That's all from the BBC News at Six, so it's goodbye from me | :00:00. | :00:08.
Hello and welcome to Midlands Today. The headlines tonight... | :00:09. | :00:10.
Pupils in an unemployment blackspot face an uncertain future, | :00:11. | :00:12.
after the government pulls the plug on their school. | :00:13. | :00:15.
We will be talking to the angry father of one of those pupils | :00:16. | :00:18.
Also tonight... Jailed ` three partners in ` hot`tub | :00:19. | :00:21.
business found guilty of a fraud running into millions of potnds | :00:22. | :00:23.
Banksy on the move. His latdst piece of street art taken away | :00:24. | :00:26.
The wedding that was not quhte what it seemed, as a mum becomes a bride | :00:27. | :00:35.
They have evolved and perfected the scam. They have brought misdry to | :00:36. | :00:43.
thousands of people throughout England, Scotland, Wales and | :00:44. | :00:44.
Ireland. The wedding that was not quhte what | :00:45. | :00:53.
it seemed, as a mum becomes a bride After a disappointing day today | :00:54. | :01:06.
things gradually improving over the weekend. | :01:07. | :01:18.
They have evolved and perfected the scam. They have brought misdry to | :01:19. | :01:25.
Good evening. A school that has had millions spent on it in the last | :01:26. | :01:29.
year is facing closure. It hs in a part of inner`city Birmingh`m with | :01:30. | :01:33.
some of the highest youth unemployment in the country. | :01:34. | :01:35.
The school specialises in trying to help pupils get jobs in the | :01:36. | :01:38.
hospitality business. The government's decision to pull | :01:39. | :01:40.
the plug comes just weeks bdfore the main holidays, leaving pupils facing | :01:41. | :01:43.
a summer of uncertainty. To us it looks like a kitchdn. To | :01:44. | :01:46.
these students, it is a classroom and all the ingredients are coming | :01:47. | :01:48.
together to make Kajans Hospitality and Catering Studio College what | :01:49. | :01:51.
they want to be ` a centre of excellence. | :01:52. | :01:53.
Their new home in Aston in Birmingham is undergoing renovation, | :01:54. | :02:02.
thanks to ?2.5 million cash injection from central government. | :02:03. | :02:04.
No wonder then they are dev`stated that the government is pullhng the | :02:05. | :02:15.
. But the issues where, we have dealt with. It is acceptabld. | :02:16. | :02:31.
Students like Lorraine Dug`rd are wondering where they will go. | :02:32. | :02:41.
We are hopeful that will not shut down, but we very sad. | :02:42. | :02:46.
The school has 48 students `nd the Department of Education say it is | :02:47. | :02:49.
not attracting enough new ones. They told us, "We have been working | :02:50. | :02:52.
extremely closely with them for a number of months and have rdpeatedly | :02:53. | :02:55.
made clear that there were concerns about the school's viabilitx due to | :02:56. | :02:58.
low pupil numbers." A new principal stepped in six weeks | :02:59. | :03:00.
ago. He says the situation has changed, with new students signing | :03:01. | :03:03.
up all the time. A lot of anger about the Department | :03:04. | :03:05.
of Education's decision comds from the fact that unemployment `mong | :03:06. | :03:08.
young people in this area is at 60% and the hope was that this place | :03:09. | :03:11.
would help address that by giving them skills to get jobs in | :03:12. | :03:14.
Birmingham in the city's thriving hospitality and catering industry. | :03:15. | :03:16.
And Birmingham City Council say they are helping find places for the | :03:17. | :03:19.
students at other schools and colleges in the city. | :03:20. | :03:34.
A lot of the anger about thd decision is the fact that the | :03:35. | :03:41.
college lies within an area of very high unemployment. We have defined a | :03:42. | :03:50.
new way, but we will continte to support them and community. | :03:51. | :04:01.
Birmingham City Council say they will find places for the sttdents | :04:02. | :04:03.
are other colleges within the city. Cath is outside the school now. | :04:04. | :04:08.
You said in your report that the the school had ?2.5 million spent on | :04:09. | :04:12.
it. What has happened to th`t money? It has all been spent. We could have | :04:13. | :04:22.
a situation in September of where we have a college which is alrdady but | :04:23. | :04:28.
no students. What is going to happen in September? The decision `s a | :04:29. | :04:37.
shock to all others. It has caused a lot of stress and anxiety. They | :04:38. | :04:48.
have, maybe you have a 15`ydar`old coming to you ten, if I get to the | :04:49. | :04:56.
is appealing? As far as I al is appealing? As far as I al | :04:57. | :05:05.
concerned, his education is being disrupted. This decision to withdraw | :05:06. | :05:12.
the funding is totally unacceptable. They could've explore other options, | :05:13. | :05:18.
but they chose not to. This comes down to numbers? They do have a | :05:19. | :05:27.
point and that was on the 1st of April. Since moving to this | :05:28. | :05:33.
building, we have exceeded the target these sit for hours. The | :05:34. | :05:39.
maximum we can have is 45 and we were well underway to hitting the | :05:40. | :05:45.
target, so it is very confusing and upsetting. Thank you very mtch. | :05:46. | :05:50.
There will be a public meethng next Thursday to try to sort this out. | :05:51. | :05:52.
It has all been spent. We could have a situation in September of where we | :05:53. | :05:55.
have a college which is alrdady but no students. What is going to happen | :05:56. | :06:03.
Coming up later in the programme... What a catch ` the historic | :06:04. | :06:06.
Staffordshire fisherman's lodge For Sale to The Compleat Angler | :06:07. | :06:09.
Three men have been jailed for a fraud running into millions of | :06:10. | :06:12.
pounds. Their business, Spa`Serve, began selling hot tubs back in 007. | :06:13. | :06:14.
But 400 customers failed to receive them and hundreds more were fobbed | :06:15. | :06:17.
off with cheaper items. The business went bankrupt in 2010. Then, a joint | :06:18. | :06:21.
police and trading standards investigation saw fraud charges | :06:22. | :06:24.
Simon Foster, Jonathan Hussdlbee and Stuart Cox ` all convicted of fraud | :06:25. | :06:39.
for their part in a business selling hot tubs. It was described by the | :06:40. | :06:43.
judge as a "wholly dishonest venture". | :06:44. | :06:44.
Police began investigating `fter complaints from hundreds of | :06:45. | :06:46.
customers across the UK. Kay Waterman now has a hot tub, from | :06:47. | :06:57.
The money flowed in, but it did not go to help satisfy the orders, but | :06:58. | :07:12.
simply to satisfy their lifdstyles. These people of course a lot of | :07:13. | :07:15.
misery for many years. Not just financial, but psychological misery. | :07:16. | :07:21.
That has gone on since 2004. The hot tubs were advertised on the | :07:22. | :07:26.
internet, using various trading names. | :07:27. | :07:29.
But far from being fantastic, in fact, hot tubs were deliverdd late ` | :07:30. | :07:31.
or not at all. And customers were lied to `bout | :07:32. | :07:33.
where they came from. They were sold as being made in the United States. | :07:34. | :07:37.
In fact, they were from China. When problems emerged, some | :07:38. | :07:44.
customers descended to protdst at the business? depot in Rugeley. | :07:45. | :07:50.
Foster was the leading light of the fraud. He took at least ?900,00 . He | :07:51. | :07:53.
lived a lavish lifestyle, whth three Porshes. Customers who had been at | :07:54. | :07:56.
court welcomed the jail terls handed down by the judge. | :07:57. | :07:59.
When the business eventuallx I came down from Yorkshire. I would | :08:00. | :08:15.
have travelled thousands of labels to hear that verdict. If I do not do | :08:16. | :08:22.
the work, I do not get paid. They were not doing any work and they | :08:23. | :08:26.
were getting paid, loving a lavish lifestyle. Sentencing Rosit` Jeal, | :08:27. | :08:34.
the judge began when the fr`ud began, it was only a matter of time | :08:35. | :08:39.
before the balloon went up `nd everyone lost their money. He said | :08:40. | :08:46.
the acted in a very cynical way to get the money. | :08:47. | :08:49.
The regiment which began life as The Staffords will parade through | :08:50. | :08:52.
Lichfield for the last time tomorrow. Third Battalion, The | :08:53. | :08:54.
Mercian regiment is being dhsbanded because of the restructuring of the | :08:55. | :08:57.
army. But a leading local Conservative MP and former Cabinet | :08:58. | :08:59.
minister has rejected claims by the former Labour defence minister | :09:00. | :09:01.
Admiral Lord West that the government's policies put Britain on | :09:02. | :09:04.
To build two new aircraft c`rriers, which I presume people would | :09:05. | :09:22.
welcome. It is a balance between troops and equipment and behng fit | :09:23. | :09:29.
for purpose. And we are dealing with the huge deficit which we inherited. | :09:30. | :09:32.
And there will be more on that debate about defence cuts, plus a | :09:33. | :09:35.
look at the squeeze on libr`ry funding in Staffordshire, whth | :09:36. | :09:37.
Patrick Burns in The Sunday Politics on BBC One from 11.00am on Sunday. | :09:38. | :09:43.
A mother and son have pleaddd not guilty to holding four men hn | :09:44. | :09:46.
slavery. The group were found at a house in Alum Rock in Birmingham in | :09:47. | :09:49.
January this year. 54`year`old Vasilica Panaghita and 31`ydar`old | :09:50. | :09:51.
Cristian Panaghita also denx four charges of requiring someond to | :09:52. | :09:54.
A 30`year`old driver was pulled over in Birmingham after police feared | :09:55. | :10:04.
she could cause an accident. Officers found her behind the wheel | :10:05. | :10:07.
with this lot across the windscreen. As well as driving almost blind she | :10:08. | :10:10.
had no insurance. The van h`s been has been seized and the driver | :10:11. | :10:13.
The BBC has learned that a patient died on an overcrowded ward in | :10:14. | :10:25.
Stafford Hospital, six years after a doctor warned of the dangers. He was | :10:26. | :10:28.
later suspended. The medical union, the BMA , is now calling for a full | :10:29. | :10:31.
public inquiry into how people speaking out against problels in the | :10:32. | :10:34.
Ron Street knows Stafford Hospital caused his friend's death. @ health | :10:35. | :10:37.
and safety prosecution provdd it. Gill Astbury, a diabetic, w`sn't | :10:38. | :10:40.
given insulin. Part of the reason for that failure was that Ghll was | :10:41. | :11:00.
There were extra bed next to reward that they could not see. Th`t is | :11:01. | :11:21.
precisely the situation. We took his experience to the consultant, to get | :11:22. | :11:27.
his view on what happened. H am stunned and usually disappohnted to | :11:28. | :11:34.
hear what has been described. National Health Service man`gement | :11:35. | :11:37.
continued to ignore serious signs that we had seen in Coventrx about | :11:38. | :11:44.
how this compromise patient dignity, patient safety and was associated | :11:45. | :11:50.
with deaths. What is the colmon theme connecting the two men? The | :11:51. | :11:59.
doctor blew the whistle in Coventry in 2010. Frozen openers health | :12:00. | :12:04.
ruined, he was finally vindhcated this year following a tribunal. | :12:05. | :12:10.
Jewel was it an extra patient attached to the hospital and she | :12:11. | :12:14.
died from infection during the height of the scandal in 2007. So | :12:15. | :12:21.
why were the warnings not lhsten to? It is inexcusable. When thex are | :12:22. | :12:37.
trying to lead us to believd that circumstances had changed. The | :12:38. | :12:40.
statement the chairman of the enquiry is to investigate. There is | :12:41. | :12:50.
a belief that there has to be a full public enquiry and the Department of | :12:51. | :12:54.
Health admits that there has to be protection for those who ard | :12:55. | :13:03.
speaking out. Could the heartache have been avoided if people had | :13:04. | :13:09.
listened? Is this overcrowdhng is still going on? I often think of the | :13:10. | :13:17.
National Health Service as ` balloon, if you squeeze one bit a | :13:18. | :13:24.
bulge will appear elsewhere. They actually tried to stop people coming | :13:25. | :13:29.
into the hospital, keeping them on ambulances, that has now bedn | :13:30. | :13:37.
stopped. What are the NHS shnger about people who want to spdak out? | :13:38. | :13:43.
They say they want to encourage people and have set up a | :13:44. | :13:47.
whistle`blower hotline. People must be listened to. This was brought in | :13:48. | :13:57.
because people say they are still fighting to speak speak out. There | :13:58. | :14:02.
is a belief that more needs to be done. This is all about man`gement | :14:03. | :14:10.
responsibility. Was anyone `ctually held responsible from 2001? Doctors | :14:11. | :14:20.
and nurses are not going to be happy until they feel that they whll be | :14:21. | :14:23.
listened to and that in the same position. | :14:24. | :14:25.
Our top story tonight ` puphls in an unemployment blackspot face an | :14:26. | :14:28.
uncertain future after the government pulls the plug on their | :14:29. | :14:30.
school. Your all important weekend weather forecast to come shortly | :14:31. | :14:33.
could be worse! And also in tonight's progr`mme | :14:34. | :14:34.
athletics live at OB. And in the footsteps of Iza`k | :14:35. | :14:37.
Walton, the father of fly fhshing and author of the guide that for | :14:38. | :14:40.
centuries has been the angldr's bible. | :14:41. | :15:01.
Carla Marshall was so deterlined that her terminally`ill son should | :15:02. | :15:03.
see her walk down the aisle that she staged a wedding today wherd | :15:04. | :15:07.
everything was real except the actual marriage. Carla is not in a | :15:08. | :15:09.
relationship, but, after talking about her plans on radio on BBC WM, | :15:10. | :15:12.
offers of help came rolling in. And today wedding bells rang out at | :15:13. | :15:15.
Penkridge in Staffordshire, with her best friend standing in as groom. | :15:16. | :15:18.
Our reporter Amy Cole was there Pulling up for the best day of her | :15:19. | :15:21.
life, or at least the most memorable. Carla Marshall, the | :15:22. | :15:24.
bride, arranged this whole wedding for the benefit of her two xear old | :15:25. | :15:27.
son D'shawn, who has been ghven just three months to live. In re`l life, | :15:28. | :15:30.
she doesn't even have a partner so asked her best friend to be the | :15:31. | :15:34.
groom. Back inside the church and ht | :15:35. | :15:35.
couldn't be more like a real wedding. The only differencd is the | :15:36. | :15:38.
couple won't be signing the marriage register, so all this won't be | :15:39. | :15:45.
In real life, she does not have a partner, so I asked her best part | :15:46. | :15:50.
friend to beleaguered. I am more close to her as a best | :15:51. | :16:05.
friend than many people. Inside she made sure he was the centre of | :16:06. | :16:15.
attention. I was not to be `sked to be part of it. Also, a bit sad, | :16:16. | :16:23.
because obviously he has such a short life ahead of him. Instead of | :16:24. | :16:31.
rings, the couple exchanged bracelets for a charity supporting | :16:32. | :16:36.
him. Everything was donated, after she appeared on a local radho a | :16:37. | :16:44.
couple of weeks ago. At the end of the show, I thought we might get a | :16:45. | :16:48.
cake and some flowers, but H could not believe we got as much `s we | :16:49. | :16:56.
got. Within about 90 minutes, the entire wedding had been sorted and | :16:57. | :17:00.
down to the generosity of the public. My husband has got ` car | :17:01. | :17:13.
which they would happily donate for the use in their wedding. I can | :17:14. | :17:20.
delete the venue for the after party. Back at the church, H asked | :17:21. | :17:28.
the blade what it meant to do it for her son. It means so much to have | :17:29. | :17:39.
him here for the stay. This is just meant everything to me. Although | :17:40. | :17:49.
this was a fake wedding, I heard a little rumour. I hear that xou are | :17:50. | :17:57.
actually a couple? Yes, we have just got together recently. A proud day | :17:58. | :18:01.
for mother and child. Confusion surrounds the loc`tion of | :18:02. | :18:27.
a new piece of art by the street artist Banksy. Private security team | :18:28. | :18:35.
is no on`site to protect thd investment. It is a piece of | :18:36. | :18:45.
graffiti art and it should not be removed from the wall. People see it | :18:46. | :18:54.
has enriched the area and m`ny do not want to lose it. There will be a | :18:55. | :19:05.
big hole in the wall. Tell the council. Someone did and thdy were | :19:06. | :19:15.
told that removing it from this grade two listed building could be | :19:16. | :19:23.
problematic. They ready to get permission before the did any of | :19:24. | :19:29.
that work. The order said hd was complying with all regulations, but | :19:30. | :19:32.
of the law is broken, it is a maximum of six months in jahl and | :19:33. | :19:39.
20,000 pounds in fines. He said he would consider an offer frol the | :19:40. | :19:48.
local business community. What if we succeed. This will be a massive part | :19:49. | :19:59.
of the city of the city. It is the one ` win situation. The order has | :20:00. | :20:03.
said it will be gone by the weekend. It is a race against the | :20:04. | :20:16.
clock to save it. On to athletics now and Birmingham is the place to | :20:17. | :20:20.
be with many athletes trying to win British titles. What is at stake | :20:21. | :20:28.
here? Not only is that major chance of becoming British champion, but | :20:29. | :20:34.
also, the top two in each event will qualify for the team at the European | :20:35. | :20:39.
championship as long as the meet the qualifying standard. A lot of | :20:40. | :20:45.
fantastic young athletes coling through at the moment. I talked to | :20:46. | :20:54.
former marathon champion Patla Ratcliffe before the championship. | :20:55. | :20:56.
It is a great chance for thd youngsters. It is nice to sde them | :20:57. | :21:07.
coming through with such a fresh attitude and to performing `t the | :21:08. | :21:14.
championship. The chief executive of British athletics joins me now. It | :21:15. | :21:20.
is good to see so many good young athletes coming through? Yes, it is | :21:21. | :21:25.
fantastic. It is really exchting teams. We have got a lot of great | :21:26. | :21:34.
sprinters, which is something which really gets the crowd going. We have | :21:35. | :21:41.
get both men and women, a bhgger problem, meeting the Europe`n | :21:42. | :21:48.
standard. Also, places up for grabs in both the European Championships | :21:49. | :21:55.
and the Commonwealth Games? Yes it is a very hard schedule and the | :21:56. | :22:01.
start of a very exciting period This weekend is a fantastic | :22:02. | :22:06.
opportunity for many of thel. At the end of the season, the bike here for | :22:07. | :22:10.
the diamond meeting at the dnd of August. I will let you go off and | :22:11. | :22:20.
enjoy the athletics. A very special weekend coming up. And great | :22:21. | :22:26.
competition in both the sprhnts and the middle distance events, and | :22:27. | :22:34.
particularly. Though, staying with the great outdoors, a very special | :22:35. | :22:38.
property has just come up on the market. It comes complete whth | :22:39. | :22:46.
fishing rights, but will cost you not far short of half ?1 million. A | :22:47. | :22:54.
peaceable path, we are Staffordshire and Derbyshire meet, there stands a | :22:55. | :22:59.
secret door. Beyond that, h`ve a meal lies a fisherman 's paradise, | :23:00. | :23:05.
the property of a retired Bhrmingham businessman. For 60 years hd has | :23:06. | :23:09.
been coming here to escape the hustle and bustle. In the chty, we | :23:10. | :23:18.
watch the cars buzzed by, btt you knew what the birds, the fldsh and | :23:19. | :23:27.
it is a great place to be. Fishermen call it a temple. It was buhlt by a | :23:28. | :23:33.
local landowner. He was a btdding fisherman and invited some on the | :23:34. | :23:42.
road one day to come and frdsh this stretch of river. I suck at the | :23:43. | :23:51.
knowledge and that knowledgd was preserved in the fisherman 's Bible, | :23:52. | :24:01.
The Compleat Angler. The interest that has been shown worldwide is | :24:02. | :24:10.
quite special, because it draws unusual people to it becausd it is a | :24:11. | :24:19.
very special part of the world. Out here, there is no noise. Yot can | :24:20. | :24:26.
only hear birdsong and the hum of insects. It is a little bit of | :24:27. | :24:32.
English Heritage. Even if you do not party girl like fishing, yot have | :24:33. | :24:38.
the wildlife, the scenery. Ht is beautiful. The order, now aged 0, | :24:39. | :24:45.
is now giving it up. It will continue to stand as a celebration | :24:46. | :24:47.
of the friendship forged in fishing. That is absolutely beautiful. A | :24:48. | :25:08.
warning, the electricity or toilets no, we can see how the weather is | :25:09. | :25:10.
going to be. We have had some heavy rainfall but | :25:11. | :25:20.
things will gradually improve over the weekend. There will be some | :25:21. | :25:25.
showers around tomorrow, but also some sunshine, particularly on | :25:26. | :25:31.
Sunday. These low pressures are giving as these unsettled | :25:32. | :25:35.
conditions. We can see this ridge of high pressure beginning to build in | :25:36. | :25:41.
the Atlantic. For now, we h`ve a yellow warning for rainfall. Heavy | :25:42. | :25:45.
showers which could lead to localised flooding. The poshtioning | :25:46. | :25:51.
looks more likely across thd southern half of the region. Letters | :25:52. | :25:58.
look at the rain from earlidr. There were some heavy pulses during the | :25:59. | :26:04.
afternoon. Overnight, the r`in likely to become lighter penalties | :26:05. | :26:12.
as we head towards the middle of the night. Into the morning tomorrow, a | :26:13. | :26:17.
fairly cloudy start to the day. Very little brightness. Things start to | :26:18. | :26:23.
improve as we head into the afternoon. It is largely drx and we | :26:24. | :26:32.
should see some brighter spdlls towards the end of the afternoon. | :26:33. | :26:40.
High temperatures of 18 Celsius On Sunday, it is looking a better day, | :26:41. | :26:46.
a dry day, with just the odd isolated shower. That is a lot | :26:47. | :26:57.
better than we were suspecthng it would be earlier in the week. The | :26:58. | :27:03.
main headlines, David Cameron feels to stop the appointment of the new | :27:04. | :27:10.
European Union president. House prices are rising at their fastest | :27:11. | :27:16.
rate for four years. In London, the rock nearly 20% last year. Pupils in | :27:17. | :27:23.
an unemployment blackspot in Birmingham face an uncertain future | :27:24. | :27:26.
after the government pulled the plug on the school. And the partners any | :27:27. | :27:33.
hot top business and Staffordshire are jailed after being found guilty | :27:34. | :27:38.
of fraud running into millions of pounds. And that is the Midlands for | :27:39. | :27:45.
today. We will be back after the ten o'clock national news. Goodbye for | :27:46. | :27:46.
now. | :27:47. | :27:48. |
