Welcome to NorthWest Tonight with Roger Johnson

Police Taser a blind man as his white stick is mistaken for a gun at

:00:09.:00:23.

a Manchester Railway Station. An investigation has begun.

:00:24.:00:28.

Jail for the fly-tippers caught on camera as they dumped asbestos

:00:29.:00:31.

And a little TLC for the tiny squirel found injured

:00:32.:00:37.

This place in spy of the formation of the National Trust and now, after

:00:38.:00:43.

more than 120 years, the Trust finally owns it.

:00:44.:01:02.

An investigation has been launched after a blind man was tasered at a

:01:03.:01:09.

railway station. Officers were called to the scene when his white

:01:10.:01:15.

stick was mistaken for a gun. An investigation has begun. What do we

:01:16.:01:21.

know about what happened? Around this time last night with the light

:01:22.:01:26.

fading, police surrounded a man who they thought was dangerous and

:01:27.:01:31.

carrying a weapon. That weapon turned out to be a walking stick and

:01:32.:01:35.

a full investigation is now under way. This shopkeeper described a dog

:01:36.:01:45.

barking and armed officers shouting to a man to lie down outside

:01:46.:01:54.

Levenshulme station. The blind man was tasered after police mistakenly

:01:55.:01:59.

took his folding came for a gun. The shopkeeper said the man was

:02:00.:02:05.

distressed. He was in a confused state. It was a bit dark but I could

:02:06.:02:10.

make out he was probably quite worried, in a state of panic, sort

:02:11.:02:15.

of thing. What were the officers around him trying to do? They were

:02:16.:02:22.

trying to calm him down. They had realised... From about ten or 15

:02:23.:02:27.

metres I could make out it was a mistaken identity course. One

:02:28.:02:33.

officer went into the shop to buy a drink that was given to the man.

:02:34.:02:37.

Police were originally called following reports of a man with a

:02:38.:02:39.

gun. Police said today... In 2012, a blind man was tasered in

:02:40.:03:00.

Lancashire after his white stick was mistaken for a sword. He was walking

:03:01.:03:05.

in Chorley town centre on the way to meet friends. Police say that this

:03:06.:03:12.

latest incident will be referred to Greater Manchester Police's

:03:13.:03:15.

professional standards Branch for a full investigation. Within the last

:03:16.:03:22.

half hour, police have released a few more details. They say to

:03:23.:03:27.

witnesses and firearms officers felt the man they tackled was agitated

:03:28.:03:32.

and acting in an agitated manner, as a result they deployed that Taser.

:03:33.:03:42.

Officers have visited the man today and apologised. He has accepted that

:03:43.:03:46.

apology and no formal complement has been made.

:03:47.:03:49.

There was reassurance for workers at Vauxhall's

:03:50.:03:51.

Ellesmere Port plant today - after the boss of French firm

:03:52.:03:54.

Peugeot told officials here that he's not in the business

:03:55.:03:56.

Carlos Tavares has been in London - as his firm moved closer

:03:57.:04:01.

to a takeover of Vauxhall from General Motors.

:04:02.:04:03.

He met union leaders and government ministers.

:04:04.:04:05.

Earlier the BBC's Business Correspondent John Moylan told me

:04:06.:04:07.

This was the first meeting between Mr McCluskey and Mr Tavares.

:04:08.:04:15.

Len McCluskey, perhaps, Britain's most important,

:04:16.:04:24.

powerful union leader and Mr Tavares will be very

:04:25.:04:26.

aware that the unions up at Ellesmere Port have a track

:04:27.:04:29.

record of being really important stakeholders in the plant.

:04:30.:04:31.

Mr McCluskey himself came out and certainly seemed,

:04:32.:04:38.

at least confident that they had established

:04:39.:04:41.

I'm pleased about some of the assurances that we've been

:04:42.:04:45.

given about honouring existing agreements and that

:04:46.:04:46.

means our products in Ellesmere Port and Luton.

:04:47.:04:49.

Although still a lot of issues and technical

:04:50.:04:52.

Interestingly, Mr McCluskey also said the Peugeot boss

:04:53.:04:58.

talked in terms of not being here to shut plants.

:04:59.:05:02.

That's not a firm commitment but it's the kind of language

:05:03.:05:04.

We know that Greg Clark, the Business Secretary

:05:05.:05:07.

Theresa May has even spoken to the Peugeot boss on the phone.

:05:08.:05:12.

What are the government having to say, though?

:05:13.:05:14.

I think there's been lots of activity at a government

:05:15.:05:16.

You've had a statement from the Department of business

:05:17.:05:22.

saying it was a constructive meeting where they made the case of how

:05:23.:05:25.

They also discussed Peugeot's approach to increased market share

:05:26.:05:33.

and the Secretary of State says that he was assured that commitments

:05:34.:05:40.

to the plants would be honoured but also there was recognition that

:05:41.:05:43.

members of the Vauxhall pension fund would be no worse off.

:05:44.:05:45.

I think that's important assurances for workers at Vauxhall, as well.

:05:46.:05:52.

Police have confirmed that human remains found on a Greek island

:05:53.:05:58.

are those of a Cheshire man, who went missing

:05:59.:06:00.

Steven Cook, who was 20 and from Sandbach, was on holiday

:06:01.:06:05.

when he disappeared on the island of Crete in 2005.

:06:06.:06:08.

Following a forensic examination, Greek authorities confirmed

:06:09.:06:11.

the remains found in a well in Malia were his.

:06:12.:06:14.

The former Conservative Home Secretary and long-serving

:06:15.:06:16.

Lancashire MP David Waddington has died at the age of 87.

:06:17.:06:19.

Lord Waddington - who was born in Burnley -

:06:20.:06:21.

represented three Lancashire constituencies as an MP

:06:22.:06:26.

the Prime Minister Theresa May said he would be sadly missed.

:06:27.:06:34.

And the Prime Minister visited Cumbria today -

:06:35.:06:36.

after the Conservatives won a surprise victory in

:06:37.:06:38.

Theresa May joined the new MP Trudy Harrison in Millom -

:06:39.:06:41.

in the southern-most tip of the constituency.

:06:42.:06:43.

It's the first by-election gain by a sitting government in 35 years.

:06:44.:06:48.

Two men have been sent to prison after Liverpool Council began

:06:49.:06:50.

They were caught repeatedly dumping rubbish, including bags of asbestos,

:06:51.:06:57.

Flytipping costs Liverpool more than a million pounds a year

:06:58.:07:05.

and the town hall recently announced a cut in council tax for anyone

:07:06.:07:08.

George Parry and David Smith ran a man and fan service collecting

:07:09.:07:27.

sofas, building materials, household rubbish and dumped it here in a back

:07:28.:07:31.

street in Norris screen. They didn't know they were being filmed. We

:07:32.:07:36.

identified the vehicle used and stopped it on a number of occasions.

:07:37.:07:42.

From that we identified the driver and front seat passenger which

:07:43.:07:45.

subsequently turned out to be the two that were prosecuted for the

:07:46.:07:49.

offence. They are not the only offenders. The shopkeepers whose

:07:50.:07:55.

buildings back onto the street have watched helplessly as it has been

:07:56.:07:59.

used as a tip for a long time. We've had beds, 3-piece suites, fridge

:08:00.:08:06.

freezers, just general bags of rubbish and waste. The rats out

:08:07.:08:13.

there sometimes have been terrible. Parry and Smith from West Derby in

:08:14.:08:18.

Liverpool, both unemployed, pleaded guilty to four charges each. More

:08:19.:08:25.

evidence of fly-tipping in the very street used by Parry and Smith. The

:08:26.:08:32.

cross the city, fly-tipping costs cancel taxpayers more than ?1

:08:33.:08:37.

million per year. Liverpool Council is determined to stamp it out. Two

:08:38.:08:42.

teams in the north and two teams in the south to remove rubbish keeping

:08:43.:08:47.

it as clean as possible. Enforcement teams will be going through the

:08:48.:08:51.

rubbish to find out where it comes from so we can go after the people

:08:52.:08:57.

dumping it. And incentives for people in forming an fly-tippers. If

:08:58.:09:02.

you provide information that leads to successful prosecution we will be

:09:03.:09:07.

looking at council tax rebates and other incentives. The council deal

:09:08.:09:14.

with 55 fly-tipping incidents per day. Shopkeepers were surprised to

:09:15.:09:18.

learn that somebody had actually been sent to prison for fly-tipping

:09:19.:09:22.

in their back street. The council hopes it will serve as a warning to

:09:23.:09:24.

others. Now - finding it difficult

:09:25.:09:27.

to get to see a doctor? A ?41 million pound scheme to give

:09:28.:09:33.

patients greater access has been approved

:09:34.:09:36.

for Greater Manchester today. Already in some areas surgeries

:09:37.:09:39.

are banding together to offer evening and weekend appointments

:09:40.:09:42.

at a central hub. Now that's going to extended

:09:43.:09:44.

across the whole area. Our Health Correspondent

:09:45.:09:46.

Gill Dummigan reports. It's constantly busy in here -

:09:47.:09:49.

from 06.45 am to 6.30PM, But given a chance, patients

:09:50.:09:51.

would like to be here even longer. It would be easier because I

:09:52.:10:02.

wouldn't have to make time up at work and rearrange all my calendar

:10:03.:10:07.

to come and be seen. It's hard to come in when you are working during

:10:08.:10:13.

normal opening times. Longer opening is a good idea. It gives people the

:10:14.:10:19.

opportunity to get appointments outside working hours and also when

:10:20.:10:21.

they have not got childcare. to a limited weekend morning service

:10:22.:10:25.

in central Bolton. They say more of that would free

:10:26.:10:29.

them up to be more effective. It would help in terms of relieving

:10:30.:10:36.

some of the workload for is and it would be good for patients as well,

:10:37.:10:40.

if they are working or caring for others when they find it difficult

:10:41.:10:44.

to see us during the week. GP surgeries group together

:10:45.:10:46.

and send patients to one central hub for evening

:10:47.:10:50.

and weekend appointments. There are already around 40 of these

:10:51.:10:52.

in Greater Manchester, This will increase those hours

:10:53.:10:55.

and bring that up to more than 60. This extention of GP opening hours

:10:56.:10:59.

was central to Greater Manchester's case for health devolution

:11:00.:11:02.

getting control of its own

:11:03.:11:04.

six billion pound budget. They argue that debtor access to

:11:05.:11:17.

primary care use people healthier and away from hospital.

:11:18.:11:21.

But at 41 million pounds some think the money

:11:22.:11:23.

could be better spent on core services

:11:24.:11:30.

We need to invest any money available in the area where it will

:11:31.:11:39.

reach the most people. The backers say this will bring more support.

:11:40.:11:53.

Bringing in chemists and people like musculoskeletal people.

:11:54.:11:57.

A busy week after all that stuff on social care earlier in the week.

:11:58.:12:08.

Still to come on North West Tonight -

:12:09.:12:14.

Join me later in the unlikely new home of rugby league.

:12:15.:12:16.

The National Trust takes over one of the most recognisable

:12:17.:12:20.

A new museum telling the story of the British Music industry

:12:21.:12:28.

opens in Liverpool in a couple of weeks' time.

:12:29.:12:34.

The music promoter Harvey Goldsmith is behind it and it

:12:35.:12:37.

after the city beat 11 other bids to host it.

:12:38.:12:48.

The icons of North West's musical heritage need no introduction

:12:49.:12:54.

and they're all among the stars showcased in the British

:12:55.:12:57.

We go from 1945 up to the present day and show our visitors what

:12:58.:13:05.

amazing talent the UK has produced. The museum was searching

:13:06.:13:09.

for a permanent home after five years in London

:13:10.:13:11.

when Harvey Goldsmith got a surprise invitation

:13:12.:13:13.

from the City Council to Walked in the door and I said yes.

:13:14.:13:25.

Not knowing what it was they wanted to do. It is the most spectacular

:13:26.:13:30.

room. They said we'd love you to bring your rock 'n' roll museum up

:13:31.:13:34.

here. Liverpool is actually the home of British music, actually. This is

:13:35.:13:42.

the core of the museum, our tribute to live music. We have this stage

:13:43.:13:47.

set up underneath the amazing skylight of the Cunard building.

:13:48.:13:56.

Here we are in the 1990s. We look at Britpop, the boy bands, the girl

:13:57.:14:04.

bands. Take that, the Spice Girls. We go back further and look at the

:14:05.:14:09.

Manchester scene. It will be run by age to build trust to run workshops

:14:10.:14:13.

to get children into music. but how will it fit

:14:14.:14:17.

with the existing Beatles story museum and exhibitions already

:14:18.:14:21.

in the city? You can't have too many musically

:14:22.:14:29.

based institutions. I think it will be an added attraction.

:14:30.:14:32.

The value of Liverpools tourism industry has grown by nearly

:14:33.:14:35.

ten percent with visitor numbers up year on year.

:14:36.:14:37.

The City Council will be hoping this latest attract helps

:14:38.:14:39.

It will be popular. We should go. A team they are out.

:14:40.:14:48.

And Manchester United are building up to the League

:14:49.:14:51.

It could be Jose Mourinho's first trophy with United.

:14:52.:14:57.

No United manager has won a major trophy in their first year.

:14:58.:15:05.

Mourinho's team take on Southampton on Sunday at Wembley.

:15:06.:15:12.

And as you know the Reds are fighting on several

:15:13.:15:14.

As well as the Premier League they're still in the FA Cup

:15:15.:15:18.

Today they were drawn against the Russian side FC Rostov

:15:19.:15:22.

But as for the League Cup Mourinho says he wants to win it and he wants

:15:23.:15:27.

Let's try to win another one this season.

:15:28.:15:36.

Plus, the quality and dimension of our football is very

:15:37.:15:39.

Now to Blackburn Rovers and new manager Tony Mowbray has

:15:40.:15:44.

the chance to get up and running in his first match in charge.

:15:45.:15:47.

Mowbray has replaced Owen Coyle who left the club this week.

:15:48.:15:51.

Second bottom Rovers face Burton Albion who are just

:15:52.:15:56.

a couple of places above them in the Championship table.

:15:57.:15:59.

And Mowbray says he's determined to turn the team's

:16:00.:16:01.

If we can get the players facing in the right direction,

:16:02.:16:05.

winning games, enjoying each other's company,

:16:06.:16:06.

respecting the gaffer and his thoughts and ideas of how to play,

:16:07.:16:09.

then I hope that the people who support this club will respect that

:16:10.:16:12.

the lads on the pitch are giving everything for this club.

:16:13.:16:18.

Rovers then have a new manager and in speedway the famous

:16:19.:16:20.

It secures the club's future after a series of setbacks.

:16:21.:16:26.

Under the previous owner the Aces had their license taken away.

:16:27.:16:29.

A new group has now been given permission to take charge

:16:30.:16:33.

of the historic club, which means the Aces will be

:16:34.:16:35.

able to carry on racing at Manchester's National Stadium.

:16:36.:16:38.

Wigan Warriors are to be investigated by the Rugby Football

:16:39.:16:41.

League after they called off their Super League home game

:16:42.:16:43.

The game has been switched to the home of the Vikings, which is an

:16:44.:16:55.

all-weather pitch. The RFL say they'll be

:16:56.:17:00.

looking into the matter. Elsewhere tonight Leigh host

attempts to grow the game, rugby league remains a sport

dominated by Northern England. Now, its newest club

:20:36.:20:38.

They will come over here and play their away games in a block of four

:20:39.:20:45.

weeks, as well. That's amazing. And expensive! They have a very rich

:20:46.:20:47.

backer. That is how they do it. Back in 1893, a Cumbrian clergy are

:20:48.:20:58.

logged out over beautiful Grasmere Island and lamented that the public

:20:59.:21:03.

could never visit it because like much of the Lake District at the

:21:04.:21:08.

time, it was privately owned. He was so outraged that he decided to do

:21:09.:21:12.

something about it and along with the tricks but he helped to form the

:21:13.:21:20.

National Trust. And recently, finally, the National Trust has

:21:21.:21:22.

their hands-on Grasmere Island. Small but beautifully formed.

:21:23.:21:31.

Grasmere Island is at the heart of the Lake District. Wordsworth is

:21:32.:21:38.

said to have picnic here recently. Recently, the island came up for

:21:39.:21:43.

sale but the thought of it becoming private property deeply outraged

:21:44.:21:55.

canon Walmsley. Loew he had an affinity for natural beauty. The

:21:56.:22:01.

journey to the island is added to lick experience. The new owner made

:22:02.:22:07.

a few new additions that didn't go well with the public. He planted

:22:08.:22:18.

shrubbery that caused indignation. A letter was sent asking him to

:22:19.:22:22.

reconsider his changes. The reply was blunt. If you are so concerned

:22:23.:22:30.

about the island, you were perfectly competent to come and buy it. That

:22:31.:22:35.

is the issue. Bits of the Lake District being sold off to the

:22:36.:22:41.

highest bidder. He was passionate that ordinary people had access to

:22:42.:22:47.

natural beauty and nature. The loss of the island to public use proved

:22:48.:22:51.

the catalyst for him to become a founding father of the National

:22:52.:22:56.

Trust. Only now as the island been able to take control of it. The

:22:57.:23:03.

island has been bequeathed to the National Trust. Will it be overrun

:23:04.:23:06.

with hundreds of people coming to visit? While we never prevent people

from coming, physical access to the island is difficult which makes it a

last days within view of the island. Now, at last, the island is part of

volunteers in Ainsdale. He had fallen from a tree and had

been on the ground for some time. He had a bloody nosed and covered in

rare animals For now Rachel has to provide

round the clock care for Sebastian. So how does it feel looking

:25:06.:25:08.

after this unusual newborn? He takes a lot of my time and

:25:09.:25:20.

obviously is quite a conversation piece. It's really important not to

handle him in too much. He needs to have minimal contact. Only hold him

for release by early summer. Juliet Phillips

:25:36.:25:52.

Apart from Di! I can be just as vicious, if you are not careful.

:25:53.:25:58.

Take a look at this glorious picture. Absolutely beautiful over

the North West. It has been cold. It will be windy but mild. These

weather fronts are trailing across as. Next week, we cooled down and

see the return of sunshine. This afternoon has all been about wet

weather. Over the next couple of hours, we're expecting showers. For

:26:25.:26:32.

the most part, it is relatively settled right now. Temperature is

:26:33.:26:36.

lowest in the first part of the night and will rise as the weather

comes in, the wet stuff I have been talking about. Initially

degrees. Tomorrow, the rain is never far away. A warning for heavy rain

in Cumbria. Through the afternoon, many places will be really quite

wet. No brightness at all. Temperatures are pretty good. The

rain keeps coming through the night. Petering out towards Sunday morning.

:27:15.:27:18.

Sunday, the reverse. The best of the weather first thing. Wind and rain

:27:19.:27:29.

to come later on. The message is, it's wet. It's hardly news, is it?

March. Have a great weekend. Enjoy it.

:27:41.:27:52.

Cake-a-bake? Yeah. What is that?

:27:53.:27:54.

It's like bake a cake, but we flipped it.

:27:55.:27:56.

Oh, my God, we love flipping. Cake-a-bake. Cake-a-baking.

:27:57.:27:58.

I love it. I so love it when this happens.
