It's time for the news

where you are.

0:00:000:00:07

Good evening.

0:00:110:00:12

I'm Asad Ahmad.

0:00:120:00:16

As you've been hearing,

overnight snow has caused widespread

0:00:160:00:18

travel disruption, particularly

at our airports and on the roads.

0:00:180:00:23

The extent of it -

which covered most of London

0:00:230:00:25

and the Home Counties -

caught many by surprise,

0:00:250:00:27

with snowfall being heaviest

in Hertfordshire and north London.

0:00:270:00:32

There weren't many places,

in particular north of the river,

0:00:320:00:35

that didn't wake up to scenes

similar to this one in New Barnet.

0:00:350:00:42

And it didn't take long

for the fun to begin.

0:00:420:00:47

But when there's snow,

there's disruption.

0:00:470:00:49

The M25 motorway came

to a complete standstill,

0:00:490:00:55

and in Hertfordshire,

drivers had enough as they waited

0:00:550:00:58

to join junction eight of the M1,

unaware that their journey

0:00:580:01:01

was likely to take hours.

0:01:010:01:05

This was Potters Bar,

the driving made that much

0:01:050:01:08

harder on the motorway

because of ungritted roads.

0:01:080:01:12

North London too moved slowly,

if at all, for the same reason -

0:01:120:01:19

no preparation in the form of grit.

0:01:190:01:21

Luton Airport had flights

temporarily suspended,

0:01:210:01:23

causing long delays

and frustration for passengers.

0:01:230:01:27

One described it as chaos.

0:01:270:01:30

And there were further problems

at Heathrow, with snowploughs

0:01:300:01:32

clearing the runways.

0:01:320:01:33

The London Underground

had its share of delays,

0:01:330:01:37

with snow causing power problems.

0:01:370:01:40

But most of the network ploughed on,

much to the relief of passengers.

0:01:400:01:45

Londoners south of the river

were affected as well.

0:01:450:01:50

This was south-east London this

afternoon, where sleet had started

0:01:500:01:52

to turn snow to mush,

with a warning tonight to be

0:01:520:01:55

aware of widespread ice.

0:01:550:02:02

Victims of abuse at children's homes

in Lambeth are to receive

0:02:020:02:05

compensation from a £100 million

fund set up by the council.

0:02:050:02:08

It will include former

residents of the Shirley Oaks

0:02:080:02:10

Children's Home near Croydon -

some of whom are still

0:02:100:02:13

angry with the council.

0:02:130:02:14

Here's Ayshea Buksh.

0:02:140:02:15

It was supposed to be

a sanctuary for vulnerable

0:02:150:02:17

children from across London.

0:02:170:02:19

But for decades, Shirley Oaks

children's home in Croydon was

0:02:190:02:21

the centre of a child abuse network.

0:02:210:02:25

The home was run by Lambeth Council,

who after pressure from campaigners

0:02:250:02:29

have created a compensation scheme

worth millions of pounds.

0:02:290:02:34

Anyone who lived in a children's

home run by the borough can apply.

0:02:340:02:39

We act on our pledge to provide

redress for people who have been

0:02:390:02:43

waiting for far too long

and as well as

0:02:430:02:45

providing compensation,

the scheme brings forward

0:02:450:02:46

specialised counselling

for people as well as a form

0:02:460:02:49

of written apology.

0:02:490:02:58

But Raymond Stevenson,

who lived at the home,

0:02:580:03:00

remains mistrustful of the council.

0:03:000:03:01

He believes such a scheme should be

administered away from Lambeth.

0:03:010:03:06

An important chance of a redress

scheme is an independent panel.

0:03:060:03:08

It almost comes with

the whole scheme.

0:03:080:03:13

So for this council to manufacture

an independent redress scheme that

0:03:130:03:15

has no independence is very dark

and very offensive to our members.

0:03:150:03:20

I think it's incredibly hard

for somebody who has been so badly

0:03:200:03:23

let down by Lambeth Council

in the past to have confidence in us

0:03:230:03:26

doing the right thing going forward,

I appreciate that.

0:03:260:03:28

But we have worked hard on this

scheme, which is the first

0:03:280:03:31

of its kind in the country.

0:03:310:03:33

For survivors, such compensation

is a significant milestone,

0:03:330:03:38

but their fight for justice

and in-depth scrutiny

0:03:380:03:41

of the past will continue.

0:03:410:03:46

So now time for a full

weather forecast.

0:03:460:03:47

Hello, good evening.

0:03:490:03:51

Plenty of snowy scenes

across the capital today.

0:03:510:03:56

There could still be a bit of light,

patchy snowfall at times overnight

0:03:560:03:59

tonight, but no great accumulations.

0:03:590:04:01

Instead, the major hazard is going

to be ice as everything re-freezes

0:04:010:04:03

onto the roads and pavements.

0:04:040:04:05

Watch out on untreated

surfaces in particular.

0:04:050:04:08

A mostly dry early start,

and then through the early

0:04:080:04:12

morning rush hour, we have some rain

spreading in from the south along

0:04:120:04:16

with some milder air,

so most of this is going

0:04:160:04:18

to fall as rain but there

could be a bit of

0:04:180:04:21

winteriness at times.

0:04:210:04:22

Some sleet and even

some snow mostly over

0:04:220:04:24

the high ground.

0:04:240:04:25

It won't be on the same sort

of scale as we saw today.

0:04:250:04:28

It will become more

confined towards eastern

0:04:280:04:30

areas as we head

through the afternoon.

0:04:300:04:31

Temperatures still on

the rather chilly side.

0:04:310:04:33

Now, that system is

going to push its way

0:04:330:04:35

eastwards as we head

through the later part

0:04:350:04:37

of the day on Monday to leave us

with a very cold night

0:04:370:04:40

on Monday into Tuesday.

0:04:400:04:41

Some of our rural spots

could be down as low as

0:04:410:04:44

-5, or even -6 Celsius.

0:04:440:04:45

Maybe some more ice issues

on Tuesday morning.

0:04:450:04:47

That's it.

0:04:480:04:54

More from us tomorrow morning.

0:04:540:04:55

Have a good night.
