where a number of homes and businesses were flooded as huge | :01:26. | :01:28. | |
waves breached the sea walls earlier this year. | :01:29. | :01:32. | |
Some residents in Hornsea didn't receive warnings | :01:33. | :01:33. | |
from the Environment Agency until after the water had | :01:34. | :01:35. | |

Kathy Webb's home is still being repaired and she will not be | :01:48. | :01:50. | |
She lives just yards from Hornsea seafront. | :01:51. | :01:58. | |
This was the worst-affected area of January's tidal surge. | :01:59. | :02:01. | |
Ten properties were flooded, and thousands of pounds of | :02:02. | :02:04. | |
-- tens of thousands of pounds of damage was caused. | :02:05. | :02:13. | |
On that night, Kathy was rescuing her pet rabbit from flood water | :02:14. | :02:16. | |
I was actually trying to climb into the | :02:17. | :02:18. | |
I held it up and it said, this is a flood warning, | :02:19. | :02:23. | |
I was waist-deep in water at the time. | :02:24. | :02:35. | |
What do you think about that? I was not impressed and I held the | :02:36. | :02:42. | |
phone up to the person holding the boat and said, have you heard this? | :02:43. | :02:43. | |
It was a joke. Today's report by East Riding | :02:44. | :02:45. | |
Council paints a picture It recommends improvements to sea | :02:46. | :02:47. | |
defences and flood drainage Better sandbag storage | :02:48. | :02:51. | |
and provision in Hornsea but some properties in Hornsea consider | :02:52. | :02:55. | |
better flood protection. And, that the Environment Agency | :02:56. | :03:02. | |
improves its flood warning system. The Environment Agency did not wish | :03:03. | :03:14. | |
to be interviewed about why Hornsea did not receive a specific alert | :03:15. | :03:18. | |
until it was too late, but in a statement they said that part of the | :03:19. | :03:22. | |
reason was that strong winds predicted for that night by the Met | :03:23. | :03:27. | |
office arrived much earlier than had been forecast. But storm surge | :03:28. | :03:33. | |
protection can sometimes be a tough call. | :03:34. | :03:36. | |
The Environment Agency are in a difficult situation because they | :03:37. | :03:39. | |
have a limited amount of time in which to warn people about defence, | :03:40. | :03:45. | |
and often they may know a day or two days before, that there is a chance | :03:46. | :03:49. | |
there will be a big storm surge event, but they have to be careful | :03:50. | :03:52. | |
not to cry wolf. Little doubt that an early warning | :03:53. | :03:56. | |
would have helped this seaside business which has only just started | :03:57. | :03:58. | |
trading again. If we had have had sufficient | :03:59. | :03:59. | |
warning, I do think we could have We could have moved | :04:00. | :04:02. | |
machines, you know. If we had have known, it would've | :04:03. | :04:05. | |
been a lot better for us. It would have allowed us to have | :04:06. | :04:18. | |
some resources directly in the affected areas straightaway and we | :04:19. | :04:22. | |
could have put up sandbags and sort of thing. At the end of the day, the | :04:23. | :04:27. | |
size of the surge and the waves meant that the flooding was bound to | :04:28. | :04:29. | |
happen one way or another. Many experts believe that tidal | :04:30. | :04:31. | |
surges are no longer freak events, that they will become more frequent | :04:32. | :04:33. | |
and more powerful. Today's report makes it clear that | :04:34. | :04:36. | |
Hornsea and towns like it will need to be better prepared | :04:37. | :04:39. | |
if they are to cope. A story we have followed from the | :04:40. | :04:42. | |
start and we will continue to do so. In a moment: More top cycling events | :04:43. | :04:54. | |

to the area. Smoking could be banned | :04:57. | :05:00. | |
in children's play areas in Hull. The City Council is considering | :05:01. | :05:04. | |
the plans as part of a review As reported in today's | :05:05. | :05:07. | |
Hull Daily Mail, the changes could mean a voluntary code | :05:08. | :05:13. | |
of conduct for smokers, or the creation of tough | :05:14. | :05:17. | |
enforcement measures. This could include on the spot | :05:18. | :05:24. | |
fines. It's not illegal to smoke | :05:25. | :05:27. | |
in their children's play areas, but the city council | :05:28. | :05:29. | |
are considering changing the rules. Surprisingly enough, | :05:30. | :05:31. | |
this place is empty today, but councillors are worried that | :05:32. | :05:33. | |
when it's full of children There are have been more squirrels | :05:34. | :05:35. | |
and children here today, but when the sun comes back out, | :05:36. | :05:46. | |
so will the children, and, councillors worry, | :05:47. | :05:49. | |
so will the smoke. Responsible adults shouldn't really | :05:50. | :05:50. | |
smoke in front of children anyway, and they particularly should not | :05:51. | :05:53. | |
smoke in children's playgrounds - that seems such an obvious thing, | :05:54. | :05:55. | |
and yet people continue to do it. Councillors have agreed to | :05:56. | :05:58. | |
discourage people from smoking here. They are either going to put up some | :05:59. | :06:01. | |
signs and ask people not to Hull has more smokers per head | :06:02. | :06:07. | |
than anywhere else in the country. Around a quarter of adults smoke | :06:08. | :06:13. | |
here, and in some parts of the city But some campaign groups say | :06:14. | :06:17. | |
banning smoking near play areas If the play area is largely | :06:18. | :06:21. | |
deserted, well, it's not harming And if they make this | :06:22. | :06:27. | |
an offence, we think this So, is it a reasonable thing | :06:28. | :06:32. | |

cigarettes away from kids. I mean, I smoke and it is | :06:38. | :06:41. | |
a massive regret for me. I don't think they will take | :06:42. | :06:45. | |
any notice of the signs. I think if they fine them, | :06:46. | :06:48. | |
then yeah. If they are outside, | :06:49. | :06:50. | |
it doesn't matter, does it? The smoke is blowing away, | :06:51. | :06:54. | |
I suppose. But it is a good idea | :06:55. | :06:56. | |
if they are right next to them not to smoke near them, | :06:57. | :06:59. | |
I suppose. So, the council have agreed to do | :07:00. | :07:00. | |
something about this, but whether people smoking | :07:01. | :07:03. | |
will either get a fine or just a nasty look from passers-by, | :07:04. | :07:05. | |
that's still up for discussion. I will be asking for your thoughts | :07:06. | :07:10. | |
on this one in just a moment. Well, earlier, I spoke to | :07:11. | :07:20. | |
Mark Littlewood from an organisation which promotes civil liberties | :07:21. | :07:23. | |
and Deborah Arnott from the anti-smoking charity Ash, | :07:24. | :07:25. | |
and I started by asking her why she supports the ban on smoking | :07:26. | :07:27. | |
in an open-air play area. Well, it's in children's play areas, | :07:28. | :07:34. | |
which is an open space, but an open space for children, | :07:35. | :07:38. | |
and we have to remember that children exposed to smoking are more | :07:39. | :07:42. | |
likely to start smoking themselves. Plus, they don't like tobacco smoke, | :07:43. | :07:46. | |
and why should they? Smoking is the leading cause | :07:47. | :07:48. | |
of preventable premature death and it kills 100,000 people | :07:49. | :07:51. | |
in the UK every year. But Hull has the highest number | :07:52. | :07:54. | |
of smokers in England, and many of those will be parents, | :07:55. | :07:57. | |
so might this ban put them off Well, I hope not, because parents | :07:58. | :08:00. | |
need to understand that smoking in front of their children makes it | :08:01. | :08:06. | |
much more likely their children Children whose parents smoke | :08:07. | :08:09. | |
are three times as likely So it's very important they don't | :08:10. | :08:12. | |
smoke in front of their children, Mark Littlewood, why are you not | :08:13. | :08:17. | |
so keen on this ban? I mean, there's nothing | :08:18. | :08:21. | |
about it not to like. Smoking in front of and near | :08:22. | :08:23. | |
children is bad, end of story. I don't think that is | :08:24. | :08:28. | |
the end of the story. We can't make the entire | :08:29. | :08:30. | |
world childproof. Of course, smokers should act | :08:31. | :08:33. | |
in a responsible fashion, but it's There is just a permanent | :08:34. | :08:36. | |
attack on people who, for lifestyle reasons, | :08:37. | :08:42. | |
choose to smoke tobacco, all of whom know, obviously, | :08:43. | :08:44. | |
the risks involved, and you shouldn't introduce your | :08:45. | :08:48. | |
children to tobacco smoking, but the idea that kids should | :08:49. | :08:50. | |
never, ever see anybody But the children don't have a chance | :08:51. | :08:52. | |
to control this, do they? We know the dangers | :08:53. | :08:58. | |
of passive smoking - Oh, this can't be anything to do | :08:59. | :09:00. | |
with the dangers of passive I mean, you should be much more | :09:01. | :09:05. | |
worried about the car fumes coming One thing that I would point out | :09:06. | :09:09. | |
is that Mark Littlewood The Institute of Economic Affairs | :09:10. | :09:19. | |
is not an independent think tank, it's a corporate-funded | :09:20. | :09:23. | |
body which takes money but it isn't decent enough | :09:24. | :09:27. | |
even to own up to it. We had to find that | :09:28. | :09:30. | |
out from the tobacco We will gladly take any | :09:31. | :09:33. | |
money voluntarily, This won't affect the tobacco | :09:34. | :09:42. | |
industry one way or another. It won't affect, in any way, | :09:43. | :09:48. | |
the amount of tobacco But if it doesn't affect smokers, | :09:49. | :09:57. | |
then I don't understand We are talking about children, | :09:58. | :10:03. | |
smoke in children's play areas. 82% of the public, including | :10:04. | :10:09. | |
in the region we are talking about, Yorks and Humber, support a ban | :10:10. | :10:12. | |
on smoking in children's play areas, and only 7% of the public oppose it, | :10:13. | :10:18. | |
so even the majority of smokers support this, so how can you be | :10:19. | :10:21. | |
opposed to it, Mark, if you are not taking | :10:22. | :10:24. | |
tobacco industry money? And there is an impact, | :10:25. | :10:26. | |
because, actually, it's It's about the role-modelling effect | :10:27. | :10:29. | |
of children being exposed to smoking, so they think smoking | :10:30. | :10:35. | |
is something that everyone does, If we don't want children | :10:36. | :10:38. | |
to witness smoking anywhere, then let's at least allow adults | :10:39. | :10:48. | |
to smoke where children Pubs, bars and nightclubs, | :10:49. | :10:50. | |
for example. Let me just ask you this, | :10:51. | :10:54. | |

When it opened ten years ago, it was seen as a major boost | :13:21. | :13:25. | |
to Hull's retail offering, but now two leading | :13:26. | :13:26. | |
because there are some good shops in St Stephen's, | :13:27. | :13:34. | |
but as long as they replace them with something decent then | :13:35. | :13:36. | |
Well, it's a shame, really, because they are so convenient | :13:37. | :13:41. | |
and they have everything you need, virtually. | :13:42. | :13:43. | |
I just think that instead of in the department stores, | :13:44. | :13:45. | |
having lots of them, they could open other shops. | :13:46. | :13:50. | |
I think generally we have got some quite good stores, | :13:51. | :13:53. | |
but I feel like if we don't maintain the quality then people are just | :13:54. | :13:56. | |
going to go to places like Leeds and we are just going | :13:57. | :13:59. | |
to lose out on the money that we need for the town. | :14:00. | :14:02. | |
But the manager of the shopping centre isn't worried. | :14:03. | :14:04. | |
The retail world changes in ten years, and some brands come and go. | :14:05. | :14:07. | |
What we are going to do, in regards to Dorothy Perkins, | :14:08. | :14:10. | |
We have got two tenants we think we'll take that one, | :14:11. | :14:14. | |
and we feel we have got a major new tenant for Zara, | :14:15. | :14:17. | |
so there will be progressive changes at St Stephen's over the six, | :14:18. | :14:21. | |
Sports Direct is also relocating, and, although Zara | :14:22. | :14:28. | |
and Dorothy Perkins haven't given specific reasons for closing, | :14:29. | :14:33. | |
shop managers I've spoken to say rent is particularly high. | :14:34. | :14:37. | |
But visitor numbers are good, with around 12 million people | :14:38. | :14:40. | |
And smaller retailers are hoping those numbers will be maintained | :14:41. | :14:45. | |
as the big stores do help to drive the local economy. | :14:46. | :14:53. | |
Yeah, we do need them, because once properties are occupied, | :14:54. | :14:55. | |
people come into the city centre, and obviously we need footfall | :14:56. | :14:58. | |
of people going past our shops to see us and come | :14:59. | :15:01. | |
Retail experts say it is a growing problem as more and more people shop | :15:02. | :15:16. | |
online. Hull lacks the same proportion of | :15:17. | :15:22. | |
prosperity that some others in other locations do possess, however, I | :15:23. | :15:27. | |
think it is more a case of Zara becoming... Having increasing | :15:28. | :15:31. | |
pressure on its cost base with competition from online providers. | :15:32. | :15:32. | |
Fashion in particular is a business with a shelf life - | :15:33. | :15:35. | |
one that's about to finish for two major retailers and be restocked | :15:36. | :15:38. | |

UK's most iconic landscapes, and now the recycling Tour of Britain Road | :19:30. | :19:31. | |

entire stage of the race and it is claimed it could be worth millions | :19:38. | :19:40. | |

event four years. We take a holiday usually down to | :20:10. | :20:12. | |
