Sunday it will turn called. Back to you. That is all.

:00:00.:00:07.

Good evening and welcome to BBC Look North.

:00:08.:00:09.

Money for social care and a rate cap for small businesses; the chancellor

:00:10.:00:15.

I'm at Westminster where both sides have been reacting to the budget.

:00:16.:00:23.

Some say it didn't go far enough. Businesses here say there is good

:00:24.:00:27.

news in the budget with pubs being promised a discount

:00:28.:00:30.

on their rates. Whether it will offset the increases

:00:31.:00:40.

we were expecting anyway, many customers say it's a slight drop in

:00:41.:00:41.

the ocean. Also on the programme, a new army

:00:42.:00:43.

of land girls as more women look Also tonight, people taking to their

:00:44.:00:58.

bike to search for missing people. And, a new army of land girls as

:00:59.:01:02.

more women look for a career in agriculture on international women's

:01:03.:01:07.

day. I think there is no glass ceiling at all within agriculture.

:01:08.:01:10.

If you want to do something, the opportunities are there. And the

:01:11.:01:14.

last living British dam Buster call force recognition as he returns to

:01:15.:01:19.

the spot where he dropped his bomb. 13 degrease today. Will the spring

:01:20.:01:25.

sunshine last? Join me for the detailed five-day forecast.

:01:26.:01:33.

It's a budget which, according to the Prime Minister

:01:34.:01:35.

addresses the key issues facing the country.

:01:36.:01:39.

The Chancellor, Philip Hammond, today increased the amount of money

:01:40.:01:41.

available for Social Care by ?2 billion.

:01:42.:01:43.

He said growth would be higher and borrowing would be lower

:01:44.:01:46.

But his opponents have accused him of utter complacency.

:01:47.:01:53.

Local businesses have broadly welcomed his speech and we'll be

:01:54.:01:56.

hearing from some of them in a moment, but first our political

:01:57.:01:59.

Editor Tim Iredale reports on the measures the Chancellor hopes

:02:00.:02:03.

will address the financial challenge of a growing elderly population.

:02:04.:02:14.

Budget day is the day where we find out whether we'll be better or worse

:02:15.:02:21.

off. If you were to ask the majority of these women protesting at

:02:22.:02:26.

Westminster today, they'll tell you they're out-of-pocket due to

:02:27.:02:28.

previously announced changes which means that some of them who thought

:02:29.:02:32.

they could retire at 60 will now have to wait until they're 66 to

:02:33.:02:36.

collect their state pension. The Government have just totally ignored

:02:37.:02:39.

us. They'll not even entertain talking to us about it. They say

:02:40.:02:43.

there's no money, we are not going to do anything about it, we have

:02:44.:02:47.

already given you a six-month extension. But the six-month

:02:48.:02:52.

transition arrangement they've put in doesn't cover all women. The

:02:53.:02:56.

Chancellor didn't address the pension concerns but he did tackle

:02:57.:03:09.

arguably the biggest issue tackling the growing population of elderly

:03:10.:03:13.

people. Council tax will be increased by 3% in the form of a

:03:14.:03:18.

levy or precept to pay for social care. Councils said they were facing

:03:19.:03:23.

a ?2.6 billion short fall by 2020. Today, the Chancellor announced ?2

:03:24.:03:27.

billion for social care over the next three years. There is an ageing

:03:28.:03:32.

population, increasing demand for social care, and this is a good step

:03:33.:03:37.

forward for people in Lincolnshire and everywhere else. Some argue it's

:03:38.:03:42.

still not enough. It doesn't sound enough. At least it's a contribution

:03:43.:03:46.

towards a significant problem. What we have is the Government holding

:03:47.:03:51.

its hands up and saying there is no crisis in our watch on health and

:03:52.:03:55.

social care and throwing some money at it. We need to look at how social

:03:56.:04:01.

care works in the long-term. This will be an extra ?1 billion this

:04:02.:04:05.

coming year and I think that will be good news, I hope, for Lincolnshire

:04:06.:04:09.

County Council and across the country. The number crunching begins

:04:10.:04:15.

and councils across Lincolnshire and East Yorkshire will know how much of

:04:16.:04:18.

that ?2 billion they'll receive towards the growing cost of care.

:04:19.:04:22.

The chancellor told MPs there'll be extra financial help for businesses

:04:23.:04:25.

which have been affected by recent rate rises and that

:04:26.:04:27.

certain pubs would receive a discount on their rates.

:04:28.:04:30.

People who run businesses locally have broadly

:04:31.:04:31.

welcomed today's budget, as our Business correspondent

:04:32.:04:39.

Subbusinesses eagerly awaited the budget day pose and the start of the

:04:40.:04:52.

Chancellor's speech. In the first budget since Brexit, it was revealed

:04:53.:04:55.

the economy is growing and unemployment is falling. But is that

:04:56.:04:59.

the case locally? Well those that represent businesses in the area say

:05:00.:05:05.

it's a bright future. We are doing very well at the moment, the City of

:05:06.:05:10.

culture, the Siemens investment, the council talks about billions of

:05:11.:05:13.

investment, I'm sure that's more than we've probably ever had at any

:05:14.:05:17.

single point in the past so we are on a bit of a role. There are

:05:18.:05:22.

difficulties as we do know about, but broadly good news. Here at

:05:23.:05:29.

Safety Supplying Clothing, they're expanding rapidly and would have

:05:30.:05:32.

liked more of a UK strategy from the Chancellor. This is our national

:05:33.:05:36.

distribution centre and we have outgrown it so we are going to have

:05:37.:05:39.

to build another one. When it's all finished and up to speed, there'll

:05:40.:05:44.

be over 300 new jobs for Hull. I was looking for fundamental honesty

:05:45.:05:47.

about the state of the nation's finances which I got, I would like

:05:48.:05:53.

to hear a full I haves and strategy. What about small businesses? It was

:05:54.:05:59.

a sigh of relief for this cafe which business rates won't increase. It

:06:00.:06:03.

was a sigh of relief. They may have doubled almost. Now the budget's

:06:04.:06:15.

come out, it's a a relief. This small brewery supplies around 100 in

:06:16.:06:22.

our area. They welcomed the Government's

:06:23.:06:25.

recognition of pubs being a part of the community and hopefully, it's

:06:26.:06:28.

the first time we have seen that in a budget, hopefully that will

:06:29.:06:32.

continue in the future developments. And we heard there'll be ?90 million

:06:33.:06:37.

of transport spending for the north. So what would people like that money

:06:38.:06:47.

to be spent on? More cycle lanes, as flat as Amsterdam. Make roads wider

:06:48.:06:58.

if possible. More cycle ways. Widen the pavements. A sign on the main

:06:59.:07:03.

road into Hull reads "what can you do? " It seems with a little help,

:07:04.:07:06.

rather a lot. Let us know what you think of what

:07:07.:07:07.

the Chancellor had to say today. There'll be an extra

:07:08.:07:11.

?2 billion for Social Care, a subject which has been

:07:12.:07:13.

in the headlines recently. But if you're self employed,

:07:14.:07:15.

your National Insurance More on the budget from Tim who is

:07:16.:07:17.

live in London just before 7. Around 200 properties have a fourth

:07:18.:08:01.

day without water after a pipe burst in the Lincolnshire Wolds

:08:02.:08:06.

over the weekend. Anglian Water has been involved

:08:07.:08:08.

in two operations since Sunday, fixing a huge underground water pipe

:08:09.:08:10.

and getting bottled water I'm really conscious that we've made

:08:11.:08:23.

several bad guesses about how long it's going to take and I don't want

:08:24.:08:31.

to make another one. We are hoping to get water back to people tonight

:08:32.:08:34.

and we are hoping for a solution tomorrow. We should begin to push

:08:35.:08:37.

this to a conclusion tomorrow. Northern Rail has announced details

:08:38.:08:40.

of a reduced service next Monday, The RMT union balloted

:08:41.:08:43.

for the strike over fears that new trains planned for 2018 would no

:08:44.:08:46.

longer require conductors. Northern Rail says it will run

:08:47.:08:49.

just 40% of its usual The chairman of Hull

:08:50.:08:52.

and East Yorkshire Hospitals NHS Trust Mike Ramsden has announced

:08:53.:08:56.

he is to step down at He took on the role as chairman

:08:57.:09:00.

after widespread bullying was exposed by the Care Quality

:09:01.:09:05.

Commission. It's hoped a ?3 million investment

:09:06.:09:06.

into East Midlands Ambulance Service will help improve the care patients

:09:07.:09:10.

receive. A new electronic record

:09:11.:09:12.

system will be delivered over the next two years,

:09:13.:09:15.

giving paramedics quicker access to medical records and allowing

:09:16.:09:17.

injury information to be sent to the hospital before

:09:18.:09:22.

the patient arrives. Campaigners trying to save a playing

:09:23.:09:26.

field in Scunthorpe say they're disappointed that

:09:27.:09:29.

North Lincolnshire Council has voted This afternoon the council approved

:09:30.:09:32.

proposals for 122 homes But over 1,000 people have signed

:09:33.:09:39.

a petition against the plans. My children have played on here and

:09:40.:09:55.

my grandchildren still do. I think it's really a shame that they're

:09:56.:10:02.

going to take it off of us. There is no problem in it being built on

:10:03.:10:07.

brown field site, that needs developing, but it's a useable

:10:08.:10:11.

space. If it's built on for houses or anything else for that matter,

:10:12.:10:14.

it's gone and it won't be coming back.

:10:15.:10:17.

Every year, hundreds of people go missing in Lincolnshire and valuable

:10:18.:10:20.

police time is spent trying to find them.

:10:21.:10:22.

Now thanks to a lottery grant, a team of volunteers on mountain

:10:23.:10:24.

But there are only four bikes for the whole of Lincolnshire -

:10:25.:10:29.

and the Lowland Search and Rescue team admits it needs more

:10:30.:10:34.

Laura Foster joined them as they trained in woods

:10:35.:10:38.

They're like mountain rescue without the hills; the coast guard

:10:39.:10:44.

without the water; this team is on call 24 hours a day-

:10:45.:10:47.

Ready to help Lincolnshire Police find people who've gone missing

:10:48.:10:52.

because of dementia, mental health issues

:10:53.:10:54.

or because they've run away from home.

:10:55.:11:00.

I can see it almost like a fourth emergency service. There are times

:11:01.:11:05.

when the emergency services themselves are pretty stretched.

:11:06.:11:08.

They need the assistance of volunteers. The mountain bike

:11:09.:11:12.

element is fairly new to us so we are hitting the ground running, so

:11:13.:11:16.

to speak, but yes, the element is to get out there as fast as possible.

:11:17.:11:20.

They're given a meeting point that can be anywhere from Grimsby

:11:21.:11:23.

Some will go on foot, but this new bike team rides in a four.

:11:24.:11:28.

The person at the front's in charge of navigating,

:11:29.:11:31.

the second rider looks left, the third looks right

:11:32.:11:34.

while the fourth is the team leader and watches over the group.

:11:35.:11:40.

At the moment the team are being briefed on their drill to find Pete.

:11:41.:11:45.

He and I were in the middle of the forest. What have you got to do

:11:46.:11:50.

exactly? Got to run, hide, play a certain type of persona so it

:11:51.:11:54.

challenges and tests their skills. Yes, hopefully they can find me and

:11:55.:11:58.

bring me back safe. All right, off you go.

:11:59.:11:59.

It's not just about cycling, the team are specially trained

:12:00.:12:02.

in calming down vulnerably individuals and guiding

:12:03.:12:06.

Lincolnshire Police says their help is incredibly important.

:12:07.:12:13.

We'd struggle to find the staff. We do rally every available member of

:12:14.:12:22.

staff, but that extra help is invaluable. Currently they've only

:12:23.:12:31.

got four bikes for the second biggest county in the UK. We need

:12:32.:12:35.

more volunteers to be able to join, train up and give a little bit of

:12:36.:12:41.

timethe community. At the moment, there are no mountain bike search

:12:42.:12:44.

teams for Yorkshire, it's hoped that will be set up in the future.

:12:45.:12:56.

They're doing great work there. Maybe they'll get some more

:12:57.:13:00.

volunteers after tonight. If you have a story you think we

:13:01.:13:08.

should know about, send me an e-mail. Still to come: The last

:13:46.:13:48.

the same time. Good evening, young man.

:13:49.:13:53.

People often ask me, what does Paul do earlier in the day. A sneak

:13:54.:14:02.

preview from earlier today. That looks really hard. I knew you were

:14:03.:14:07.

going to do that! There was a weather conference on. Do you think

:14:08.:14:11.

anybody actually believes that who is watching? Caught red handed. It's

:14:12.:14:17.

the last time I'm tweeting pictures like that. The headline for the next

:14:18.:14:22.

24 hours. It's going to be very nice. Lots of sunshine to come.

:14:23.:14:26.

Tomorrow it will be a little on the windy side. There's the headline,

:14:27.:14:32.

sunny, windy and dry. Temperatures around 12 or 13. This warm front

:14:33.:14:40.

will bring a bit of drizzle for Friday, Friday although a cloudy day

:14:41.:14:44.

will be mostly dry and should stay mild. There was a bit of a back hang

:14:45.:14:49.

of cloud for a time. It was fairly cloudy first thing but the afternoon

:14:50.:14:52.

really made up for it with that sunshine. 13 degrees widely across

:14:53.:14:58.

parts of our region. So, this evening is fine with clear spells

:14:59.:15:04.

and very little happening overnight. A weak weather front bringing the

:15:05.:15:08.

odd shower up to the north-west side of Yorkshire. It's going to be dry

:15:09.:15:12.

with temperatures five, six or seven. The sun rises at 6. 37. There

:15:13.:15:25.

might be a bit of patchy cloud around first thing as the weak

:15:26.:15:28.

weather front moves into the North Sea, otherwise what a lovely day.

:15:29.:15:32.

Blue skies for many, lots of sunshine. The only downside is it's

:15:33.:15:38.

going to be windy. It will be a westerly whistling down the Humber.

:15:39.:15:44.

So Hull and Grimsby perhaps feeling that. Temperatures are above average

:15:45.:15:46.

for the first half of March. A little further ahead, mostly dry

:15:47.:15:58.

and cloudy on Friday. Weak weather fronts comed bring patchy rain for a

:15:59.:16:01.

time over the weekend. That said, there'll be a lot of fine weather on

:16:02.:16:08.

offer for golf. Tim wrote last night about whether it's a four or

:16:09.:16:11.

five-day forecast. Nicky says, reviewing the weather of the day is

:16:12.:16:15.

not a forecast, thens viewer Tim is right, it's only a four-day

:16:16.:16:18.

forecast. Talking about what we have had today is not a forecast. It's 6.

:16:19.:16:24.

45, four hours left of today, that's day one, and then another four

:16:25.:16:26.

there... Love to chat but lost the will to

:16:27.:16:28.

live! A career in farming and agriculture

:16:29.:16:35.

is becoming increasingly popular among women in our area,

:16:36.:16:38.

according to Bishop Burton College. Five years ago 10% of the college's

:16:39.:16:40.

students were women but that figure Today, as part of International

:16:41.:16:44.

Women's day, the college has been trying to inspire women to pursue

:16:45.:16:48.

careers in agriculture. War transformed the status and role

:16:49.:16:53.

of women; in Britian's fields the land girls proved it wasn't just

:16:54.:17:01.

men who could drive tractors and harvest crops. But several

:17:02.:17:04.

decades later; one of the countries biggest agricultural colleges

:17:05.:17:10.

is still trying to inspire more I think there is no glass ceiling at

:17:11.:17:23.

all in agriculture. If you want to do something, the opportunities are

:17:24.:17:27.

there. We used to have one in ten students signing up for ago cultural

:17:28.:17:31.

courses. We've now got four or five in ten and that's happened in the

:17:32.:17:33.

last five years. Student Emily Richardson grew up

:17:34.:17:34.

on an arable farm and always wanted to follow in her fathers footsteps;

:17:35.:17:38.

she says her gender didn't matter. Hundreds of women gathered today

:17:39.:17:41.

at the college to hear success It is a man's industry, but it's got

:17:42.:17:53.

better. Half the course girls and the majority of the teachers are

:17:54.:17:58.

women, so over time the perception of men in agriculture is getting

:17:59.:18:01.

pushed aside by women as well in that they can do it.

:18:02.:18:03.

Hundreds of women gathered today at the college to hear success

:18:04.:18:06.

stories with the hope of inspiring students like Eve.

:18:07.:18:13.

When you say you're doing agriculture, people don't believe

:18:14.:18:18.

it. It's nice to see so many women in the industry and so many women

:18:19.:18:21.

doing really well many the industry as well. It just shows all the

:18:22.:18:26.

different things that you can do within agriculture.

:18:27.:18:28.

Across the world others have used this day to protest

:18:29.:18:30.

for women's rights - strikes were held in

:18:31.:18:32.

In Russia, it's a public holiday where the sales

:18:33.:18:39.

In East Yorkshire - Janine Burley set up her own

:18:40.:18:43.

business after being made redundant - she's one of a growing number

:18:44.:18:46.

It's realingly important you encourage other women to do what

:18:47.:18:56.

you've done because sometimes women get stuck in a rut and feel they're

:18:57.:19:00.

limited when actually really women are not limited at all. So it's

:19:01.:19:04.

really nice to be out there saying to women, yes, you can do it too.

:19:05.:19:06.

As the next generation of young girls grow up -

:19:07.:19:09.

the organisers of women's day say they hope it's in a world

:19:10.:19:12.

Jill is at a Boxing Academy where something special

:19:13.:19:25.

When it comes to sports dominated by men, boxing is one of them. More

:19:26.:19:45.

than 30 women are here having a go for free today, thanks to

:19:46.:19:48.

professional boxer Tommy Coyle. Why did you have this idea to open the

:19:49.:19:53.

doors of the academy? Well, I wouldn't be here if it wasn't for a

:19:54.:19:58.

woman and I love giving stuff away and giving something back, so why

:19:59.:20:01.

not. Thank you very much. Quickly let's speak to one of the women

:20:02.:20:06.

having a go. Amanda, do you feel empowered by having a go at a sport

:20:07.:20:11.

like boxing? Empowered, invigorated, it's a great place to come get your

:20:12.:20:18.

stress and anxieties out. I was a gym-Phoebe up until last year when

:20:19.:20:22.

my friend introduced me to coming here. The integration for women

:20:23.:20:29.

continues into the weekend. Hull hosts the festival the Women of the

:20:30.:20:32.

World for the first time ever this weekend.

:20:33.:20:36.

The multi-million selling electric string quartet Bond, featuring

:20:37.:20:44.

Hull-born Gayee Westerhoff, will complete the lineup

:20:45.:20:46.

of the Women of the World festival in Hull which starts this Friday.

:20:47.:20:52.

Bond will join fellow Hull performers Lucy Beaumont

:20:53.:20:57.

and Maureen Lipman on the opening night at the City Hall.

:20:58.:21:00.

WOW is a festival of culture and debate which aims

:21:01.:21:05.

to ensure women and girls realise their potential.

:21:06.:21:08.

:21:46.:21:51.

that there is no such thing as a right to not be offended,

In a special report the BBC's Michael Buerk has taken

Johnny back to Germany, to the spot where

George Osborny Johnson may be looking at the present, but he's

seeing the past. He's back three quarters of a century to a moon lit

night and almost impossible mission. It was a thrilling experience. As a

:22:45.:22:50.

young man, he was part of RAF bomber command, part of the sustained

:22:51.:22:54.

lethal campaign against the Nazi's war machine that all but destroyed

:22:55.:22:59.

many of Germany's cities. Jonnie flew on 50 missions. One stood out.

This is a huge lake held back by the great dam. It's a tourist resort

:23:09.:23:13.

these days. Out of season it's quiet and peaceful. 74 years ago, it was

:23:14.:23:18.

the target for the most famous bombing raid in history.

:23:19.:23:24.

The mission involved dropping specially invented bombs designed to

:23:25.:23:33.

destroy the three targets, the dams captured in the 1950s film the

:23:34.:23:37.

Dambusters. As a bomb aimer, Jonnie Johnson's job was to hit the Zorpa

:23:38.:23:44.

dam. Our briefing was to fly across the dam to drop the bomb as near as

:23:45.:23:49.

possible to the centre of the dam. It was something we hadn't practised

:23:50.:23:53.

at all in training, that type of attack. So it was practise,

:23:54.:23:58.

practise, practise here until you got it right. Go did you, on this

raid or any other, is any thought for the people underneath? No, not

:24:03.:24:10.

during operational times. This 14-year-old was hiding in a tunnel

:24:11.:24:16.

under the dam that night. The doors inside the dam burst open. All the

:24:17.:24:24.

children were screaming. It was chaos. Jonnie's bomb was spot on,

:24:25.:24:32.

but not enough to breach the Zorpa. But the other Dambusters blew great

:24:33.:24:40.

holes in the Morna and Ada dams. The war's supreme feat of flying dealt

:24:41.:24:46.

Hitler the most dramatic of blows. Now his two old men at the side of a

remembering. We talked about this a few weeks bag, there's now 308,000

people signed a petition for Jonnie to get a Knighthood. The main and

national insurance contributions. Businesses here say there is some

:25:14.:25:17.

good news with the promise of rate cuts for pubs and small companies.

:25:18.:25:22.

Let's two back to the budget. Our Political Editor Tim Iredale is in

:25:23.:25:25.

Westminster. What's been the reaction to the budget?

:25:26.:25:33.

I'm live at the Treasury here tonight where the bean counters will

:25:34.:25:37.

be hoping for some good press following the announcements made

:25:38.:25:40.

today. Lincolnshire county council is one of the authorities that's

:25:41.:25:43.

been given a cautious welcome to an extra ?2 billion which will be spent

:25:44.:25:47.

on social care over the next three years. Other Cowan sails say it

:25:48.:25:54.

falls far short though and there's ?90 million to be spent on transport

:25:55.:25:58.

-- other councils. So-called pinch point. To put that into perspective,

:25:59.:26:06.

?90 million doesn't even cover the cost of Lincoln's eastern bypass and

:26:07.:26:11.

it's half the cost of the A63 in Hull. That money will have to be

:26:12.:26:16.

spread very thinly. This wasn't a give-away budget and I don't think

:26:17.:26:19.

anyone really will be feeling massively better off tonight.

:26:20.:26:24.

Thank you very much. Reading some of the e-mails and texts coming in. Ian

:26:25.:26:30.

is in Skegness, we have extra money for social care, does this mean that

:26:31.:26:34.

we'll not be paying the extra few percent on council tax? I doubt that

:26:35.:26:38.

very much, Ian. Thank you for these, keep them coming in, more tomorrow

:26:39.:26:41.

night. Thank you for watching. See you at 10. 30. Bye.

:26:42.:27:23.

Let's Sing And Dance exploded onto our screens,

:27:24.:27:26.

setting the stage alight...literally.

Stars were a-swinging... Could somebody help me?

:27:29.:27:34.

Join the party, as new stars perform on...
