And it didn't take long

But when there's snow,

The M25 motorway came

and in Hertfordshire,

to join junction eight of the M1,

This was Potters Bar,

harder on the motorway

Luton Airport had flights

causing long delays

And there were further problems

The London Underground

But most of the network ploughed on,

Londoners south of the river

to turn snow to mush,

Victims of abuse at children's homes
in Lambeth are to receive | 0:02:02 | 0:02:05 | |
compensation from a £100 million
fund set up by the council. | 0:02:05 | 0:02:08 | |
It will include former
residents of the Shirley Oaks | 0:02:08 | 0:02:10 | |
Children's Home near Croydon -
some of whom are still | 0:02:10 | 0:02:13 | |
angry with the council. | 0:02:13 | 0:02:14 | |

It was supposed to be
a sanctuary for vulnerable | 0:02:15 | 0:02:17 | |

But for decades, Shirley Oaks
children's home in Croydon was | 0:02:19 | 0:02:21 | |
the centre of a child abuse network. | 0:02:21 | 0:02:25 | |
The home was run by Lambeth Council,
who after pressure from campaigners | 0:02:25 | 0:02:29 | |
have created a compensation scheme
worth millions of pounds. | 0:02:29 | 0:02:34 | |
Anyone who lived in a children's
home run by the borough can apply. | 0:02:34 | 0:02:39 | |
We act on our pledge to provide
redress for people who have been | 0:02:39 | 0:02:43 | |
waiting for far too long
and as well as | 0:02:43 | 0:02:45 | |
providing compensation,
the scheme brings forward | 0:02:45 | 0:02:46 | |
specialised counselling
for people as well as a form | 0:02:46 | 0:02:49 | |
of written apology. | 0:02:49 | 0:02:58 | |
But Raymond Stevenson,
who lived at the home, | 0:02:58 | 0:03:00 | |
remains mistrustful of the council. | 0:03:00 | 0:03:01 | |
He believes such a scheme should be
administered away from Lambeth. | 0:03:01 | 0:03:06 | |
An important chance of a redress
scheme is an independent panel. | 0:03:06 | 0:03:08 | |
It almost comes with
the whole scheme. | 0:03:08 | 0:03:13 | |
So for this council to manufacture
an independent redress scheme that | 0:03:13 | 0:03:15 | |
has no independence is very dark
and very offensive to our members. | 0:03:15 | 0:03:20 | |
I think it's incredibly hard
for somebody who has been so badly | 0:03:20 | 0:03:23 | |
let down by Lambeth Council
in the past to have confidence in us | 0:03:23 | 0:03:26 | |
doing the right thing going forward,
I appreciate that. | 0:03:26 | 0:03:28 | |
But we have worked hard on this
scheme, which is the first | 0:03:28 | 0:03:31 | |
of its kind in the country. | 0:03:31 | 0:03:33 | |
For survivors, such compensation
is a significant milestone, | 0:03:33 | 0:03:38 | |
but their fight for justice
and in-depth scrutiny | 0:03:38 | 0:03:41 | |
of the past will continue. | 0:03:41 | 0:03:46 | |
