Good evening and welcome to BBC Look North. | :00:00. | :00:00.
Humberside's top police officer steps down as chief constable. | :00:00. | :00:12.
Lincoln City march in to the quarterfinals of the FA Cup. | :00:13. | :00:23.
It was a high-energy, intense game. We enjoyed the encounter. | :00:24. | :00:29.
And Lincoln City fans have not stopped shouting about it | :00:30. | :00:32.
The city is absolutely buzzing. We are now known worldwide. It was | :00:33. | :00:47.
insane, everyone was going mental, grown men crying, because of what | :00:48. | :00:49.
they had done. Also on the programme tonight: | :00:50. | :00:50.
Police forces in our area consider using special hoods to protect | :00:51. | :00:53.
officers against people I can't think of anyone more | :00:54. | :01:04.
horrible to do to someone than to spit at them, the saliva running | :01:05. | :01:07.
down your cheek. The Hull singer Calum Scott | :01:08. | :01:09.
returns to the city ahead It has been exceptionally mild | :01:10. | :01:22.
today, 16 degrees, but the rest of the week looks very changeable. Join | :01:23. | :01:25.
me for that week ahead forecast. The head of Humberside Police has | :01:26. | :01:31.
announced that she is to quit. In a surprise announcement, | :01:32. | :01:34.
Justine Curran will retire as Chief The decision to replace her | :01:35. | :01:38.
was taken by the Police and Crime Commisioner, | :01:39. | :01:42.
Keith Hunter, who warned in May the force had | :01:43. | :01:44.
to improve after being rated Mr Hunter is with me in the studio | :01:45. | :01:47.
tonight and we'll hear from him in a moment, | :01:48. | :01:54.
but first Jill Archbold Justine Curran's arrival | :01:55. | :01:56.
was heralded as a new era She's even recieved royal | :01:57. | :02:01.
recognition for her services, but now the Chief Constable | :02:02. | :02:06.
is retiring more than a year Under her charge, the force has been | :02:07. | :02:09.
criticised for its response times and staffing levels but, | :02:10. | :02:15.
just three months ago, she told There has been a huge amount of | :02:16. | :02:28.
improvement but there is still more to do and I accept that. We are on a | :02:29. | :02:32.
journey of improvement. In April 2013, Justine Curran | :02:33. | :02:33.
was appointed Chief Constable In 2015, she introduce | :02:34. | :02:35.
controversial changes to shift patterns that were unpopular | :02:36. | :02:39.
with many of her officers. That October, her force was the only | :02:40. | :02:44.
one in the country to be rated Three months ago, the force was once | :02:45. | :02:47.
again told it required improvement. When Humberside's Police | :02:48. | :02:58.
and Crime Commisioner took office, he said Justine Curran had six | :02:59. | :02:59.
months to convince him Would you hesitate in sacking the | :03:00. | :03:11.
Chief Constable if she was not doing what she needed to be doing? I would | :03:12. | :03:17.
not hesitate to take whatever action is necessary to secure an efficient | :03:18. | :03:21.
and effective police service for this area. | :03:22. | :03:22.
But just three months ago, he said he had confidence in her leadership. | :03:23. | :03:27.
I have been convinced that the leadership of the force is doing the | :03:28. | :03:32.
right things to move the force forward and it isn't the best | :03:33. | :03:36.
interests of Humberside Police and the best interests of the public it | :03:37. | :03:40.
serves to leave that leadership term in place to deliver what it to. | :03:41. | :03:47.
In a statement, Justine Curran said... | :03:48. | :03:54.
Keith Hunter is the Humberside Police and Crime Commissioner. | :03:55. | :03:56.
Did you ask to leave? I presented her with my assessment of the state | :03:57. | :04:11.
the force was then I asked her to consider her position. So that is | :04:12. | :04:17.
yes? I asked to consider her position. She took the decision to | :04:18. | :04:21.
leave on the basis of the assessment is presented to her of the force. | :04:22. | :04:26.
What concerns did you have with the way that the force is progressing or | :04:27. | :04:31.
not which brought you to say that? There are a number of issues. | :04:32. | :04:35.
Firstly, I spoke to members the public. Those people who rely on | :04:36. | :04:43.
police the most have less confidence in the police. There is an issue of | :04:44. | :04:48.
the confidence of staff. Staff survey showing a lack of confidence | :04:49. | :04:52.
and leadership that in a situation like that there is more than one | :04:53. | :04:56.
person, there are plenty of other people, but she has to carry the | :04:57. | :05:00.
can. There are issues around how they identify those issues would | :05:01. | :05:04.
leadership and some of that was directly related to the Chief | :05:05. | :05:08.
Constable. I believe that the leaders of public services should be | :05:09. | :05:14.
held accountable. We saw that clip of that interview some while back. | :05:15. | :05:20.
Did you always know that you would struggle with her? Absolutely not. | :05:21. | :05:25.
We have actually had a reasonable professional relationship. When I | :05:26. | :05:28.
made that statement, I was not aware of some of the issues coming out of | :05:29. | :05:32.
the woodwork, the staff survey had not been done at the time and I have | :05:33. | :05:38.
received recent feedback, which some of the improvements a stuttering, | :05:39. | :05:43.
they are not necessarily sustainable and I feel as though the force | :05:44. | :05:49.
cannot improve with a disengaged workforce and the leadership as it | :05:50. | :05:52.
currently stands. So she's not doing good enough for use as she had to | :05:53. | :05:59.
go? The people of this area are not having the police force the deserve. | :06:00. | :06:04.
I think it needs new leadership to take it onto the next stage. So if | :06:05. | :06:09.
anyone doubted whether you were ruthless, the proof is the night. I | :06:10. | :06:14.
have always said I would do whatever necessary to deliver to the public | :06:15. | :06:17.
of this area what I would deliver. Do you have anyone in mind for the | :06:18. | :06:22.
job? I do not, I will go out tomorrow and appetites for that. I | :06:23. | :06:26.
really want to recruit someone who's up for the challenge. | :06:27. | :06:29.
1,000 recently-hatched chicks, which were found abandoned | :06:30. | :06:32.
in South Lincolnshire, have had to be humanely killed. | :06:33. | :06:36.
The chicks, which were about a day old, were discovered | :06:37. | :06:38.
on the outskirts of Crowland on Friday. | :06:39. | :06:41.
The RSPCA says, because they were found near a bird flu exclusion | :06:42. | :06:44.
zone, it would have been too risky for the chicks to be rehomed. | :06:45. | :06:49.
An investigation is now underway to find out who dumped them. | :06:50. | :06:55.
I would consider this to be one of the most callous acts I've come | :06:56. | :06:58.
There is no way they could've looked after themselves. | :06:59. | :07:03.
All that would've happened to them is dying of cold and exposure, | :07:04. | :07:06.
maybe being picked off by predators and scavengers and so on. | :07:07. | :07:09.
Had these people not found the chicks within hours | :07:10. | :07:11.
A chemical producer has announced it'll invest ?27 million | :07:12. | :07:16.
Croda International says it's looking at increasing its output | :07:17. | :07:20.
of chemicals, which are used in things like manufacturing | :07:21. | :07:23.
The firm was founded at Rawcliffe near Goole in 1925 and now has | :07:24. | :07:28.
It's been called a football miracle, a result so unexpected that it made | :07:29. | :07:35.
headlines across the world - the multi-millionaire Premier League | :07:36. | :07:38.
superstars of Burnley toppled by little Lincoln City. | :07:39. | :07:42.
This was the goal that took a non-league club | :07:43. | :07:44.
into the quarterfinals of the biggest club competition | :07:45. | :07:47.
in world sport for the first time in over a century. | :07:48. | :07:51.
Defender Sean Raggett's name will be forever written into FA Cup history. | :07:52. | :07:57.
There were celebrations in the stadium ? 3,000 fans were there. | :07:58. | :08:00.
And it was the same back home in Lincoln - | :08:01. | :08:03.
pubs and bars packed with fans who couldn't get tickets to go. | :08:04. | :08:07.
Next up, it's Arsenal or non-league Sutton. | :08:08. | :08:10.
Five years ago, Lincoln were a club on its knees, on the brink | :08:11. | :08:13.
Now they are one win from Wembley and three from winning | :08:14. | :08:20.
Our correspondent, Leanne Brown, looks | :08:21. | :08:24.
Lincoln have made history! The first time they have ever been in the FA | :08:25. | :08:38.
Cup quarterfinals. The camera in the dressing | :08:39. | :08:39.
room said it all. But if you needed words, magical, | :08:40. | :08:41.
legendary and dramatic were used to describe the moment | :08:42. | :08:44.
Lincoln City made history. I never is thought I would see | :08:45. | :08:52.
Lincoln in the quarterfinals. I cannot believe a middle-aged woman | :08:53. | :08:56.
has cried at a football match, unbelievable. It was absolutely | :08:57. | :08:58.
amazing, and unreal atmosphere. Hailed as a miracle, | :08:59. | :09:01.
the club's achievements led It was plastered all over the front | :09:02. | :09:03.
pages of the press and the team's name was snapped on a billboard | :09:04. | :09:07.
in Times Square in New York. Social media exploded | :09:08. | :09:10.
with household names like Olly Murs tweeting, | :09:11. | :09:14.
"Incredible!" And congratulations, | :09:15. | :09:16.
too, from Ant and Dec. Local Hollywood actor | :09:17. | :09:24.
Colin Mcfarlane has been talking about the win on local radio and has | :09:25. | :09:28.
been getting requests worldwide. People are looking up where Lincoln | :09:29. | :09:37.
is, people are calling me and tweeting me. It is incredible. | :09:38. | :09:41.
In Lincoln city centre, shops where embracing the team's success. | :09:42. | :09:48.
We had red and white everywhere, there was so much interest. But more | :09:49. | :09:55.
than anything, it is the feel-good factor amongst staff and customers, | :09:56. | :09:59.
it is exciting, everyone is talking about it. | :10:00. | :10:00.
No other non-league club has gone this far. | :10:01. | :10:02.
It was 1914, the year World War 1 broke out, | :10:03. | :10:05.
that Queens Park Rangers made it to a similar stage. | :10:06. | :10:08.
Definitely unprecedented in the world of football. There has not | :10:09. | :10:12.
been a result like this ever. So far, the club have made | :10:13. | :10:16.
?1.5 million from prize money, and that could double | :10:17. | :10:19.
in the next round. But could they even | :10:20. | :10:20.
win the competion? The Imps started out | :10:21. | :10:24.
as 1,000-1 outsiders. But since their win at Burnley, | :10:25. | :10:27.
their odds of winning the FA Cup have been slashed to 100-1 | :10:28. | :10:30.
and their chances of reaching The sky is the limit. We never | :10:31. | :10:47.
thought we would get this far. We already said we would invest that | :10:48. | :10:52.
money into the infrastructure. We have a stadium move on the cards. It | :10:53. | :10:58.
opens up a whole raft of possibilities. | :10:59. | :10:59.
Five years ago, Lincoln were a club on the brink | :11:00. | :11:01.
Now they are one win away from Wembley as their FA | :11:02. | :11:05.
Saturday was another remarkable day in Lincoln City's history. | :11:06. | :11:10.
Our sports reporter, Simon Clark, has been at Sincil Bank this | :11:11. | :11:13.
afternoon to look at the impact of that historic performance. | :11:14. | :11:23.
Back to work. They may be the darlings of the FA Cup but today was | :11:24. | :11:31.
business as usual. Danny Cowley reminding players the next game is | :11:32. | :11:38.
the most important. The result and all that has gone on around that | :11:39. | :11:43.
result would be tough for us and for me, it is a great challenge. I | :11:44. | :11:47.
cannot wait for tomorrow night. And this cup run is making extra work | :11:48. | :11:54.
for kit man. I'm putting in more hours than I have ever put in but it | :11:55. | :11:59.
is quite enjoyable. The camaraderie within the club and within the town, | :12:00. | :12:05.
the town is passing, it is really putting Lincoln on the map. | :12:06. | :12:09.
From all angles this is the moment that rewrites | :12:10. | :12:11.
not only Lincoln City but FA Cup history. | :12:12. | :12:16.
This footage captured at the game by Mark Evans | :12:17. | :12:23.
Today he and his mate Ollie Cooper have been trying to comprehend | :12:24. | :12:27.
Sean Raggett is just absolutely amazing. | :12:28. | :12:32.
Danny Cowley, the best thing that has happened since Graham Taylor. | :12:33. | :12:35.
Everyone was going absolutely mental. | :12:36. | :12:42.
Grown men crying because of what they've done. | :12:43. | :12:46.
While all this media attention and publicity is welcome, the one think | :12:47. | :12:59.
you hear today over and over again is that the most important game is | :13:00. | :13:06.
North Berwick United, and that is because this club will not be judged | :13:07. | :13:11.
on how well it does against Arsenal or Sutton, but how well it does in | :13:12. | :13:16.
the league and three points tomorrow will be very useful indeed. | :13:17. | :13:19.
Danny Cowley is the Lincoln City manager. | :13:20. | :13:21.
Earlier, I asked him if the players realised fully | :13:22. | :13:23.
I am not so sure, really. I said to them this morning, don't | :13:24. | :13:38.
underestimate what you have achieved. This is the greatest cup | :13:39. | :13:44.
competition in the world, 100 years since a non-league team got the last | :13:45. | :13:50.
eight of the competition, an unbelievable achievement, incredibly | :13:51. | :13:53.
proud of the players, I thought they were all magnificent on Saturday. | :13:54. | :13:57.
What do you think of the fans? They have been through a lot over the | :13:58. | :14:04.
years. Our supporters, unbelievable, they have been brilliant, they have | :14:05. | :14:08.
been a huge part of our success, they have made a huge contribution | :14:09. | :14:10.
to what we have done, so delighted for them, they have had tough times | :14:11. | :14:15.
in recent years and I am just delighted that they are able to | :14:16. | :14:19.
support the team and have pride in the team and have been part of the | :14:20. | :14:22.
fantastic journey we have all been on. What would you ideally like to | :14:23. | :14:29.
happen tonight? Who do you want to win and who do you want to play? For | :14:30. | :14:38.
us, it is a win-win. I have played all my career in semiprofessional | :14:39. | :14:41.
football so from that perspective I would like Sutton to win, it would | :14:42. | :14:45.
be great for the non-league game to have two teams in the last eight of | :14:46. | :14:51.
the competition and one through to the semifinals. If Sutton not able | :14:52. | :14:58.
to do it, we have a trip to the emirates to play Arsene Wenger's | :14:59. | :15:04.
arsenal. Can you beat them? Sutton or Arsenal? Arsenal! Who thought we | :15:05. | :15:13.
would get to the last eight of this competition? We have been through | :15:14. | :15:18.
six rounds, anything is possible in trouble. If it is Arsenal we played, | :15:19. | :15:22.
we will go there with a game plan with the best version of ourselves. | :15:23. | :15:27.
I wish you all the best, thank you very much indeed. Lovely man. That's | :15:28. | :15:36.
Sutton, Arsenal game is on BBC One tonight. | :15:37. | :15:37.
Still ahead tonight: Special hoods to protect officers against people | :15:38. | :15:40.
And we'll hear from the Hull singer Calum Scott as he returns | :15:41. | :15:51.
The East Yorkshire Wolds taken from Whitton by Tracy Marsden. | :15:52. | :16:15.
Many messages but one of my favourites was, I realised how sad I | :16:16. | :16:21.
have become when I listen to the weather show at the weekend. It is | :16:22. | :16:27.
an insomniac's delight! It is radio, you do not watch it. | :16:28. | :16:34.
It is on every weekend, in case you mist it. The headline for the next | :16:35. | :16:41.
24 hours is not too bad, mostly dry and bright with some sunshine | :16:42. | :16:45.
tomorrow. Trouble in store on Thursday. This potentially deep area | :16:46. | :16:51.
of low pressure will bring strong winds and the chance of some heavy | :16:52. | :16:57.
rain. That is Wednesday night in the Thursday. Today, we have had 16 | :16:58. | :17:05.
degrees around the wash. The cloud is now breaking up nicely. As we | :17:06. | :17:12.
head to the course of this evening and overnight, we will see variable | :17:13. | :17:16.
amounts of cloud. It might pick the time to bring a little patchy light | :17:17. | :17:21.
rain into the far south of our area but to the north, it is dry and that | :17:22. | :17:28.
strong wind will slowly ease, lowest temperatures across East Yorkshire. | :17:29. | :17:34.
Down to five Celsius. The sun rises in the morning at 7:10am. Not too | :17:35. | :17:44.
bad tomorrow, but the dampness first thing. A bright morning with decent | :17:45. | :17:53.
spells of sunshine, all the morning. Later in the afternoon, cloud will | :17:54. | :17:58.
increase tomorrow evening, this next area of rain crosses into and what | :17:59. | :18:03.
part of the world. Much less windy so it will feel springlike. 11 or 12 | :18:04. | :18:10.
sunshine. The average for this plight of the year is seven Celsius. | :18:11. | :18:15.
Rain first thing on Wednesday, Brighton dray on Wednesday | :18:16. | :18:19.
afternoon, potentially wet and windy. | :18:20. | :18:26.
Special hoods could be used by police officers in East Yorkshire | :18:27. | :18:43.
and Lincolnshire to protect them against people who try | :18:44. | :18:45.
The fabric guards are already used by some forces but are controversial | :18:46. | :18:49.
with campaigners, claiming they are cruel and degrading. | :18:50. | :18:53.
This is what police forces in East Yorkshire and Lincolnshire | :18:54. | :19:03.
are considering to stop more aggressive suspects | :19:04. | :19:05.
Hundreds of officers are assaulted every year, including PC Eglen. | :19:06. | :19:13.
He was in the car taking an arrested man to the station. | :19:14. | :19:17.
We got up to a point where we were travelling on the A63 | :19:18. | :19:20.
He turned around and spat in my face. | :19:21. | :19:23.
I can't think of anything more horrible that somebody could do | :19:24. | :19:26.
To feel the saliva running down your cheek. | :19:27. | :19:30.
A third of the country's police forces use spit guards or hoods | :19:31. | :19:32.
although they're not something meant to be used often. | :19:33. | :19:35.
Officers receive training in how and when they should use one. | :19:36. | :19:37.
Examples might be an arrested person who is threatening to spit | :19:38. | :19:40.
at or bite a police officer or if they've already done it once | :19:41. | :19:43.
Humberside Police Federation wants officers issued with spit hoods. | :19:44. | :19:53.
It is essential that they have that. Officers continue to be sorted for a | :19:54. | :19:59.
whole range of things and happens daily. This sort of protection | :20:00. | :20:08.
equipment is needed, unfortunately. You cannot monitor the health and | :20:09. | :20:12.
safety of the individual who is being put it at a time which is | :20:13. | :20:16.
likely to be volatile and other forms of restraint are likely to be | :20:17. | :20:21.
used, and there is always the risk of serious injury and death. Will | :20:22. | :20:28.
police officers in our area soon be using these? Humberside Police said | :20:29. | :20:37.
they are considering the use. Lincolnshire Police says they will | :20:38. | :20:41.
consider using them. I wanted to personally check what it feels like | :20:42. | :20:45.
using one. I walked around the house and bought it at the gym. I was | :20:46. | :20:49.
still able to breathe and move around in the something I would use. | :20:50. | :20:55.
Currently, officers like PC Eglen can only resort | :20:56. | :20:57.
to pushing down someone's head if they think they'll spit. | :20:58. | :21:00.
The debate about whether this is a good alternative goes on. | :21:01. | :21:02.
Are they a safe way for officers to protect themselves or do | :21:03. | :21:07.
you agree with campaigners who say they are cruel and degrading? | :21:08. | :21:20.

Hull, see my friends and family. Do you travel around in a car with | :22:53. | :22:59.
blacked out windows and your own make-up artist? I am living the | :23:00. | :23:06.
dream. Dancing On My Own was the most downloaded song in the UK last | :23:07. | :23:10.
summer. It started off quite slowly then suddenly took off. It reacted | :23:11. | :23:15.
with people all across the world and I have got such an incredible fan | :23:16. | :23:21.
base. It has done all right. How did you feel and how did you find out | :23:22. | :23:26.

promo. My manager called and said he had something really important to | :23:32. | :23:36.
tell me, I thought it was the end. But he told me I was nominated for a | :23:37. | :23:40.
Brit, it was the most surreal feeling ever. It is Wednesday night | :23:41. | :23:45.
and you have got to be the and look chirpy and you are up against little | :23:46. | :23:53.
mix. Calvin Harris, the list is huge. But just to be nominated and | :23:54. | :24:01.
be part of that, I remember watching the Spice Girls perform a man was | :24:02. | :24:04.
younger, so to be part of that would be amazing. It was the bravest | :24:05. | :24:13.
British single of last year in terms of sales but who knows? I'm just | :24:14. | :24:18.
happy to be nominated. It is an incredible story. The talent show, | :24:19. | :24:29.
two years later, Britain's got talent, and now this. And I have | :24:30. | :24:36.
also been in Australia, I have got... And use one around Beverly | :24:37. | :24:45.

you'll see us on there Just go to Facebook and search | :25:01. | :25:02.

from council leaders. Humberside's top police officer | :25:18. | :25:21.
steps down as chief constable. My belief is that people of this | :25:22. | :25:38.
area were not receiving a good police force. I think it needs new | :25:39. | :25:43.
leadership to take them to the next stage. | :25:44. | :25:45.
Mostly dry and bright with some sunshine. | :25:46. | :25:53.
Talking about spit votes, James says police officers have sprays, batons | :25:54. | :26:08.
and guns, how would these any more controversial? Andy says spitting is | :26:09. | :26:12.
dirty, these campaign groups should spend time on the beat with these | :26:13. | :26:16.
officers and see that the problems they face for themselves. Gary says | :26:17. | :26:21.
if it is for the police's safety, why do they not just wear a face | :26:22. | :26:27.
mask instead? We propose to degrade innocent until proven otherwise | :26:28. | :26:32.
people. Thank you for those, keep them coming in. Let's finished the | :26:33. | :26:37.
