That's all from me, stay
with us on BBC One , | 0:00:00 | 0:00:02
Good evening. | 0:00:12 | 0:00:13
I'm Asad Ahmad. | 0:00:13 | 0:00:14
A police officer who was removed
from doing any work with the public, | 0:00:14 | 0:00:19
after a suspect he was apprehending
in Dalston died, has been | 0:00:19 | 0:00:22
told no legal action
will be taken against him. | 0:00:22 | 0:00:26
The Crown Prosecution Service made
the decision, months | 0:00:26 | 0:00:29
after the police watchdog itself,
recommended that the officer | 0:00:29 | 0:00:31
should be suspended. | 0:00:31 | 0:00:34
Here's Frankie McCamley. | 0:00:34 | 0:00:38
He was the third young black man to
die within the space of five weeks | 0:00:38 | 0:00:41
in the capital, following
contact with the police. | 0:00:41 | 0:00:43
20-year-old Rashan Charles
was the passenger in a car | 0:00:43 | 0:00:48
being chased by officers. | 0:00:48 | 0:00:49
He got out and ran into
a local convenience store. | 0:00:49 | 0:00:52
CCTV footage from this shop
where the arrest took place, shows | 0:00:52 | 0:00:54
Mr Charles walking in around 1:45am,
pursued by a uniformed | 0:00:54 | 0:00:58
police officer.
There is a struggle on the floor. | 0:00:58 | 0:01:03
Another man in plainclothes
is seen helping. | 0:01:03 | 0:01:07
Mr Charles is handcuffed and taken
to hospital by paramedics. | 0:01:07 | 0:01:10
But just over an hour later,
he was pronounced dead. | 0:01:10 | 0:01:13
His death caused upset
and anger in the area. | 0:01:13 | 0:01:16
The fragile trust in the police
was put under intense strain. | 0:01:16 | 0:01:20
Peaceful protests
descended into riots. | 0:01:20 | 0:01:25
After an investigation
by the Crown Prosecution Service | 0:01:25 | 0:01:29
into whether the officer involved
in the arrest could be charged, | 0:01:29 | 0:01:31
a spokesperson has said: | 0:01:31 | 0:01:36
The family, of course,
are devastated, angry and | 0:01:45 | 0:01:49
upset that once again they've been
denied an opportunity to | 0:01:49 | 0:01:53
access justice. | 0:01:53 | 0:01:55
The statement from the
CPS follows the IPCC | 0:01:55 | 0:01:58
recommendation that the officer
should be suspended. | 0:01:58 | 0:02:02
It's just reinforced
people's stereotypes and | 0:02:02 | 0:02:04
perception that the police are
untouchable and members of the black | 0:02:04 | 0:02:08
community are expendable items. | 0:02:08 | 0:02:12
The cause of Rashan Charles'
death is still not clear. | 0:02:12 | 0:02:13
An inquest will take place in June. | 0:02:13 | 0:02:19
A man has been arrested after
allegedly urinating into the QPR | 0:02:19 | 0:02:21
goalkeeper's water bottle.
A video on social media showed | 0:02:21 | 0:02:26
a man throw a bottle
on to the pitch behind the QPR goal | 0:02:26 | 0:02:29
during their match against
Middlesbrough yesterday. | 0:02:29 | 0:02:33
It's believed the bottle may
have been taken earlier | 0:02:33 | 0:02:35
by a pitch invader. | 0:02:35 | 0:02:37
Police say a man was
arrested and will appear | 0:02:37 | 0:02:39
in court next month. | 0:02:39 | 0:02:42
Levels of knife crime
in London are soaring, | 0:02:42 | 0:02:45
with fatal stabbings
at their highest rate | 0:02:45 | 0:02:46
for nearly a decade. | 0:02:46 | 0:02:49
Politicans and police say they're
working hard to find a solution - | 0:02:49 | 0:02:53
but a place which was the most
violent place in the developed world | 0:02:53 | 0:02:57
could hold the answer. | 0:02:57 | 0:02:58
Metropolitan Police Commissioner
Cressida Dick getting her hands | 0:02:58 | 0:03:00
dirty looking for knives
in London this week. | 0:03:00 | 0:03:05
She is desperate to cut
the number of weapons on our | 0:03:05 | 0:03:07
streets, and the experience
of Scotland could hold the answer. | 0:03:07 | 0:03:12
Glasgow in particular was suffering
an epidemic of violence and knife | 0:03:12 | 0:03:15
crime until around a decade ago. | 0:03:16 | 0:03:19
It was just like the
problem London has | 0:03:19 | 0:03:22
now, but on an even bigger scale. | 0:03:22 | 0:03:25
One of the hundreds of stabbings
every year was carried out | 0:03:25 | 0:03:28
by Desmond. | 0:03:28 | 0:03:30
I was in a fight in Glasgow.
I stayed in Hope House. | 0:03:30 | 0:03:32
I was selling drugs, and someone
tried to take my drugs of me. | 0:03:32 | 0:03:36
So I had to pull my knife out. | 0:03:36 | 0:03:38
But now those figures
have nosedived | 0:03:38 | 0:03:39
and it's being credited
to believing that knife | 0:03:39 | 0:03:41
crime as a health issue. | 0:03:41 | 0:03:45
Essentially the public
health approach involves | 0:03:45 | 0:03:46
trying to decide what your problem
is, so you obviously need some data | 0:03:46 | 0:03:49
and some analysis. | 0:03:49 | 0:03:51
You then look at what interventions
might work to deal with the problem. | 0:03:51 | 0:03:54
You test them out.
And then if they work, you scale | 0:03:54 | 0:03:57
them up and try to reach as
many people as you possibly can. | 0:03:57 | 0:04:00
The public health
approach was supported | 0:04:00 | 0:04:02
by the Scottish authorities, and
within a few years of violent crime | 0:04:02 | 0:04:06
had dropped to a 50 year low,
with handling an offensive | 0:04:06 | 0:04:10
weapon down by nearly 70%. | 0:04:10 | 0:04:15
Scotland is very
different to London. | 0:04:15 | 0:04:16
We have 32 boroughs
and different mechanisms | 0:04:16 | 0:04:18
of governance. | 0:04:18 | 0:04:19
But absolutely, we want to make
sure that we have this | 0:04:19 | 0:04:22
public health approach alongside
really good effective enforcement. | 0:04:22 | 0:04:25
It will take time to see
whether the new scheme is as | 0:04:25 | 0:04:28
successful as it was in Scotland. | 0:04:28 | 0:04:30
But even the possibility of changing
knife culture is an attractive one | 0:04:30 | 0:04:33
to the authorities. | 0:04:33 | 0:04:36
A look at the weather,
and after the rain and snow we had | 0:04:38 | 0:04:41
today, tomorrow any showers
will move away in the morning. | 0:04:41 | 0:04:43
The temperature will reach
a high of 10 celsius. | 0:04:43 | 0:04:48
That's it. | 0:04:48 | 0:04:49
Much more on our Facebook page
throughout the week. | 0:04:49 | 0:04:51
But from the weekend team,
have a very good night. | 0:04:51 | 0:04:51
