On BBC One we now join the BBC's

news teams where you are.

0:00:000:00:00

Welcome to BBC London News.

0:00:130:00:14

I'm Sara Orchard.

0:00:140:00:18

It comes around every year -

the rise in the cost

0:00:180:00:21

of your train ticket.

0:00:210:00:22

But many Londoners will have escaped

that as bus and tube fares have been

0:00:220:00:25

frozen by the mayor.

0:00:250:00:27

But critics say the cost of the fare

freeze is too much and it's stopping

0:00:270:00:30

badly needed investment.

0:00:300:00:31

Here's our transport

correspondent, Tom Edwards.

0:00:310:00:37

The first day back from many vendor

fare rise for some commuters but not

0:00:370:00:41

others. -- but they fare rise.

Season-ticket fares have gone by

0:00:410:00:49

3.4%. They seemed to be used to the

financial pain.

Not too bothered, to

0:00:490:00:54

be honest.

You have

0:00:540:00:57

financial pain.

Not too bothered, to

be honest.

You have to pay it. We

0:00:570:00:59

feel the pain now, but obviously,

there are improvements being made. I

0:00:590:01:04

have not seen any improvements.

At

London Bridge, Network Rail has been

0:01:040:01:09

showing off what that extra money is

paying for. On the buses, and other

0:01:090:01:15

TFL services, fares are frozen, paid

for with job cuts at TFL and

0:01:150:01:21

efficiencies, and the scrapping of

extra trains on the northern and

0:01:210:01:25

Jubilee was meant to increase

capacity.

The cost is very high. The

0:01:250:01:30

mayor has now cut investment in the

Northern line and the Jubilee line,

0:01:300:01:34

there will be 27 fewer trains. Many

people travel to Canada water, I was

0:01:340:01:40

talking to someone over Christmas,

he was saying, you can hardly get on

0:01:400:01:44

the trains. You have to wait. That

will continue. London Bridge,

0:01:440:01:49

Northern line and Jubilee line meet

here, try to get on the train in the

0:01:490:01:53

evening, you have to queue to get on

the platform, let alone get on the

0:01:530:01:57

train, it is a disgrace.

The mayor

had promised no Londoners would pay

0:01:570:02:02

more in fares by 2020 but

travelcards and a fair cap are going

0:02:020:02:05

up and he still wants to take over

suburban rail franchises.

We call on

0:02:050:02:11

the Government to match the levels

of efficiency we are providing in

0:02:110:02:16

transport for London and actually

freeze the fares National Rail and

0:02:160:02:20

do everything they can to provide

the premium service people are

0:02:200:02:23

paying for right now.

Not all

passengers are the same. In stations

0:02:230:02:29

around Redhill, rail fares are also

being frozen.

It is only fair. We

0:02:290:02:35

have suffered for a long time. No

fare rise is good, it should come

0:02:350:02:41

down.

It is a shambles, I paid too

much for a train that never gets in

0:02:410:02:46

on time.

I would get a deal 14 £29,

noticed £31. It is a bit much.

Fares

0:02:460:02:56

on to pay for transport is a

political decision, all have

0:02:560:02:59

challenges and consequences -- fares

and who pay for transport.

0:02:590:03:12

Two people have been charged and six

arrested after four young men

0:03:120:03:15

were fatally stabbed in London

within 15 hours over

0:03:150:03:17

the New Year period.

0:03:170:03:18

The Mayor of London, Sadiq Khan,

says he will work tirelessly

0:03:180:03:21

in 2018, and beyond,

to stamp out what he called

0:03:210:03:24

the scourge of knife

crime in the city.

0:03:240:03:25

Last year, 80 people died

after being stabbed here.

0:03:250:03:28

The Met say they're working hard

to tackle the growing problem.

0:03:280:03:30

The reality is, we saw knife

crimes starting to rise,

0:03:300:03:33

we've spoken during the last year

about our focus on knife crime,

0:03:330:03:36

and we've talked a lot

about the work we're doing to try

0:03:360:03:38

and tackle it.

0:03:380:03:39

What this does, it gives

that work more impetus,

0:03:390:03:42

and it particularly says

to the wider London

0:03:420:03:44

community, what can we all

do

0:03:440:03:45

to tackle knife crime?

0:03:450:03:46

And as people return

to schools today, go back

0:03:460:03:48

into their offices to work,

it's worth thinking,

0:03:480:03:50

what can they do, what can

they get involved in?

0:03:500:03:52

From community knife sweeps

to mentoring schemes,

0:03:520:03:54

there's lots we can all do.

0:03:540:03:56

Firefighters rescued a couple from

Deptford in the early hours of this

0:03:560:04:02

morning. The fire damaged the

maisonette and it is believed that

0:04:020:04:06

started on the wooden balcony after

the careless disposal of a

0:04:060:04:10

cigarette. The resident whom were

trapped inside. West Ham will host

0:04:100:04:15

West Brom at the London Stadium

tonight in the Premier League. They

0:04:150:04:18

are unbeaten in their last eight

Premier League games against West

0:04:180:04:25

Brom. Hundreds of Londoners have

reported being disturbed by

0:04:250:04:33

low-frequency noise.

0:04:330:04:38

It's a phenomena known as "the hum"

and the reports are being used

0:04:380:04:41

to compile a World Hum Map.

0:04:410:04:42

Public Health England says it's

aware of the claims,

0:04:420:04:45

but the evidence is very limited.

0:04:450:04:46

Gareth Furby has more.

0:04:460:04:47

Lydia loves being a mother.

0:04:470:04:50

But she says her life is being

ruined by low-frequency noise.

0:04:500:04:54

I started hearing it

in my flat in Teddington,

0:04:540:04:59

and it was sounding like,

the lowest string of the bass

0:04:590:05:02

guitar, it was like a...

0:05:020:05:03

SHE HUMS.

0:05:030:05:04

She called in the local

environmental health,

0:05:040:05:08

and she says they plotted the noises

she recorded on a chart

0:05:080:05:10

showing low frequencies.

0:05:100:05:13

They discovered that there are very

strong peaks of the hum...

0:05:130:05:16

SHE HUMS.

0:05:160:05:19

It's pretty much like that.

0:05:190:05:21

Donna says the noise in her flat

is driving her to despair.

0:05:210:05:25

She lives near Luton and says

she first heard it about a year ago.

0:05:250:05:31

If I spend too much time here,

I could literally top myself, it...

0:05:310:05:36

It drills into your brain that much.

0:05:360:05:38

There are many theories

about possible causes.

0:05:380:05:42

Concentrated in this

corner, the noise...

0:05:420:05:46

Donna believes something may have

happened to cabling near her home,

0:05:460:05:50

or it could be she's hearing noise

from a nearby substation.

0:05:500:05:52

Lydia believes it's linked to mobile

phone masts she can see

0:05:520:05:55

from her flat window.

0:05:550:05:56

I wanted to investigate

the hum myself...

0:05:560:06:02

But another theory now

being considered by some researchers

0:06:020:06:04

is that some people may develop

unusual sensitivity to some types

0:06:040:06:07

of low-frequency noise.

0:06:070:06:10

Lydia says environmental health

told her the frequencies recorded

0:06:100:06:12

in her home were not normally heard.

0:06:120:06:19

And Richmond Council

says its officers didn't witness any

0:06:190:06:22

noises, so could do nothing.

0:06:220:06:24

They cannot find the source

of the hum, so they couldn't

0:06:240:06:26

help me any further.

0:06:260:06:28

But Lydia and others are now making

use of a data gathering

0:06:280:06:31

project on the internet,

called the World Hum Map,

0:06:310:06:33

where people can mark the place

and time where they say they heard

0:06:330:06:36

the noise - and in the London area,

there have been hundreds of reports.

0:06:360:06:45

There are some people

who are suffering very badly.

0:06:450:06:47

The actual number of people who,

under the right conditions,

0:06:470:06:53

might be able to detect it

could be much higher,

0:06:530:06:55

simply because of the mass of level

of noise and vibration that

0:06:550:06:58

London itself produces.

0:06:580:07:00

Public Health England says its noise

specialists are aware of claims

0:07:000:07:02

about low-frequency noise and health

effects, but the evidence concerning

0:07:020:07:05

their impact is very limited.

0:07:050:07:06

Gareth Furby, BBC London News.

0:07:060:07:16

A serial killer has pleaded guilty

to murdering his former girlfriend

0:07:180:07:21

in his Islington home. The

64-year-old Theodore Johnston

0:07:210:07:26

admitted killing the mother of four

and a grandmother by beating her and

0:07:260:07:31

throttling her. He will be sentenced

on Friday.

0:07:310:07:35

And a mental health therapy

programme at a primary school,

0:07:350:07:37

which uses a dog to help children

feel more comfortable,

0:07:370:07:39

has proven so successful

that the number of mental health

0:07:390:07:42

referrals has dropped to zero.

0:07:420:07:43

Max, the cockapoo, and a team

of trainee paediatric counsellors

0:07:430:07:46

work with troubled children

through play and art

0:07:460:07:48

at Highgate Primary School,

and his presence encourages them

0:07:480:07:50

to feel more comfortable.

0:07:500:07:55

Now let's get the weather

with Georgina Burnett.

0:07:550:07:57

Hello there.

0:07:570:08:03

A bit of a damp afternoon,

but the stags in Richmond Park

0:08:030:08:06

clearly knew the rain was coming

because they were lying down

0:08:060:08:09

this morning in this

picture taken by Amy Rugby,

0:08:090:08:11

one of our weather watchers.

0:08:110:08:12

Thank you very much for that.

0:08:120:08:13

The rain is working its way

to the east over the next few hours.

0:08:130:08:17

Probably only western parts

of London who will get any

0:08:170:08:20

brightness before the sun sets.

0:08:200:08:21

Temperatures up to

about ten, 11 Celsius.

0:08:210:08:25

Now the wind is strengthening

as we head through this evening

0:08:250:08:28

and the Met Office has a yellow

warning in place from 6pm this

0:08:280:08:31

evening until 6pm tomorrow evening,

so overnight, we could see gusts

0:08:310:08:33

of 40-45 mph.

0:08:340:08:35

Some further rain

on the way as well.

0:08:350:08:36

Quite heavy at times too.

0:08:370:08:38

Temperatures down to

about four, five Celsius.

0:08:380:08:39

And the wind not going anywhere.

0:08:390:08:41

Tomorrow, a windy day again

with some sunny spells,

0:08:410:08:43

blustery showers and around

the showers we could see

0:08:430:08:45

gusts of up to 50 mph.

0:08:450:08:52

Temperatures tomorrow getting up

to about 10 degrees Celsius.

0:08:520:08:55

Temperatures tomorrow getting up

to about 10 degrees Celsius.

0:08:550:08:55

For the rest of the week,

still fairly breezy on Thursday,

0:08:550:08:58

but a dry start and fairly

bright at first.

0:08:580:09:00

Rain on the way later on.

0:09:000:09:02

Then it will be getting colder

as we head towards the weekend.

0:09:020:09:04

Still pretty breezy.

0:09:040:09:10

That's about it from me.

0:09:100:09:13

Asad Ahmed will be here

with our 6.30pm evening programme.

0:09:130:09:16

But for now, from the lunch team,

a very good afternoon.
