Good evening and welcome to BBC Look North. | :00:00. | :00:07.
Pay up or we won't work - temporary doctors tell hospital | :00:08. | :00:13.
bosses in Lincoln they cannot staff A on the cheap. | :00:14. | :00:17.
Our livelihood does not appear to be their responsibility. | :00:18. | :00:19.
Locums have children to look after, mortgages to pay. | :00:20. | :00:21.
The hospitals could not care about that. | :00:22. | :00:27.

This is the beginning of a real era for the park. | :00:52. | :00:59.
And join me for the full weekend weather outlook. | :01:00. | :01:21.
Pay us more or we won't work. That is what locum doctors have told | :01:22. | :01:24.
the trust which runs hospital services in Lincoln. | :01:25. | :01:26.
Yesterday, the United Lincolnshire Health Trust admitted it | :01:27. | :01:28.
is struggling to provide a full A service in the city. | :01:29. | :01:30.
It normally relies on locum staff to fill the high number of vacant | :01:31. | :01:34.
shifts, but new tax laws means these temporary workers | :01:35. | :01:36.
are thousands of pounds out of pocket and many | :01:37. | :01:38.
are refusing to work. Gemma Dawson has this report. | :01:39. | :01:55.
The accident and emergency department here sees on average | :01:56. | :01:57.
Staff are struggling to provide a full service because of a lack of | :01:58. | :02:22.
doctors. It is proving very challenging. | :02:23. | :02:23.
Hospital bosses are urging people to stay away unless they need | :02:24. | :02:26.
That is because they are struggling to fill the staff rotas here. | :02:27. | :02:30.
The associate medical director has told me that they're using staff | :02:31. | :02:33.
from nearby hospitals and doctors from other departments to help out. | :02:34. | :02:36.
This department is reliant on agency doctors but bosses here say | :02:37. | :02:39.
the problems have been caused by a change in taxation rules | :02:40. | :02:41.
because now agency doctors get to take home less money | :02:42. | :02:44.
because their tax and national insurance is deducted at source. | :02:45. | :02:46.
So there are less agency doctors that want to come | :02:47. | :02:49.
Three point six middle grade doctors and three long-term locums. Nearly | :02:50. | :03:05.
one half of the doctors come in from outside. In a statement, they said. | :03:06. | :03:27.
Bosses here are urging people to stay away unless they need emergency | :03:28. | :03:35.
treatment, like Ali, who injured his arm playing hockey. We were waiting | :03:36. | :03:41.
a little while to get my sewing on, but that was it. Managers know they | :03:42. | :03:49.
need to recruit more doctors, but even with incentives that is | :03:50. | :03:50.
continuing to be a challenge. Gemma is at Lincoln County Hospital | :03:51. | :03:53.
for us this evening. How quickly is this situation | :03:54. | :03:55.
going to be resolved? Well, bosses here are hoping | :03:56. | :03:58.
the situation will ease in the next week or | :03:59. | :04:00.
soand agency doctors in the next week or | :04:01. | :04:04.
so and agency doctors They have told me that people have | :04:05. | :04:07.
taken notice of their warning and the A department | :04:08. | :04:11.
has been a bit quieter. They are hoping that | :04:12. | :04:13.
will continue over the weekend. Of course, there's added | :04:14. | :04:15.
pressure here, because since last summer, Grantham's A has | :04:16. | :04:17.
been closed overnight. But long term, the hospital needs | :04:18. | :04:19.
to recruit more doctors One reason given is that there is no | :04:20. | :04:21.
medical school locally, so there is a shortage | :04:22. | :04:30.
of new doctors in the area. Earlier, I spoke to Shehnaz Somjee | :04:31. | :04:43.
from the Locum Doctors' Association and asked her whether her members | :04:44. | :04:46.
should get on and do their work For most of them, it is not viable | :04:47. | :05:06.
to do so. The PA is a drastic cut and that coupled with the capping of | :05:07. | :05:14.
fees locums for, they are not earning enough to make ends meet. | :05:15. | :05:25.
But that means they have two p proper tax like everyone else. It | :05:26. | :05:28.
makes them sound greedy and makes it sound as if they just do it because | :05:29. | :05:33.
they can make more money. That is false propaganda. Locums have to | :05:34. | :05:40.
play a lot more to be in the profession. They have to pay 20,000 | :05:41. | :05:48.
to ?30,000 a year. If you worked five days a week, you are ending up | :05:49. | :05:57.
with ?1250 a week. They do not want to pay 40% tax on that and that is | :05:58. | :06:02.
what this is about. Doctors get a lot more than that. They also get | :06:03. | :06:09.
fringe benefits. Locums do not get pensions, sick pay, annual leave. | :06:10. | :06:13.
They can afford to period of the early earning a lot of money. NHS | :06:14. | :06:20.
eat it is unacceptable for anyone to hold the NHS to ransom by refusing | :06:21. | :06:29.
to work in an effort to pay less taxation. That is a false statement. | :06:30. | :06:35.
People watching tonight have to pay tax even at the top rate. There is a | :06:36. | :06:41.
tax planning website for locums boasting that they can work it out | :06:42. | :06:47.
so that locums take home 90% of the PA. I have not heard of that. Locums | :06:48. | :06:57.
pay 40% tax. We are not tax dodgers. Why will they not work? Doctors get | :06:58. | :07:05.
fringe benefits we do not. Bible renal work at a hospital where it is | :07:06. | :07:19.
PAYE? What is your message to the Lincolnshire trust who are wanting | :07:20. | :07:26.
people to work at the hospital at the moment? Are they prepared to pay | :07:27. | :07:32.
us for our livelihood? That does not seem to be the responsibility. We | :07:33. | :07:38.
have children to look after mortgages to pay. The hospitals do | :07:39. | :07:42.
not seem to care about that. The EP six figure sums to managers for | :07:43. | :07:49.
doing very little. We will leave it there. Thank you very much for | :07:50. | :07:50.
joining us. Let us know what you | :07:51. | :07:51.
think of this story. Are the locum doctors right | :07:52. | :07:53.
to refuse these shifts because their tax arrangements | :07:54. | :07:55.
have been changed. It means they will take home | :07:56. | :07:57.
less money at the end Managers at Lincoln County Hospital | :07:58. | :08:00.
have admitted that this weekend will "be a challenge". | :08:01. | :08:05.
Maybe you have been in there today. What has been your experience | :08:06. | :08:07.
of the care you have received? Here are the various ways | :08:08. | :08:10.
you can get in touch. Here are the various ways | :08:11. | :08:14.
you can get in touch. Thank you to everyone who got | :08:15. | :08:33.
in touch after we told you about the Northern Lincolnshire | :08:34. | :08:36.
and Goole Hospital NHS Foundation Trust going | :08:37. | :08:38.
into special measures. An inspection by the Care Quality | :08:39. | :08:39.
Commission highlighted "significant concerns" over | :08:40. | :08:41.
urgent and emergency care, outpatients and maternity | :08:42. | :08:43.
services in hospitals in Grimsby, Andy says, "Clearly, | :08:44. | :08:45.
this is a prime example When are the managers going to do | :08:46. | :08:57.
the proper thing and resign In the private sector, | :08:58. | :09:01.
the two top managers Carole says, "Are | :09:02. | :09:04.
the hospital directors and managers still on their full | :09:05. | :09:06.
salary, despite being inadequate? If they get paid whether | :09:07. | :09:09.
or not they perform, DG adds, "THe frontline nurses | :09:10. | :09:12.
I work with are brilliant, it's the management that are just | :09:13. | :09:15.
not connected with the care staff. Much of the administration side that | :09:16. | :09:18.
look after nurses is just not Many concerns are just | :09:19. | :09:21.
not listened to." That was formless state. We will | :09:22. | :09:51.
continue to follow the story. A woman has died more | :09:52. | :09:56.
than a fortnight after being hurt in a car crash near Sleaford. | :09:57. | :09:58.
The 61-year-old had been driving on the A15 when she hit | :09:59. | :10:01.
another car towing a caravan. It happened on March 22 | :10:02. | :10:04.
and Lincolnshire Police still want to hear from anyone | :10:05. | :10:05.
who saw what happened. It has been announced that | :10:06. | :10:12.
Yorkshire Ambulance Service is going to continue helping people | :10:13. | :10:14.
get to and from hospital The local clinical commissioning | :10:15. | :10:17.
group says ambulances will also be used to help take patients | :10:18. | :10:20.
for cancer treatments Northern Rail trains | :10:21. | :10:22.
will be operating at because staff are | :10:23. | :10:28.
going on strike again. It is because of an ongoing | :10:29. | :10:33.
dispute over staffing if you 60 new jobs are being created | :10:34. | :10:56.
following expansion at the cusp factory and Scunthorpe owned by | :10:57. | :11:09.
Golden Wonder. They are making tests as we speak. The work | :11:10. | :11:13.
round-the-clock to keep up with demand. They have got new equipment | :11:14. | :11:19.
and will be able to make even more, but needed people to go with it. | :11:20. | :11:26.
They have been making tests here for 70 years. Thanks to a multi-million | :11:27. | :11:30.
pound investment, even more crunchy snacks will be rolling off the | :11:31. | :11:38.
production line. We are delighted to announce the occasional 60 new jobs | :11:39. | :11:39.
in our Scunthorpe factory. Broadly, we are about 50% | :11:40. | :11:45.
branded, our own brand The company used 1200 tonnes of | :11:46. | :12:02.
local potatoes every week. In the 144 different flavours of product. | :12:03. | :12:14.
They started out in 1947. From humble beginnings, the company is no | :12:15. | :12:20.
multi-million pound industry. The local MP said increasing production | :12:21. | :12:25.
will help grow the economy even further. Every new job drives | :12:26. | :12:31.
further jobs. What you have here is a business that is expanding. At | :12:32. | :12:38.
delivers an iconic brand. Many of those crisps we buy from retail only | :12:39. | :12:48.
brands are made here. Production here could double. As the company | :12:49. | :12:54.
slogan goes, packing more punch peer crunch. The company turnover has | :12:55. | :13:01.
gone from ?19 million to ?200 million in the past decade. It looks | :13:02. | :13:05.
like there could be further investment to come. The jobs on | :13:06. | :13:11.
offer here are from production operatives raked up to management. A | :13:12. | :13:16.
clear sign that this iconic brand is here to stay. Fantastic news. | :13:17. | :13:33.
to know their new home in rural Lincolnshire. | :13:34. | :13:41.
This is the start of their lives properly. | :13:42. | :13:43.
This is the beginning of a real era for the park. | :13:44. | :13:52.
Please keep the WeatherWatcher pictures coming. | :13:53. | :13:54.
Thank to Nick Hedges, for this photo of Beverley. | :13:55. | :14:03.
Good evening. I have not taken my badge of all week. You have got one | :14:04. | :14:21.
on, too. Oh, I see. I think as you may have made that. I was not | :14:22. | :14:26.
wearing that. But you would if there was one. You are the only one with | :14:27. | :14:38.
beer arms. Everyone has been mourning how chilly the weather has | :14:39. | :14:46.
been. We absolutely got it wrong. When a seaweed, they do actually | :14:47. | :14:49.
mean Paul! . We are more convinced about them we | :14:50. | :15:04.
came for trust. That meet make up for the fact that things were a bit | :15:05. | :15:08.
chillier than we've were expecting today. Hopefully, plenty of | :15:09. | :15:21.
sunshine. Called sweep coming soon Monday. The cloud struggling to burn | :15:22. | :15:30.
away. Pleasant for most of us. Into this evening and overnight, | :15:31. | :15:36.
tonight, a fine evening, with some sunshine in places. | :15:37. | :15:38.
Lows of 3 Celsius, so a touch of frost is possible in places. | :15:39. | :15:44.
Tomorrow, a cool start, but a fine and dry day, | :15:45. | :15:52.
with plenty of sunshine and feeling warm. | :15:53. | :16:03.
as you can see from the graphics, know very much cloud. Long spells of | :16:04. | :16:08.
sunshine. A light breeze and a maximum | :16:09. | :16:11.
temperature of 18 Celsius. I would not be surprised if on | :16:12. | :16:23.
Sunday, we could get up to 21 Celsius. A sharp drop in temperature | :16:24. | :16:34.
on Monday. As the barbecue still on? No one mentions them. I am not | :16:35. | :16:41.
commenting on them. If we are invaded? You chain stitch me up with | :16:42. | :16:49.
the comedy picture. They are out to get you? They are! Have a good | :16:50. | :16:54.
weekend. The windows of Hull's railway | :16:55. | :16:57.
station have been redesigned, to remember the two million migrants | :16:58. | :17:00.
who passed through the city The designs are part of Hull's City | :17:01. | :17:02.
of Culture celebrations and they will be on display | :17:03. | :17:08.
until the end of June. If you head through Hull's railway | :17:09. | :17:10.
station take a look up. close ties with migrants. | :17:11. | :17:18.
are all about the city's Between 1848 and 1914 two million | :17:19. | :17:25.
people came through the city. The numbers of people coming | :17:26. | :17:31.
through Hull were so large that migrants got their own platform | :17:32. | :17:34.
to take them onto their Today, it is no longer, but in | :17:35. | :17:36.
Victorian times, it was a buzzing It was the Ellis Island of Britain, | :17:37. | :17:48.
the Heathrow Airport of its day and from all these ports | :17:49. | :17:52.
across Europe migrants came and came and from all these | :17:53. | :17:55.
ports across Europe, together here on their way | :17:56. | :17:57.
to Liverpool and then to America Many would stop off at the sporting | :17:58. | :18:13.
homes. Back at the station, who are the designs linked to migration? | :18:14. | :18:16.
It is to do with the baskets the migrants carried. | :18:17. | :18:18.
This artwork around the windows shows different aspects of weaving, | :18:19. | :18:21.
different types of basket weaving but it is also interwoven | :18:22. | :18:23.
with the journey, the railway lines, with the sea and with the places | :18:24. | :18:26.
that migrants would have ended up in. | :18:27. | :18:45.
It is very colourful. It is very vibrant. Really good. Good for our | :18:46. | :18:55.
culture. The tone looks absolutely fantastic. | :18:56. | :18:57.
The migrant platform may now be quiet but the windows are a reminder | :18:58. | :19:00.
that there is a Victorian echo to the thousands of journeys | :19:01. | :19:03.
Personnel from two Lincolnshire RAF stations have taken part in a joint | :19:04. | :19:16.
Air men and women from RAF Scampton and RAF Waddington marched | :19:17. | :19:20.
Around 98 RAF personnel took part in the parade. | :19:21. | :19:34.
It is a celebration. It is a great honour that has been bestowed | :19:35. | :19:40.
honours. It is great prayed for us to be able to read through your in | :19:41. | :19:45.

A version of Monopoly featuring Hull landmarks has been released | :19:48. | :19:50.
as part of the 2017 City of Culture celebrations. | :19:51. | :19:52.
Hull's Bee Lady was there to see the new board game | :19:53. | :19:55.
unveiled, after being recognised in a Community Chest card, | :19:56. | :19:57.
Six special playing pieces, including a toad, trawler | :19:58. | :20:00.
and a Ferris wheel, were chosen after a public vote. | :20:01. | :20:07.
So, the Bee Lady has her own community chest card where you help | :20:08. | :20:10.
the Bee Lady collect for charity and you can collect | :20:11. | :20:13.
We thought this was a great way to represent the Bee Lady on the board. | :20:14. | :20:17.
She is iconic in the city and she had to be involved in some way. | :20:18. | :20:29.
What a lovely story. I look forward to seeing our version of Monopoly. | :20:30. | :20:38.
Hull City head coach Marco Silva has said his long term future | :20:39. | :20:41.
at the club wont be settled before the end of the current campaign | :20:42. | :20:44.
Today, he said it is a question he will answer in time, | :20:45. | :20:47.
but the focus now is very much on keeping the Tigers | :20:48. | :20:49.
All the questions are important, but there is other one more important. | :20:50. | :21:07.
The club is first. After them, we have time to talk about the other | :21:08. | :21:09.
situations. Plenty of football and rugby league | :21:10. | :21:10.

endangered animals in the world, but a Lincolnshire animal sanctuary | :22:37. | :22:39.
has the largest collection Today, for the first time, | :22:40. | :22:41.
the Lincolnshire Wildlife Park opened their new two-acre purpose | :22:42. | :22:45.
built tiger enclosure, And, of course, the public. | :22:46. | :22:47.
Simon Spark was there. The park is the largest collection | :22:48. | :23:08.
of Bengal tiigers in the United Kingdom. This is the new million | :23:09. | :23:14.
pounds home. The first stop is the bedrooms with heated falling. They | :23:15. | :23:19.
have been in quarantine for about six months. | :23:20. | :23:24.

space is really will soon be living. You cannot mow imagine the amount of | :23:49. | :23:57.
fear, trepidation and excitement. My heart is beating so fast. This is | :23:58. | :24:03.
the most emotional time we have ever heard. To know that the 11 Bengal | :24:04. | :24:11.
tiigers will have an absolutely brilliant lifestyle. A journalist | :24:12. | :24:15.
and save the tiger enclosure. Something people would've loved to | :24:16. | :24:20.
have seen for a long time. A lot of fresh meat lying about, which is | :24:21. | :24:27.
rather disconcerting. I am one of the last people in here before the | :24:28. | :24:35.
Tigers go into the one new home. It took careful tentative first steps | :24:36. | :24:40.
