

0:03:530:03:54

What I am saying to developers,

what I am saying to

0:03:540:03:57

councillors, what I am saying

to housing associations is it's

0:03:570:04:01

possible with good design to meet

the needs of Londoners, that means

0:04:010:04:04

high-density, good quality homes.

0:04:040:04:05

But to his opponents

it is a threat to the suburbs.

0:04:050:04:08

Outer London is going to be

made to look like in

0:04:080:04:08

Outer London is going to be

made to look like inner

0:04:110:04:13

London and people live

in the suburbs because they like it,

0:04:130:04:18

because it's greener,

because there's more space

0:04:180:04:20

and what he's actually

0:04:200:04:24

done is he's declared

war on outer London.

0:04:240:04:26

Every available means should be used

to build new homes, says the Mayor.

0:04:260:04:29

Clashes over location, type

and scale seem certain to follow.

0:04:290:04:32

Tim Donovan, BBC London News.

0:04:320:04:33

A total of 350 firearms have been

handed in to the Met and City

0:04:330:04:38

of London Police as a result

of a two-week gun amnesty.

0:04:380:04:42

The Met's described it as the most

successful of its kind

0:04:420:04:45

ever in the capital -

and says by handing over

0:04:450:04:48

the weapons, the owners it's helped

reduce the threat of gun crime.

0:04:480:04:51

Campaigners say a woman

from West London -

0:04:510:04:54

who's in prison in Iran -

has been given an assessment to see

0:04:540:04:57

whether she's healthy

enough to stay in jail.

0:04:570:04:59

Nazanin Zaghari-Ratcliffe

was accused of spying while visiting

0:04:590:05:02

Iran with her daughter last April,

which she denies.

0:05:020:05:06

A local health official was told

she had panic attacks,

0:05:060:05:09

insomnia, bouts of depression

and suicidal thoughts.

0:05:090:05:12

Charities are calling for councils

and housing trusts to be more

0:05:120:05:14

sympathetic to families struggling

with rising rent and welfare reform.

0:05:140:05:20

Several families have told BBC

London they're facing

0:05:200:05:23

eviction this Christmas -

after local authorities

0:05:230:05:24

and landlords said they weren't

meeting their criteria.

0:05:240:05:28

Charities are calling

for greater understanding

0:05:280:05:30

for the needs of individuals.

0:05:300:05:34

The housing associations have got

to take some responsibility,

0:05:340:05:41

if that debt's building up go and do

a home visit,

0:05:410:05:43

see what's going on, actually

understand what the families are

0:05:430:05:46

going through.

0:05:460:05:47

Mum's got a health issue.

0:05:470:05:48

She can't get out the house.

0:05:480:05:49

She can't go from A to B.

0:05:490:05:51

It's obvious there is something

going on, isn't there?

0:05:510:05:53

So, if you'd done

an early intervention

0:05:530:05:55

with this family they

wouldn't end up here.

0:05:550:05:57

You can find yoga classes

all over London -

0:05:570:06:00

and there are many who rave

about how its improved

0:06:000:06:04

and there are many who rave

about how it's improved

0:06:040:06:07

their health and fitness.

0:06:070:06:08

Now a new centre has

opened in Islington

0:06:080:06:10

offering classes specifically

for people with disabilities.

0:06:100:06:19

The MahaDevi Centre provides bespoke

therapy for children with conditions

0:06:190:06:22

such as cerebral palsy and autism.

0:06:220:06:23

Our reporter Ayshea Buksh has more.

0:06:230:06:25

The benefits of yoga

are well-known to many.

0:06:250:06:28

This new centre in offers dedicated

classes for young people

0:06:280:06:30

with complex conditions, including

autism, cerebral palsy and Down

0:06:300:06:32

syndrome.

0:06:320:06:33

Where is my hand, heh?

0:06:330:06:37

Denisa Nenova studied this unique

method of practice and

0:06:370:06:40

believes it can really help children

here in the capital.

0:06:400:06:44

Yoga is an incredible

tool that can help

0:06:440:06:47

literally everyone, regardless

of their background, regardless of

0:06:470:06:51

their financial status, regardless

of their abilities and disabilities.

0:06:510:06:58

The postures were created to improve

muscle strength and balance, while

0:06:580:07:00

increasing mental and

physical self-awareness.

0:07:000:07:05

Parents are also noticing

the change in their children.

0:07:050:07:08

His posture is more upright.

0:07:080:07:15

He's using self-regulating

techniques for anxiety.

0:07:150:07:17

And the young people

doing the classes

0:07:170:07:18

appear to be enjoying them.

0:07:180:07:22

At first it was challenging

and now I can do

0:07:220:07:24

it and I'm proud of myself.

0:07:240:07:34

It's hoped these classes

will be taken up

0:07:340:07:37

by more yoga centres

across the country.

0:07:370:07:38

Ayshea Buksh, BBC London News.

0:07:380:07:39

Over to the weather now -

Kate Kinsella is here.

0:07:390:07:45

It is feeling really chilly this

morning.

0:07:450:07:47

And it is set to get colder but news

of that in a moment.

0:07:470:07:51

This morning we had blue skies, it

was chilly, we have had some

0:07:550:07:58

sunshine but since then the cloud

has rolled in and this afternoon the

0:07:580:08:01

cloud will stay and we could see one

or two showers. The cloud and

0:08:010:08:05

showers are feeding in from East

Anglia, the North Sea, but drifting

0:08:050:08:09

further south, so to the north of

London, the Home Counties, you may

0:08:090:08:13

chance upon a shower and further

south it will be brighter but still

0:08:130:08:16

cold, five Celsius within the M25,

so a chilly afternoon. Factor in the

0:08:160:08:22

wind, it is north-westerly, it won't

feel like five Celsius, it will feel

0:08:220:08:26

colder. Overnight the cloud retreats

to the east, so clear skies,

0:08:260:08:29

temperature drops down. Most places

will see zero, if not below, so a

0:08:290:08:35

widespread and hard frost by dawn

tomorrow morning. Chilly and bright

0:08:350:08:40

and brisk start to Thursday morning

and then the coldest day of the

0:08:400:08:42

week. We have this northerly

north-westerly wind, particularly

0:08:420:08:47

cold and quite brisk, more cloud in

the afternoon but still spells of

0:08:470:08:50

sunshine, staying predominantly dry.

You may clip a bit of a wintry

0:08:500:08:54

showers further north east, the

maximum temperature 2-4dC, factor in

0:08:540:08:59

the wind, it won't feel like that,

it will feel like zero. Very cold

0:08:590:09:04

day tomorrow. This continues,

although heading towards the weekend

0:09:040:09:08

the cold front moving across

Scotland, gradually drifting south,

0:09:080:09:12

introducing more cloud and some

slightly less cold air. It will not

0:09:120:09:15

be warmed by any stretch of the

imagination but slightly less cold

0:09:150:09:18

for the weekend.

Kate, thank you.

0:09:180:09:21

That's all we have time

for but Riz Lateef will have

0:09:220:09:24

more tonight at 6:30pm -

here on BBC One.

0:09:240:09:26

Enjoy your afternoon - bye-bye.
