and on BBC One we now join the BBC's

news teams where you are.

0:00:000:00:13

Welcome to BBC London News.

I'm Victoria Hollins.

0:00:130:00:19

A clinic committed to helping those

addicted to medication bought online

0:00:190:00:23

has opened in West London.

0:00:230:00:25

The NHS funded trial is thought

to be the first in the UK.

0:00:250:00:31

The team behind it say it's

in response to a rise in drugs

0:00:310:00:34

and prescription medication

being bought online,

0:00:340:00:35

often by teenagers.

0:00:350:00:45

Earlier this week, six girls

from a secondary school

0:00:490:00:51

in Wandsworth were taken to hospital

having taken what were thought

0:00:510:00:54

to be prescription drugs.

Here's Caroline Davis.

0:00:540:00:56

She was really intelligent, good

grades, never got into trouble ever.

0:00:560:00:58

She went from being a normally

behaved teenager to just

0:00:580:01:01

being a completely different person.

0:01:010:01:02

I didn't recognise the person

I was living with.

0:01:020:01:04

This woman, who we're calling

Michaela, found out last year

0:01:040:01:07

that her daughter was taking Xanax.

0:01:080:01:09

It's a medicine

prescribed for anxiety.

0:01:090:01:10

But like a worrying number

of teenagers and young people,

0:01:100:01:13

her daughter took it

without a prescription.

0:01:130:01:14

She was 14.

0:01:140:01:19

It was like she was

really drunk, zombified.

0:01:190:01:22

When the effects were wearing

off, she'd get angry,

0:01:220:01:24

aggressive, violent.

She said it was fun.

0:01:240:01:26

And then she said she was doing it

because it made her feel better.

0:01:260:01:36

Highly addictive, Xanax

is also a tranquilliser.

0:01:400:01:43

It's up to 20 times

stronger than Valium.

0:01:430:01:44

In America, it's well known

and sung about in rap songs.

0:01:440:01:47

But its dangers are

also well documented.

0:01:470:01:49

It's illegal in the UK

unless you have a prescription,

0:01:490:01:51

but there are worries that more

Londoners are buying it and other

0:01:510:01:54

perception medicines online,

which is why the NHS have funded

0:01:540:01:56

a clinic in Earls Court

to tackle the problem.

0:01:560:01:59

These additions are perception

medicines for a reason,

0:01:590:02:01

because they do have harms

if they're taken inappropriately.

0:02:010:02:06

The government told us:

0:02:060:02:10

Michaela's daughter was eventually

excluded from her school.

0:02:170:02:21

Now she's stopped taking Xanax.

0:02:220:02:27

That drug completely changes your

personality and how you behave.

0:02:270:02:29

And because she's not doing that

now, things are better.

0:02:290:02:32

They're looking brighter.

0:02:320:02:36

If you asked her what she would

do now, she'd say, no,

0:02:360:02:40

don't do it, don't take it.

It ruins your life.

0:02:400:02:42

Caroline Davies, BBC London News.

0:02:430:02:44

The new Education Secretary says

he recognises the financial

0:02:440:02:49

pressure being faced

by many London schools,

0:02:490:02:51

but insisted the government

is giving more money

0:02:510:02:53

to the education system.

0:02:530:03:01

Our political correspondent

Karl Mercer was in Hackney.

0:03:010:03:04

It was maths for these

nine-year-olds and for the man

0:03:050:03:07

who came to see them this morning.

0:03:070:03:09

Damian Hinds is the new education

Secretary, out and about today

0:03:090:03:11

to find out why London schools

perform better than anywhere

0:03:110:03:14

else in the country.

0:03:140:03:15

He has much to get to grips with.

0:03:150:03:17

Schools in the capital

may be performing well,

0:03:170:03:20

but all are facing challenges

of recruiting and keeping

0:03:200:03:27

staff and of funding,

with budgets not rising as fast

0:03:270:03:29

as their costs are.

0:03:290:03:31

Pretty much every headteacher

in London will tell you we do not

0:03:310:03:35

have enough money and our budget

is going to be cut?

0:03:350:03:38

Schools funding is going up,

but I totally recognise what you say

0:03:380:03:41

about the cost pressures that

schools have been facing

0:03:410:03:43

and continue to face.

0:03:430:03:46

And that's why we are putting

additional focus on helping schools,

0:03:460:03:48

to see what we can do to help

manage those budgets.

0:03:480:03:53

In particular in the part of

the budget which isn't staff cost.

0:03:530:03:56

Most of the cost of schools

of course is employing people

0:03:560:03:59

to teach the children,

which is the core business.

0:03:590:04:02

But there's other things

that maybe more can be done

0:04:020:04:04

to help manage those costs.

0:04:040:04:07

Despite the challenges it faces,

Woodbury Down is a high performing

0:04:070:04:10

school with technology at its heart.

0:04:100:04:12

But faces the money

and staffing problems faced

0:04:120:04:14

by most London schools.

0:04:140:04:17

As you've seen today,

we have lots of training

0:04:170:04:20

teachers in our school.

0:04:200:04:23

And one of the biggest issues

for them is the amount

0:04:230:04:26

of money they earn

every month and how much they've got

0:04:260:04:29

left after they've paid colossal

rent and they've had

0:04:290:04:31

to pay their travel to get to work.

0:04:310:04:33

The amount of money they have left

at the end of the month is not

0:04:330:04:37

going to get them very far.

0:04:370:04:38

So would more money

from government help?

0:04:380:04:40

I think everybody

would like more money!

0:04:400:04:42

That maybe a message

the new Secretary of State will have

0:04:420:04:45

to get used to hearing.

Karl Mercer, BBC London News.

0:04:450:04:50

A large block of ice

has fallen from the sky

0:04:500:04:54

onto a street in West London.

0:04:540:04:58

A taxi firm security camera caught

the moment the block landed

0:04:580:05:00

in Kew just after

nine o'clock on Wednesday.

0:05:000:05:02

It narrowly missed a street cleaner.

0:05:020:05:04

The road is under the Heathrow

flight path and it's believed

0:05:040:05:06

the block of ice fell from a plane.

0:05:060:05:08

It was the home of some of the best

known shows on British television.

0:05:080:05:11

But the doors of the former

headquarters of the BBC in West

0:05:110:05:16

London closed five years ago,

after it was sold for a reported

0:05:160:05:19

£200 million.

0:05:190:05:22

Now it's reopening after

a major redevelopment.

0:05:220:05:24

Tolu Adeoye has more.

0:05:240:05:26

Now, in this building,

the Television Centre,

0:05:260:05:28

which is the hub of BBC television,

over 4000 people work to make

0:05:280:05:31

television programmes.

0:05:310:05:33

For 60 years, Television Centre in

White City was the home of the BBC.

0:05:330:05:40

Get off me foot!

0:05:400:05:41

From Blue Peter to

the Record Breakers...

0:05:410:05:43

Hello again, welcome

back to Whistle Test,

0:05:430:05:44

back at TV Centre this week...

0:05:440:05:46

..and Old Grey Whistle Test, many

classic shows were recorded here.

0:05:460:05:48

It closed five years ago,

and after years of redevelopment,

0:05:480:05:52

its reopening, now housing

nearly a thousand flats, a gym,

0:05:520:05:56

shops, restaurants

and an exclusive members club.

0:05:560:06:00

But it is still a Television Centre.

0:06:000:06:03

Three refurbished TV studios

will be used to record shows,

0:06:030:06:05

including Graham Norton

and daytime ITV programmes.

0:06:050:06:08

We've done a lot of upgrade

in terms of the wiring

0:06:080:06:12

and all of the technology -

the floor, the seating.

0:06:120:06:14

The actual box,

the fabric of the building has

0:06:140:06:17

remained very similar.

0:06:170:06:18

For the architects behind

the project, working with such

0:06:180:06:20

an iconic existing building

presented challenges

0:06:200:06:22

but also opportunities.

0:06:220:06:26

We've recreated the original windows

using the original design intent

0:06:260:06:33

of the white operable panels

within the black frames

0:06:330:06:35

of the static ones.

0:06:350:06:37

We've repositioned and resupported

the original Helios statue

0:06:370:06:39

in the middle of the fountain there.

0:06:390:06:41

One of my favourite parts,

I think, is the stage door,

0:06:410:06:44

which is going to be

the new entrants for the apartments.

0:06:440:06:46

How we've managed to restore

the original assets and the piper

0:06:460:06:49

mural and the timber panelling

and Terrazzo floor,

0:06:490:06:51

I think it's all come together

in a really strong and vibrant way.

0:06:510:06:55

But there is quite

the price tag if you want to live

0:06:550:06:58

in the TVC building.

0:06:580:06:59

£650,000 for

the cheapest one-bedroom flat.

0:06:590:07:01

Apartments are limited

to one per buyer.

0:07:010:07:03

Just pricing the local

community out of it...

0:07:030:07:10

Tiana was one of the local

people invited to look

0:07:100:07:12

around the development,

so what did she make of it?

0:07:120:07:15

It's been nice to come

in and see it, it's lovely.

0:07:150:07:17

It makes the place

look a lot better.

0:07:170:07:19

White City was a bit,

you know, dreary before,

0:07:190:07:21

Wood Lane especially,

just you wouldn't really

0:07:210:07:23

stop, would you, apart

from Westfield coming in.

0:07:230:07:27

But I wouldn't say this

is for the community really, no.

0:07:270:07:30

The developers say 140 of

the 950 flats will be affordable,

0:07:300:07:34

sold at 25% of the market rate

to those living or working

0:07:340:07:37

in the area for five years.

0:07:370:07:40

Many who've bought, they say,

want to be close to broadcasting

0:07:400:07:43

history as the old Television Centre

gets its new lease of life.

0:07:430:07:46

Tolu Adeoye, BBC London News.

0:07:460:07:49

What a change.

0:07:500:07:52

Now the weather with Kate Kinsella.

0:07:520:07:53

Good afternoon.

0:07:530:07:54

We started the day on a much

milder note this morning.

0:07:540:07:59

But with this mild air comes

all the cloud and also the rain.

0:07:590:08:02

It was quite a damp start.

0:08:020:08:04

But towards the west

of London we're starting to

0:08:040:08:06

see the cloud break up a bit.

0:08:060:08:08

Blue sky and sunshine,

or at least some sunny

0:08:080:08:10

spells, as we head

through the afternoon.

0:08:100:08:12

As those filter in further,

it's actually going to start to feel

0:08:120:08:15

that little bit colder.

0:08:150:08:16

In the east, we have a bit of cloud

but it will start to break up.

0:08:160:08:20

In the West, sunshine.

0:08:200:08:21

Pretty chilly as that

breeze filters in.

0:08:210:08:23

Seven Celsius the

maximum temperature.

0:08:230:08:27

That cloud will continue

to move eastwards overnight,

0:08:270:08:31

leaving the sky clear and cold.

The minimum back down in negative

0:08:310:08:34

figures, between -2 and -5.

A cold crisp start to the weekend.

0:08:340:08:37

And a potentially quite

frosty one as well.

0:08:370:08:39

Yes, we start the day cold

and crisp, but this mild air

0:08:390:08:42

moving in from the south-west

through the course of Saturday

0:08:420:08:44

brings wet and windy weather.

But some milder temperatures.

0:08:440:08:49

Like I said, sunshine

in the morning, then

0:08:490:08:51

the cloud will filter in.

The wind will start

0:08:510:08:54

to strengthen, a south-westerly,

and then the rain arrives.

0:08:540:08:56

Yes, a sunny start, but a wet

and windy end to the day.

0:08:560:09:00

Temperatures are around nine

Celsius. A little bit milder.

0:09:000:09:03

For Sunday, we lose

the mild air very quickly.

0:09:030:09:05

It will turn a lot colder.

0:09:050:09:06

We filter in a westerly,

north-westerly breeze.

0:09:060:09:12

The temperature will feel chilly as

we head through Sunday.

0:09:120:09:14

Stays quite unsettled

as we head into next week.

0:09:140:09:17

That's about it from me.

0:09:170:09:18

Asad Ahmad will be here

with our 6:30 evening programme.

0:09:180:09:21

But for now, from us all,

a very good afternoon.
