It's come to light that police officers,

:00:00.:00:17.

who fatally shot an unarmed man in Cheshire, had a meeting

:00:18.:00:20.

with the officer who shot alleged London gangster Mark Duggan before

:00:21.:00:23.

Today, at a public inquiry into the death of Anthony Grainger,

:00:24.:00:28.

there were questions about why that meeting had taken place.

:00:29.:00:32.

Our social affairs correspondent Clare Fallon was at the hearing.

:00:33.:00:37.

You might think in the hours and days after an event like this,

:00:38.:00:40.

an event in which an unarmed man was shot dead by police,

:00:41.:00:43.

one of the priorities would be getting clear and accurate accounts

:00:44.:00:46.

from the police officers who were there on the ground

:00:47.:00:49.

But today, at the enquiry into the death of Anthony Grainger,

:00:50.:00:55.

we heard that it was six days before those firearms officers

:00:56.:00:58.

gave their written witness accounts of what had happened.

:00:59.:01:03.

And they only gave those written accounts after they had had

:01:04.:01:06.

a meeting with another police officer, a man known as V53,

:01:07.:01:11.

and he is the police officer who shot dead Mark Duggan in London

:01:12.:01:15.

That was a high-profile police shooting, not least

:01:16.:01:20.

because the protests that it triggered in London quickly

:01:21.:01:23.

escalated, and there was rioting, not just in the capital,

:01:24.:01:27.

but also here in Liverpool, in Manchester, and in other cities.

:01:28.:01:32.

And so, today, at this enquiry, where one of the police officers

:01:33.:01:35.

who was in that meeting was giving evidence, he was essentially

:01:36.:01:38.

He was asked by a lawyer representing the Grainger family,

:01:39.:01:44.

"Did you not think when V53, the man who shot dead Mark Duggan,

:01:45.:01:48.

"came up to Manchester and came into a meeting of all the firearms

:01:49.:01:53.

"officers in this case, did you not think,

:01:54.:01:55.

The response from the police officer was no.

:01:56.:02:01.

He said the meeting was about welfare and support

:02:02.:02:04.

for the police officers who were involved.

:02:05.:02:07.

It was 2012 when Anthony Grainger was shot dead in a car park

:02:08.:02:11.

in Cheshire during an operation by the Greater Manchester Police,

:02:12.:02:17.

which was meant to be targeting suspected armed robberies.

:02:18.:02:21.

But during the course of this enquiry we have heard

:02:22.:02:24.

that there were issues with some of the intelligence

:02:25.:02:26.

that had been gathered by Greater Manchester Police,

:02:27.:02:29.

and that after Anthony Grainger was shot dead no weapon was found.

:02:30.:02:37.

A minute's silence has been held in Blackpool tonight

:02:38.:02:39.

to remember the victims of the Westminster terror attack.

:02:40.:02:43.

People of all faiths came together in St John's Square

:02:44.:02:46.

Earlier a Service of Hope was held at Westminster Abbey.

:02:47.:02:51.

Among those attending were the Edge Hill University

:02:52.:02:52.

students from Lancashire caught up in the horrific events last month.

:02:53.:02:57.

For everyone involved, even in our party from the Edge Hill,

:02:58.:03:01.

we came, and this is part of a process of healing and kind of

:03:02.:03:07.

Like, putting everything to bed and just showing

:03:08.:03:12.

A man spared jail for domestic abuse after telling a court he would lose

:03:13.:03:20.

an offer to play professional cricket is to have his

:03:21.:03:22.

Mustafa Bashir, from Middleton in Greater Manchester,

:03:23.:03:26.

beat his wife with a cricket bat and forced her to drink bleach.

:03:27.:03:30.

He claimed he'd lose a contract with Leicestershire County Cricket

:03:31.:03:32.

But the club later said this was "wholly false".

:03:33.:03:37.

A controversial proposal to charge people to be "crucified" to fund

:03:38.:03:40.

Manchester's Easter Passion Play has been cancelled by organisers.

:03:41.:03:44.

The idea, to let members of the public pay to

:03:45.:03:47.

spend time on a cross, was branded blasphemous and highly

:03:48.:03:49.

People in the Isle of Man are being asked to help

:03:50.:03:55.

the Manx government make ?25 million worth of cuts.

:03:56.:03:57.

It's part of measures to tackle an ?80 million

:03:58.:04:00.

A new webpage has been set up so residents can suggest

:04:01.:04:04.

where they think the money should be saved.

:04:05.:04:08.

Press reports that the Guardian newspaper is considering a move back

:04:09.:04:11.

to its traditional north west homeland from London have been

:04:12.:04:14.

It's claimed the move is being considered as the paper

:04:15.:04:20.

But the Guardian insists it has no plans to leave

:04:21.:04:24.

It's a title that has traditionally had strong northern roots.

:04:25.:04:30.

When the paper was first launched back in 1821, it was called

:04:31.:04:34.

the Manchester Guardian, only ditching the Manchester

:04:35.:04:37.

This is what we intend to have on Monday.

:04:38.:04:48.

It spent almost 150 years at its Cross Street premises

:04:49.:04:51.

in the city, but in the 60s began its move to the capital.

:04:52.:04:55.

Its current headquarters near King's Cross.

:04:56.:04:58.

Now the Times claims it is considering a return

:04:59.:05:01.

to the north-west, as it attempts to save money.

:05:02.:05:04.

A lot of people were sad, very sad, when the Guardian left in 1964.

:05:05.:05:09.

It had a fabulous old building, sadly now knocked down,

:05:10.:05:12.

on Cross Street in the middle of Manchester.

:05:13.:05:14.

And let's hope, if it does come back, that the title

:05:15.:05:17.

Manchester Guardian goes back on the masthead at

:05:18.:05:20.

According to the Times report, the move is being actively

:05:21.:05:25.

considered by the Guardian media group as it tackles falling

:05:26.:05:28.

advertising revenue and needs to make savings.

:05:29.:05:31.

It is thought Media City UK in Salford is a potential

:05:32.:05:34.

Ever since 2011, when the BBC moved many of its productions

:05:35.:05:39.

to Media City from London, the area has proved an attractive

:05:40.:05:42.

ITV is here too, and Channel 4 is currently being urged

:05:43.:05:48.

Media commentators say a move by the Guardian could make sense.

:05:49.:05:54.

Well, there have been rumours circulating for quite a while,

:05:55.:05:57.

and obviously the Guardian itself, it's been under pressure.

:05:58.:05:59.

Costs are obviously much higher in London.

:06:00.:06:01.

Moving up here, staff turnover tends to be lower, office costs

:06:02.:06:04.

In a statement, Guardian News and Media says:

:06:05.:06:24.

It was a Grand National which was to go down in history.

:06:25.:06:28.

20 years ago today, 60,000 spectators, jockeys

:06:29.:06:30.

and racing staff had to suddenly evacuate the course after bomb

:06:31.:06:34.

Families were separated from their loved ones,

:06:35.:06:38.

But local people offered spare rooms and help in a showing

:06:39.:06:43.

of true community spirit, as Naomi Cornwell reports.

:06:44.:06:47.

You can see how close we are to the racecourse.

:06:48.:06:50.

That would have been full of cars, Rolls-Royces, chauffeurs,

:06:51.:06:54.

all the razzmatazz that went with them!

:06:55.:06:56.

And when the course was evacuated, all that razzmatazz ended

:06:57.:07:00.

All the jockeys were in here in the silks, the whips...

:07:01.:07:06.

It turned into a rather large party, actually!

:07:07.:07:08.

And we were dispensing food and drinks.

:07:09.:07:11.

Well, we thought we had plenty, till they drank us dry!

:07:12.:07:16.

You all represent the best face of Britain.

:07:17.:07:18.

We always got Christmas cards from them thanking us

:07:19.:07:21.

It was an amazing day, it was the most memorable day, ever.

:07:22.:07:27.

Spirits were high, but thousands of people still needed to find

:07:28.:07:30.

I'm joined by two people in the studio, Jack

:07:31.:07:37.

We have just tried several hotels and we can't get in anywhere.

:07:38.:07:44.

Somebody rang in, from my memory, and said, I've got a spare room,

:07:45.:07:47.

And then that just started a flood of calls.

:07:48.:07:52.

I don't think anybody got left on the streets.

:07:53.:07:55.

Schools and sports centres pitched in.

:07:56.:07:57.

We decided to stay at the leisure centre with everybody else,

:07:58.:08:01.

and it was, yeah, terrific camaraderie and atmosphere.

:08:02.:08:04.

Melling Road runs alongside the racecourse, and many

:08:05.:08:07.

of the houses here became homes for the night for racegoers who had

:08:08.:08:10.

There were ten people, ten men, and they were all wagon

:08:11.:08:17.

drivers from Nottingham, and they had come into

:08:18.:08:18.

So they had nowhere to go, so I ended up

:08:19.:08:24.

I used about 500 tea bags that weekend!

:08:25.:08:29.

Well, I had about three pounds of bacon, and I had to run down

:08:30.:08:32.

to the shop to get some more, and some more eggs and bread,

:08:33.:08:36.

And with them all being young lads I thought they'd eat a loaf each!

:08:37.:08:40.

Carol's generosity was hailed as a shining example of how

:08:41.:08:43.

the people of Liverpool opened their homes

:08:44.:08:45.

The following month, a race at Aintree was named after her,

:08:46.:08:50.

The Carol Towner Spirit Of Merseyside.

:08:51.:08:54.

I was really pleased, you know, that they did get recognised, cos

:08:55.:08:58.

there was lots and lots of people beside me who took people in.

:08:59.:09:02.

I am absolutely amazed at the generosity of

:09:03.:09:05.

It's been wonderful, I've had the best time,

:09:06.:09:08.

In the Premier League, Manchester City missed out on

:09:09.:09:24.

three points after losing away to Chelsea.

:09:25.:09:27.

Meanwhile, Liverpool drew 2-2 against Bournemouth at Anfield.

:09:28.:09:42.

Is that it from me, a very good rest of the evening. I will leave you

:09:43.:09:49.

with the weather. Lots of cloud today across the

:09:50.:09:52.

north-west. It has been a pretty uninspiring day. As you can see from

:09:53.:09:56.

our weather watcher Victor from this evening, this is Rivington. But

:09:57.:10:02.

better news from the weekend, warm air coming in from the south, and by

:10:03.:10:07.

Sunday we could see temperatures in the region of up to about 21,

:10:08.:10:12.

increasing amounts of sunshine. As for tonight, it stays pretty cloudy.

:10:13.:10:16.

We could see a few gaps developing in that cloud, it should be dry.

:10:17.:10:21.

Temperatures into Thursday morning round about 7-8 C. Thursday, it is

:10:22.:10:26.

going to be cloudy, we could even see a few showers coming in from the

:10:27.:10:32.

Isle of Man. By the afternoon, the cloud may break up just a touch. One

:10:33.:10:37.

or two glimmers of sunshine, what on the whole it is cloudy, maximum

:10:38.:10:41.

temperatures 10-11, a cool feel for the day like we saw through today.

:10:42.:10:47.

Into Friday, it will stay cloudy, for Aintree, temperatures 10

:10:48.:10:51.

Celsius. By Saturday, temperatures starting to rise, and with that

:10:52.:10:54.

there will be increasing amounts of sunshine as well. Over the weekend,

:10:55.:10:58.

more sunshine to come, temperatures rising as well, the national outlook

:10:59.:10:59.

is coming up. or 15. It is sunny towards the

:11:00.:11:04.

weekend and we could see the low 20s

:11:05.:11:05.
