James Titcombe's comments come the day after the NMC struck off

He says it's taken far too long to investigate the circumstances

Joshua Titcombe was born Furness General in Barrow in 2008.

He died nine days later from a serious,

An enquiry found Lindsey Biggs failed in her care of Joshua,

causing him to lose a significant chance of survival.

:02:05.:02:06.

She and another midwife did not refer matters to a paediatrician

as they should have done when they found Joshua

:02:10.:02:11.

The tribunal chairman Stuart Gray said Lindsey Biggs

caused "actual harm" to Joshua and "emotional harm" to his mother.

There was an "attitudinal problem" and a "lack of remorse".

This has been the midwifery Council closing ranks, trying to detect its

own people for far too long and without the tenacity of James and

Joshua's death was never investigated properly.

We know that the investigations that took place were not adequate,

So for the NMC to say it's OK that we've taken this long before we take

any action whilst other lives have obviously been put at risk

Joshua should be an eight-year-old next week, his eighth birthday

It's just outrageous that it's taken so long.

:04:35.:04:36.

Do you also believe that if action had been taken earlier,

:04:37.:04:41.

if investigations had been done earlier, that perhaps this other

:04:42.:04:43.

I don't know what the circumstances are.

What I do know is that she was criticised for similar failures

:04:51.:04:55.

in care, so whether that led to the outcome or not,

it must have put the baby at risk, so that's unacceptable.

The NMC are there to protect mothers and babies from Britain.

They have obviously failed in this case to do that.

I think the NMC is a dysfunctional organisation that

It's letting the very people that rely on it down and it seems to be

not capable of learning lessons for itself.

I think it's time there was a root and branch review of the NMC.

:05:29.:05:31.

The Morecambe Bay cases would be a great opportunity to look at just

:05:32.:05:35.

what is wrong with their processes and there needs to be a commitment

Lindsay Biggs has lost her job, she has been struck off.

:05:39.:05:47.

This is the real tragedy because the NMC have

:05:48.:05:55.

The NMC told me they still have three cases.

I don't hear any updates from them, I don't know when those

:06:04.:06:06.

cases are going to be, what's going to happen.

:06:07.:06:08.

And whilst this is ongoing, it is very difficult.

:06:09.:06:11.

It's a huge amount of stress, it drags things out,

:06:12.:06:14.

it means we have to constantly revisit what happened to Joshua

:06:15.:06:17.

so no, sadly, this is still ongoing and we've got three more of these

:06:18.:06:20.

It is a trade in misery that destroys lives and leaves

All this week, police forces across the region are taking action

They say it's a complex problem - but one which they are

been high-profile slavery and trafficking convictions. Victims

have been rescued from appalling situations. But for all those who

get help and get out it is thought there are many more still suffering.

Oldham's Old Town Hall has an impressive history.

In 1900, Winston Churchill first became an MP on its steps.

But after closing as a council office in the '90s, a dramatic

renovation of the grade two listed building has just taken place.

Within the building there's lots of historical things we've

:12:53.:12:56.

managed to keep as part of the refurbishment and I think

:12:57.:12:59.

people will see a bit of the history of Oldham coming to life

Its grand opening will be a significant moment according

to the council and public, who've been without

It should be very exciting for Oldham.

Now the cinema's here it is going to attract people

Because it's gone really quiet, the town and everything.

The council's ?27 million contribution to this development

comes at a time when budget pressures and jobs are being lost

The initial plan was for the private sector to help pay for it,

It is going to cost the council a lot of money but it would have

cost ?16 million for the next 25 years just to leave it

:13:43.:13:45.

as it was and let it fall into further and further disrepair

and as a council we didn't think that was the right thing to do

Private investors aren't jumping is in the way

They haven't chipped in any way it was hoped so we had to step

Pat first met him when she was 14 and has worked with him ever since.

It was very hard to open today but I knew Herbert wouldn't want it any

amazing. Pat spent last night at his bedside along with Lynne. We played
