Good evening and welcome to BBC Look North. | :00:00. | :00:00.
The MP for Lincoln slams the Electoral Commission and insists | :00:00. | :00:11.
he's done nothing wrong over expenses. | :00:12. | :00:18.
I am alive in Lincoln, where MP Karl McCartney has hit back over the | :00:19. | :00:30.
so-called Battle cars controversy. -- battle bus controversy. | :00:31. | :00:32.
Health bosses say they definitely want to close Hornsea's | :00:33. | :00:35.
minor injuries unit, despite local opposition. | :00:36. | :00:38.
I am devastated. This is a ridiculous situation we find | :00:39. | :00:44.
ourselves in, no minor injuries unit in Hornsey. | :00:45. | :00:45.
15,000 new homes needed for East Yorkshire and Lincolnshire - | :00:46. | :00:48.
We are way below target currently. The figures are growing but the | :00:49. | :00:57.
market is taking a long, long time to recover. | :00:58. | :01:00.
Fears that new flood defences will destroy the view | :01:01. | :01:03.
And settled and windy for the next few days to come. -- unsettled. Join | :01:04. | :01:15.
me later for the forecast. Lincoln's MP, Karl McCartney, | :01:16. | :01:20.
has said he acted "honestly and properly" when it came | :01:21. | :01:22.
to his expenses during Mr McCartney issued a statement | :01:23. | :01:25.
today criticising the election watchdog, after it fined | :01:26. | :01:30.
the Conservative Party 12 police forces - | :01:31. | :01:32.
including Lincolnshire - have asked the Crown Prosecution | :01:33. | :01:39.
Service to consider charges in connection with a Tory | :01:40. | :01:43.
battle-bus tour in 2015. More from our political | :01:44. | :01:45.
editor, Tim Iredale. The 2015 general election | :01:46. | :01:54.
was the closest for many years. The Tories and Labour | :01:55. | :01:57.
sent their big hitters to Lincoln, The Conservatives also | :01:58. | :01:59.
had a battle-bus tour, where party activists travelled | :02:00. | :02:09.
the country to support Today, the organisation | :02:10. | :02:11.
which regulates party finances, the Electoral Commission, | :02:12. | :02:18.
ruled the Conservatives had failed to declare thousands of pounds | :02:19. | :02:22.
they'd spend on the battle-bus tour. At the heart of the controversy | :02:23. | :02:25.
is whether expenses for the road trip were declared as part | :02:26. | :02:28.
of the national campaign, when they should have been | :02:29. | :02:31.
declared by the local party. ?70,000 is the highest fine | :02:32. | :02:35.
we have ever issued and that represents offences and | :02:36. | :02:39.
contraventions across five different areas, so we have never issued | :02:40. | :02:46.
findings to that extent before. In a statement today, | :02:47. | :02:48.
Lincoln MP Karl McCartney said... 12 police forces - | :02:49. | :03:02.
including Lincolnshire Police - have sent files to the Crown | :03:03. | :03:09.
Prosecution Service, which must decide whether charges | :03:10. | :03:12.
are to be brought against MPs If prosecutions do go ahead, | :03:13. | :03:14.
then it could lead to elections Tim is live in Mr McCartney's | :03:15. | :03:19.
Lincoln constituency for us tonight. So what happens next | :03:20. | :03:25.
in this investigation? The CPS has until June to decide | :03:26. | :03:37.
whether charges are to be brought in connection with this matter. | :03:38. | :03:41.
Lincolnshire Police has not formally confirmed who if anyone has been | :03:42. | :03:47.
investigated as part of the file it has sent to the CPS but Karl | :03:48. | :03:52.
McCartney has said he has cooperated with the police. He was not | :03:53. | :03:56.
available for interview today but I did speak to him on the phone just | :03:57. | :04:01.
before we came on air and he said that neither he nor his election | :04:02. | :04:06.
agent have done anything wrong and he hopes this matter will be | :04:07. | :04:11.
resolved as soon as possible. Is there a real possibility of some | :04:12. | :04:13.
by-elections in some areas, including Lincoln? If you look at | :04:14. | :04:21.
today's papers, some of them, you get the impression we will see | :04:22. | :04:26.
dozens of MPs in the dock and a load of by-elections. That is probably | :04:27. | :04:31.
the worst case scenario for the Conservative Party. I think most | :04:32. | :04:36.
legal experts admit that in most cases the most of the Tories will | :04:37. | :04:43.
get is a heavy fine. It is very unusual for by-elections or | :04:44. | :04:46.
elections to be rerun in this country. Normally it only happens | :04:47. | :04:51.
when MPs have been found guilty of a serious criminal offence and they | :04:52. | :04:55.
sent to jail. The matter is in the hands of the CPS and we await | :04:56. | :04:57.
further news from them. Health bosses have revealed | :04:58. | :05:04.
they definitely want to close Hornsea's minor-injuries unit, | :05:05. | :05:06.
despite strong opposition The final decision on the future | :05:07. | :05:07.
of urgent-care services in the East Riding will be taken | :05:08. | :05:13.
next week, but a report out this afternoon recommends there should be | :05:14. | :05:17.
three centres based at Beverley, Protesters from Hornsea say | :05:18. | :05:19.
they're going to fight on. Our health correspondent, | :05:20. | :05:24.
Vicky Johnson, reports. Protesters trying to keep Hornsea's | :05:25. | :05:28.
minor-injuries unit alive. It is really important | :05:29. | :05:32.
that we retain the MIU. But it now seems certain that the | :05:33. | :05:39.
MIU is in its final death throes. Campaigners are furious. That none | :05:40. | :05:56.
of these people live in rural areas. They live close to urgent care | :05:57. | :06:06.
centres. The new urgent-care centres | :06:07. | :06:09.
at Beverley, Bridlington and Goole would all be open for 16 hours | :06:10. | :06:11.
a day, 365 days a year, and would offer a consistent range | :06:12. | :06:14.
of advice and treatment, If approved, the three centres | :06:15. | :06:17.
would also be supported by low-level minor-injury units at Driffield | :06:18. | :06:20.
and Withernsea hospitals, but you According to the plans, | :06:21. | :06:23.
Hornsea will have no MIU. We looked at numbers and after | :06:24. | :06:34.
breaking them down or we saw that many of them could the treated at | :06:35. | :06:46.
home, many of them have wound injuries, so there wasn't the need | :06:47. | :06:51.
for an urgent care centre at Hornsey. | :06:52. | :07:03.
I complained but it is clear that 90% of local people oppose the | :07:04. | :07:08.
plans. Today's report also spells out that | :07:09. | :07:10.
community and rehabilitation beds would be based only in Beverley, | :07:11. | :07:13.
meaning that current community beds at Bridlington | :07:14. | :07:15.
and Withernsea would close. Hospital bosses say extra | :07:16. | :07:17.
accommodation will be made available in private residential homes | :07:18. | :07:19.
for those who need more They will still get the range of | :07:20. | :07:29.
support from most -- nursing teams and therapy support. We want to | :07:30. | :07:34.
focus on putting more capacity into therapy teams and rehabilitation so | :07:35. | :07:37.
that when people are discharged they could be supported back to their own | :07:38. | :07:45.
home. Campaigners promise more protests | :07:46. | :07:54.
like this. They say they are prepared to take the fight to Jeremy | :07:55. | :07:57.
Hunt if necessary. We want to hear from you on this | :07:58. | :08:06.
story, some big changes to where you can use the NHS in East | :08:07. | :08:08.
Yorkshire. What do you think | :08:09. | :08:11.
about the recommendation that the minor-injury | :08:12. | :08:15.
unit closes in Hornsea? We look forward to hearing from you | :08:16. | :08:41.
as always. Hull City Council has revealed more | :08:42. | :08:46.
details about the two proposed In a report the council say it | :08:47. | :08:49.
could invest in a new city-centre ice rink in either Bond Street | :08:50. | :08:54.
or Colonial Street The council says the current ice | :08:55. | :08:56.
arena, which is 30 years old, is coming to the end | :08:57. | :09:00.
of its useful life. The lack of transparency shown | :09:01. | :09:06.
by the NHS bosses who run Grimsby, Scunthorpe and Goole hospitals | :09:07. | :09:11.
has been criticised by It's emerged that the Trust knew | :09:12. | :09:13.
for months about missing patient referrals, but only | :09:14. | :09:17.
finally admitted it when they were forced | :09:18. | :09:19.
to by a local council. The mistake meant more | :09:20. | :09:23.
than a hundred people waiting to see a consultant were never | :09:24. | :09:25.
put on waiting lists. I would always expect that | :09:26. | :09:31.
if an error has been made that people accept the responsibility | :09:32. | :09:35.
of the mistake, own up to it It shouldn't take the trusts | :09:36. | :09:39.
being dragged in front of a scrutiny panel with legislation being used | :09:40. | :09:49.
to get them there to admit The trust continues to urge people | :09:50. | :09:51.
who think they may be There's been lots of interest | :09:52. | :09:56.
in this story since we first Thank you for all of your comments | :09:57. | :11:01.
and of course we will continue to follow that story. | :11:02. | :11:03.
New flood defences along Hull's waterfront need to be more | :11:04. | :11:06.
That's the message from residents on one of the city's housing | :11:07. | :11:09.
estates, who say the area could be permanently damaged. | :11:10. | :11:12.
They're worried that the Environment Agency will only offer the most | :11:13. | :11:15.
cost-effective design, which could be a basic wall. | :11:16. | :11:18.
Our environment correspondent, Paul Murphy, is on the banks | :11:19. | :11:20.
The bottom line is that posh flood defences cost money. These are the | :11:21. | :11:44.
defences at Paull, at the luxury end. They are glass so you can see | :11:45. | :11:49.
through them, and the theory is that Hull will get miles of concrete | :11:50. | :11:54.
defences, which aren't aesthetically pleasing, in a city that is trying | :11:55. | :11:59.
to improve its image. Not everybody is happy. Most of the frontages will | :12:00. | :12:08.
be bog-standard Environment Agency protection but there are clearly | :12:09. | :12:12.
places where there will have to be a bit more money put in and a better | :12:13. | :12:18.
provision. I would rather have something that looks nice, without a | :12:19. | :12:23.
doubt, but I am pragmatic as well. I know the government keep telling us | :12:24. | :12:28.
they have no money so we have to curb. It is like everything in your | :12:29. | :12:32.
own life, you have to buy things that you can afford. The Environment | :12:33. | :12:37.
Agency have told us tonight that their plans for the Humber defences | :12:38. | :12:46.
that came in after the floods in 2013 are still open to consultation, | :12:47. | :12:50.
people will be able to view them in a few weeks in Hull. Most people I | :12:51. | :12:55.
spoke to have a pragmatic view, they would like is ethically pleasing | :12:56. | :12:59.
flood defences but the most important thing obviously for them | :13:00. | :13:01.
is to have protection against the sea. -- they would like | :13:02. | :13:07.
aesthetically pleasing. The councils missing housing targets | :13:08. | :13:15.
- 15,000 extra new homes are needed. The BBC News School Reporters show | :13:16. | :13:19.
Kofi how it's done for this week's Keep your pictures coming in. Good | :13:20. | :13:43.
evening, young man. I know you have won an award, let me read the | :13:44. | :13:50.
citation. Excellence in increasing the understanding of whether among | :13:51. | :13:56.
members of the general public. That is your job, isn't it?! | :13:57. | :14:07.
It is an award named after the weather presenter on Look East. | :14:08. | :14:13.
Shall I increase understanding of meteorology with an accurate | :14:14. | :14:18.
forecast? The headline for the next 24 hours is cloudy, a bright start | :14:19. | :14:24.
but by the end of the day there may well be outbreaks of rain from the | :14:25. | :14:32.
West. Although there will be a number of whether France pushing in | :14:33. | :14:44.
-- weather fronts, most of the rain will be to the west of us. We are | :14:45. | :14:50.
watching a cold front pushing down from the north-west at the moment. | :14:51. | :14:54.
There will be patchy album rakes very shortly. That particular | :14:55. | :14:59.
weather front will be fairly weak. -- patchy outbreaks. The lowest | :15:00. | :15:09.
temperatures will be, well, if you have shelter from the wind we could | :15:10. | :15:21.
have a touch of ground frost. Sun rises at 6:21am. The cloud will | :15:22. | :15:30.
streaming through the day, it should stay dry, just a spot of rain. The | :15:31. | :15:37.
rain will then jump across the Pennines and give us some patchy | :15:38. | :15:41.
rain by the end of the afternoon tomorrow. There will be a gusty, | :15:42. | :15:47.
chilly wind, highest temperatures around 9 degrees. That is 48 | :15:48. | :15:54.
Fahrenheit. Cloudy on Saturday, the risk of rain later on the day. | :15:55. | :15:58.
Somewhat brighter on Sunday, still some patchy rain, with mundane | :15:59. | :16:05.
looking mostly dry. After taking the Mickey out of | :16:06. | :16:10.
Swindon on Monday, we have had e-mails from people all over the | :16:11. | :16:12.
country. "I Have lived in Ireland for years | :16:13. | :16:19.
and I always watch your programme. Paul should be a scratch golfer with | :16:20. | :16:30.
the amount of time he has off." He says there is a lovely course in | :16:31. | :16:36.
Delgany. You would be welcome to play. See you tomorrow or whenever. | :16:37. | :16:46.
Figures released to BBC Look North show that no councils | :16:47. | :16:48.
in East Yorkshire or Lincolnshire have met their targets for building | :16:49. | :16:51.
Each local authority sets annual and long-term targets, | :16:52. | :16:54.
but figures show that this area is currently short of | :16:55. | :16:57.
The UK is facing what some describe as a housing crisis, | :16:58. | :17:05.
Samantha and Archie are preparing for a big move, but it's not been | :17:06. | :17:12.
easy to find a new home for their growing family. | :17:13. | :17:16.
Samantha's husband works away in the Navy, and while they wait | :17:17. | :17:19.
for their brand-new house to be finished on the Kingswood Estate | :17:20. | :17:22.
in Hull, the family will have to move back in with Samantha's | :17:23. | :17:26.
parents, and she says it's not uncommon. | :17:27. | :17:28.
Quite a lot of friends are still renting, even my brothers | :17:29. | :17:32.
are saving up and living back with the parents so that | :17:33. | :17:34.
They have jumped from, like, a two to a three, | :17:35. | :17:38.
And people are buying quite a lot on here and they're selling really | :17:39. | :17:44.
quickly so it's getting in and finding that property | :17:45. | :17:47.
and making sure you get in there first, really. | :17:48. | :17:50.
Figures released to BBC Look North show that over the last five years | :17:51. | :17:53.
all of our local councils have missed their targets | :17:54. | :17:55.
Combined, that figure should be more than 36,000 between 2011 and 2016. | :17:56. | :18:02.
But only 21,000 homes were built during that time. | :18:03. | :18:06.
The figures are growing and are improving but the market | :18:07. | :18:17.
is taking a long, long time to recover. | :18:18. | :18:23.
The main challenges there are capacity of the industry | :18:24. | :18:25.
to actually brick-lay and create houses. | :18:26. | :18:33.
Over the past few decades we haven't been building enough homes | :18:34. | :18:35.
because we have been so reliant upon this one particular | :18:36. | :18:38.
way of building homes, which actually means that | :18:39. | :18:41.
you have a very small number of very big developers who are able | :18:42. | :18:44.
to dribble out the number of homes they build at a very small rate. | :18:45. | :18:48.
But some planning applications aren't always welcomed | :18:49. | :18:50.
In North Ferriby, some residents say the area's being overdeveloped, | :18:51. | :18:58.
and plans for 300 to 500 new houses at this site on the edge | :18:59. | :19:02.
of the village have met with resistance. | :19:03. | :19:04.
It would increase North Ferriby by something like another third. | :19:05. | :19:07.
We are doing our bit, all the other villages | :19:08. | :19:09.
are doing their bit, but an extra 500 on top of that | :19:10. | :19:12.
Samantha and Archie will move into her parents' house next month, | :19:13. | :19:19.
and the family will hopefully move into their new home later this year. | :19:20. | :19:22.
But like many other people across East Yorkshire | :19:23. | :19:30.
and Lincolnshire, buying when not enough are being built | :19:31. | :19:32.
Joining me now is Julian Taylor, who's campaigned against | :19:33. | :19:39.
a development of 119 houses in South Cave near Hull, | :19:40. | :19:41.
which has recently had planning permission turned down | :19:42. | :19:43.
In South Cave the developers wanted to build only 119 houses, a quarter | :19:44. | :19:57.
affordable. It wouldn't really increase the village by very much. | :19:58. | :20:04.
We are not against development and there has already been planning | :20:05. | :20:08.
permission given for over 200 houses in South Cave but there are | :20:09. | :20:13.
pragmatic reasons for not holding on that land, the most important being | :20:14. | :20:19.
that there is a massive flood risk. South Cave has flooded seven times | :20:20. | :20:26.
in three years and if you know that area... Do you think it is better | :20:27. | :20:34.
that Brownfield sites in Hull and developed, so that you can live in a | :20:35. | :20:40.
nice place and other people don't. There are enough Brownfield sites | :20:41. | :20:48.
for... What about people who would like to live in a nice place like | :20:49. | :20:52.
South Cave? There is planning permission for over 200 houses. The | :20:53. | :20:56.
application we talked about in the local plan has already been given | :20:57. | :21:02.
permission within South Cave. This was an additional allocation above | :21:03. | :21:06.
those numbers. Is this typical NIMBY is? That that word is almost like a | :21:07. | :21:16.
bullying tactic. I am wondering if he pull at home art -- people at | :21:17. | :21:23.
home thinking, he doesn't want more homes his nice area. I say again, | :21:24. | :21:32.
there will be 200 new houses. You don't want 119? There are over 200 | :21:33. | :21:39.
given permission but it has to be in an area that wouldn't affect the | :21:40. | :21:44.
village itself... East Riding Council have set a target of | :21:45. | :21:53.
thousands and if people keep knocking bees back they won't meet | :21:54. | :21:59.
the target. There has been the allocation for the numbers required | :22:00. | :22:02.
in South Cave so we are not against building but it should be | :22:03. | :22:05.
inappropriate places that don't affect the village in... There are | :22:06. | :22:15.
fields and areas that have already been identified that we are quite | :22:16. | :22:18.
comfortable with. You might also want to be | :22:19. | :22:21.
in touch on this story. Should we build more | :22:22. | :22:23.
on greenfield sites? Hull City's Harry Maguire has been | :22:24. | :22:32.
overlooked by England for their forthcoming matches | :22:33. | :22:35.
with Germany and Lithuania. The defender had been tipped by head | :22:36. | :22:38.
coach Marco Silva to become the club's first-ever player | :22:39. | :22:41.
to receive a senior England However, despite his omission, | :22:42. | :22:43.
Silva still wants him to maintain his high | :22:44. | :22:48.
