unconscious at five past eight. He had been found hanged in his cell | :01:51. | :01:52. | |
and police say that he was arrested on the M1, he had been a passenger | :01:53. | :01:55. | |
on a bus when he grabbed the steering wheel causing the vehicle | :01:56. | :01:57. | |
to crash. A paranoid schizophrenic, the least described him as highly | :01:58. | :02:01. | |
vulnerable. Coroners, the prison and probation ombudsman who investigated | :02:02. | :02:05. | |
the death and the Inspectorate of prison have repeatedly spoken out | :02:06. | :02:10. | |
about their concerns that the recommendations made following the | :02:11. | :02:14. | |
deaths are simply not being implemented by Woodhill prison. The | :02:15. | :02:16. | |

at Wood Hill in very similar circumstances suggest that things | :02:22. | :02:25. | |
are fatally wrong at Woodhill prison. Kevin Scarlet had mental | :02:26. | :02:28. | |

had missed the warning signs, his self harming, his previous suicide | :02:35. | :02:39. | |
attempts. His stepbrother says no lessons have been learned. It is | :02:40. | :02:43. | |
shocking, especially when you think that the highest rate of self harm | :02:44. | :02:47. | |
in prison is within the first three days. And if he is showing bizarre | :02:48. | :02:54. | |
behaviour anyway, why is he not being monitored a bit more? Why is | :02:55. | :02:59. | |
he being put in a position where he can take his own life and why are | :03:00. | :03:05. | |
the safer sales not been utilised? The inquest into the latest death | :03:06. | :03:10. | |
was an postponed until next June. It is in the wake of legal action being | :03:11. | :03:13. | |

We have seen a rise in prison population which makes overcrowding | :03:42. | :03:49. | |
a huge problem in Woodhill prison has got room for about 550 prisoners | :03:50. | :03:54. | |
and it is currently holding more than 700. That means you're finding | :03:55. | :03:59. | |
prisoners crammed into small spaces without being able to get out of | :04:00. | :04:01. | |
their sails because there is not enough staff to take them to | :04:02. | :04:05. | |
training, education, exercise and to get the skills they might require to | :04:06. | :04:09. | |
fine work on the outside. Does the government need to build more | :04:10. | :04:12. | |
prisons? The government has announced plans to build more | :04:13. | :04:16. | |
prisons but we do not think it will work. By the time you have built | :04:17. | :04:21. | |
these projects, the prison population has risen by such an | :04:22. | :04:25. | |
extent that the older prisoners that you planned to close, you have to | :04:26. | :04:29. | |
keep them open because the prison population has grown by so much. We | :04:30. | :04:33. | |
need to be serious about this and recognise that we will only solve | :04:34. | :04:36. | |
this problem by reducing the number of people in prison. Why do you want | :04:37. | :04:41. | |
to reduce the number of people in prison? Victims groups might say if | :04:42. | :04:43. | |
a criminal has done something wrong they should be incarcerated for the | :04:44. | :04:47. | |
good of the public. Reoffending rates after prison are much higher | :04:48. | :04:52. | |
than after community punishments. They enable people to be in the | :04:53. | :04:57. | |
community with support from family, better axis to drugs services, | :04:58. | :05:03. | |
alcohol, debt, although services that will better tackle the root | :05:04. | :05:08. | |
