after inspectors highlighted problems in urgent and emergency | :02:18. | :02:19. | |

were being cancelled... And maternity services, | :02:22. | :02:27. | |

we are always disappointed. The trust was one of 11 placed | :02:45. | :02:47. | |
in special measures in July 2013 as part of Sir Bruce Keogh's review | :02:48. | :02:53. | |
into high death rates. It came out of special | :02:54. | :02:57. | |
measures nine months later, but when it was inspected again | :02:58. | :02:59. | |
last autumn, it was Hospital managers admit | :03:00. | :03:01. | |
they are disappointed. This is not the level of care | :03:02. | :03:09. | |
we would like to provide. It is a report that is disappointing | :03:10. | :03:14. | |
to the executive and the board but most importantly it will be | :03:15. | :03:17. | |
disappointing to all of the staff in our hospitals who have worked | :03:18. | :03:20. | |
so hard to raise standards over I think what we have got | :03:21. | :03:23. | |
here is a real fatal state of leadership in the hospital, | :03:24. | :03:30. | |
we now need some certainty about who is going to run | :03:31. | :03:32. | |
the teams going forward, we need to know that the hospital | :03:33. | :03:35. | |
has an action plan. And an action plan | :03:36. | :03:37. | |
is what they have got. They are being given lots of help, | :03:38. | :03:40. | |
including peer support from another health trust and direct hands-on | :03:41. | :03:43. | |
advice from NHS experts. A quality improvement director | :03:44. | :03:48. | |
has also been appointed to advise on the best way | :03:49. | :03:52. | |
to run the organisation. And there is also a full | :03:53. | :03:54. | |
check on its finances. Most of the patients we spoke | :03:55. | :03:57. | |
to were happy with their treatment. I had my son in hospital for one | :03:58. | :04:01. | |
week and I cannot say bad They are kind and | :04:02. | :04:05. | |
everything like that. Hospital managers have said | :04:06. | :04:14. | |
they are getting the urgent help they need to bring them out | :04:15. | :04:17. | |
of special measures I spoke to the medical director | :04:18. | :04:19. | |
of the trust, Robert Lawrence. He told me the current | :04:20. | :04:23. | |
situation is not good enough. Well, I think on behalf of the | :04:24. | :04:37. | |
executive team and the board of this trust, we would like to say sorry to | :04:38. | :04:43. | |
the patients and our friends and relatives also in this area, who | :04:44. | :04:47. | |
come to rely on our services when they are not well. This is not the | :04:48. | :04:54. | |
position we would expect to be in, we aspire to a higher level and as I | :04:55. | :05:02. | |
have said, we are sorry. Missing patient referrals, a huge financial | :05:03. | :05:05. | |
deficit, now special measures, it is a bit of a disaster and very | :05:06. | :05:11. | |
upsetting for staff, what is going wrong? I would not accept that this | :05:12. | :05:15. | |
is a disaster, it is a challenge and the problem. In terms of missing | :05:16. | :05:20. | |
patients, I can tell you some numbers of those patients that they | :05:21. | :05:23. | |
did have their referrals, which did not find their way to our | :05:24. | :05:27. | |
organisation, 19 referrals over a period of some nine months against a | :05:28. | :05:32. | |
background of tens of thousands that are referred to as. I think most | :05:33. | :05:36. | |
will accept that it is a very small percentage. In terms of financial | :05:37. | :05:41. | |
special measures, yes, I agree that it's a challenge to others and in | :05:42. | :05:44. | |
terms of this report, that was last November and I think we have already | :05:45. | :05:50. | |
made great strides since then. Most patients we spoke to today were | :05:51. | :05:53. | |
happy, do you accept that this must be down to bad management? Well, the | :05:54. | :05:58. | |
fact that most patients are happy would indicate to us that we are | :05:59. | :06:03. | |
doing a decent job. We did get rating as good for caring, it was | :06:04. | :06:08. | |
particularly noticed by the CQC that we are respectful and compassionate | :06:09. | :06:12. | |
and treat people with dignity and our organisation and that really is | :06:13. | :06:16. | |
our greatest priority. It is a pity that in certain areas things have | :06:17. | :06:23. | |
slipped. But the CQC want to see significant improvements to the | :06:24. | :06:26. | |
quality and safety of patient care. Patients watching will be worried | :06:27. | :06:29. | |
that the hospital is not safe, what can you tell them in one sentence to | :06:30. | :06:35. | |
allay any fears? I have already said, we use it, the doctors use it, | :06:36. | :06:42. | |
it is a good, safe place to be. But this is said every time. You were in | :06:43. | :06:46. | |
special measures for mac years ago and you had helped them to get | :06:47. | :06:49. | |
through that, you are back there again, why have you not sustain the | :06:50. | :06:54. | |
improvements that you have made? We have concentrated on the areas that | :06:55. | :06:57. | |
the CQC previously identified and done a great amount of work on | :06:58. | :07:01. | |
improving that level of care. Finally, will you be at a special | :07:02. | :07:05. | |
measures this time next year? It is very difficult for me to predict | :07:06. | :07:10. | |
what will happen in terms of future CQC inspections. We are | :07:11. | :07:14. | |
concentrating on progress in quality improvement across this organisation | :07:15. | :07:17. | |

management and there have had to declare an internal critical | :07:42. | :07:44. | |
incident at Lincoln's A This means that they were so short of | :07:45. | :07:48. | |
staff they were in danger of not being able to deliver safe services. | :07:49. | :07:53. | |
Doctor Richard Andrews who is the associate medical director of the | :07:54. | :07:56. | |
trust is blaming recent changes to tax rules which makes it much less | :07:57. | :08:01. | |
appealing and much less lucrative for agency doctors to come and work | :08:02. | :08:06. | |
there. Lincolnshire are significantly dependent upon agency | :08:07. | :08:11. | |
doctors to fill positions within A and these changes to the taxation | :08:12. | :08:16. | |
rules have affected this agency doctors which has in turn led to a | :08:17. | :08:19. | |
lower uptake of shifts in the middle grade work in the A departments, | :08:20. | :08:23. | |
leaving holes on our border. There is an acute shortage of agency | :08:24. | :08:29. | |
doctors and Lincolnshire, this is not a new problem, we have | :08:30. | :08:32. | |
continually reported about the overnight closure at Grantham's A | :08:33. | :08:36. | |
So what they have been doing is getting doctors from neighbouring | :08:37. | :08:40. | |
trusts, from Nottingham and Leicestershire to support them, and | :08:41. | :08:44. | |
they have also been getting doctors from other departments within the | :08:45. | :08:48. | |
hospital like paediatrics and orthopaedics to come and help them | :08:49. | :08:52. | |
out in A to get them over the shortage of agency doctors. The | :08:53. | :08:55. | |
advice again from them is that if you are not seriously ill or | :08:56. | :09:01. | |
injured, please stay away as possible from A and seek medical | :09:02. | :09:04. | |

the street lighting policy at this time, although they will monitor any | :16:37. | :16:40. | |
effects that the change to the streetlights hats. The message from | :16:41. | :16:46. | |
people here tonight is to speak to the local MP and say that they are | :16:47. | :16:49. | |
not happy about this, they feel unsafe and hopefully they are hoping | :16:50. | :16:52. | |
