And I think people recognise that, but London continues to be | :01:53. | :01:59. | |
And for the moment at least it seems increasing | :02:00. | :02:07. | |
Free solar panels are being installed into low-income | :02:08. | :02:11. | |
households, and the first residents to benefit are in west London. | :02:12. | :02:14. | |

but the government haven't done councils like ours any good at all. | :03:52. | :03:55. | |
