The main stories tonight One closed, two downgraded -

anger as minor injuries units are cut in East Yorkshire.

:00:16.:00:22.

Vulnerable communities in the middle of nowhere have been hectic time and

:00:23.:00:33.

time again. -- hit. They have ignored the proposals.

:00:34.:00:35.

Drugs, punch-ups and fires - inspectors find an increase

:00:36.:00:37.

in violence at a Lincolnshire immigration centre.

:00:38.:00:43.

Quite an unsettled day in the forecast tomorrow. Join me later

:00:44.:00:53.

another programme. -- in this programme.

:00:54.:00:58.

It's been confirmed that the Minor Injuries Unit

:00:59.:00:59.

in Hornsea is to close and those in Withernsea and Driffield

:01:00.:01:02.

It means that people living in Holderness will have to travel

:01:03.:01:06.

to either Beverley or Hull for emergency medical treatment.

:01:07.:01:08.

The news has been greeted with dismay by protestors.

:01:09.:01:10.

Here's our Health Correspondent, Vicky Johnson.

:01:11.:01:16.

They suspected their protest would make little difference to today's

:01:17.:01:18.

All furious that injuries units in Hornsea, Driffield

:01:19.:01:29.

Driffield and Withernsea are

:01:30.:01:31.

Vulnerable communities in the middle of nowhere

:01:32.:01:33.

have been hit time and time again by groups like this who simply don't

:01:34.:01:37.

I have a type of haemophilia that means if I cut

:01:38.:01:44.

myself badly, to sit on a

:01:45.:01:45.

bus all the way to Hull is just ridiculous because I bleed out.

:01:46.:01:49.

At a packed meeting this afternoon board members pushed

:01:50.:01:51.

to create three new urgent care centres at Beverley, Brdlington and

:01:52.:01:55.

Goole, which would be open for 16 hours a day every day.

:01:56.:02:02.

They would all offer a consistent rate of

:02:03.:02:05.

advice and treatment including x-rays and it would be supported by

:02:06.:02:08.

lower-level minor injuries units at Driffield and Withernsea.

:02:09.:02:11.

Hornsea, though, will have no minor injuries unit

:02:12.:02:16.

People who have got the least resources, means of transport

:02:17.:02:22.

than anything, the fact that once again Hornsea loses out on a

:02:23.:02:42.

Managers say figures show that is very little

:02:43.:02:46.

There were an average around ten individuals

:02:47.:02:49.

attending that unit on a

:02:50.:02:52.

Half of which could have been dealt with by planned care

:02:53.:02:56.

because they were repeat visits or a wound dressings.

:02:57.:02:58.

Some could also be best served by telephoning for

:02:59.:03:00.

advice before they actually left their own home.

:03:01.:03:10.

Many residents who turned up for today's meeting complained

:03:11.:03:12.

that the 12 week public consultation period had

:03:13.:03:14.

People were led toward something they

:03:15.:03:17.

didn't really want in order to fill in a questionnaire, which is a

:03:18.:03:20.

We didn't stand a chance in Hornsea and I am absolutely

:03:21.:03:27.

disgusted, not only with the board had with my own local MP.

:03:28.:03:30.

Campaigners say they are determined to fight on despite today's

:03:31.:03:32.

Health managers say they are going to spend the next few

:03:33.:03:36.

weeks and months fine tuning their plans with regard to the minor

:03:37.:03:39.

injury unit and the urgent care centres before they've introduced

:03:40.:03:42.

Dr Richard Vautry is from the British Medical Association.

:03:43.:03:52.

I asked him if these latest NHS decisions in East Yorkshire

:03:53.:03:54.

Unfortunately it is a reflection of the crisis facing the NHS are right

:03:55.:04:10.

around the country. All too many units are being reviewed and in some

:04:11.:04:14.

cases closed because we're investing enough resources in the NHS and are

:04:15.:04:19.

not enough staff in the NHS to make many say. But if you only have ten

:04:20.:04:25.

people a day going, sad though it is for these rural areas is not better

:04:26.:04:30.

to have three big centres? There is a real challenge in rural areas to

:04:31.:04:34.

provide good service for a very specialised and major incidents

:04:35.:04:40.

where we're going to a major centre is important, but for those in rural

:04:41.:04:42.

communities they don't want to travel an hour. To go somewhere

:04:43.:04:47.

where they are to get good treatment locally. People of written to me the

:04:48.:04:52.

last two days saying we might live in a rural area but we pay our taxes

:04:53.:04:56.

as well but we are losing services. It is not fair. I would recognise

:04:57.:05:01.

that and I writer and accountable recogniser difficult it is now to

:05:02.:05:06.

maintain services, particularly in rural areas. GPs and those working

:05:07.:05:11.

in hospitals want to provide the best service to their patients and

:05:12.:05:13.

it have to do it with the available resources they have. We hear the

:05:14.:05:18.

Government of putting recondite amounts of money into the NHS. If

:05:19.:05:23.

that is the case wire services closing? The investment the

:05:24.:05:26.

Government is making in the NHS does not keep pace with the increase in

:05:27.:05:30.

the population and also the increased need of many people who

:05:31.:05:33.

are living longer and live more with complex problems and to need more

:05:34.:05:38.

intervention and support from the NHS was investment is going up it is

:05:39.:05:41.

not going up anywhere near enough to meet the need of our population.

:05:42.:05:46.

Prepared tester said it will take is to the Secretary of State. -- the

:05:47.:05:50.

protesters said they were taken to the Secretary of State. The

:05:51.:05:54.

Secretary of State is too often deftly these appeals. We need

:05:55.:05:57.

Government to list not just to these protesters but everyone. -- too

:05:58.:06:03.

often deaf to these appeals. Elsewhere, council leaders say

:06:04.:06:07.

they have "serious concerns" about major changes planned

:06:08.:06:09.

for Lincolnshire's hospitals. As part of a five-year plan

:06:10.:06:11.

set out by NHS bosses, Grantham's A could be downgraded

:06:12.:06:13.

and some maternity services merged. Lincolnshire County Council has

:06:14.:06:16.

responded, saying it's concerned the plans will not improve

:06:17.:06:17.

services for everyone. Managers say no decisions

:06:18.:06:19.

have been made. A 30-year-old man has been arrested

:06:20.:06:29.

after a third person was robbed in their home in

in Lincolnshire has been criticised for high levels of violence both

:06:58.:07:02.

against residents Drug taking and arson were also

:07:03.:07:04.

found to be a problem at Morton Hall which houses hundreds

:07:05.:07:09.

of men awaiting deportation. Our reporter Laura Foster

:07:10.:07:16.

is outside the prison tonight. Laura, has this level

:07:17.:07:19.

of disruption happened before? In the past Morton Hall has been

:07:20.:07:27.

the scene of protests and unrest But following the inspection

:07:28.:07:45.

November we know that it is a more violent place.

:07:46.:07:48.

Peter Clarke is their Chief Inspector:

:07:49.:08:05.

What we found is that levels of violence

:08:06.:08:07.

Action needs to be taken to reduce it.

:08:08.:08:10.

There's a lot of frustration on the part of

:08:11.:08:13.

people who are being detained at Morton Hall.

:08:14.:08:14.

And frustration stems quite largely from the fact that

:08:15.:08:17.

they simply don't know what's going to happen to them or how

:08:18.:08:20.

Up until 2011 Morton Hall had been a prison and with its high fences

:08:21.:08:26.

They are either waiting for a decision on their

:08:27.:08:32.

asylum claim or are due to be deported.

:08:33.:08:34.

Many have been here a long time and are finding it very

:08:35.:08:37.

Inspectors say the centre is generally work generally

:08:38.:08:40.

well-run and that it is working well to prepare detainees for the removal

:08:41.:08:43.

But they say Morton Hall has become significantly less safe since their

:08:44.:08:47.

38% of detainees say they feel unsafe.

:08:48.:08:50.

The previous six months there had been 38 assaults by

:08:51.:08:52.

one detainee on another and 11 on staff.

:08:53.:08:54.

On 16 occasions detainees started fires in

:08:55.:08:56.

Since the last inspection the profile of detainees here has

:08:57.:08:59.

50% are no ex-prisoners and staff have suggested this is what

:09:00.:09:18.

The staff say that is no evidence to support this and that other

:09:19.:09:22.

centres have seen similar changes in

:09:23.:09:24.

In a statement the Home Office said:- Strategies to reduce

:09:25.:09:34.

incidents of violence and self-harm, and to reduce use of psychoactive

:09:35.:09:37.

substances are already in place and will be kept

:09:38.:09:39.

An action plan is being implemented following the support and staff will

:09:40.:09:51.

be working harder to make things safer for detainees and themselves

:09:52.:09:52.

as well. In tonight's National

especially in Scotland. Some very cold looking winter skies here, and

we had some snow falling at times in West Lothian. For a while earlier

today, there were quite a few showers running through central

Scotland, all in that cold air. Right now, we have two areas of
