and on BBC One we now join the BBC's
news teams where you are. | 0:00:00 | 0:00:01
Have a good afternoon. | 0:00:01 | 0:00:01
Welcome to BBC London News. | 0:00:14 | 0:00:15
I'm Victoria Hollins. | 0:00:15 | 0:00:21
The High Court has rejected a bid
to halt controversial housing | 0:00:21 | 0:00:23
plans in North London. | 0:00:24 | 0:00:25
Some residents had sought
to stop Haringey Council | 0:00:25 | 0:00:26
going ahead with the
£2 billion regeneration scheme. | 0:00:26 | 0:00:29
It's the latest twist
in a story which has seen | 0:00:29 | 0:00:31
the council leader resign
and accusations of intimidation. | 0:00:31 | 0:00:33
Our political editor Tim Donovan can
tell us more from the High Court. | 0:00:33 | 0:00:43
Residents claimed there hadn't been
enough consultation on these plans | 0:00:46 | 0:00:49
or enough consideration of the
impact on vulnerable people in | 0:00:49 | 0:00:52
Haringey but the judges supported
Haringey Council. There was another | 0:00:52 | 0:01:00
protest last night outside the town
Hall, another meeting about these | 0:01:00 | 0:01:04
plans, and in a sense what happened
legally has already been overtaken | 0:01:04 | 0:01:08
by political events because the
leader of the Labour Council, Claire | 0:01:08 | 0:01:13
Kober, already said that she wasn't
going to be prepared to do the final | 0:01:13 | 0:01:17
sign off. There has been so much
anger and distrust about them, she | 0:01:17 | 0:01:21
said she was going to resign. The
residents here say they will appeal. | 0:01:21 | 0:01:27
I am disappointed on the ruling on
all four grounds the judge decided | 0:01:27 | 0:01:31
not to rule in our favour but he has
certainly left the door open. He | 0:01:31 | 0:01:36
agrees with our QC's points,
particularly on consultation which | 0:01:36 | 0:01:41
didn't happen the way it should have
happened, it just didn't happen, but | 0:01:41 | 0:01:46
he thinks that should have happened
earlier, not when we said it should | 0:01:46 | 0:01:53
have happened, and we dispute that
and need a higher court ruling. So | 0:01:53 | 0:01:56
it sounds like this is not the end
of the matter? No, and there is a | 0:01:56 | 0:02:03
wider political row within Labour
with Momentum supporting Jeremy | 0:02:03 | 0:02:10
Corbyn, some accusing it of bullying
and intimidation, and being against | 0:02:10 | 0:02:14
the housing plans, but they said no,
they are just concerned that the | 0:02:14 | 0:02:19
poor might be driven out and today
the Shadow Chancellor John McDonnell | 0:02:19 | 0:02:23
told me he was concerned there was
proper consultation. I am hoping now | 0:02:23 | 0:02:29
there is a real listening to the
local community and I think that's | 0:02:29 | 0:02:33
what the Labour Party is doing,
because the feeling I was getting | 0:02:33 | 0:02:37
from when I was up there that people
were not confident this scheme would | 0:02:37 | 0:02:42
deliver the secure homes they need.
That's why there needs to be a real | 0:02:42 | 0:02:46
reconsideration. Haringey Council
has the powers to go ahead but | 0:02:46 | 0:02:52
politically they have put it on hold
and we won't see much more happening | 0:02:52 | 0:02:56
on this until after the local
elections in May. Tim, thank you. | 0:02:56 | 0:03:02
Do you know what happens
to your rubbish once | 0:03:02 | 0:03:04
it leaves your home? | 0:03:04 | 0:03:05
Many of us are paying people
to take away larger waste. | 0:03:05 | 0:03:08
But one council is warning
of bogus rubbish collectors | 0:03:08 | 0:03:10
who simply dump it elsewhere. | 0:03:10 | 0:03:11
And if it turns out someone has been
fly-tipping your waste, | 0:03:11 | 0:03:14
you could be fined. | 0:03:14 | 0:03:15
Greg McKenzie has been out
with the Harrow fly-tip | 0:03:15 | 0:03:17
squad this morning. | 0:03:17 | 0:03:25
Seen here, the bogus
rubbish collector who goes | 0:03:25 | 0:03:27
by the name of Charlie. | 0:03:27 | 0:03:28
He is accused of conning cash out
of residents and it appears | 0:03:28 | 0:03:31
he's not the only one. | 0:03:31 | 0:03:34
A truck turned up and the lady
next door paid £50. | 0:03:34 | 0:03:37
I just had a feeling
it didn't look right, | 0:03:37 | 0:03:39
so I questioned them
for their licence and the man | 0:03:39 | 0:03:43
was sitting on the wall
with the elderly gentleman, | 0:03:43 | 0:03:45
and he said, "I'm an old man,
I haven't got it with me." | 0:03:45 | 0:03:48
It was a hot day. | 0:03:48 | 0:03:50
Anyway they seemed to bundle it
off quickly once I sort | 0:03:50 | 0:03:52
of challenged them. | 0:03:52 | 0:03:55
On the road with the Harrow
fly-tip squad this morning, | 0:03:55 | 0:03:57
they tell me they are dealing
with more than 100 call-outs | 0:03:57 | 0:04:00
a day and the problems
across the borough are plain to see. | 0:04:00 | 0:04:04
We are seeing it increase. | 0:04:04 | 0:04:08
There's a lot of what we call beds
in sheds happening around | 0:04:08 | 0:04:12
the borough, where people are not
allowed to use the main wheelie bins | 0:04:12 | 0:04:16
or anything like that so they just
dump in black bags willy-nilly | 0:04:16 | 0:04:19
anywhere, and that's
without the mattresses, | 0:04:19 | 0:04:21
the fridges, the white goods. | 0:04:21 | 0:04:21
You can imagine. | 0:04:21 | 0:04:24
And this is just some
of the stuff the fly-tip squad | 0:04:24 | 0:04:26
are collecting on a daily basis. | 0:04:26 | 0:04:28
In here, some building materials,
some tiles in there. | 0:04:28 | 0:04:32
Then back here you
have got a toilet. | 0:04:32 | 0:04:34
This is a toilet lid. | 0:04:34 | 0:04:36
The rest of the toilet is back here,
and this stuff is literally dumped | 0:04:36 | 0:04:40
on the street in Harrow
on a daily basis. | 0:04:40 | 0:04:43
The councils say they have a clear
and strict policy on fly-tipping | 0:04:43 | 0:04:48
and will prosecute those
who are caught, even if they are | 0:04:48 | 0:04:52
duped by the conman. | 0:04:52 | 0:04:57
My warning to residents
is ultimately this is the resident's | 0:04:57 | 0:05:00
responsibility to make
sure their waste is | 0:05:00 | 0:05:02
disposed of properly. | 0:05:02 | 0:05:03
The best thing to do is check people
have a waste transfer certificate | 0:05:03 | 0:05:06
and they get a waste transfer note
to make sure the person that's | 0:05:06 | 0:05:09
picking up the rubbish is legally
able to do that. | 0:05:09 | 0:05:11
And it's not just Harrow who are
seeing a surge in fly-tippers. | 0:05:11 | 0:05:14
Other boroughs across the capital
are also seeing huge increases, | 0:05:14 | 0:05:17
such as Wandsworth and Ealing. | 0:05:17 | 0:05:21
From tomorrow, Londoners will get
the chance to see a slice | 0:05:25 | 0:05:27
of the giant fatberg,
which was discovered beneath | 0:05:27 | 0:05:29
the city's streets last year. | 0:05:29 | 0:05:32
Thames Water has given
a portion of the 250-metre, | 0:05:32 | 0:05:34
130-tonne mass of oil and grease
to the Museum of London | 0:05:34 | 0:05:37
to go on display. | 0:05:37 | 0:05:44
Diana Athill was editor to some
of the greatest authors | 0:05:44 | 0:05:47
of the 20th century and later became
a successful writer herself. | 0:05:47 | 0:05:51
But she was never paid the same
as her male co workers, | 0:05:51 | 0:05:54
and now says she regrets just
putting up with it. | 0:05:54 | 0:05:57
As part of our week marking 100
years since the bill that | 0:05:57 | 0:06:00
introduced votes for women,
Sarah Harris went to meet | 0:06:00 | 0:06:02
Diana Athill at her
home in North London. | 0:06:02 | 0:06:13
Still making a living
by writing at her Highgate | 0:06:13 | 0:06:15
flat aged 100 years old,
Diana Athill says this work ethic | 0:06:15 | 0:06:18
was instilled in her by her family. | 0:06:18 | 0:06:20
I think they were rather modern
in their attitudes to women | 0:06:20 | 0:06:25
and never in my childhood did it
strike me that one was | 0:06:25 | 0:06:30
limited by being a woman. | 0:06:30 | 0:06:33
After leaving Oxford University,
Diana joined the BBC before setting | 0:06:33 | 0:06:36
up a publishing company with Andre
Deutsch. | 0:06:36 | 0:06:40
Despite being equal partners,
their profits weren't split equally. | 0:06:40 | 0:06:45
I mean everybody knew that I was one
of the leading editors in London. | 0:06:45 | 0:06:55
Presumably everyone knew
I was earning a good | 0:06:59 | 0:07:01
deal less than Andre. | 0:07:01 | 0:07:02
You only had to see
our cars to see that! | 0:07:02 | 0:07:05
The one regret Diana has is not
fighting harder for women's rights. | 0:07:05 | 0:07:07
Even today she believes
the push should be stronger. | 0:07:07 | 0:07:11
I've always felt, I suppose,
that getting the vote was important | 0:07:11 | 0:07:14
but I've always felt we haven't used
it particularly well. | 0:07:14 | 0:07:16
There's more we should
have done with that. | 0:07:16 | 0:07:18
She's worked with some
of the greatest writers | 0:07:18 | 0:07:21
of the 20th century,
but it's being an author herself | 0:07:21 | 0:07:23
that has brought Diana the most joy. | 0:07:23 | 0:07:27
The minute I retired
when I was in my late | 0:07:27 | 0:07:32
70s and into my 80s,
I began to have time | 0:07:32 | 0:07:35
to write, and then I wrote. | 0:07:35 | 0:07:39
And then, that was
absolutely wonderful. | 0:07:39 | 0:07:40
I loved that. | 0:07:40 | 0:07:43
And so I got happier and happier. | 0:07:43 | 0:07:45
Sarah Harris, BBC London news. | 0:07:45 | 0:07:49
Now the weather with
Elizabeth Rizzini. | 0:07:49 | 0:07:54
Good afternoon, it was a cold and
frosty start of the day with | 0:07:57 | 0:08:01
temperatures dipping below freezing
last night but lots of sunshine | 0:08:01 | 0:08:05
around to compensate this morning.
It will turn increasingly cloudy as | 0:08:05 | 0:08:08
we had through the afternoon, the
breeze will pick up but it won't | 0:08:08 | 0:08:12
feel as cold as it has in recent
days because we have milder air | 0:08:12 | 0:08:15
coming through and there will be
another weather front overnight | 0:08:15 | 0:08:19
tonight. Quite a cloudy end to the
day as you can see on the map here. | 0:08:19 | 0:08:24
The southerly wind will pick up
again as we head into this evening, | 0:08:24 | 0:08:34
then we have rain coming through,
through the small hours, heavy and | 0:08:34 | 0:08:37
persistent rain. I milder start of
the day tomorrow, up to six Celsius. | 0:08:37 | 0:08:40
This is tomorrow, there will be
sunny spells around but also some | 0:08:40 | 0:08:44
wintry showers, there could be sleet
and snow over the higher ground, but | 0:08:44 | 0:08:48
they will be on and off through the
morning with sunny spells in | 0:08:48 | 0:08:52
between. A lot of dry weather around
as well. A chilly north-westerly | 0:08:52 | 0:08:57
wind, and it will lead on to a very
cold start of the day on Saturday. | 0:08:57 | 0:09:03
Temperatures again below freezing.
This is Saturday's weather, another | 0:09:03 | 0:09:08
weather front will bring outbreaks
of rain as we had through Saturday | 0:09:08 | 0:09:11
afternoon and evening, and it will
turn windy as well. Sunday is | 0:09:11 | 0:09:15
looking like the better day of the
weekend with the chance of showers | 0:09:15 | 0:09:19
are also good spells of sunshine and
it should stay mostly dry. | 0:09:19 | 0:09:24
That's about it from me. | 0:09:24 | 0:09:25
Riz Lateef will be here
with our 6:30 evening programme. | 0:09:25 | 0:09:28
But for now, from us all,
a very good afternoon. | 0:09:28 | 0:09:32 |
