He wants communities to have a say in how police resources are used, | :01:21. | :01:26. | |
He doesn't set any specific crime reduction targets, | :01:27. | :01:30. | |
saying there is an "unhealthy fixation on overall crime figures". | :01:31. | :01:36. | |
He wants the force to work more closely with other | :01:37. | :01:38. | |
organisations in what he calls a "joined-up approach". | :01:39. | :01:42. | |
That includes working with mental health services | :01:43. | :01:43. | |
He says at the moment cuts in those areas are putting extra | :01:44. | :01:49. | |

But by 2016, that figure had fallen to 1,500. | :02:39. | :02:40. | |

officers with the council tax just going up and up? No, if you look at | :04:41. | :04:45. | |
how funding for police officers and police forces is delivered, the | :04:46. | :04:51. | |
Government is reducing year-on-year the grant it gives and Government | :04:52. | :04:55. | |
are saying to police and crime commissioners they should increase | :04:56. | :04:59. | |
the amount by the maximum to maintain flat cash. That's not a | :05:00. | :05:04. | |
rise in resources, my spending power will go down and yet I'll still | :05:05. | :05:09. | |
