Now on BBC One, it's time for the news where you are. | :00:00. | :00:17.
Poppi Worthington was just 13 months old when she died. | :00:18. | :00:21.
The police investigation into her death was sadly lacking. | :00:22. | :00:23.
In fact, the Independent Police Complaints Commission today | :00:24. | :00:25.
described it as unstructured and not fit for purpose. | :00:26. | :00:27.
Cumbria's Chief Constable has apologised for his force's failings. | :00:28. | :00:29.
In December 2012, an ambulance crew found Poppi Worthington collapsed | :00:30. | :00:37.
She was taken to the local hospital but pronounced dead. | :00:38. | :00:43.
Yet more than four years on, no one is any nearer to knowing why | :00:44. | :00:50.
The investigator found evidence that there had been an unstructured | :00:51. | :00:53.
investigation that essentially was not fit for purpose. | :00:54. | :00:57.
The evidence that we obtained clearly suggested that very basic | :00:58. | :01:00.
investigative principles were not followed. | :01:01. | :01:05.
The IPCC report details a series of errors and omissions | :01:06. | :01:08.
The house wasn't sealed off and potentially vital | :01:09. | :01:12.
One of Poppi's worn nappies was allowed to be thrown away. | :01:13. | :01:17.
A concern that she may have been seriously sexually assaulted | :01:18. | :01:20.
was voiced at the postmortem, but the IPCC says detectives | :01:21. | :01:24.
continued to focus on a natural death. | :01:25. | :01:33.
And witness accounts were not taken until eight months after her death, | :01:34. | :01:36.
At that point, her father, Paul Worthington was questioned | :01:37. | :01:39.
on suspicion of sexual assault, something he denied. | :01:40. | :01:41.
Both parents were later released without charge. | :01:42. | :01:44.
An inquest into her death lasted just seven minutes and recorded | :01:45. | :01:47.
The criminal investigation faded from public view. | :01:48. | :01:58.
But at the beginning of 2016, a family court judge ruled that | :01:59. | :02:01.
Paul Worthington probably did sexually abuse his daughter, | :02:02. | :02:03.
something he has always strongly denied. | :02:04. | :02:06.
The Crown Prosecution service looked at the case again, | :02:07. | :02:08.
but ruled that the police didn't have enough evidence | :02:09. | :02:11.
Today, the Chief Constable of Cumbria Police accepted the IPCC | :02:12. | :02:15.
criticism and apologise to Poppi's family. | :02:16. | :02:20.
We've been working very hard since 2014 to this date, | :02:21. | :02:24.
to try and make sure that we put things in place to make sure | :02:25. | :02:27.
And I'm confident that that is the case. | :02:28. | :02:33.
Police investigating the death of a two-year-old boy in Birkenhead | :02:34. | :02:43.
have arrested a man and a woman on suspicion of murder. | :02:44. | :02:46.
The child was found unresponsive at a house | :02:47. | :02:48.
He was taken to Arrowe Park hospital but pronounced | :02:49. | :02:53.
A 28-year-old man and a woman aged 24 are in custody. | :02:54. | :02:59.
Three weeks ago, Robert Chilowa was hailed a hero for saving | :03:00. | :03:02.
the lives of two children in a house fire which killed both of their | :03:03. | :03:06.
Now he's now facing deportation back to Zimbabwe. | :03:07. | :03:12.
Robert says he fled from there 16 years ago fearing | :03:13. | :03:14.
But the Home Office says it is safe for him to return. | :03:15. | :03:22.
A petition has been organised urging the Home Office to think again. | :03:23. | :03:25.
Network Rail says trains should be running in and out | :03:26. | :03:27.
of Liverpool Lime Street by next Thursday. | :03:28. | :03:29.
Two days ago a wall collapsed, sending tonnes | :03:30. | :03:31.
Engineers will put up netting to ensure no further debris | :03:32. | :03:35.
But it will have to close again later this year so that | :03:36. | :03:40.
permanent concrete supports can be constructed. | :03:41. | :03:45.

I don't think people understood that they weren't | :05:08. | :05:09.
They were voting for the future citizens of this country. | :05:10. | :05:13.
As a result, the young people in their dreams and aspirations, | :05:14. | :05:17.

What's the weather got in store this weekend? Unsettled I'm afraid. Hang | :06:28. | :06:35.
on to your umbrella. For the weekend we're looking at another unsettling | :06:36. | :06:40.
weekend. Outbreaks of rain on Saturday and Sunday and it will feel | :06:41. | :06:44.
much call-up particularly on Sunday. It's unsettled because yet again, we | :06:45. | :06:48.
have an area of low pressure sticking on Saturday which looks at | :06:49. | :06:52.
the better day of the weekend. We are likely to see more of that rain | :06:53. | :06:55.
on Sunday, tonight it's improving all the time. The rain is pushing | :06:56. | :07:02.
north, leaving behind a dryer skies and dryer skies. One or two fog | :07:03. | :07:08.
patches under the colds, temperatures dropping to four or 5 | :07:09. | :07:12.
degrees. So it will be a cloudy start tomorrow, but a dry start the | :07:13. | :07:18.
most of us. Also may be breezy time to time through the afternoon, some | :07:19. | :07:22.
bright spells as you can see. Good-looking temperatures, ten or 11 | :07:23. | :07:27.
degrees. Some more showers tomorrow night, rain on Sunday, we are down | :07:28. | :07:32.
to 7 degrees and the out look for Monday and Tuesday, | :07:33. | :07:33.
Good evening, mixed fortunes this weekend. Today we saw a fair share | :07:34. | :07:48.
of rain. This is the view one of our weather watchers in Doncaster. Not | :07:49. | :07:52.
particularly inspiring. This weekend there will be some rain, but some of | :07:53. | :07:58.
us will get away with a dry start. This is the satellite and a lovely | :07:59. | :08:04.
day in northern Scotland. But cloud and rain and thunder and lightning | :08:05. | :08:14.
in this area. Our main area of rain is stuck across Northern Ireland and | :08:15. | :08:19.
Scotland. Some snow | :08:20. | :08:20. |
