was removed in October, after one of them was accused | :00:47. | :00:50. | |
of indecently assaulting young girls, although no charges | :00:51. | :00:52. | |
It is unclear where in Yorkshire the new bellringers have come from. | :00:53. | :00:56. | |
Well, this is a row that has meant the bells in the tower at York | :00:57. | :01:11. | |
Minster have remained silent now for more than two months but it has | :01:12. | :01:15. | |
created a lot of noise here in York. Finally tonight, some progress. This | :01:16. | :01:21. | |
is the sound York has been missing for the last two months. For | :01:22. | :01:25. | |
centuries, the bells of the Minster have chimed out across the city. In | :01:26. | :01:32. | |
October, they stopped, but tonight, a temporary fix. It is exciting. The | :01:33. | :01:36. | |
very thing I said to you two days after the group posted down, that we | :01:37. | :01:40. | |
were hoping before long the bells would win a game and we are very | :01:41. | :01:44. | |
grateful for the courageous and ringers from within the city and | :01:45. | :01:48. | |
across the country who have come forward to help us by ringing over | :01:49. | :01:54. | |
this period of time. There they go again, such a glorious sound, | :01:55. | :02:02. | |
singing the glory of God. The group were dismissed after one of the | :02:03. | :02:05. | |
ringers was accused of indecent assault against a young girl. No | :02:06. | :02:14. | |
charges were ever brought. Since then, the Minster has struggled to | :02:15. | :02:20. | |
find people to ring the bells, citing intimidation toward anyone | :02:21. | :02:26. | |
who tried to step in. The Minster say that they are now working | :02:27. | :02:30. | |
towards a permanent solution with a new team after the original group | :02:31. | :02:34. | |
say they have nothing to do with the intimidation. We will be recruiting | :02:35. | :02:38. | |
a new group in the New Year, so this is a special interim for this | :02:39. | :02:42. | |
festive season to make sure that anyone coming to worship and the | :02:43. | :02:46. | |
citizens of York, they know there is a very special server happening for | :02:47. | :02:50. | |
Christmas tonight. This time, because of the way the process is | :02:51. | :02:53. | |
going to happen, we are looking forward to recruiting a band that | :02:54. | :02:59. | |
will abide by the Church's process. It was great to hear the bells again | :03:00. | :03:02. | |

tonight. It has been a difficult journey though. The Minster has | :03:35. | :03:37. | |
faced criticism for how they have dealt with the dispute. A | :03:38. | :03:40. | |
spokesperson for the bell-ringer said they have been advised not to | :03:41. | :03:44. | |
comment any further but at the weekend they put out a statement | :03:45. | :03:47. | |
where they said that the case highlighted by the Minster resulted | :03:48. | :03:53. | |
in no charges and was tantamount to a waste of the court's time. We | :03:54. | :03:57. | |
don't know yet when the bells will ring again. The Dean of the Minster | :03:58. | :04:01. | |
has said she is hopeful they will ring at other Christmas services to | :04:02. | :04:02. | |
come. Thank you. A new report out today says last | :04:03. | :04:06. | |
year's Boxing Day floods cost Yorkshire's economy | :04:07. | :04:09. | |
more than ?500 million. It says 4000 homes and 2000 | :04:10. | :04:11. | |
businesses were affected. And a year on, ?207 million has been | :04:12. | :04:14. | |
committed by government and councils towards new flood defences | :04:15. | :04:20. | |
but another ?25 million is needed to accelerate more flood defence | :04:21. | :04:24. | |
schemes - with 90,000 homes and | :04:25. | :04:28. | |
buisnesses still at risk. Well, all week we've been back | :04:29. | :04:31. | |
to those places most badly affected. The town was split in two - | :04:32. | :04:34. | |
after its road bridge over the River The reopening of Tadcaster's Road | :04:35. | :04:53. | |
Bridge was described as a national priority. But, almost a year run, | :04:54. | :04:56. | |
work to repair it still is unfinished. The repercussions of | :04:57. | :05:03. | |
what happened here last December are still being felt. At the town's | :05:04. | :05:08. | |
medical Centre, insurance costs have increased by almost 1000%. There is | :05:09. | :05:15. | |
an annual premium this year of ?39,500, with a ?100,000 excess, as | :05:16. | :05:24. | |
compared to last year where our premium was ?3425 with a ?2500 | :05:25. | :05:30. | |
excess. So you can imagine we feel we are being somewhat unfairly | :05:31. | :05:35. | |
punished. In the aftermath of the floods, the town hosted Prince | :05:36. | :05:38. | |
Andrew who saw for himself the devastation. We have been trading | :05:39. | :05:44. | |
since 1851. One of those businesses affected was this iron mongers. How | :05:45. | :05:49. | |
high did the water penetrate last December? It came to about this | :05:50. | :05:53. | |
level here. About three feet deep here and about four foot deep at the | :05:54. | :05:59. | |
bottom level. It has been a tough year for many traders. They hope the | :06:00. | :06:04. | |
bridge reopening will get all businesses back on track. Town seems | :06:05. | :06:07. | |
to be recovering pretty well but the bridge will be the big thing, when | :06:08. | :06:11. | |
the bridge reopens that will reunite the town and hopefully make things | :06:12. | :06:16. | |
busy again. Across the road, the butcher 's estimate trade is down by | :06:17. | :06:21. | |
around 25% because of the bridge closure. But they say they are | :06:22. | :06:25. | |
optimistic for 2017. The bridge will make a massive difference. We will | :06:26. | :06:31. | |
have traffic bags, have people looking into shops and thinking, it | :06:32. | :06:35. | |
is a nice place to visit. It will be a massive difference for us. It has | :06:36. | :06:39. | |
been a turbulent 12 months for Tadcaster but there is a discernible | :06:40. | :06:45. | |
feeling of optimism here. It may have divided the town, but its | :06:46. | :06:50. | |
legacy has only brought the town together properly. | :06:51. | :06:53. | |
So when will the bridge re-open and why the delay? | :06:54. | :06:56. | |

There has been a number of issues but I think, as you can see, it's an | :06:59. | :07:04. | |
incredibly complicated structure to rebuild. We are working to the | :07:05. | :07:07. | |
programme that was to effectively not open for Christmas but to open | :07:08. | :07:10. | |
for the end of December. That is what we are working for a year after | :07:11. | :07:17. | |
the collapse. The high river levels and complexities with the National | :07:18. | :07:23. | |
rail bridge further downstream has caused water backing up to Albert | :07:24. | :07:26. | |
and that slowed our operation down and we are where we are. We have the | :07:27. | :07:31. | |
warning of storm is coming over the next few days and people will be | :07:32. | :07:39. | |
nervous about that. Will it have an impact on levels here? It's not. | :07:40. | :07:42. | |
Although there will be some heavy rain, it will be fairly transient | :07:43. | :07:46. | |
and it will not hit the wall, so we have no particular concerns about | :07:47. | :07:50. | |
flooding. One can we expect to see road traffic across this bridge? -- | :07:51. | :07:57. | |
when can we? The 27th of January is when we hope to have traffic | :07:58. | :08:01. | |
crossing the bridge again. As I said, a lot of conjugated work on | :08:02. | :08:05. | |
the masonry, particularly on the arch barrels, but the guys who are | :08:06. | :08:08. | |
working on the bridge are throwing everything at it. | :08:09. | :08:10. | |
