It's not just event organisers

We've seen over the years the number

by alcohol has increased,

on the NHS, we're working

Service so we can treat more people

into the already overstretched

Each of these mobile treatment

liked an A&E department,

The fleet of nine of these

Police are asking for

a man who was found collapsed

The man was found around half past

He'd suffered a heart attack

Police are keen to trace his family

A crackdown on basement extensions

Thousands have been built, | 0:02:36 | 0:02:38 | |
giving homeowners

But there have also been complaints
from some neighbours | 0:02:40 | 0:02:44 | |
about cracks in their walls,

in Barnes, Richmond Borough Council

We're under a semidetached

By the spring,
this will be a new basement | 0:02:55 | 0:02:58 | |
that's cost around £700,000. | 0:02:58 | 0:03:05 | |
Utility room,
there's a large TV room, | 0:03:05 | 0:03:07 | |
and there's another bathroom
and habitable space. | 0:03:07 | 0:03:09 | |
This one company has built more
than a thousand basements in London. | 0:03:09 | 0:03:12 | |
To the homeowners, it brings
more space without moving, | 0:03:12 | 0:03:15 | |
and until recently,
under planning law, new basements | 0:03:15 | 0:03:19 | |
have been a permitted development
because they're under the house. | 0:03:19 | 0:03:23 | |
But now Richmond Council
is the latest to get tough. | 0:03:23 | 0:03:30 | |
So what this crackdown will do
is ensure that | 0:03:30 | 0:03:32 | |
all developments of basements
have to have planning permission. | 0:03:32 | 0:03:34 | |
There's no doubt, when completed,
the results can be impressive. | 0:03:34 | 0:03:37 | |
But sometimes things can go wrong. | 0:03:37 | 0:03:42 | |
Two years ago, a Georgian house
in Barnes collapsed, | 0:03:42 | 0:03:45 | |
and a basement
was under construction. | 0:03:45 | 0:03:48 | |
Councillor Seymour was the
borough's mayor when it happened. | 0:03:48 | 0:03:51 | |
It's something
which was very visibly a scar | 0:03:51 | 0:03:55 | |
on a very beautiful borough. | 0:03:55 | 0:03:58 | |
Even now, this house
hasn't been rebuilt, | 0:03:58 | 0:04:01 | |
and it's still not clear
what the cause was. | 0:04:01 | 0:04:03 | |
But soon all new basements
and basement extensions | 0:04:03 | 0:04:05 | |
in the Borough of Richmond
will require planning permission. | 0:04:05 | 0:04:11 | |
If they apply the rules and enforce
them, it'll be good news. | 0:04:11 | 0:04:15 | |
If they don't, and they haven't up
until now, then it will be useless | 0:04:15 | 0:04:18 | |
and just a sticking plaster over
what is a major, major problem. | 0:04:18 | 0:04:23 | |
We were not necessarily aware
that a basement was being dug - | 0:04:23 | 0:04:29 | |
if it's done on
permitted development, | 0:04:29 | 0:04:31 | |
they don't need to come to us
to tell us about it. | 0:04:31 | 0:04:33 | |
And that's what you're changing. | 0:04:33 | 0:04:37 | |
That is the fundamental thing
that's changing now, | 0:04:37 | 0:04:39 | |
that we will be aware of them, | 0:04:39 | 0:04:41 | |
and therefore be able to impose
for enforce the regulations. | 0:04:41 | 0:04:47 | |
The contractor responsible
for this project | 0:04:47 | 0:04:48 | |

We don't really see it
