Failings in care, leadership and patient safety - | :00:00. | :00:12.
the damning report on the health of Lincolnshire's hospitals. | :00:13. | :00:19.
The trust has not got enough focus on patient safety. It is not focused | :00:20. | :00:24.
enough on managing the risks that enough on managing the risks that | :00:25. | :00:25.
agents present. -- nation. Claims of a care crisis as another | :00:26. | :00:31.
home for the elderly is forced The pay is low, they work unsocial | :00:32. | :00:40.
hours and get far better terms and conditions of employment for less | :00:41. | :00:46.
demanding jobs in, for instance, supermarkets, stacking shelves. Some | :00:47. | :00:50.
lovely pictures captured by our Weather Watchers. There has been a | :00:51. | :00:57.
bit of a change in the weather tonight. The forecast coming up | :00:58. | :00:58.
shortly. Patient safety has been put at risk | :00:59. | :01:01.
at hospitals in Lincolnshire and the situation is so bad that | :01:02. | :01:03.
government experts are being brought United Lincolnshire Hospitals Trust | :01:04. | :01:06.
has gone into special measures for the second time in four years | :01:07. | :01:13.
after a series of failings Our health correspondent | :01:14. | :01:16.
Vicky Johnson reports. This is another damning report | :01:17. | :01:21.
whichever way you look at it. It shows a catalogue of failings | :01:22. | :01:26.
almost across-the-board Unsafe, poorly led by | :01:27. | :01:28.
managers and inadequate. That is the fundamental | :01:29. | :01:37.
findings of the inspectors. A failure to refer cancer patients | :01:38. | :01:39.
to treatment on time. Thousands of outpatient | :01:40. | :01:41.
appointments long overdue. And A services at both Boston | :01:42. | :01:43.
and Lincoln rated as inadequate. When inspectors went | :01:44. | :01:51.
on their rounds in Lincolnshire's hospitals last autumn, | :01:52. | :01:54.
they found much to worry them, Some of the patient care that we saw | :01:55. | :01:56.
at Pilgrim Hosptial wasn't of the required standard, | :01:57. | :02:03.
so for example, we saw some patients that were not | :02:04. | :02:06.
treated with compassion. I think if the CQC came | :02:07. | :02:09.
in now, they would see We focused on a whole range | :02:10. | :02:12.
of areas they identified, from the safety of patients in A | :02:13. | :02:18.
departments, those with mental This is the latest in a series | :02:19. | :02:20.
of poor inspections. Four years ago, it was put | :02:21. | :02:25.
into special measures Two years later, it was taken | :02:26. | :02:27.
out of special measures Last October, inspectors | :02:28. | :02:32.
found more failings. Last week, the trust didn't have | :02:33. | :02:38.
enough staff in Lincoln's A And now confirmation that experts | :02:39. | :02:42.
have again been asked to step in. The CQC report has made | :02:43. | :02:48.
for difficult reading for many. In particular, patients not | :02:49. | :02:51.
receiving medication on time when they are seriously ill is a big | :02:52. | :02:55.
worry and I am not sure it is something that has | :02:56. | :03:00.
been a recent event. The trust has always had problems | :03:01. | :03:03.
recruiting enough staff. Managers now fear their reputation | :03:04. | :03:08.
as a failing trust could make I would sincerely ask people not | :03:09. | :03:11.
to be discouraged for this. They can come on secondments and | :03:12. | :03:20.
temporary contracts, test us out. The hospitals certainly face | :03:21. | :03:25.
a testing few months as they battle to raise standards to come out | :03:26. | :03:28.
of special measures. People living in the small village | :03:29. | :03:33.
of Lutton in South Lincolnshire have been paying tribute to local school | :03:34. | :03:36.
teacher Bernice Williams. She had been reported | :03:37. | :03:43.
missing two weeks ago. It's believed her body has been | :03:44. | :03:45.
found along with that of her husband's at the family home | :03:46. | :03:47.
in the village. The couple have not yet been | :03:48. | :03:50.
formally identified. This small Lincolnshire village has | :03:51. | :03:52.
been left in shock by the discovery of two bodies at this house down | :03:53. | :04:01.
a quite country lane It's a pleasant village | :04:02. | :04:04.
and it's just so quiet here. For something like this to happen | :04:05. | :04:08.
to a family is just unbelievable. One of the bodies is believed to be | :04:09. | :04:12.
that of teacher Bernice Williams who went missing more | :04:13. | :04:16.
than two weeks ago. It is understood she lived | :04:17. | :04:19.
here but the bodies of a man and woman were only found | :04:20. | :04:22.
at the weekend. It is believed the other body | :04:23. | :04:26.
is that of her husband, Lawrence. Linda Harding knew Bernice | :04:27. | :04:30.
and her family from services here. Anybody who knew Bernice or knew | :04:31. | :04:33.
the family will be very sad. She just was a very genuine, | :04:34. | :04:40.
quiet, sweet lady. As a family, they came out | :04:41. | :04:49.
as a family and supported one People I have spoken to here today | :04:50. | :04:55.
have told me they hadn't seen Bernice or her husband | :04:56. | :05:06.
in the village for some time. Police say they are not looking | :05:07. | :05:08.
for anyone else in connection with the enquiry but tonight | :05:09. | :05:11.
there are still more questions than answers | :05:12. | :05:14.
as to what actually happened. A care home in East Yorkshire has | :05:15. | :05:19.
become the latest to be forced to close because of staff | :05:20. | :05:24.
and funding shortages. Hook Hall near Goole | :05:25. | :05:28.
is the fourth to have to shut its doors in the East Riding | :05:29. | :05:30.
in the last twelve months. It comes as it's revealed that | :05:31. | :05:35.
ninety people leave the industry The owners say they can't afford | :05:36. | :05:37.
to continue because they can't recruit enough staff who ware | :05:38. | :05:49.
willing to work flexible hours for what they can afford to pay | :05:50. | :05:56.
them, and they don't from the local authority | :05:57. | :05:59.
to pay for the complex care that many of these | :06:00. | :06:02.
elderly residents need. The closure of Hook Hall Care Home | :06:03. | :06:07.
has been described as a massive blow to the area, it's a family run | :06:08. | :06:11.
business which was rated good by the CQC and had a very | :06:12. | :06:16.
good reputation locally. This is what one councllor had to | :06:17. | :06:19.
say about the recruitment problems. Well, I believe that they are | :06:20. | :06:21.
the most undervalued They work long hours, | :06:22. | :06:24.
they have a lot of responsibility, the pay is low, they work unsocial | :06:25. | :06:27.
hours and they can get far better terms and conditions of employment | :06:28. | :06:30.
for less demanding jobs in, for instance, supermarkets, | :06:31. | :06:33.
stacking shelves. Part of the issue is that people | :06:34. | :06:35.
have more choice now about when and where | :06:36. | :06:38.
they go to work. There's 82% employment in Goole | :06:39. | :06:43.
and some people choose a low-skilled job in one | :06:44. | :06:45.
of the area's many warehouses or factories for more money | :06:46. | :06:47.
and flexibilty than they would get This comes as figures show 900 adult | :06:48. | :06:50.
care workers a day quit their jobs It's a national problem but one | :06:51. | :06:55.
that is affecting local businesses, as we've seen | :06:56. | :07:03.
with Hook Hall Care Home today. Earlier, I spoke to Mike Padgham, | :07:04. | :07:06.
who represents care home I asked him why the industry | :07:07. | :07:09.
was struggling so much. Well, it has always been | :07:10. | :07:15.
a Cinderella profession, basically. It is not the highest | :07:16. | :07:18.
paid job in the world. It is long hours, it is stressful, | :07:19. | :07:21.
anti-social hours. That is why it has been increasingly | :07:22. | :07:24.
difficult to recruit And the type of people we look | :07:25. | :07:26.
after today are much more dependent than they were many years ago, | :07:27. | :07:32.
so the work is hard. Has the new living | :07:33. | :07:35.
wage been damaging? Well, it has been difficult for care | :07:36. | :07:38.
providers because we do not feel we have been funded properly to take | :07:39. | :07:43.
account of the living wage. Of course, people are paying it, | :07:44. | :07:46.
but when everyone in the country is getting the national living wage, | :07:47. | :07:49.
it doesn't help recruitment at all. What we need to be doing | :07:50. | :07:52.
is pay eight, nine, ?10 And that is where I think, perhaps, | :07:53. | :07:57.
we need to introduce a living wage But how can you stop | :07:58. | :08:03.
people from leaving? Because they do not think | :08:04. | :08:08.
they are paid enough and they do a job that most of us | :08:09. | :08:11.
cannot imagine doing. No, we can't stop believing, | :08:12. | :08:13.
of course, but I do think that is why we need to train them | :08:14. | :08:16.
properly, look after them and value them, but also fight to get them | :08:17. | :08:19.
a decent living wage, But it is easy to say | :08:20. | :08:22.
that, isn't it? People like yourself, | :08:23. | :08:25.
who run care homes, you're the ones who can sort it out | :08:26. | :08:27.
by saying, here is a decent amount of money, I value you, | :08:28. | :08:30.
I respect you and I want I think there is a certain | :08:31. | :08:33.
amount we can do. In my own home, personally, we pay | :08:34. | :08:38.
above the national living wage. But the problem is, local | :08:39. | :08:41.
authorities fund care homes And they have a monopoly | :08:42. | :08:43.
position on us. So we do need to pay staff more, | :08:44. | :08:48.
but I think we need to fight and get government to fund | :08:49. | :08:51.
local authorities more. I think it is a problem shared | :08:52. | :08:53.
by the Government and businesses Will it get worse | :08:54. | :08:58.
before it gets better? I am saddened that it probably | :08:59. | :09:03.
will do until the Government takes I am hoping programmes like this | :09:04. | :09:06.
will help make the case. A man has been jailed for six months | :09:07. | :09:11.
for perverting the course of justice after lying for four years | :09:12. | :09:18.
about a speeding offence. Rashall-ul-Hassan could have gone | :09:19. | :09:22.
on a speed awareness course if he'd admitted going at 38 miles per hour | :09:23. | :09:26.
in a 30 limit in Instead, he tried to deceive | :09:27. | :09:28.
the police and has ended up in jail. Lincoln City have moved three | :09:29. | :09:39.
points clear at the top The Imps won 1-0 against Chester | :09:40. | :09:41.
at Sincil Bank this evening and extended their lead at the top | :09:42. | :09:44.
of the table. Their nearest rivals, | :09:45. | :09:47.
Tranmere, lost at home. If you were out and about tonight, | :09:48. | :09:55.
you might have seen a lovely sunset across parts of Yorkshire and East | :09:56. | :10:02.
Lincolnshire. It will remain dry for a time, yes, | :10:03. | :10:04.
but thicker cloud starts to roll With that, outbreaks | :10:05. | :10:09.
of light rain as well. South-westerly or westerly | :10:10. | :10:13.
winds really ramping up. So, yes, it is a breezy if not | :10:14. | :10:15.
blustery start to your day tomorrow Some of these heavy further inland, | :10:16. | :10:21.
even into the afternoon. But, you know, for most of us, | :10:22. | :10:24.
it is an improving picture. Highs of 13 Celsius, | :10:25. | :10:27.
but those winds still a real feature High pressure nearby | :10:28. | :10:31.
in the next three days. We're back in the morning on BBC | :10:32. | :10:50.
One. When you wake up, you're on BBC local radio station will have all | :10:51. | :10:54.

rain but it will be brighter later. On Sunday, on the cool side for East | :11:03. | :11:07.
itself. Good evening. Grace of all it -- it | :11:08. | :11:24.
is greatest of all in Scotland. A weather front is on the move. The | :11:25. | :11:30.
rain edging down into south-western parts of Scotland and northern | :11:31. | :11:34.
Ireland. Much of England and Wales will have a dry note but not quite | :11:35. | :11:39.
as Chile to start tomorrow. Let's deal with the wet weather first | :11:40. | :11:44.
thing tomorrow. It will be a damp start for Scotland and Northern | :11:45. | :11:49.
Ireland. Heaviest rain on the hills towards the coast and east of the | :11:50. | :11:53.
Pennines, not too much rain at all. | :11:54. | :11:57. |
