a member of staff was almost paid one-point-five million pounds last | :01:23. | :01:25. | |
month, after a mistake by Serco was hired by Lincolnshire | :01:26. | :01:27. | |
County Council nearly two years ago, to look after wages for its schools | :01:28. | :01:36. | |
and support staff. But since then, hundreds | :01:37. | :01:40. | |
of mistakes have been reported, with employees being paid | :01:41. | :01:42. | |
incorrectly and in some Serco says it's getting better, | :01:43. | :01:44. | |
but some schools are now choosing At Monks Abbey Primary School | :01:45. | :01:51. | |
in Lincoln, they expect pupils to make the odd mistake | :01:52. | :01:56. | |
as they learn. But a catalogue of errors | :01:57. | :01:58. | |
by SERCO, the company that handles their payroll, | :01:59. | :02:00. | |
has exhausted the school's patience. I have seen some improvements but | :02:01. | :02:12. | |
the payroll error still exists, it is not an improvement that would | :02:13. | :02:16. | |
allow us to stay with Serco and this month we had an example where one | :02:17. | :02:19. | |
employee was nearly paid ?1.5 million, which fortunately I spotted | :02:20. | :02:25. | |
that when I was working over the half term holiday. | :02:26. | :02:26. | |
In April 2015 Serco began a ?70m contract | :02:27. | :02:29. | |
with Lincolnshire County Council to provide a number of financial | :02:30. | :02:31. | |
Just eight months later, the company apologised | :02:32. | :02:35. | |
following a catalogue of errors with payments. | :02:36. | :02:38. | |
In May 2016, at the end of the first year, the council | :02:39. | :02:41. | |
imposed a one million pound penalty on Serco. | :02:42. | :02:44. | |
Then in November 2016, an independent report found | :02:45. | :02:46. | |
Lincolnshire County Council had rushed into handing over | :02:47. | :02:50. | |
the contract to SERCO who weren't ready to do the job | :02:51. | :02:55. | |
This county council report shows that serco received 221 payroll | :02:56. | :02:57. | |
received in Aug 2016, some of those queries have yet to be | :02:58. | :03:07. | |
resolved and it appears that Serco still hasn't managed | :03:08. | :03:11. | |
to produce its empolyee pay statements for the year 2015/16. | :03:12. | :03:25. | |
Serco are still failing to hit their targets. Although the overall | :03:26. | :03:30. | |
situation has improved the council admits that it is because they have | :03:31. | :03:33. | |
changed the way that success is measured. We do contract bigger than | :03:34. | :03:44. | |
this elsewhere and do them well to the size is not an issue. We are | :03:45. | :03:48. | |
committed to delivering this contract and quality services. | :03:49. | :03:53. | |
Meanwhile the primary school is one of 13 in the county who have decided | :03:54. | :03:59. | |
to end the contract with Serco and unless the problems can be resolved | :04:00. | :04:02. | |
some of the other 186 schools may decide to follow their lead. | :04:03. | :04:09. | |
I have been asking -- I will be asking for new experiences Serco | :04:10. | :04:16. | |
soon. I spoke earlier to Abby Tierney who was a director that | :04:17. | :04:20. | |
circle. -- who is a director at Serco. | :04:21. | :04:25. | |
We have seen significant improvements, the report that has | :04:26. | :04:30. | |
gone to the council has shown that. I was asked about the 221 payroll | :04:31. | :04:36. | |
queries but a lot of those are queries are not terrorists or we are | :04:37. | :04:40. | |
delivering a good service. The council admits this is because of | :04:41. | :04:44. | |
the way you have changed the way that success is measured. What about | :04:45. | :04:50. | |
customer service centre? A court of customers say that waiting times are | :04:51. | :04:53. | |
unacceptable completely unacceptable. We have had the Bacon | :04:54. | :04:58. | |
fermentation of an IT system, over the past few months, which make sure | :04:59. | :05:07. | |
that all that. -- we have had a vague implementation. You're going | :05:08. | :05:12. | |
in the wrong direction, 85% of customers say they were happy with | :05:13. | :05:15. | |
wait times and now we have these figures. It is because of the IT | :05:16. | :05:21. | |
system and we will see those figures again. Schools are opting out of the | :05:22. | :05:26. | |
contract and looking after the one payroll. Are you actually up to the | :05:27. | :05:35. | |
job. For schools absolutely, 13 have chosen to go with the different | :05:36. | :05:38. | |
provider and 12 have decided to rescind the notice and stay with us | :05:39. | :05:42. | |
because they have seen the improvements so we still run the | :05:43. | :05:45. | |
payroll for the majority of schools in Lincolnshire. Today among savvy | :05:46. | :05:50. | |
primary school said that a member of staff was almost paid 1.5 million | :05:51. | :05:54. | |
before the error was spotted by the school. This is basic Janet and John | :05:55. | :06:00. | |
stuff you're not getting right. We would have spotted the error and we | :06:01. | :06:03. | |
have exception reports that would spot anything significantly high. | :06:04. | :06:10. | |
How did it get as far as the school? When you run a complex peal of this | :06:11. | :06:14. | |
size there will always be a small honour of errors but the internal | :06:15. | :06:19. | |
controls in place will spot these things. Are you fit for the | :06:20. | :06:24. | |
contract? Absolutely, we are committed and will be there until at | :06:25. | :06:30. | |
least 2020. When will the problems be sorted? As much as I love having | :06:31. | :06:34. | |
your programme, you coming on it saying sorry is getting a bit much | :06:35. | :06:37. | |
and I'm sure you don't enjoy the experience either. I don't but I am | :06:38. | :06:41. | |
proud, the staff worked incredibly hard over the last 18 months to | :06:42. | :06:44. | |
improve the service, you can see that. We will deliver on the whole | :06:45. | :06:49. | |

The house had a lift that was used to take guest bags up to the second | :08:01. | :08:07. | |
floor in the private area of the house - but on July 12th 2014 | :08:08. | :08:11. | |
one of the bags became jammed and the lift stopped. | :08:12. | :08:15. | |
Arthur who had worked as a butler at the house for 9 years attempted | :08:16. | :08:19. | |
to free the jammed bag but in doing so the lift fell on to him, | :08:20. | :08:22. | |
trapping him between the lift cage and the bannister of the stairwell | :08:23. | :08:25. | |
When paramedics arrived his head had turned blue and there | :08:26. | :08:31. | |
The court heard there were no safety measures in place and the lift | :08:32. | :08:37. | |
hadn't been inspected by a competent lift engineer since it was | :08:38. | :08:40. | |
Today the charity that runs the home was fined ?266,000. | :08:41. | :08:46. | |
and ordered to pay costs of just under ?17,000. | :08:47. | :08:54. | |
in the last hour we have spoken to Mr Mellor's civil partner, and he | :08:55. | :09:02. | |
has told us that he appreciates the fact that the trust have accepted | :09:03. | :09:09. | |
they were at fault. It is good that they have accepted the fault. I | :09:10. | :09:17. | |
really appreciated it. I think there is one out of money that will | :09:18. | :09:24. | |
replace after anyway. It will not bring him back. He was my life. He | :09:25. | :09:33. | |
was my inspiration. It is really difficult. I don't know if things | :09:34. | :09:40. | |
