outcome of it, they actually don't want Scotland, by and large, | :01:20. | :01:23. | |

Campaigners say the harbour at Southwold is being neglected. | :02:26. | :02:28. | |
They believe that, legally, the town should own the harbour | :02:29. | :02:31. | |
But the town council says it doesn't want the responsibility | :02:32. | :02:35. | |
As picture perfect as it can seem, Southwold harbour needs investment. | :02:36. | :02:40. | |
One side of the harbour wall is dilapidated. | :02:41. | :02:43. | |
The caravan park needs updating. Some claim the local | :02:44. | :02:46. | |
District Council, Waveney, is taking rents on this | :02:47. | :02:49. | |
The caravan site has, for many years, been treated as a cash cow. | :02:50. | :02:58. | |
I appreciate they have to find funds to run their services, | :02:59. | :03:01. | |
but they also have to keep the harbour in good repair. | :03:02. | :03:04. | |
Some claim the District Council shouldn't own the land at all. | :03:05. | :03:07. | |
When local government was rdformed in the 70s, they say it should have | :03:08. | :03:10. | |
Waveney District Council adlits that it relies on the income from | :03:11. | :03:17. | |
But Southwold Town Council say they can't afford the liability of taking | :03:18. | :03:25. | |
on the ownership or the leg`l costs that could come with it. | :03:26. | :03:28. | |
There's boat`building, there's fisherman there, and | :03:29. | :03:32. | |
if there was to be an acciddnt, it could possibly cost the town council | :03:33. | :03:35. | |
