caused "actual harm" to Joshua and "emotional harm" to his mother. | :02:16. | :02:18. | |

how he felt that she had been allowed to carry on practising. | :04:01. | :04:02. | |

with the NMC for letting this drag on for so very long. | :04:05. | :04:07. | |
Joshua's death was never investigated properly. | :04:08. | :04:15. | |
We know that the investigations that took place were not adequate, | :04:16. | :04:18. | |
So for the NMC to say it's OK that we've taken this long before we take | :04:19. | :04:23. | |
any action whilst other lives have obviously been put at risk | :04:24. | :04:26. | |
Joshua should be an eight-year-old next week, his eighth birthday | :04:27. | :04:34. | |
It's just outrageous that it's taken so long. | :04:35. | :04:36. | |
Do you also believe that if action had been taken earlier, | :04:37. | :04:41. | |
if investigations had been done earlier, that perhaps this other | :04:42. | :04:43. | |
I don't know what the circumstances are. | :04:44. | :04:50. | |
What I do know is that she was criticised for similar failures | :04:51. | :04:55. | |
in care, so whether that led to the outcome or not, | :04:56. | :04:57. | |
it must have put the baby at risk, so that's unacceptable. | :04:58. | :05:01. | |
The NMC are there to protect mothers and babies from Britain. | :05:02. | :05:10. | |
They have obviously failed in this case to do that. | :05:11. | :05:13. | |
Do you feel that things now have to change, perhaps more | :05:14. | :05:16. | |
of an independent body looking at faults in the NMC? | :05:17. | :05:18. | |
I think the NMC is a dysfunctional organisation that | :05:19. | :05:22. | |
It's letting the very people that rely on it down and it seems to be | :05:23. | :05:26. | |
not capable of learning lessons for itself. | :05:27. | :05:28. | |
I think it's time there was a root and branch review of the NMC. | :05:29. | :05:31. | |
The Morecambe Bay cases would be a great opportunity to look at just | :05:32. | :05:35. | |
what is wrong with their processes and there needs to be a commitment | :05:36. | :05:38. | |
Lindsay Biggs has lost her job, she has been struck off. | :05:39. | :05:47. | |
This is the real tragedy because the NMC have | :05:48. | :05:55. | |
The NMC told me they still have three cases. | :05:56. | :06:03. | |
I don't hear any updates from them, I don't know when those | :06:04. | :06:06. | |
cases are going to be, what's going to happen. | :06:07. | :06:08. | |
And whilst this is ongoing, it is very difficult. | :06:09. | :06:11. | |
It's a huge amount of stress, it drags things out, | :06:12. | :06:14. | |
it means we have to constantly revisit what happened to Joshua | :06:15. | :06:17. | |
so no, sadly, this is still ongoing and we've got three more of these | :06:18. | :06:20. | |

most of us would choose for our daughter or sister. We have agreed | :07:50. | :07:52. | |

They say they are not here against their will but they are young. I | :07:57. | :08:00. | |
presume you don't take their web for it and they do background checks to | :08:01. | :08:03. | |

picture. Police forces are now targeting modern slavery and human | :08:16. | :08:19. | |
trafficking in visits and raids across the region. People are going | :08:20. | :08:22. | |

officers are going into businesses. The officer leading this operation | :08:29. | :08:32. | |
told me it is a serious problem that is becoming a priority for police. I | :08:33. | :08:35. | |
guess people think slavery doesn't exist any more that happened | :08:36. | :08:42. | |
centuries ago. Now it is a horrendous problem that is prevalent | :08:43. | :08:47. | |
throughout the world. People are found in horrendous states. They | :08:48. | :08:51. | |
have limited supplies of food, water, access to health care, they | :08:52. | :08:56. | |
are just exploited and treated like animals. In recent years there have | :08:57. | :09:00. | |
been high-profile slavery and trafficking convictions. Victims | :09:01. | :09:04. | |
have been rescued from appalling situations. But for all those who | :09:05. | :09:08. | |
get help and get out it is thought there are many more still suffering. | :09:09. | :09:12. | |

The search this part has now been completed and police they didn't | :11:20. | :11:24. | |
find anything up significant but they say it remains part of their | :11:25. | :11:30. | |
investigation. It has since emerged that information about the pub was | :11:31. | :11:34. | |
passed to police three years ago. As a result, a referral has been made | :11:35. | :11:38. | |
to Manchester police's professional standards Branch. The police | :11:39. | :11:42. | |
wouldn't comment on that part of the enquiry but appealed for witnesses | :11:43. | :11:46. | |
to come forward. We appeal to anybody who has information into the | :11:47. | :11:50. | |
relation of the whereabouts of Martin to come forward. As members | :11:51. | :11:54. | |
of the public, members of the travelling community, that will help | :11:55. | :11:56. | |

In 1900, Winston Churchill first became an MP on its steps. | :12:42. | :12:44. | |
But after closing as a council office in the '90s, a dramatic | :12:45. | :12:48. | |
renovation of the grade two listed building has just taken place. | :12:49. | :12:52. | |
Within the building there's lots of historical things we've | :12:53. | :12:56. | |
managed to keep as part of the refurbishment and I think | :12:57. | :12:59. | |
people will see a bit of the history of Oldham coming to life | :13:00. | :13:02. | |
Its grand opening will be a significant moment according | :13:03. | :13:06. | |
to the council and public, who've been without | :13:07. | :13:08. | |
It should be very exciting for Oldham. | :13:09. | :13:18. | |
Now the cinema's here it is going to attract people | :13:19. | :13:20. | |
Because it's gone really quiet, the town and everything. | :13:21. | :13:24. | |
The council's ?27 million contribution to this development | :13:25. | :13:30. | |
comes at a time when budget pressures and jobs are being lost | :13:31. | :13:33. | |
The initial plan was for the private sector to help pay for it, | :13:34. | :13:37. | |
It is going to cost the council a lot of money but it would have | :13:38. | :13:42. | |
cost ?16 million for the next 25 years just to leave it | :13:43. | :13:45. | |
as it was and let it fall into further and further disrepair | :13:46. | :13:48. | |
and as a council we didn't think that was the right thing to do | :13:49. | :13:51. | |
Private investors aren't jumping is in the way | :13:52. | :13:57. | |
They haven't chipped in any way it was hoped so we had to step | :13:58. | :14:02. | |
in and do it because we couldn't leave it was. | :14:03. | :14:04. | |
Like many others, Oldham town centre has been in steady decline | :14:05. | :14:07. | |
but the council hopes this new development will boost | :14:08. | :14:09. | |
the local economy by more than ?5 million a year. | :14:10. | :14:12. | |
Critics, though, say the cost copy justified. | :14:13. | :14:19. | |
This council thinks money grows on trees and it doesn't. | :14:20. | :14:25. | |

It should be public partnership and the private sector should have | :14:29. | :14:30. | |
