chimed out across the city but in October, they stopped. | :04:59. | :05:02. | |
The volunteer bell-ringers were dismissed over concerns about | :05:03. | :05:04. | |
It came after one of the ringers was accused | :05:05. | :05:08. | |
of indecent assault against young girls. | :05:09. | :05:10. | |
Since then, the Minster has struggled to find replacement | :05:11. | :05:15. | |
Some who'd offered to step in and said they'd | :05:16. | :05:19. | |
been subjected to intimidation on social media | :05:20. | :05:22. | |
The previous bell-ringing team denied that they've been | :05:23. | :05:27. | |
involved in any intimidation and said they had tried | :05:28. | :05:30. | |
But today, a resolution and at tonight's carol service, the | :05:31. | :05:35. | |
bells will ring again, albeit with a new team of ringers. | :05:36. | :05:43. | |
The Archbishop of York John Semtamu is at the Minster. | :05:44. | :05:52. | |
Archbishop, what does it mean to have those bells ringing again? It | :05:53. | :06:02. | |
is exciting. I said to you two days after the group stood down by the | :06:03. | :06:06. | |
Dean and chapter that we were hoping before long the bells would ring | :06:07. | :06:10. | |
again and were very grateful for the courageous and generous ringers from | :06:11. | :06:13. | |
within the city and across the country who have come forward to try | :06:14. | :06:16. | |
and help us move forward and are ringing for us over this period of | :06:17. | :06:20. | |
time. There they go again! Such a wonderful time. Singing to the | :06:21. | :06:26. | |
wonder of God. Mixed you is the Dean of Europe. Could I ask you, is this | :06:27. | :06:33. | |
a temporary solution to the problem? We are going to be recruiting a new | :06:34. | :06:40. | |
band in the New Year, so, yes, we have volunteers especially for the | :06:41. | :06:43. | |
Christmas season. So it is an interim to make sure that for the | :06:44. | :06:46. | |
benefit of all those coming to worship and the citizens of York | :06:47. | :06:50. | |
they know that there is a very special service for Christmas | :06:51. | :06:54. | |
happening tonight. Archbishop, everyone was upset. The bells had a | :06:55. | :06:58. | |
tradition of ringing in Europe since 1361. I've not been a long quite as | :06:59. | :07:04. | |
long as that, but it is very important for the people of York to | :07:05. | :07:09. | |
be able to enjoy these bells. It was important and of course, because | :07:10. | :07:13. | |
they are part of York Minster, they are being run for the glory of God. | :07:14. | :07:17. | |
Not just the enjoyment but it is nice that everyone can enjoy these | :07:18. | :07:22. | |
bells. When people say they have never stopped, well, they have been | :07:23. | :07:26. | |
stopped because of cleaning and the Second World War so it is not true | :07:27. | :07:31. | |
that have been ringing consistently through the 13th century, there have | :07:32. | :07:35. | |
been gaps but because of the way the processors have happened, we are | :07:36. | :07:38. | |
looking forward to recruiting a band who will abide by the church's | :07:39. | :07:45. | |
processes in terms of safeguarding. What happens next, Dean of York? | :07:46. | :07:51. | |
There are many services through Christmas and we hope very much | :07:52. | :07:54. | |
there will be more bell-ringing. We will have to listen out to discover | :07:55. | :07:58. | |

half a billion pounds. It says 4000 homes and 2000 | :08:28. | :08:31. | |
businesses were affected. committed by government and councils | :08:32. | :08:36. | |
towards new flood defences. But another ?25 million | :08:37. | :08:44. | |
is needed to accelerate more flood defence schemes | :08:45. | :08:48. | |
with 90,000 homes Well, all week we've been back | :08:49. | :08:51. | |
to those places most badly affected. Today, we return to Tadcaster | :08:52. | :08:56. | |
where the town was split in two after its road bridge | :08:57. | :09:01. | |
over the River Wharfe Well, I think it's fair to say that | :09:02. | :09:15. | |
the people were hoping by this time this bridge would be open for | :09:16. | :09:19. | |
Christmas. Sadly, because of a series of delays, that is not going | :09:20. | :09:22. | |
to happen. We expected to happen towards the last week of January. | :09:23. | :09:27. | |
But I spent all day today talking to various people, businesses and | :09:28. | :09:30. | |
traders alike about the recovery and looking forward to 2017. | :09:31. | :09:35. | |
The reopening of Tadcaster's Road Bridge was described as a national | :09:36. | :09:41. | |
priority, but almost a year on, work to repair it remains unfinished. The | :09:42. | :09:48. | |
repercussions of what happened here last December I still being felt. At | :09:49. | :09:53. | |
the town's medical Centre, insurance costs have increased by almost | :09:54. | :09:59. | |
1000%. There is an annual premium this year of ?39,500 with a ?100,000 | :10:00. | :10:06. | |
excess as compared to last year where our premium was ?3425. | :10:07. | :10:13. | |
So you can imagine, we feel we are being somewhat unfairly punished. In | :10:14. | :10:20. | |
the aftermath of the floods, the town hosted Prince Andrew 's friends | :10:21. | :10:24. | |
of the devastation. We have been hosting since about 1851. One | :10:25. | :10:30. | |
business affected was the iron mongers on Bridge Street. How high | :10:31. | :10:33. | |
the water come in last December? The water came up to this level here and | :10:34. | :10:38. | |
it was about three foot deep year and then about four feet deep down | :10:39. | :10:43. | |
in the bottom level. Saw the whole shop? It has been a tough year for | :10:44. | :10:47. | |
many traders. They hope the bridge reopening will get all businesses | :10:48. | :10:51. | |
back on track. They seem to be recovering pretty well but the | :10:52. | :10:54. | |
bridge will be the big thing. When it reopens, that will unite the town | :10:55. | :10:58. | |
and hopefully that will busy things back up again. Across the road, the | :10:59. | :11:04. | |
butcher estimates traders down by about 25% because of the bridge | :11:05. | :11:08. | |
closure, but they say they are optimistic the 2017. The bridge will | :11:09. | :11:12. | |
make a massive difference. We will have the traffic back, people | :11:13. | :11:15. | |
looking into the shops and thinking it's a nice place to visit, so it | :11:16. | :11:19. | |
will be a massive difference for us. It has been a turbulence 12 months | :11:20. | :11:23. | |
for Tadcaster, but there is a discernible sense of optimism here. | :11:24. | :11:28. | |
The floods may have divided the town physically, but its legacy has only | :11:29. | :11:31. | |
served to unite the community more permanently. | :11:32. | :11:35. | |
That's the thing, you are struck by the community endeavour and that | :11:36. | :11:40. | |
willingness and spirits to get things back and get that recovery | :11:41. | :11:43. | |
and turn it into optimism for the New Year ahead. But start to David | :11:44. | :11:48. | |

here. Why wasn't it open for Christmas, what has been a problem? | :11:53. | :11:55. | |
There have been a number of issues but as you can see, it is an | :11:56. | :11:59. | |
incredibly difficult structure to rebuild. We are working to the | :12:00. | :12:03. | |
programme. It was not open to Christmas but to open for the end of | :12:04. | :12:07. | |
December so that we are working for one year after it unfortunately | :12:08. | :12:10. | |
collapsed. High river levels unethically talked about that | :12:11. | :12:16. | |
before, complexities with the national real bridge further | :12:17. | :12:19. | |
downstream causing water to back up to our bridge, unfortunately that | :12:20. | :12:24. | |
has sold our operation down a wee RER. Storms are coming over the next | :12:25. | :12:28. | |
few days. People have been a little nervous about that. Is it likely to | :12:29. | :12:33. | |
have an impact on what level here? No, we have been monitoring the | :12:34. | :12:36. | |
forecast and although there might be heavy rain, that rain will be fairly | :12:37. | :12:39. | |
transient. It certainly will not hit the wall so we have no concerns | :12:40. | :12:46. | |
about flooding. Give us a date then, when can we see will track across | :12:47. | :12:49. | |
this bridge? We are working to the programme we issued which is the | :12:50. | :12:52. | |
27th of January so that is when we expect to have road traffic crossing | :12:53. | :12:56. | |
the bridge again. A lot of companies work on the masonry particularly | :12:57. | :12:58. | |
over the arches which they're building at the moment, that we are | :12:59. | :13:01. | |
doing everything we can. The guys working on the bridge are throwing | :13:02. | :13:05. | |
everything at it. That either coming down and talking to us. You heard it | :13:06. | :13:10. | |
here, 27th of January. We will hold David to that and I'm sure that will | :13:11. | :13:16. | |

numbers of people have been travelling overseas for a different | :13:37. | :13:38. | |
high-risk therapy because they don't qualify for UK trials. | :13:39. | :13:41. | |
The treatment - which has been undergoing | :13:42. | :13:42. | |
trials in Sheffield - has shown some extraordinary results | :13:43. | :13:46. | |
in a small number of carefully selected patients | :13:47. | :13:48. | |
Multiple sclerosis affects around 100,000 people | :13:49. | :13:56. | |
in the UK and can cause problems with mobility and fatigue. | :13:57. | :14:00. | |
Many are diagnosed with a relapsing form of MS | :14:01. | :14:02. | |
where symptoms flare up and then fade. | :14:03. | :14:05. | |
But others experience progressive forms of the disease, | :14:06. | :14:08. | |
where disability continues to build up over time. | :14:09. | :14:10. | |

Six months ago, Angela Austwick was diagnosed with multiple sclerosis. | :14:16. | :14:20. | |
The 33-year-old is constantly exhausted | :14:21. | :14:23. | |
feels like she's wearing ankle weights. | :14:24. | :14:27. | |
She's been told her form of the disease is progressive, | :14:28. | :14:30. | |
so her condition will get worse and worse. | :14:31. | :14:34. | |
Everything just came to a standstill. | :14:35. | :14:37. | |
The hopes and plans that we'd hand and everything that | :14:38. | :14:42. | |
we'd always been excited about for the future, it just... | :14:43. | :14:46. | |
Multiple sclerosis is an incurable disease where the body's | :14:47. | :14:52. | |
own immune system attacks the protective layer on nerve cells | :14:53. | :14:56. | |
It causes messages to and from the brain to | :14:57. | :15:01. | |
become disrupted causing problems with vision, mobility, | :15:02. | :15:05. | |
Doctors in Sheffield say patients with multiple sclerosis | :15:06. | :15:10. | |
are showing remarkable improvements... | :15:11. | :15:12. | |
A treatment being trialled in Sheffield as part of an | :15:13. | :15:14. | |
international study that is normally used on cancer patients has given | :15:15. | :15:18. | |
many people hope but not everyone is suitable | :15:19. | :15:21. | |
and it comes with significant risks. | :15:22. | :15:24. | |
It involves harvesting bone marrow stem cells | :15:25. | :15:26. | |
before a patient undergoes chemotherapy to destroy | :15:27. | :15:30. | |
The stem cells are then returned to the body and within a month, | :15:31. | :15:35. | |
the immune system starts to work again or is rebooted. | :15:36. | :15:39. | |
The treatment has seen remarkable results in some people and is most | :15:40. | :15:43. | |
effective in those patients with the relapsing form of MS which is | :15:44. | :15:47. | |
characterised by flare ups followed by periods of remission, | :15:48. | :15:51. | |
but Angela has the progressive form of the disease | :15:52. | :15:54. | |
and so doesn't qualify for the trials here in the UK. | :15:55. | :15:59. | |
So, like others, she's looking abroad for the treatment. | :16:00. | :16:01. | |
This clinic in Mexico has offered to treat Angela in April, | :16:02. | :16:04. | |
The MS Society are unable to comment about | :16:05. | :16:11. | |
individual clinics, but say questions remain about how effective | :16:12. | :16:13. | |
this treatment can be for people with her type of MS. | :16:14. | :16:18. | |
In progressive MS, we haven't seen so many benefits | :16:19. | :16:20. | |
coming from this treatment in the research conducted so far. | :16:21. | :16:23. | |
So we'd like to see more research in this area. | :16:24. | :16:25. | |
But for people now who are considering HSCT, | :16:26. | :16:28. | |
we'd advise them to go and speak to their neurologist. | :16:29. | :16:30. | |
They can talk through all the details and go through the | :16:31. | :16:33. | |
Importantly, this is an aggressive treatment. | :16:34. | :16:37. | |
It comes with significant side effects and risks. | :16:38. | :16:40. | |

Kate Dawson has progressive MS and was also turned | :16:43. | :16:44. | |

every day just because I couldn't stand up any longer. | :16:59. | :17:02. | |

to treat patients who have been turned down in the UK because they | :17:09. | :17:11. | |

Earlier I spoke to one of the men running the MS trial | :17:31. | :17:40. | |

He told me why they were concerned about patients heading | :17:44. | :17:46. | |
It has to be delivered in a credited bone marrow transplant unit. | :17:47. | :17:52. | |
It has to be delivered by specialists with experience | :17:53. | :17:57. | |
both in haematology and transplantation and neurology | :17:58. | :18:01. | |
and the patients have to have the right sort of follow-up. | :18:02. | :18:05. | |
Some patients are returning to the UK just with a letter | :18:06. | :18:08. | |
to their GP and that is not satisfactory. | :18:09. | :18:12. | |
These patients need to be under the care of the right | :18:13. | :18:16. | |
expertise in the right hospitals if it's going | :18:17. | :18:19. | |
So it's the after-care that's the real problem then? | :18:20. | :18:23. | |
