Good evening from BBC Points West. Trump. Here on BBC One, it's | :00:08. | :00:09.
Our headlines tonight - a backing from the top. | :00:10. | :00:12.
The Chancellor tells us why having a metromayor will be good | :00:13. | :00:15.
You'll start to see the benefits coming through in terms of faster | :00:16. | :00:28.
growth, more sustainable transport system is planned across the whole | :00:29. | :00:29.
area. How the warm weather | :00:30. | :00:31.
and one of these can result And Tuesday will bring dry and quite | :00:32. | :00:42.
sunny conditions. Details towards the end of the programme. | :00:43. | :00:45.
The chancellor Phillip Hammond has been in the region today | :00:46. | :00:50.
giving his backing to the new Mayor for the West of England. | :00:51. | :00:53.
Almost a million people will get the chance to vote | :00:54. | :00:55.
During a tour of the SS Great Britain Mr Hammond told | :00:56. | :01:01.
David Garmston how much the new post would cost. | :01:02. | :01:07.
Over 30 years, there's going to be about ?900 million | :01:08. | :01:09.
That's a really quite small amount of money compared to the benefits | :01:10. | :01:14.
of having an integrated approach to delivering services | :01:15. | :01:22.
and investment in the area, making sure that the business boom, | :01:23. | :01:25.
we can only really call it a business boom that is going | :01:26. | :01:28.
on in this part of the country is properly supported | :01:29. | :01:31.
Some viewers may be confused because Bristol has a Lord Mayor | :01:32. | :01:35.
The other local authorities involved also have leaders and, | :01:36. | :01:39.
Well, the point is to try and reflect what is a real economic | :01:40. | :01:53.
geography, interlinked markets for labour, for goods, for services. | :01:54. | :01:55.
Make sure that they are working effectively together to harness | :01:56. | :01:58.
the benefits of planning across a wider geography, | :01:59. | :02:02.
as has been done so successfully around Manchester. | :02:03. | :02:05.
It's beginning to happen in the West Midlands and now | :02:06. | :02:08.
we want to make sure that other key economic areas in the country are | :02:09. | :02:12.
It does seem strange when you are trying to take out | :02:13. | :02:18.
layers of management elsewhere, particularly in the NHS, | :02:19. | :02:20.
It is about harnessing the benefits of planning | :02:21. | :02:30.
across the whole economic geography, a city region, | :02:31. | :02:32.
Can I just point out we are on Brunel's ship. | :02:33. | :02:36.
If you go down there, just under Brunel's bridge, | :02:37. | :02:38.
the other side of the river, there's North Somerset, | :02:39. | :02:40.
They've decided to not be involved in this scheme. | :02:41. | :02:44.
So, it's not really going to work as a regional mayor, is it? | :02:45. | :02:47.
You've got some of the key players not involved. | :02:48. | :02:52.
As it succeeds, demonstrates success, of course, others might | :02:53. | :02:54.
You think they might come on board? That's an open question, isn't it? | :02:55. | :02:59.
We've got a combined authority, ready to go now and it | :03:00. | :03:07.
will demonstrate by its success the value that it delivers | :03:08. | :03:14.
to local people here within the authority. | :03:15. | :03:16.
If people in surrounding areas see those benefits, | :03:17. | :03:18.
they may wish to think about that in the future. | :03:19. | :03:20.
Earlier today the Deputy Leader of North Somerset Council | :03:21. | :03:23.
Elfan ap Rees told us he didn't regret the decision | :03:24. | :03:26.
We don't believe that we need to be getting involved | :03:27. | :03:31.
We have control over our own destiny and, obviously, we will continue | :03:32. | :03:37.
to get funding for the things that we want to do in | :03:38. | :03:40.
North Somerset, so I can't see things changing. | :03:41. | :03:50.
And if you want to check out who is standing in the big | :03:51. | :03:53.
Mayoral contest and read more about their views, | :03:54. | :03:58.
then log on to our special webpage - you'll find it at | :03:59. | :04:01.
More than 700 parking tickets have been handed out | :04:02. | :04:05.
by a council in its first week, since starting a crackdown | :04:06. | :04:07.
For more than a decade there have been no traffic | :04:08. | :04:12.
But now the responsibility to hand out fines has been handed | :04:13. | :04:17.
back from the police to the local authority. | :04:18. | :04:19.
Out on patrol with Allan Taylor, the man in charge of | :04:20. | :04:30.
Just so you know, there is an information sheet, | :04:31. | :04:34.
That's a week of warning that parking enforcement is back | :04:35. | :04:38.
So far, over 700 fines have been issued by the | :04:39. | :04:44.
So there's a van with a yellow ticket over there. | :04:45. | :04:49.
Half of that if it is paid within 13 days. | :04:50. | :04:59.
Since we've been giving warning notices out, | :05:00. | :05:04.
Last week, people were actually stopping us, shaking our hands, | :05:05. | :05:07.
thanking us, giving us tips, "Can you come and visit our road?" | :05:08. | :05:13.
All sorts of things we're not quite used to. | :05:14. | :05:16.
Shaking hands with a traffic warden? It happens. | :05:17. | :05:18.
It must be a nice change. Certainly a nice change. | :05:19. | :05:21.
That's a claim I had to put to the test. | :05:22. | :05:23.
It's easier for us to park outside a shop, but not for, | :05:24. | :05:30.
Where do you park if you live here if you work shifts, as I do? | :05:31. | :05:45.
And obviously, I work in the same street, so I have | :05:46. | :05:48.
All the money raised goes into the system | :05:49. | :05:51.
Even fines collected from errant council employees. | :05:52. | :05:54.
We can't bring the council into disrepute, council officers | :05:55. | :05:56.
I sent an internal e-mail round our system before we started saying, | :05:57. | :06:04.
If you don't, you're just as liable for a ticket. | :06:05. | :06:08.
He's in a display area without displaying a ticket, which is ?50. | :06:09. | :06:13.
But, yeah, unless he comes back in the next couple of minutes... | :06:14. | :06:16.
The advice, then, from Allan and his team? | :06:17. | :06:22.
Dog owners are being warned to beware of the danger of adders | :06:23. | :06:32.
if they take their pets for a walk in woodland. | :06:33. | :06:36.
It's after this dog, Molly, was bitten while she was walking | :06:37. | :06:39.
in woods in Somerset and nearly died. | :06:40. | :06:41.
Her owners hadn't realised at first what was wrong with her. | :06:42. | :06:45.
Well, he loves the place and was running around | :06:46. | :06:53.
It was a ten minute walk but by the time we got | :06:54. | :07:03.
to the car, she just lay down and that was it, | :07:04. | :07:06.
The BBC's wildlife expert Mike Dilger told me | :07:07. | :07:09.
The adder is a rare snake and declining, it's disappeared, | :07:10. | :07:18.
just down the pan, over the last 40-50 years. | :07:19. | :07:20.
A loss of habitat. It is a rare snake. | :07:21. | :07:22.
It's also a very timid snake so 999 times out of 100, | :07:23. | :07:25.
when I was humans go clomping around, making noise, | :07:26. | :07:27.
rustling the vegetation, it will always disappear. | :07:28. | :07:35.
The only time an actor is likely to strike and venomate | :07:36. | :07:37.
is if it's cornered or accidentally trodden on, or if a dog, | :07:38. | :07:40.
for example, comes across it quickly and is surprised. | :07:41. | :07:42.
I think the weather at the moment is playing a part. | :07:43. | :07:45.
It's an animal that hibernates right the way through the winter. | :07:46. | :07:48.
Beautiful weather at the moment means it's basking early, | :07:49. | :07:50.
because it's warm, it will be more active early and if dog walkers | :07:51. | :07:53.
are out early because snakes will be active and they may well encounter | :07:54. | :07:56.
It is a snake that can cause a few worries but it's | :07:57. | :08:00.
They are venomous, though, that's the problem with it, isn't it? | :08:01. | :08:04.
We have three stakes in Britain, this is the only venomous animal. | :08:05. | :08:08.
I would liken it to a wasp or a bee sting. | :08:09. | :08:10.
Interestingly enough, a survey carried out in the 50s, | :08:11. | :08:18.
60s and 70s by one of the medical journals found one person died | :08:19. | :08:29.
years from a snakebite, an adder, and 61 died | :08:30. | :08:41.
So, if you were very young or very old or tend to suffer hyper allergic | :08:42. | :08:47.
reactions from something like an adult fight, | :08:48. | :08:48.
then you need to get to hospital quickly and get the antivenom. | :08:49. | :08:51.
For the rest of us, for a dog, be calm, be relaxed, | :08:52. | :08:54.
go to the hospital, tell them what's happened and they'll be | :08:55. | :08:56.
This warm weather does bring out, not only, adders, you've got ticks, | :08:57. | :09:01.
and also I have heard about false widow spiders, as well. | :09:02. | :09:03.
Certainly, on the south coast, a false widow spider is found. | :09:04. | :09:08.
It is actually in the walls around BBC Bristol and it's got | :09:09. | :09:11.
But that of an week needn't worry about at all. | :09:12. | :09:15.
I would argue, the countryside, the Mendips, are much safer place | :09:16. | :09:19.
to be than Whiteladies Road in Bristol, or Froome, or Chard, | :09:20. | :09:22.
They are really safe places to enjoy. | :09:23. | :09:25.
Have a great time and you will be fine. | :09:26. | :09:29.
And thank you for worrying every BBC employee here. | :09:30. | :09:34.
That's it from us tonight. More news on the BBC website and on your local | :09:35. | :09:41.
radio station. That tomorrow from 6:30am. But for now, good night and | :09:42. | :09:47.
I will leave you with Ian and the forecast. | :09:48. | :09:54.
Temperatures dropping at about average or somewhere below but there | :09:55. | :09:58.
will be a lot of dry weather tomorrow with a few exceptions but | :09:59. | :10:06.
no great amount of rain. We are not expecting any rain through tomorrow. | :10:07. | :10:11.
A fair amount of sunshine and pleasant under varying cloud. | :10:12. | :10:18.
Tonight, it's slightly to end up a bit chillier, perhaps as low as | :10:19. | :10:25.
three or four Celsius. Higher than that in urban centres. Tomorrow, | :10:26. | :10:33.
good deal of sunshine around. Mixed amounts of clouds through the day. | :10:34. | :10:44.
It will remain settled. Temperatures today 12-14 C. It could get a little | :10:45. | :10:49.
bit higher tomorrow. Beyond that, into the Wednesday period onwards. A | :10:50. | :10:56.
weak front running southwards. More cloud with little light rain mixed | :10:57. | :11:01.
in. I'll hand you over to Good evening. Let's cut to the chase | :11:02. | :11:14.
the first big holiday weekend of the year is on the horizon and if you | :11:15. | :11:17.
consider last weekend as a taster for the summer, this weekend is not | :11:18. | :11:22.
looking too bad. It will be a bit cooler, temperatures this week and | :11:23. | :11:25.
closer to where they should be at this time of the year thanks to the | :11:26. | :11:28.
north-west breed and the reason for that, if we look at the jet stream, | :11:29. | :11:34.
coming across the Atlantic pushing from north to south -- north-west | :11:35. | :11:40.
breeze. It separates the high pressure and low price and it allows | :11:41. | :11:42.
the northerly airflow to | :11:43. | :11:43. |
