Good evening and welcome to BBC Look North. | :00:00. | :00:00.
Royal approval: The Prince of Wales and The Duchess of Cornwall | :00:00. | :00:11.
are welcomed to the UK City of Culture. | :00:12. | :00:19.
He was really laid-back and will even pleasant. She was really | :00:20. | :00:28.
lovely. Hundreds of well-wishers turned out to welcome the royal | :00:29. | :00:32.
couple as they inspected the millions of pounds worth of | :00:33. | :00:33.
improvements to the city. Also tonight: Two teenagers | :00:34. | :00:37.
are killed after their car hits Lincolnshire's new Chief Constable | :00:38. | :00:39.
says he's optimistic about the future but admits | :00:40. | :00:42.
the force faces financial challenges The charity training dogs | :00:43. | :00:46.

with an increasing risk of sleet and snow showers. A detailed forecast in | :01:01. | :01:02.
15 minutes. The city of Hull has played host | :01:03. | :01:12.
to a Royal visit today, just six weeks into its City | :01:13. | :01:15.
of Culture celebrations. The Prince of Wales and the Duchess | :01:16. | :01:17.
of Cornwall arrived just before lunchtime, to be greeted by hundreds | :01:18. | :01:20.
of well-wishers in the City Centre. Among the people they met | :01:21. | :01:23.
were charity workers, Their first stop was outside Ferens | :01:24. | :01:33.
Art Gallery. Our report Kate Sweeting has been | :01:34. | :01:41.
following the Royal Couple's visit With great excitement. It is the | :01:42. | :01:54.
U:K.'s City of Culture and people told me today they were excited to | :01:55. | :01:59.
show them the improvement work that had been taking place in Hull and | :02:00. | :02:05.
the millions of pounds it been spent to improve the city. There were five | :02:06. | :02:10.
stops today and they were met with a warm welcome at all of them. My | :02:11. | :02:15.
report contains flash photography. My report contains | :02:16. | :02:16.
flash photography. It wasn't the best weather | :02:17. | :02:21.
for a Royal visit that once the motorcade had arrived no one | :02:22. | :02:23.
seemed to mind The Duke and Duchess of Cornwall | :02:24. | :02:25.
to the time to thank the I was gobsmacked, | :02:26. | :02:29.
she was really lovely. It might be a cold, | :02:30. | :02:39.
wet day, but that has not discouraged hundreds | :02:40. | :02:44.
of people took coming This is the only engagement | :02:45. | :02:46.
they will carry out today together. They will first call | :02:47. | :02:57.
in and inspect the ?5.2 million refurbishment of the | :02:58. | :02:59.
Ferens Art Gallery before going on Once inside they took | :03:00. | :03:01.
a closer look at the exhibits and met potential | :03:02. | :03:04.
artists of the future. Next for Prince Charles | :03:05. | :03:06.
it was a visit to Holy Trinity Church, | :03:07. | :03:08.
soon to be renamed Hull Minster. There he saw some of the ?4 | :03:09. | :03:11.
million regeneration spot of crocheting | :03:12. | :03:14.
without great success. For the Duchess it was a visit | :03:15. | :03:16.
to homelessness charity She even bought a teapot for | :03:17. | :03:27.
the cause and met those who had been She was asking me what | :03:28. | :03:32.
was the reason I came to Emmaus and what did | :03:33. | :03:38.
I think of the place? And generally just | :03:39. | :03:40.
asked me about myself. The final stop on the Duchess' | :03:41. | :03:45.
visit was The Deep. There she presented prizes to five | :03:46. | :03:47.
young writers on behalf of the First Story charity, of | :03:48. | :03:50.
which she is patron. She told to keep on writing | :03:51. | :03:52.
and to never give up. I was nervous about reading | :03:53. | :03:55.
it and nervous about I don't do crowds in the first place | :03:56. | :03:57.
so just being in front The final billing of the day | :03:58. | :04:03.
for Prince Charles was a visit to Hull Truck Theatre where | :04:04. | :04:13.
he met some fellow famous faces, is in rehearsal for | :04:14. | :04:16.
the co-production with the Royal There was then just enough | :04:17. | :04:19.
time to thank a few more well-wishers before | :04:20. | :04:26.
the visit ended but it will be | :04:27. | :04:29.
a memorable day for all those The play is about rebellion against | :04:30. | :04:41.
Charles the first and it will be interesting to hear what he thought | :04:42. | :04:44.
about that. The organisers hope the visit deal will encourage people | :04:45. | :04:50.
from all backgrounds to come and visit Hull. | :04:51. | :04:52.
We'd love to hear from you if you were in Hull this | :04:53. | :04:55.
If you saw Prince Charles and the Duchess of Cornwall | :04:56. | :04:58.
or if you spoke with them, what did you think of them. | :04:59. | :05:01.
Are you pleased they've been to your city? | :05:02. | :05:07.
We will have some more royal pictures before the programme is | :05:08. | :05:25.
finished. In a moment: The chalet owners | :05:26. | :05:26.
worried about the future as their council talks | :05:27. | :05:28.
behind closed doors. The new Chief Constable | :05:29. | :05:35.
of Lincolnshire says he's 'reasonably optimistic' | :05:36. | :05:37.
about the future of the force. Bill Skelly, who was previously | :05:38. | :05:42.
the Deputy Chief Constable of Devon and Cornwall, | :05:43. | :05:46.
took over the role last week following | :05:47. | :05:49.
the retirement of Neil Rhodes. Mr Skelly says there | :05:50. | :05:51.
are still challenges surrounding finance but says | :05:52. | :05:53.
the service is sustainable. He's been speaking to our | :05:54. | :05:56.
reporter Jake Zuckerman. Lincolnshire's new chief | :05:57. | :05:58.
constable is getting to know Bill Skelly takes over at a time | :05:59. | :06:00.
when the force faces challenges on many fronts. | :06:01. | :06:05.
Next Friday I will be meeting with some of our farming community | :06:06. | :06:11.
to talk about issues such as hare coursing and the things which really | :06:12. | :06:15.
affect them in terms of anti-social Will we see more arrests, | :06:16. | :06:18.
more convictions for I'm very keen to listen | :06:19. | :06:23.
to and understand the problem before I really commit to where we need | :06:24. | :06:32.
to put the resources. It may not be necessarily clear | :06:33. | :06:35.
at the outset, for me, as to where the best effect of that | :06:36. | :06:37.
resource could be. How will you get more money out | :06:38. | :06:40.
of central Government? Two big things we want to see | :06:41. | :06:43.
in the new arrangements that have not featured too much in the past | :06:44. | :06:46.
are rurality, the sparse geography area that we have to cover | :06:47. | :06:51.
and seasonal population increases. I'm optimistic this time around | :06:52. | :06:55.
those two arguments, of rurality and seasonal increases | :06:56. | :07:03.
in population, Whether or not they will actually | :07:04. | :07:05.
translate into increased funding, that is my challenge over | :07:06. | :07:09.
the next three months. Boston has been described | :07:10. | :07:11.
as England's most segregated town. You have been there, | :07:12. | :07:13.
you have seen it for yourself. How are you going to deal | :07:14. | :07:16.
with the tensions that that I've also heard Boston described | :07:17. | :07:18.
as a vibrant and multicultural town. I understand that have been historic | :07:19. | :07:27.
tensions and it is my role to work with communities and with local | :07:28. | :07:30.
authorities and partner agencies to intervene where we can | :07:31. | :07:33.
to reduce those tensions. It may be early days | :07:34. | :07:35.
but the Chief Constable says he is optimistic about the outlook | :07:36. | :07:37.
for policing in the county. Jake Zuckerman, BBC | :07:38. | :07:40.
Look North, Nettleham. We wish all the best with his as | :07:41. | :08:03.
Chief Constable. What is the one area you think they should tackle as | :08:04. | :08:07.
a matter of urgency? That is a reminder of the e-mail address and | :08:08. | :08:08.
text number. The former chief executive of Hull | :08:09. | :08:12.
and East Yorkshire Hospitals NHS Trust Phil Morley is leaving | :08:13. | :08:14.
The Princess Alexandra Hospital NHS It was recently rated | :08:15. | :08:21.
"inadequate" by the Care Quality He left his chief executive post | :08:22. | :08:24.
in Hull in 2014 just weeks before a highly critical | :08:25. | :08:28.
report was published. Two teenagers have died | :08:29. | :08:31.
in a crash in East Yorkshire. A 16-year-old girl from Selby | :08:32. | :08:33.
and a 17-year-old boy from Goole died when the car | :08:34. | :08:36.
they were travelling in hit a tree The driver, a 19-year-old man, | :08:37. | :08:39.
sustained minor injuries and has been arrested on suspicion | :08:40. | :08:45.
of causing death Our reporter Crispin | :08:46. | :08:47.
Rolfe is at the scene. What more do we know | :08:48. | :08:52.
about the accident? Police are appealing for witnesses | :08:53. | :09:06.
after the death of these two teenage passengers which happened round this | :09:07. | :09:11.
corner here. You can probably see a slow in the road sign and also | :09:12. | :09:16.
warnings of sharp bend. The car struck a tree. The precise location | :09:17. | :09:23.
happened at Barnhill Lane West of Howden and close to the A63. It is | :09:24. | :09:31.
believed that the green Volkswagen was travelling south when it struck | :09:32. | :09:36.
a tree. Those involved in the crash had not been named at present and | :09:37. | :09:39.
police are still with the families trying to help them come to terms | :09:40. | :09:44.
with what has tragically happen. Floral tributes have been left at | :09:45. | :09:48.
the scene. Police are warning people not to continue to do so in feeling | :09:49. | :09:52.
like or walking to the scene which is in many ways the older we can get | :09:53. | :09:58.
it to it. They say in doing so you are a danger to yourself but also | :09:59. | :10:03.
other road users. That is very much the warning from police tonight and | :10:04. | :10:08.
tomorrow. Tributes have come from a nearby college which one of the | :10:09. | :10:12.
deceased attended. In a statement they said it was with great sadness | :10:13. | :10:17.
that staff learned of this tragic accident. He was a popular student. | :10:18. | :10:24.
Tonight police investigations are continuing and a 19-year-old man has | :10:25. | :10:27.
been arrested on suspicion of causing death by dangerous driving. | :10:28. | :10:40.
A search and rescue operation is under way after a woman became | :10:41. | :10:46.
trapped on a cliff near Culloden in East Yorkshire. -- Cowden. Police | :10:47. | :10:58.
search and rescue are on the scene at the moment. | :10:59. | :11:05.
A man's died after a crash on a Lincolnshire road. | :11:06. | :11:07.
It happened on the A18 near Ludborough at around 11 | :11:08. | :11:09.
A car and a lorry were involved, and the road was closed for several | :11:10. | :11:21.
The inquests into the murder of 30 British holiday-makers in Tunisia | :11:22. | :11:25.
in 2015, including three from East Yorkshire | :11:26. | :11:27.
and Lincolnshire, has heard that armed police guards in the area | :11:28. | :11:30.
could have stopped the attack at the very beginning. | :11:31. | :11:32.
Claire Windass from Hull, Bruce Wilkinson from Goole | :11:33. | :11:34.
and Carly Lovett from Gainsborough died when a gunman attacked | :11:35. | :11:36.
Today the inquest at the Royal Courts of justice heard | :11:37. | :11:40.
that the police's refusal to intervene was down | :11:41. | :11:42.
A decision could be made tonight on the future of a chalet park | :11:43. | :11:47.
The council has recommended that its preferred bidder takes over | :11:48. | :11:50.
the Humberston Fitties site saying it represents the best | :11:51. | :11:52.
But chalet owners, a group of whom put forward their own bid | :11:53. | :11:56.
to run the park, are urging the council to think again. | :11:57. | :11:59.
The Humberston Fitties - for many a place for holidays | :12:00. | :12:02.
and fun, for some, it s as good as home. | :12:03. | :12:04.
There are around 300 chalets in this conservation area - | :12:05. | :12:09.
but soon it could all pass into private hands. | :12:10. | :12:11.
The council is selling the Fitties off - the community of chalet owners | :12:12. | :12:15.
want to run it themselves, tabling an offer worth | :12:16. | :12:17.
We are capable of looking after this properly as it should be and | :12:18. | :12:27.
retaining its history and heritage. We have all the facilities available | :12:28. | :12:32.
on here to run this as it should be run. | :12:33. | :12:37.
But councillors at North East Lincolnshire Council have already | :12:38. | :12:40.
said theyre in favour of one of four other bids. | :12:41. | :12:43.
Chalet owners fear it may be a large holiday company - | :12:44. | :12:45.
it will be decided at a full council meeting tonight - | :12:46. | :12:48.
I do feel that has been a complete lack of transparency and I feel | :12:49. | :12:57.
frightened for the future of this community and our holiday chalets | :12:58. | :13:01.
and airfield that decisions are being made and I have no input. -- I | :13:02. | :13:06.
feel. The Fitties - which comes | :13:07. | :13:07.
from a word meaning 'salt marsh', first began life | :13:08. | :13:10.
during the First World War, housing soldiers who | :13:11. | :13:12.
manned the Humber forts. During peacetime, holiday-makers | :13:13. | :13:14.
began setting up their own accommodation, and when it passed | :13:15. | :13:16.
into council hands, it was stipulated that the chalets | :13:17. | :13:18.
couldn't be lived in during January In recent years, the | :13:19. | :13:22.
Fitties was connected to electricity, and there have been | :13:23. | :13:25.
challenges over the closed here is that big money talks - | :13:26. | :13:28.
which has prompted an impassioned plea by chalet owners to think | :13:29. | :13:33.
again about what s best North East Lincolnshire Council says | :13:34. | :13:36.
tonight s meeting is not public and chalet owners can t attend | :13:37. | :13:39.
as details within it In a statement the council said in | :13:40. | :13:56.
making a decision we were interested to understand the social economic | :13:57. | :14:00.
and environmental benefits of all the offers. We believe the preferred | :14:01. | :14:04.
bidder we have chosen represents the best deal for the council and the | :14:05. | :14:09.
people of North Lincolnshire. We hope the council recognised that | :14:10. | :14:13.
best value for this site is not necessarily the biggest number on a | :14:14. | :14:17.
spreadsheet that also includes what is best for the tourism economy of | :14:18. | :14:22.
Cleethorpes and for the tourists and the unique environment here. The | :14:23. | :14:26.
special meeting of the council begins in the next half hour. There | :14:27. | :14:37.
is always a lot of interest in the story and we will continue to follow | :14:38. | :14:40.
it. Still ahead tonight: The dogs | :14:41. | :14:52.
for the deaf who need volunteers And as Prince Charles visits Hull, | :14:53. | :14:55.
why his namesake wasn't so welcome! This photo of the | :14:56. | :15:05.
Duchess of Cornwall --Cherry Burton was | :15:06. | :15:29.
taken by Andy Day. This photo of the | :15:30. | :15:31.
Duchess of Cornwall They kept to 70 miles away. It looks | :15:32. | :15:52.
pretty grave for the next 24 hours and there will be a keen easterly | :15:53. | :15:56.
wind. We have talked about this Scandinavian bloc for some time. Low | :15:57. | :16:02.
pressure from Spain and Portugal and high pressure from Sweden and | :16:03. | :16:08.
Norway. Although there will be some winter showers, perhaps a slight | :16:09. | :16:10.
covering of snow in places over the next few days it will not amount to | :16:11. | :16:15.
much at all. Next week we will be back to the south-westerly 's. It | :16:16. | :16:19.
does not look as if it will last that long. You can see what is | :16:20. | :16:22.
happening on the satellite picture. A massive extent of cloud. That will | :16:23. | :16:26.
be the way of it for the next few days. For this evening and overnight | :16:27. | :16:32.
that flowed thick enough at times for a few scattered showers, mainly | :16:33. | :16:37.
of rain at first but increasingly perhaps of some sleet and snow. A | :16:38. | :16:42.
slight covering possible mainly over the walls. -- Wolds. Watch for ice | :16:43. | :16:56.
patches on untreated surfaces. It looks fairly uneventful tomorrow but | :16:57. | :17:03.
there will be a scattering of sleet and snow showers in places. A lot of | :17:04. | :17:08.
cloud and some brighter spells. It will feel cold as the easterly | :17:09. | :17:10.
breeze picks up during the second half of the day. The top afternoon | :17:11. | :17:17.
temperatures will average around three which is below the average of | :17:18. | :17:25.
seven. Perhaps as sleet and snow showers are more frequent through | :17:26. | :17:30.
Friday, the weekend looks cloudy and those showers will return to rain | :17:31. | :17:33.
and sleet. Slightly less cold by then. If you carry on being that | :17:34. | :17:42.
cheeky you will get a Scandinavian bloc, whatever that is. Have a nice | :17:43. | :17:47.
evening. A charity dog training centre | :17:48. | :17:51.
in East Yorkshire says it's in desperate need of more | :17:52. | :17:58.
volunteers, or their operation Hearing Dogs for the Deaf trains | :17:59. | :18:00.
around 160 puppies a year, with one of their biggest | :18:01. | :18:04.
centres near Bielby. But with hearing problems | :18:05. | :18:06.
increasing, demand for the special dogs is higher than ever, | :18:07. | :18:08.
and waiting times can The charity have now | :18:09. | :18:10.
launched a campaign to get Joey the miniature poodle is | :18:11. | :18:14.
a much-loved family pet, but for Jo, who lost her hearing four years ago, | :18:15. | :18:23.
he's also given her Joey is a hearing dog, | :18:24. | :18:25.
alerting her to sounds like the doorbell and fire alarms, | :18:26. | :18:29.
and also helping others From our point of view, | :18:30. | :18:32.
with the family, it was not only But it was actually learning how | :18:33. | :18:38.
he interacts with me. What does it mean to have a dog | :18:39. | :18:47.
like Joey for you and the family? A hearing dog makes a huge | :18:48. | :18:50.
difference, no matter what. But when it comes to giving | :18:51. | :18:57.
you self-confidence, Joey was trained here | :18:58. | :19:00.
at the Hearing Dogs for the Deaf centre near Bielby | :19:01. | :19:08.
in East Yorkshire. But the charity says | :19:09. | :19:10.
they're in desperate need of volunteers, like Karen, | :19:11. | :19:13.
who's a puppy socialiser. I really enjoy having | :19:14. | :19:16.
a dog in my life. And just the joy of | :19:17. | :19:19.
watching them learn. What I do just means that the supply | :19:20. | :19:29.
of dogs is constant. The charity couldn't function in any | :19:30. | :19:32.
way without our volunteers. Deafness is on the rise | :19:33. | :19:34.
and there is always more people in need of a hearing dog | :19:35. | :19:39.
and so we need more volunteers to help us, | :19:40. | :19:41.
to help dogs on their journey, Over the coming months the team | :19:42. | :19:44.
here will hold special open days It's hoped it'll mean | :19:45. | :19:48.
more people like Jo can benefit from a hearing dog, | :19:49. | :19:51.
as she says he's changed her life. Victoria Holland, | :19:52. | :19:55.
BBC Look North, Bielby. Let's hope that the plug tonight on | :19:56. | :20:09.
the telly will help them out. They need more volunteers. If you think | :20:10. | :20:15.
he could be one of those get in touch with them. | :20:16. | :20:19.
Thanks to everyone who got in touch after last night's story | :20:20. | :20:21.
We told you about people living in Sandilands near Mablethorpe | :20:22. | :20:25.
who say they've been left fearing for their safety since | :20:26. | :20:27.
the County Council decided to switch street lights off overnight | :20:28. | :20:30.
I was talking to the leader of Lincolnshire County Council about | :20:31. | :20:41.
this one last night. Martin Hell. Thank you for all of your tweets and | :20:42. | :20:43.
e-mails. This first e-mail says Even in Victorian times | :20:44. | :20:48.
there were gaslights Of course there's a correlation | :20:49. | :20:57.
between the increased number of burglaries | :20:58. | :21:00.
and turning out streetlights." Martin Hell says there was no | :21:01. | :21:17.
correlation. -- Martin Hell. -- Hill. | :21:18. | :21:25.
does encourage burglary, but councils have to save money. | :21:26. | :21:28.
If people are worried they could put lights up | :21:29. | :21:30.
It is a total waste having lights on all night." | :21:31. | :21:34.
While Martin asks "What about fitting street lights | :21:35. | :21:36.
Is that something that might be worth thinking about, | :21:37. | :21:39.
Today's Royal visit to Hull has been all about the Prince of Wales | :21:40. | :21:45.
They're the latest members of the Royal Family to visitthe City | :21:46. | :21:52.
But, as Katy Austin reports, that's not always been the case. | :21:53. | :21:57.
It's not every day you get a royal visit. | :21:58. | :21:59.
Today crowds in Hull made the most of it. | :22:00. | :22:01.
But we couldn't let an appearance by the first in line | :22:02. | :22:04.
to the throne go by, without mentioning the quite | :22:05. | :22:06.
different welcome given to that other royal Charles. | :22:07. | :22:08.
of the people of Hull to let in King Charles I in 1642 is said | :22:09. | :22:12.
They can see it much for the moment because the site is being | :22:13. | :22:23.
redeveloped but Beverley Gate in the city | :22:24. | :22:26.
for 200 years the Royal Family shunned Hull completely and it was | :22:27. | :22:38.
only when Queen Victoria came back that they did so and we embraced | :22:39. | :22:42.
royalty. Recent royal visits have | :22:43. | :22:46.
been more positive.... This is King George VI | :22:47. | :22:49.
visiting in 1937... Fast forward a couple | :22:50. | :23:07.
of decades ....our current Queen Elizabeth helped Hull | :23:08. | :23:13.
celebrate its 700th was back in the city, | :23:14. | :23:15.
at the opening of the Paragon interchange | :23:16. | :23:24.
As for Prince Charles...he's visited Yorkshire a few times in recent | :23:25. | :23:25.
years - including visiting flood But today was his first Hull | :23:26. | :23:28.
trip for quite a while. The city's very name | :23:29. | :23:35.
shows its long royal association - It was renamed Kingston Upon Hull | :23:36. | :23:38.
in 1299 when bought by King Edward I And today's visit shows the royal | :23:39. | :23:47.
association is far from over. Today's visit to Hull | :23:48. | :23:52.
has meant a great deal Here are some more | :23:53. | :23:56.
highlights from today. Just a warning there | :23:57. | :24:04.
is some flash photography. Exciting, brilliant opportunities to | :24:05. | :24:49.
meet a member of the Royal Family. I was gobsmacked. She was really | :24:50. | :24:56.
lovely. He was really laid-back really pleasant and I think he | :24:57. | :24:59.
valued the fact that we were all here and standing the rain. -- | :25:00. | :25:11.
standing in the rain. Great pictures and a fantastic day. We will have | :25:12. | :25:14.
some of your messages in just a moment. | :25:15. | :25:24.
of the national and regional headlines. | :25:25. | :25:26.
The Government's spending watchdog warns that plans to ease pressure | :25:27. | :25:28.
on the NHS by joining up health and social care aren't working. | :25:29. | :25:31.
The Prince of Wales and The Duchess of Cornwall are welcomed | :25:32. | :25:34.
Tomorrow's weather: Rather cloudy and very cold with brighter spells | :25:35. | :25:38.
but also scattered showers of sleet and snow. | :25:39. | :25:40.
As always we read all the e-mails and texts and tweets and if you have | :25:41. | :25:56.
a story you think we should know about send me an e-mail with the | :25:57. | :26:00.
details will stop some lovely messages tonight. Slightly | :26:01. | :26:03.
different, although the subject of the royal visit today. Everybody | :26:04. | :26:07.
seems to have enjoyed themselves. Jenny says a great couple, met them | :26:08. | :26:12.
a couple of times. Gavin says great for my home city having Royal | :26:13. | :26:21.
visitors. The pupils Courts, I saw them on the earlier. They were on | :26:22. | :26:36.
their earlier. -- Southcoats. They say the children were so excited | :26:37. | :26:39.
when they got back to school to tell everyone about it. We're so glad you | :26:40. | :26:46.
had a good day. Neal says I spoke with Prince Charles today. He was a | :26:47. | :26:55.
very polite and nice man. Helena Patrick got in touch. We met Prince | :26:56. | :27:01.
Charles and Camilla today. The word lovely people and were very | :27:02. | :27:04.
interested in the area. It is brilliant they could visit the city | :27:05. | :27:12.
in our City of Culture year. Jane says it is exciting to the people of | :27:13. | :27:19.

in our late bulletin with the rest of the day 's news and also a | :27:29. | :27:32.
detailed weather forecast from Paul. That will be at half past ten. Have | :27:33. | :27:37.
a nice evening and see you later. If not I will see you tomorrow night at | :27:38. | :27:39.
