by a garden villages. Is essentially this area is alongside Manchester | :06:36. | :06:39. | |
University -- Lancaster University, and the Lancaster Canal. It is going | :06:40. | :06:51. | |
to be up to 5000 houses over a long time period. They hope to start | :06:52. | :06:58. | |
building the first cases here in 2019, after a consultation period. | :06:59. | :07:03. | |
The most thing that people object to is doing extensions without getting | :07:04. | :07:06. | |
the infrastructure right in the first instance, including schools | :07:07. | :07:12. | |
and highways, flooding, making sure water courses are dealt with and | :07:13. | :07:17. | |
captured in the first place. Doing a village in this way enables you to | :07:18. | :07:21. | |
do it all from the start. It will mean big changes for the few people | :07:22. | :07:25. | |
already living here. It seems to be heading towards turning the place | :07:26. | :07:32. | |
into a community, so I am not too impressed. Houses have to be built | :07:33. | :07:40. | |
and it will always be in somebody's back garden, and unfortunately in | :07:41. | :07:44. | |
this case it is in mine. Having read the plans and how it will be | :07:45. | :07:48. | |
developed, and the community, it sounds really good. Nobody ever | :07:49. | :07:57. | |
wants thousands of homes near them, but it is better for Lancaster to | :07:58. | :08:00. | |
global at the edge rather than way out in the countryside. This local | :08:01. | :08:04. | |
estate agent says new homes are needed, but only if they are | :08:05. | :08:08. | |
affordable. If they are providing homes for first-time buyers and some | :08:09. | :08:14. | |
affordable housing, especially on that south side of Lancaster, then I | :08:15. | :08:19. | |
think it is an excellent thing. Many of the villages like the one plant | :08:20. | :08:23. | |
have been on the drawing board for a while, but the government's backing | :08:24. | :08:26. | |
means new funds to speed up the design stage and create new homes | :08:27. | :08:28. | |
faster. Joining me now from London | :08:29. | :08:35. | |

The government has made two announcements, this is for the | :08:49. | :08:51. | |
starter homes and the garden villages. Given the housing crisis | :08:52. | :08:57. | |
we have, how much do we think these will go towards helping that? They | :08:58. | :09:02. | |
will. Both of these initiatives are good news. It is not new money, it | :09:03. | :09:09. | |
is money already put into funds by the government, and today and | :09:10. | :09:11. | |
yesterday we heard allocations of that money to specific areas. And | :09:12. | :09:15. | |
that has got to be good news for the bringing forward of housing more | :09:16. | :09:19. | |
quickly, and in the areas the government thinks is important to | :09:20. | :09:26. | |
bring it forward. Whether it is the complete solution to the housing | :09:27. | :09:29. | |
crisis is a different question. It is only a drop in the ocean. Yes, | :09:30. | :09:35. | |
this government, the Labour government and the coalition have | :09:36. | :09:39. | |
tried different initiatives, and they have not worked. What you think | :09:40. | :09:43. | |
is the difference this time? Well, the starter homes initiative is | :09:44. | :09:48. | |
somewhat controversial. There is a question as to whether it will | :09:49. | :09:54. | |
actually help with affordability. It is a one-time discount, and it may | :09:55. | :09:57. | |
be that it gets distracted into arguments about the suitability of | :09:58. | :10:01. | |
starter homes rather than the delivery of houses. As regards the | :10:02. | :10:06. | |
garden villages, they are good idea, but governments of various different | :10:07. | :10:09. | |
flavours have tried to deliver over the years, usually with some sort of | :10:10. | :10:18. | |
garden village or equal time branding, and you're not always | :10:19. | :10:21. | |
successful and do not always survive with a change of government. One | :10:22. | :10:26. | |
thing the government could do is put forward some sort of development | :10:27. | :10:30. | |
Corporation or other vehicle that is properly funded that drives this | :10:31. | :10:33. | |
forward, those can be controversial as well, but if they have the right | :10:34. | :10:40. | |
kind of consultation, as we were hearing earlier, where people hear | :10:41. | :10:43. | |
about the proposals and have an opportunity to properly feed into | :10:44. | :10:48. | |
them, they can be useful a useful delivery vehicle that takes it | :10:49. | :10:52. | |
outside the day to day delivery of the local authority. As a planning | :10:53. | :11:01. | |
lawyer, is there an appetite for builders to want to build on | :11:02. | :11:04. | |
Brownfield sites? They are very difficult. They have been this | :11:05. | :11:11. | |
starting point for a few years now, but they can be difficult to | :11:12. | :11:15. | |
deliver, particularly where they have an industrial heritage, where | :11:16. | :11:18. | |
there might be contamination. That is where the starter homes money is | :11:19. | :11:26. | |
about, the money is for site assembly, bringing sides together, | :11:27. | :11:29. | |
maybe from different ownerships, and then making sure they are clean and | :11:30. | :11:33. | |
they have proper planning to be delivered, and that will help a lot, | :11:34. | :11:38. | |
that is a really important barrier that needs to be overcome. The other | :11:39. | :11:47. | |
one is infrastructure, and we were hearing that their eco-towns and | :11:48. | :11:51. | |
garden villages proposals throughout history have all been about | :11:52. | :11:54. | |
delivering the infrastructure to allow developments to take place, | :11:55. | :11:56. | |
and if they have access to that money, these garden villages could | :11:57. | :12:00. | |
work. Very interesting, thank you very much. | :12:01. | :12:04. | |
