A police officer who was removed

from doing any work with the public,

after a suspect he was apprehending

in Dalston died, has been

told no legal action

will be taken against him.

The Crown Prosecution Service made

the decision, months

after the police watchdog itself,

recommended that the officer

should be suspended.

Here's Frankie McCamley.

He was the third young black man to

die within the space of five weeks

in the capital, following

contact with the police.

20-year-old Rashan Charles

was the passenger in a car

being chased by officers.

He got out and ran into

a local convenience store.

Mr Charles walking in around 1:45am,

pursued by a uniformed

police officer.

There is a struggle on the floor.

Another man in plainclothes

is seen helping.

Mr Charles is handcuffed and taken

to hospital by paramedics.

But just over an hour later,

he was pronounced dead.

His death caused upset

and anger in the area.

The fragile trust in the police

was put under intense strain.

Peaceful protests

descended into riots.

After an investigation

by the Crown Prosecution Service

into whether the officer involved

in the arrest could be charged,

a spokesperson has said:

The family, of course,

are devastated, angry and

upset that once again they've been

denied an opportunity to

access justice.

The statement from the

CPS follows the IPCC

recommendation that the officer

should be suspended.

It's just reinforced

people's stereotypes and

perception that the police are

untouchable and members of the black

community are expendable items.

The cause of Rashan Charles'

death is still not clear.

An inquest will take place in June.

A man has been arrested after

allegedly urinating into the QPR

goalkeeper's water bottle.

A video on social media showed

a man throw a bottle

on to the pitch behind the QPR goal

during their match against

Middlesbrough yesterday.

It's believed the bottle may

have been taken earlier

by a pitch invader.

Police say a man was

arrested and will appear

in court next month.

Levels of knife crime

in London are soaring,

with fatal stabbings

at their highest rate

for nearly a decade.

Politicans and police say they're

working hard to find a solution -

but a place which was the most

violent place in the developed world

could hold the answer.

She is desperate to cut

the number of weapons on our

streets, and the experience

of Scotland could hold the answer.

Glasgow in particular was suffering

an epidemic of violence and knife

crime until around a decade ago.

It was just like the

problem London has

now, but on an even bigger scale.

One of the hundreds of stabbings

every year was carried out

by Desmond.

I was in a fight in Glasgow.

I stayed in Hope House.

I was selling drugs, and someone

tried to take my drugs of me.

So I had to pull my knife out.

But now those figures

have nosedived

and it's being credited

to believing that knife

crime as a health issue.

Essentially the public

health approach involves

trying to decide what your problem

is, so you obviously need some data

and some analysis.

You then look at what interventions

might work to deal with the problem.

You test them out.

And then if they work, you scale

them up and try to reach as

many people as you possibly can.

The public health

approach was supported

by the Scottish authorities, and

within a few years of violent crime

had dropped to a 50 year low,

with handling an offensive

weapon down by nearly 70%.

Scotland is very

different to London.

We have 32 boroughs

and different mechanisms

of governance.

But absolutely, we want to make

sure that we have this

public health approach alongside

really good effective enforcement.

It will take time to see

whether the new scheme is as

successful as it was in Scotland.

But even the possibility of changing

knife culture is an attractive one

to the authorities.
