So it's goodbye from me and on BBC One we now join the BBC's

:00:00.:00:11.

Good evening and welcome to BBC Look North.

:00:12.:00:13.

Poor leadership, not enough staff and inadequate care -

:00:14.:00:16.

now experts step in to help run hospitals in Grimsby,

:00:17.:00:18.

We are very disappointed, this is not the level of care

:00:19.:00:22.

What we want to see is trusts improving and making sure that

:00:23.:00:26.

people walking through the front doors of this organisation

:00:27.:00:28.

are receiving safe, effective and high quality care.

:00:29.:00:34.

Pay us for coping with your mess - traders tell Hull's council

:00:35.:00:37.

they need compensation for a nightmare year of works.

:00:38.:00:41.

As streetlights continue being switched off in Lincolnshire,

:00:42.:00:42.

campaigners say they need self-defence classes to feel safe.

:00:43.:00:52.

People are meeting here in Boston tonight to tell their local MP just

:00:53.:00:56.

how they feel about it. The Tour De Yorkshire welcome

:00:57.:00:58.

that some people say If you didn't know,

:00:59.:01:00.

it would mean nothing. The weather looks set to get better

:01:01.:01:16.

and better as we head into the weekend. The join me for the very

:01:17.:01:17.

latest. The trust which runs

:01:18.:01:32.

hospitals in Grimsby, Scunthorpe and Goole has been told

:01:33.:01:36.

that they have presided over a decline in quality and patient

:01:37.:01:38.

safety and have been put back An inspection by the Care Quality

:01:39.:01:41.

Commission highlighted "significant concerns" over urgent and emergency

:01:42.:01:44.

care, outpatients and Now a team of experts will help run

:01:45.:01:46.

the trust until it improves. Bosses have apologised

:01:47.:02:03.

for the current situation and say Our health correspondent

:02:04.:02:05.

Vicky Johnson has this report. Computer hackers, missing patient

:02:06.:02:08.

referrals and forecasts Until today these were the main

:02:09.:02:10.

issues facing managers at Grimsby, Now, though, the Northern

:02:11.:02:14.

Lincolnshire and Goole Trust has been placed into special measures

:02:15.:02:17.

after inspectors highlighted problems in urgent and emergency

:02:18.:02:19.

care, where patients were not Outpatients, where too many clinics

:02:20.:02:21.

were being cancelled... And maternity services,

:02:22.:02:27.

where there are concerns over What we want to see is trusts

:02:28.:02:30.

improving and making sure that people walking through the front

:02:31.:02:36.

doors of this organisation are receiving safe, effective

:02:37.:02:38.

and high quality care. So when that does not happen,

:02:39.:02:44.

we are always disappointed. The trust was one of 11 placed

:02:45.:02:47.

in special measures in July 2013 as part of Sir Bruce Keogh's review

:02:48.:02:53.

into high death rates. It came out of special

:02:54.:02:57.

measures nine months later, but when it was inspected again

:02:58.:02:59.

last autumn, it was Hospital managers admit

:03:00.:03:01.

they are disappointed. This is not the level of care

:03:02.:03:09.

we would like to provide. It is a report that is disappointing

:03:10.:03:14.

to the executive and the board but most importantly it will be

:03:15.:03:17.

disappointing to all of the staff in our hospitals who have worked

:03:18.:03:20.

so hard to raise standards over I think what we have got

:03:21.:03:23.

here is a real fatal state of leadership in the hospital,

:03:24.:03:30.

we now need some certainty about who is going to run

:03:31.:03:32.

the teams going forward, we need to know that the hospital

:03:33.:03:35.

has an action plan. And an action plan

:03:36.:03:37.

is what they have got. They are being given lots of help,

:03:38.:03:40.

including peer support from another health trust and direct hands-on

:03:41.:03:43.

advice from NHS experts. A quality improvement director

:03:44.:03:48.

has also been appointed to advise on the best way

:03:49.:03:52.

to run the organisation. And there is also a full

:03:53.:03:54.

check on its finances. Most of the patients we spoke

:03:55.:03:57.

to were happy with their treatment. I had my son in hospital for one

:03:58.:04:01.

week and I cannot say bad They are kind and

:04:02.:04:05.

everything like that. Hospital managers have said

:04:06.:04:14.

they are getting the urgent help they need to bring them out

:04:15.:04:17.

of special measures I spoke to the medical director

:04:18.:04:19.

of the trust, Robert Lawrence. He told me the current

:04:20.:04:23.

situation is not good enough. Well, I think on behalf of the

:04:24.:04:37.

executive team and the board of this trust, we would like to say sorry to

:04:38.:04:43.

the patients and our friends and relatives also in this area, who

:04:44.:04:47.

come to rely on our services when they are not well. This is not the

:04:48.:04:54.

position we would expect to be in, we aspire to a higher level and as I

:04:55.:05:02.

have said, we are sorry. Missing patient referrals, a huge financial

:05:03.:05:05.

deficit, now special measures, it is a bit of a disaster and very

:05:06.:05:11.

upsetting for staff, what is going wrong? I would not accept that this

:05:12.:05:15.

is a disaster, it is a challenge and the problem. In terms of missing

:05:16.:05:20.

patients, I can tell you some numbers of those patients that they

:05:21.:05:23.

did have their referrals, which did not find their way to our

:05:24.:05:27.

organisation, 19 referrals over a period of some nine months against a

:05:28.:05:32.

background of tens of thousands that are referred to as. I think most

:05:33.:05:36.

will accept that it is a very small percentage. In terms of financial

:05:37.:05:41.

special measures, yes, I agree that it's a challenge to others and in

:05:42.:05:44.

terms of this report, that was last November and I think we have already

:05:45.:05:50.

made great strides since then. Most patients we spoke to today were

:05:51.:05:53.

happy, do you accept that this must be down to bad management? Well, the

:05:54.:05:58.

fact that most patients are happy would indicate to us that we are

:05:59.:06:03.

doing a decent job. We did get rating as good for caring, it was

:06:04.:06:08.

particularly noticed by the CQC that we are respectful and compassionate

:06:09.:06:12.

and treat people with dignity and our organisation and that really is

:06:13.:06:16.

our greatest priority. It is a pity that in certain areas things have

:06:17.:06:23.

slipped. But the CQC want to see significant improvements to the

:06:24.:06:26.

quality and safety of patient care. Patients watching will be worried

:06:27.:06:29.

that the hospital is not safe, what can you tell them in one sentence to

:06:30.:06:35.

allay any fears? I have already said, we use it, the doctors use it,

:06:36.:06:42.

it is a good, safe place to be. But this is said every time. You were in

:06:43.:06:46.

special measures for mac years ago and you had helped them to get

:06:47.:06:49.

through that, you are back there again, why have you not sustain the

:06:50.:06:54.

improvements that you have made? We have concentrated on the areas that

:06:55.:06:57.

the CQC previously identified and done a great amount of work on

:06:58.:07:01.

improving that level of care. Finally, will you be at a special

:07:02.:07:05.

measures this time next year? It is very difficult for me to predict

:07:06.:07:10.

what will happen in terms of future CQC inspections. We are

:07:11.:07:14.

concentrating on progress in quality improvement across this organisation

:07:15.:07:17.

at the fast as possible pace. Thank you for talking to us tonight, Mr

:07:18.:07:26.

Roberts. Thank you, good evening. That was Laurence Robertson, the

:07:27.:07:27.

medical director. Vicky Johnson is with

:07:28.:07:28.

me in the studio. Vicky, we have been hearing

:07:29.:07:30.

about the problems at one There have also been issues

:07:31.:07:33.

at Lincoln County Hospital in the last 24 hours,

:07:34.:07:36.

what can you tell us? For the first time in its history,

:07:37.:07:41.

management and there have had to declare an internal critical

:07:42.:07:44.

incident at Lincoln's A This means that they were so short of

:07:45.:07:48.

staff they were in danger of not being able to deliver safe services.

:07:49.:07:53.

Doctor Richard Andrews who is the associate medical director of the

:07:54.:07:56.

trust is blaming recent changes to tax rules which makes it much less

:07:57.:08:01.

appealing and much less lucrative for agency doctors to come and work

:08:02.:08:06.

there. Lincolnshire are significantly dependent upon agency

:08:07.:08:11.

doctors to fill positions within A and these changes to the taxation

:08:12.:08:16.

rules have affected this agency doctors which has in turn led to a

:08:17.:08:19.

lower uptake of shifts in the middle grade work in the A departments,

:08:20.:08:23.

leaving holes on our border. There is an acute shortage of agency

:08:24.:08:29.

doctors and Lincolnshire, this is not a new problem, we have

:08:30.:08:32.

continually reported about the overnight closure at Grantham's A

:08:33.:08:36.

So what they have been doing is getting doctors from neighbouring

:08:37.:08:40.

trusts, from Nottingham and Leicestershire to support them, and

:08:41.:08:44.

they have also been getting doctors from other departments within the

:08:45.:08:48.

hospital like paediatrics and orthopaedics to come and help them

:08:49.:08:52.

out in A to get them over the shortage of agency doctors. The

:08:53.:08:55.

advice again from them is that if you are not seriously ill or

:08:56.:09:01.

injured, please stay away as possible from A and seek medical

:09:02.:09:04.

advice from elsewhere. Vicki, thank you very much indeed.

:09:05.:09:07.

You might want to get in touch on this story,

:09:08.:09:09.

we've heard there about problems about several of our hospitals.

:09:10.:09:12.

What can be done to improve services?

:09:13.:09:16.

You can get in touch on the following mediums...

:09:17.:09:27.

There has been a leak of hydrochloric acid from a lorry

:09:28.:09:29.

Last night passengers on the Pride of Rotterdam were told not to go up

:09:30.:09:34.

on deck after what the company described as a minor spillage

:09:35.:09:37.

Fire and rescue crews met the ship when it docked safely this morning.

:09:38.:09:41.

Docked, safe, but with up to four fire and rescue teams on hand

:09:42.:09:51.

after a chemical spillage on board, confirmed as hydrochrolic acid

:09:52.:09:55.

The coast guard says they were alerted at 1:30

:09:56.:10:02.

in the morning but passengers seemed to only know from their

:10:03.:10:05.

A BBC member of staff was on board at the time.

:10:06.:10:16.

We were told not to use the toilets, I could not work out why that was

:10:17.:10:23.

and we were told not to go out on deck. We were told to do things

:10:24.:10:26.

without any explanation but there seems to be safety procedures

:10:27.:10:27.

kicking in. they were on hand to assist taking

:10:28.:10:29.

the freight vehicle off the ferry to a hazardous discharge area

:10:30.:10:34.

and a specialist company then made Well, P have released a statement

:10:35.:10:37.

saying the spillage was contained quickly and at no point were any

:10:38.:10:43.

passengers or crew in any danger. The ship's crew are trained

:10:44.:10:46.

in dealing with chemical spills and the ships are certified

:10:47.:10:50.

to carry dangerous goods. Ships are fitted with equipment

:10:51.:10:52.

such as chemical suits and breathing apparatus

:10:53.:10:55.

hazmat response teams Lucy says it was handled calmly,

:11:48.:12:01.

small companies says there should be compensation for disruption caused

:12:02.:12:03.

during improvements One shop owner has told

:12:04.:12:04.

Look North that it's been an absolute nightmare,

:12:05.:12:10.

causing damage to their building The Federation of Small Businesses

:12:11.:12:12.

wants a rebate of business Our business correspondent

:12:13.:12:16.

Leanne Brown has more. It's been two years since work

:12:17.:12:25.

started to transform Hull city centre, and during that time some

:12:26.:12:27.

business say takings have been down People have stopped coming into the

:12:28.:12:40.

town centre because of all the people and all of the barriers. And

:12:41.:12:44.

also the damage to the front of the shop and the side of the shop, where

:12:45.:12:49.

the cement has stuck to the paint, we cannot get it. They are taking

:12:50.:12:53.

bits of wood off and everything. When it is finished and will look

:12:54.:12:56.

brilliant, I must admit. The footfall will begin to come back

:12:57.:12:58.

again. The work is almost complete,

:12:59.:12:59.

but one cafe owner says she won't see any of the benefit,

:13:00.:13:01.

despite enduring the disruption... They have finished the paving which

:13:02.:13:11.

is lovely in the square and it looks amazing. Sadly, it finishes here, so

:13:12.:13:18.

we have a lovely wrap and then it goes on to this state which looks

:13:19.:13:23.

absolutely dreadful. As you can see, we've got a lovely new lamp post,

:13:24.:13:30.

which has been put in front of my sign.

:13:31.:13:31.

Those that represent small businesses are now

:13:32.:13:32.

As you can hear, it is fairly chaotic and it has been like that

:13:33.:13:43.

any city centre for the last two years. Many of our members have been

:13:44.:13:47.

really adversely affected by these works and what we want is to be

:13:48.:13:52.

fairly compensated. There is a mechanism for the City Council to

:13:53.:13:56.

refund some of the rates they have paid.

:13:57.:13:56.

The council says it will help with any damage caused

:13:57.:13:59.

by the contractor and that businesses have already had

:14:00.:14:01.

at least a 10% reduction in their business rates.

:14:02.:14:05.

Those businesses in the city centre have saved over ?630,000 in business

:14:06.:14:14.

rates. Obviously, I have a little bit of sympathy, but I think the

:14:15.:14:18.

future is very bright. So far this year we have seen over 800,000

:14:19.:14:23.

visitors to the city, now, that is a phenomenal increase and compared

:14:24.:14:27.

with two, three or four years ago. So, as the city centre

:14:28.:14:29.

is transformed, it's hoped it Campaigners in Boston say

:14:30.:14:32.

they are going to start self-defence classes

:14:33.:14:43.

after Lincolnshire County Council started switching some street

:14:44.:14:44.

lights off at night. The controversial move is designed

:14:45.:14:46.

to save money but some residents say Lincolnshire Police insist there's

:14:47.:14:49.

no evidence to support this. Our reporter Matthew Bone

:14:50.:14:53.

is in Boston tonight. This is all in response to the

:14:54.:14:54.

will happen tonight? This is all in response to the

:14:55.:15:07.

county council's decision to turn off tens of thousands of street

:15:08.:15:11.

lights late at night, 42,000 in total across the county. It is

:15:12.:15:16.

saving around ?1.7 million each year but people living here in Boston are

:15:17.:15:20.

very concerned. Looking behind me, you can see a raw streetlights and

:15:21.:15:24.

they will come on when it gets dark but then switch off again at

:15:25.:15:27.

midnight. That has caused anxiety around here and people have told me

:15:28.:15:37.

they are concerned for their safety. You cannot see properly if someone

:15:38.:15:39.

is being followed, you can see figures of the crime was being

:15:40.:15:45.

carried out rather than darkness. I have teenage kids coming the pub.

:15:46.:15:51.

One Simon and is quite scared. My concern is that you do not know who

:15:52.:15:56.

is there. You cannot see, I am concerned.

:15:57.:16:00.

This switch off of it has caused such concern that one of the women

:16:01.:16:06.

and that readily has approved a local self defence expert to ask him

:16:07.:16:10.

to get involved and to help people defend themselves. He has offered a

:16:11.:16:13.

six weeks martial arts training from the local group, that is free of

:16:14.:16:19.

charge for people in this area. Basically, what I want to do is give

:16:20.:16:23.

people the opportunity to be able to defend themselves. Well, the police

:16:24.:16:28.

have said that crime in Boston is actually down by 11% on last year

:16:29.:16:33.

and Lincolnshire County Council have said that they will not be changing

:16:34.:16:36.

the street lighting policy at this time, although they will monitor any

:16:37.:16:40.

effects that the change to the streetlights hats. The message from

:16:41.:16:46.

people here tonight is to speak to the local MP and say that they are

:16:47.:16:49.

not happy about this, they feel unsafe and hopefully they are hoping

:16:50.:16:52.

that the council will change their mind. OK, thank you very much

:16:53.:16:57.

indeed. More on that story in the late Look North at 10:30pm. Thank

:16:58.:17:01.

you for watching this Thursday night.

was," clear blue skies giving away two tumulus type one. " Why don't

you do something for the rest of us or do you just broadcast to the

:17:44.:17:50.

trying to educate you, Peter, I have no that you are a lost cause.

:17:51.:18:00.

The headlines then... The same story, it looks like it will be a

:18:01.:18:05.

glorious weekend right across East Yorkshire, Lincolnshire and becoming

:18:06.:18:09.

very warm, temperatures approaching 7 degrees, especially across parts

:18:10.:18:13.

of Lincolnshire on Sunday afternoon. Here is the headline for tomorrow,

:18:14.:18:17.

dry with some sunshine, it has been a gorgeous day. Let us look at what

:18:18.:18:21.

has been happening on the synoptic sequence. I know that you like this

:18:22.:18:25.

when! Either from the Sav brings a dramatic change in the Monday, the

:18:26.:18:30.

Scott Wright will sweep back, much cooler air and temperatures might

:18:31.:18:34.

have on Monday, temperatures around 11 compared with 20 on Sunday

:18:35.:18:39.

afternoon. Dry picture looks set to continue. You can see on the

:18:40.:18:43.

satellite picture, Harvey cloud in sight. We are ending on a bright

:18:44.:18:48.

note, lots of sunshine around. And as we head to the course of the

:18:49.:18:50.

night it is quiet conditions, there might be some patchy cloud filtering

:18:51.:18:55.

and from the West, but I suspect it'll be fine Chris Bell's. Chilly

:18:56.:18:58.

and rural areas, and the countryside you could be done to three degrees

:18:59.:19:03.

or four degrees, higher in towns and cities at seven or eight. The sun

:19:04.:19:09.

rises at 6:21am. These are your high water times. Another beautiful day

:19:10.:19:16.

to come, dry and bright with a good deal of sunshine. There will be some

:19:17.:19:24.

fair weather cloud perhaps developing, but I think we will see

:19:25.:19:28.

some good spells of sunshine, lots of blue sky. On the ball,

:19:29.:19:33.

temperatures, not bad, 14, perhaps the odd 15 Celsius and here is a

:19:34.:19:38.

sneaky look at the weekend, look at that, Peter, balcony time for you.

:19:39.:19:46.

If it went pear shaped how I would laugh! Have a good weekend. Enjoy

:19:47.:19:51.

your weather jargon! Hull City head coach Marco Silva

:19:52.:19:57.

says the performance which has lifted his side out

:19:58.:19:59.

of the Premier League's relegation places is the best

:20:00.:20:01.

since his arrival at the club. The Tigers' 4-2 win over

:20:02.:20:04.

Middlesbrough last night has moved them out of the bottom three

:20:05.:20:06.

for the first time since October and maintained their impressive

:20:07.:20:09.

home form under Silva. The Tigers were bottom of the table

:20:10.:20:11.

when he arrived in January. The smiles after the game cold its

:20:12.:20:17.

own story. Absolutely brilliant. I am starting to believe that this

:20:18.:20:21.

could be at, we could be staying up. I have never been more excited than

:20:22.:20:24.

other than my wedding day. The start was not good as Middlesbrough opened

:20:25.:20:31.

the scoring in 15 minutes. Markowitz equalised with his first for the

:20:32.:20:36.

cloud however. This man made it 2-1 and Abul Hernandez made it 3-1 just

:20:37.:20:45.

after the half-hour. Middlesbrough pulled one back but this

:20:46.:20:47.

controversial goal which seemed offside but in the second half the

:20:48.:20:53.

result was never in doubt, stand-in captain Harriman wire capped a

:20:54.:20:55.

memorable night with his first Premier League goal for the wind,

:20:56.:21:01.

which, coupled with Swansea's almost to Tottenham Hotspur, meant that

:21:02.:21:04.

those who criticise the appointment of Marco Silva looking foolish. Why

:21:05.:21:09.

has it was going to be foreign manager. What does he know, it is

:21:10.:21:14.

astonishing that they have plot for someone like this. It is baffling.

:21:15.:21:20.

Or inspired, however you like to look at it. If the stats show

:21:21.:21:24.

anything, Silva is at is based on his home. Victory last night

:21:25.:21:29.

extended their home record of Hull City to five matches unbeaten. At

:21:30.:21:34.

Olympiakos he won all 15 games at home. At Sporting Lisbon he was

:21:35.:21:38.

unbeaten in 17 matches and at best a role he won one match and drew one.

:21:39.:21:45.

In total, that is a staggering 40 home week games unbeaten since 2014.

:21:46.:21:51.

I have never worked with a manager like him, the fellows you full of

:21:52.:21:53.

confidence. Today is a good day for us. The main message I want to you

:21:54.:22:01.

is we are really happy, congratulations but you have to

:22:02.:22:04.

continue this good work. Nothing has been finished today. Hull City would

:22:05.:22:08.

love to finish it today having moved two points clear of the relegation

:22:09.:22:11.

zone and with seven games left believe in the city that Marco Silva

tempted to give the Tigers up has never been stronger. Matt Damon, BBC

A banner to welcome Tour De Yorkshire cyclists into Driffield

:24:26.:24:27.

in East Yorkshire is dividing opinion in the town.

:24:28.:24:29.

It's intended to be unique to the area but some locals have

:24:30.:24:32.

told us the welcome phrase in Yorkshire dialect

:24:33.:24:34.

Duffield is getting the bikes and the flags out for the Tour De

:24:35.:24:42.

Yorkshire. But the welcome is proving controversial. The whole

:24:43.:24:47.

purpose of the banner was to do something unique and when we went to

:24:48.:24:50.

the meeting with sky and the people putting on the race, they said do

:24:51.:24:54.

something unique and a bit different that will catch the cameras, viewers

:24:55.:24:59.

will come down. It does not mean much to me but I come from

:25:00.:25:03.

Lincolnshire. But what do the people of this area make of this unique

:25:04.:25:09.

welcome to their town? Now then bore? What does that mean? Are from

:25:10.:25:17.

Yorkshire? I am. How are you, that is what it means. Anyone from

:25:18.:25:21.

outside Yorkshire would not know what it is. Now then bore. Despite

:25:22.:25:27.

the confusion, one social historian thinks it is spot-on. My goodness,

:25:28.:25:34.

it is keeping alive or tradition, it is keeping alive the tradition of

:25:35.:25:38.

our forefathers. I think it is part of our heritage, part of our

:25:39.:25:43.

history, part of our culture. But will the uneducated think the people

:25:44.:25:49.

of Driffield are uneducated? The town council is sticking to its

:25:50.:25:55.

guns. It is about welcoming the Tour De Yorkshire in a unique Duffield

Way. People do not understand. Yes, they do, a lot of the younger

:26:00.:26:04.

generation know exactly what it means and it says, hall, welcome to

:26:05.:26:08.

our current and how are you? Divided opinion. They have certainly heard

:26:09.:26:14.

it now, haven't they? The Tour De Yorkshire comes to town in three

this welcome? Amanda White, BBC look North, Driffield.
