who has now died - before He was shot several times | :01:30. | :01:32.

on Westminster Bridge has died and several others have | :01:46. | :01:49.
suffered "catastrophic injuries". It's emerged that schoolchildren | :01:50. | :01:52.
from Kent and Sussex were in Westminster at the time, | :01:53. | :01:54.
a group of primary school children from Herstmonceux Church | :01:55. | :01:57.
of England Primary School. what did you see this afternoon? The | :01:58. | :02:24.
first thing we saw was lots of people shouting and police officers | :02:25. | :02:33.
running. Then a number of shots rang out, and then people started hiding | :02:34. | :02:37.
behind the pillars of the Colonnade and it became apparent there was a | :02:38. | :02:42.
serious incidents going on and we were able to get out and into the | :02:43. | :02:48.
main part, but at the moment, we were in lockdown and that about 2000 | :02:49. | :02:51.
people in Westminster Hall at the moment. The police are carrying out | :02:52. | :02:59.
a investigation. Won must be an extraordinary atmosphere. A lot of | :03:00. | :03:03.
tension and straightforward in certainty about what is going on? It | :03:04. | :03:11.
is a very subdued atmosphere and the belligerent to find out what has | :03:12. | :03:18.
taken place. The staff at the magnificent and people with medical | :03:19. | :03:22.
conditions are being looked after. People just want to find out what is | :03:23. | :03:26.
going to be happening. They have no idea yet understandably so as to how | :03:27. | :03:30.
long this will take, but it's an inconvenience but nothing compared | :03:31. | :03:33.
with the horror that has befallen some people today. Thank you. | :03:34. | :03:47.
Helen, some of our MPs actually witnessed the attack? | :03:48. | :03:53.
Normally at this time on Wednesday, we would be Binky the latest on what | :03:54. | :03:58.
our local MPs have been doing in parliament, the questions they were | :03:59. | :04:04.
asking all that. But what started on Westminster Bridge behind me at | :04:05. | :04:10.
2:40pm this afternoon, reports of a car collided with a number of | :04:11. | :04:14.
pedestrians. After that, an attacker going on with a knife to Parliament | :04:15. | :04:17.
and stabbing a police officer. Earlier, I caught up with a van | :04:18. | :04:23.
driver from Sittingbourne who went to the bingo that bridge. His finest | :04:24. | :04:30.
along there now. I had been pulled onto Westminster Bridge, I could see | :04:31. | :04:38.
people lying down and then the SWAT team turned up and asked us to | :04:39. | :04:44.
abandon our vehicle and move away. How many people did you see lying on | :04:45. | :04:50.
the floor? There was a lady laying on the pavement at their entry to | :04:51. | :04:53.
the bridge, convert the must of been about five more people further | :04:54. | :04:59.
along. There has been a lot of confusion as are the houses of | :05:00. | :05:01.
parliament today as more and more detail has emerged. We know the | :05:02. | :05:07.
police are treating this as a terrorism investigation for the | :05:08. | :05:11.
moment at least. Also, very sad news this afternoon that the police | :05:12. | :05:15.
officer who was stabbed by an attacker has also died. I'm standing | :05:16. | :05:22.
yards from new Scotland Yard. The leader of the Lib Dems study and | :05:23. | :05:25.
said it was heartbreaking, and I imagine many of our local MPs will | :05:26. | :05:27.
feel the same. Thank you. Well, a school party of 15 children | :05:28. | :05:29.
from Herstmonceux Church of England Primary School | :05:30. | :05:32.
in Hailshamare were in lock down with teachers in Westminster | :05:33. | :05:34.
when the terror attack was underway. Well let's cross live | :05:35. | :05:37.
to the school and speak What have the school had | :05:38. | :05:39.
to say this evening? The children are all aged between | :05:40. | :05:53.
seven and 11. They were in London with tee-macro members of staff and | :05:54. | :05:57.
volunteer helper. They were in it Westminster to help up -- learn | :05:58. | :06:03.
about Parliament and autism are caught up in this incident and a | :06:04. | :06:09.
lockdown which happened. I know these children where the | :06:10. | :06:11.
Parliamentary education Centre which is the opposite end of the palace to | :06:12. | :06:16.
where the incident happened. That was fortunate. It was also fortunate | :06:17. | :06:19.
the headteacher learned quickly that they were safe. Immediately we knew | :06:20. | :06:27.
that the children were safe. And since then, we have been a continual | :06:28. | :06:31.
communication with the member of staff responsible for the trip and | :06:32. | :06:37.
we are just very, very grateful and thankful that they are OK. I've been | :06:38. | :06:45.
here for a a few hours and it has been very tense. There's been a | :06:46. | :06:49.
meeting, and they have been learning about what has happened today and I | :06:50. | :06:52.
had confirmation that it was some relief about half an hour ago that | :06:53. | :06:56.
the children had been let out and were being guided with the police to | :06:57. | :07:01.
the railway station and will be making their way home as planned on | :07:02. | :07:03.
the train, but late. Thank you. The former boyfriend of Shana Grice, | :07:04. | :07:08.
Michael Lane, has been found It took jurors just two hours | :07:09. | :07:11.
to decide that the obsessed stalker cut her throat in her bedroom last | :07:12. | :07:17.
August. He denied involvement | :07:18. | :07:20.
all the way through the trial, despite overwhelming evidence | :07:21. | :07:23.
placing him at the scene. Tonight, Sussex Police have | :07:24. | :07:24.
apologised to Shana Grice's family for the way they handled her | :07:25. | :07:27.
situation in the months She repeatedly reported his | :07:28. | :07:35.
disturbing behaviour, but they gave HER a fixed penalty notice | :07:36. | :07:43.
for wasting police time. The force now faces | :07:44. | :07:45.
an investigation. One day after Shana Grice's murder | :07:46. | :07:53.
and Michael and is being interviewed by police. Tell me what happened to | :07:54. | :08:01.
her. I don't know. A fortnight later, another lie. Her bedroom door | :08:02. | :08:08.
was open and she was on the floor. Trying to suggest he found her dead. | :08:09. | :08:12.
But the real story was when he went to her flat that morning, it was him | :08:13. | :08:18.
who slit her throat. Shana Grice was brutally murdered in our own home by | :08:19. | :08:23.
Michael Lane. He had become obsessed with her and could not accept that | :08:24. | :08:28.
she did not want to be with him. Shana Grice had reported Michael | :08:29. | :08:31.
into the police several times. Kincora. He had followed her, put a | :08:32. | :08:37.
tracker in her car and soul of the keys to her home, letting himself in | :08:38. | :08:41.
while she slept. Something she confronted him about in this cold | :08:42. | :08:42.
call. -- this phone call. Six weeks later, he went into her | :08:43. | :09:03.
home again and killed her. This is the footprint he left behind. | :09:04. | :09:06.
Bizarrely, after the medical he went to the shops to check his lottery | :09:07. | :09:12.
ticket. In a statement read to the court, Shana Grice's mother said she | :09:13. | :09:15.
knew instantly it was Michael Lane who had murdered her daughter and | :09:16. | :09:19.
that he had been harassing, stalking pressurising her for over a year and | :09:20. | :09:24.
making her life a nightmare. The police, she said, some to listen to | :09:25. | :09:27.
her daughter and taken her fears seriously. The Independent Police | :09:28. | :09:32.
Complaints Commission is now investigating the actions of the | :09:33. | :09:36.
force. After Shana Grice's death, Michael Lane came up with a string | :09:37. | :09:41.
of lies about what happened. You won't believe me, but it is up to | :09:42. | :09:46.
you. Nobody did believe it. You will be sentenced tomorrow. | :09:47. | :09:47.
Sara, Shana Grice's family say they believe she would still be | :09:48. | :09:51.
alive if Sussex Police had listened to her fears and taken | :09:52. | :09:54.
Yes, they have been in the court every day throughout this gruelling | :09:55. | :10:04.
trial and today, after just two hours of deliberations, the jury | :10:05. | :10:07.
came back and returned that guilty verdict. There was cheering, | :10:08. | :10:11.
clapping, shouting and lots of tears. Then we heard that statement | :10:12. | :10:16.
from Shana Grice's mother read out in court when she criticised the | :10:17. | :10:20.
police for what she said was there in action. Then she went on to give | :10:21. | :10:24.
a personal impact on the family, she said that Michael Alleyne had just | :10:25. | :10:28.
killed their daughter, but ruined their lives. He had left them as | :10:29. | :10:32.
mere shells of their former selves. She said, we have lost our | :10:33. | :10:36.
beautiful, kind and thoughtful daughter. Michael Lane will get a | :10:37. | :10:42.
life sentence for being found guilty of murder, but tomorrow, the judge | :10:43. | :10:45.
will decide the minimum number of years he must spend in prison. Thank | :10:46. | :10:47.
you. So Michael Lane was today convicted | :10:48. | :10:48.
of Shana Grice's murder. As we've just been hearing, | :10:49. | :10:50.
her family believe her death could have been prevented | :10:51. | :10:53.
and Sussex Police have apologised for failing to respond more strongly | :10:54. | :10:55.
to Shana Grice's concerns Stalking charities say her death | :10:56. | :10:59.
emphasises the need for improved training for police | :11:00. | :11:07.
to recognising stalking behaviour. Meanwhile, Sussex Police's | :11:08. | :11:09.
response is the subject of an investigation | :11:10. | :11:11.
by the Independent Police Michael Lane was characterised | :11:12. | :11:13.
in court as a fixated stalker whose obsession with Shana | :11:14. | :11:18.
Grice turned to murder. His trial laid bare how | :11:19. | :11:23.
she and her friend had reported him to police on five separate occasions | :11:24. | :11:26.
before he eventually killed Shana Grice at her home | :11:27. | :11:28.
in Sam Taylor from | :11:29. | :11:31.
Brighton was herself a victim of a terrifying | :11:32. | :11:37.
stalking campaign. Potentially, she could | :11:38. | :11:39.
have been saved had the risk factors, | :11:40. | :11:44.
the very high risk factors in her case | :11:45. | :11:45.
been identified early on and I think what happened in the case is that | :11:46. | :11:48.
Michael Lane was given permission, really, by the system to just | :11:49. | :11:51.
continue in his behaviour. He was given a clear | :11:52. | :11:56.
message that what he Shana Grice was | :11:57. | :11:59.
described as friendly, bubbly and kind, a girl | :12:00. | :12:08.
who got on with everybody. Her family say the stalking | :12:09. | :12:11.
made her life a nightmare. In February last year, | :12:12. | :12:13.
she reported Michael Lane. In March, he was reported | :12:14. | :12:22.
for allegedly assaulting Shana Grice and later denied | :12:23. | :12:24.
it and was released. And in July, the month before | :12:25. | :12:26.
Shana Grice was murdered, Michael Lane was reported to police | :12:27. | :12:28.
on three separate occasions. He stole a key to her house and let | :12:29. | :12:31.
himself into her bedroom while she The next day, she reported receiving | :12:32. | :12:34.

bedroom, Shana Grice challenged him in a phone | :12:51. | :12:54.
conversation she recorded. On one occasion when Lane | :12:55. | :13:21.
was reported to police for assaulting Shana Grice, SHE was | :13:22. | :13:23.
fined for wasting police time. It is very concerning, | :13:24. | :13:28.
but not surprising. We hear from people every day | :13:29. | :13:31.
on the national stalking helpline you say they reported the stalking | :13:32. | :13:35.
behaviour to the police, but it | :13:36. | :13:37.
does not seem to have been either recognised | :13:38. | :13:39.
or But we know that stalking | :13:40. | :13:40.
is a risk indicator of Sadly, that is exactly what came | :13:41. | :13:45.
to pass on this particular Shana Grice all of relationship | :13:46. | :13:48.
with Michael Lane was at times secretive though, making | :13:49. | :13:52.
the examination and assessment of his behaviour even more | :13:53. | :13:55.

Federation. What they are not used and maybe | :13:58. | :14:00.
knowing about is where a person becomes paranoid, when they become | :14:01. | :14:03.
totally obsessed with a relationship and is very, very difficult | :14:04. | :14:07.
for police officers to tell of those signs, and yet they will | :14:08. | :14:11.
need to learn better. New laws to combat the stalking | :14:12. | :14:14.

Complaints Commission has launched an investigation into | :14:30. | :14:32.
the contact between Shana Grice, Michael Lane and Sussex Police | :14:33. | :14:36.
in the lead And Piers - it's very unusual | :14:37. | :14:38.
for the police to issue an apology to Shana Grice's family in the way | :14:39. | :14:48.
that they have? This is an extraordinary move. The | :14:49. | :14:58.
IPPC has not completed its own investigation published its | :14:59. | :15:01.
findings, and yet, representatives from those ex-police have still gone | :15:02. | :15:06.
to see Shana Grice's from it and apologise for their shortcomings. I | :15:07. | :15:11.
gather it was the Deputy Chief Constable, Bernie O'Reilly. And he | :15:12. | :15:14.
said, when we looked at the circumstances leading to Shana | :15:15. | :15:19.
Grice's murder, we felt we may not have done the best we could have. I | :15:20. | :15:23.
understand they've now carried out a review as to how they deal with | :15:24. | :15:27.
things like stalking and harassment in the hope of improving the way | :15:28. | :15:32.
they do it in the future. As for the victim's family, they left us in | :15:33. | :15:34.
little doubt as to the police's shortcomings. Her mother said in a | :15:35. | :15:40.
victim impact statement, we firmly believe that it could've been | :15:41. | :15:43.
avoided if her fears have been taken seriously by the police thank you. | :15:44. | :15:45.

is warning drivers that they face a ?70 fine | :20:08. | :20:09.
if they park in a lay-by Peter Whittlesea has | :20:10. | :20:12.
tonight's special report. We think you been here longer | :20:13. | :20:16.
than five minutes... Clamping down on lorries | :20:17. | :20:19.
illegally parked overnight. Councils throughout | :20:20. | :20:24.
Kent have introduced parking restrictions | :20:25. | :20:40.
for HGVs after more and more trucks | :20:41. | :20:41.
pulling up near villages and They are overnight parking | :20:42. | :20:44.
in places they shouldn't be, outside residential areas | :20:45. | :20:47.
and constant movement of lorries 24 hours a day through a residential | :20:48. | :20:50.
village, the roads are in a dreadful state and also, it's | :20:51. | :20:53.
the amount of litter, rubbish and human mess | :20:54. | :20:55.
they There's also a clamp-down | :20:56. | :20:56.
in Dover, the main concern being clearing up | :20:57. | :21:09.
after irresponsible lorry drivers. Those bags of litter | :21:10. | :21:12.
on the side of the road costs the District Council, | :21:13. | :21:14.
on the A2 and the A20 through Dover between ?50,000 | :21:15. | :21:18.
and ?60,000 a year to keep clear. That is the money | :21:19. | :21:21.
of council taxpayers. Fines contribute to | :21:22. | :21:27.
the cost of clearing up. The Freight Transport | :21:28. | :21:32.
Association says more and more lorries are parking | :21:33. | :21:35.
on Kent's roads after bays And it is the lack of official truck | :21:36. | :21:37.
stops on this side of the Channel Peter, there is a call for a | :21:38. | :21:56.
countywide response to tackle this problem once and for all? Yes, local | :21:57. | :22:03.
councils are worried that if they impose parking bans in a lay-by is | :22:04. | :22:07.
like this, the problem will just be moved up the motorway and cause | :22:08. | :22:14.
problems higher up the motorway network. These are the problems, | :22:15. | :22:18.
here, you can see litter all over the area, despite there being | :22:19. | :22:22.
dustbins. Lorry driver so they are. All over on the curbs, because they | :22:23. | :22:26.
have to stop after a certain number of hours. In areas like this, the | :22:27. | :22:31.
lorry Parks gets full up at around 10pm. Thank you. | :22:32. | :22:33.
A soldier from kent who lost both legs to a roadside bomb | :22:34. | :22:36.
in Afghanistan is up for a major award after he returned | :22:37. | :22:39.
to civilian life and got a job as a lorry driver, | :22:40. | :22:41.
passing the test without telling the examiner he was an amputee. | :22:42. | :22:44.
Adam Francis is in the Inspiration category | :22:45. | :22:46.
of the Soldiering On Awards, which are announced on Friday. | :22:47. | :22:48.
Jon Hunt has been to meet him in Snodland. | :22:49. | :22:53.
Adam Francis very nearly died serving his country. | :22:54. | :22:57.
But this father of five children was not going to | :22:58. | :22:59.
let the shocking injuries he sustained stand in his way. | :23:00. | :23:03.
I had promised my children about life | :23:04. | :23:05.
Just because daddy had lost his legs, it | :23:06. | :23:11.
did not mean anything was | :23:12. | :23:13.
And I was lorry driving before, and I wanted | :23:14. | :23:17.
to keep my word that it wouldn't be different. | :23:18. | :23:23.
Mr Francis had been on a tour of duty | :23:24. | :23:25.
with the Princess of Wales Royal Regiment in Afghanistan | :23:26. | :23:28.
in 2012 when his convoy drove over an | :23:29. | :23:30.
I don't remember any bang, just a very | :23:31. | :23:40.
bright light and then I remember being pulled out of the vehicle. | :23:41. | :23:47.
To be honest, I thought I was a goner. | :23:48. | :23:49.
I would hazard a guess that most people watching would probably think | :23:50. | :23:52.
they would crumble if they were faced with what you are faced with. | :23:53. | :23:55.
I think you've got to have the right attitude for a | :23:56. | :23:59.
My dad's over a glass half full kind of person and I get a lot | :24:00. | :24:04.
You can't change what has happened, that is there to | :24:05. | :24:07.
You have to move forward and create a new life for yourself. | :24:08. | :24:11.
The speed of his recovery was astounded. | :24:12. | :24:16.
He was told it will take in six mothers to be strong enough to walk | :24:17. | :24:20.
He was told he will not ride a motorbike again or drive | :24:21. | :24:25.
He has made all the moves to come back to | :24:26. | :24:32.
work, getting his licence, wanting to come back to work | :24:33. | :24:35.
Mr Francis has been nominated in the Inspiration | :24:36. | :24:38.
category of the Soldiering On Awards that recognise outstanding | :24:39. | :24:40.
achievements by those who have served their country. | :24:41. | :24:42.
Well, let's return to the our top story. | :24:43. | :24:52.
Four people, one of them a police officer, | :24:53. | :24:54.
have died in a terrorist attack in Westminster this afternoon. | :24:55. | :24:57.
A man who stabbed an officer was shot by police | :24:58. | :24:59.
Schoolchildren from Kent and Sussex were in Westminster at the time. | :25:00. | :25:03.
A group of primary school children from Herstmonceux Church | :25:04. | :25:05.
of England Primary School were kept under lockdown in Parliament | :25:06. | :25:07.
while police dealt with the attacker. | :25:08. | :25:22.
Helena, there is breaking News that Kent Police are increasing their | :25:23. | :25:28.
patrols, including extra armed police in light of what has happened | :25:29. | :25:37.
a Westminster? -- in Westminster? Yes, here, there are always police | :25:38. | :25:42.
on patrol. There is heightened security now. Now we are hearing | :25:43. | :25:45.
from the Chief Constable of Kent Police they will also be adding | :25:46. | :25:49.
additional patrols both armed and unarmed across the counter this | :25:50. | :25:52.
evening to ensure Kent remains a safe place to live, work and visit. | :25:53. | :25:58.
He has stressed there is no specific threat to Kent. This is to ensure | :25:59. | :26:04.
public safety. As for Westminster, I've spoken to several local MPs | :26:05. | :26:08.
today and they are a bit in shock and will have the browser is what | :26:09. | :26:12.
has happened here today. They will want to reassure their constituents | :26:13. | :26:15.
tonight there's a sense that Parliament is to continue. We have | :26:16. | :26:19.
been told it will be open as usual tomorrow. Thank you. | :26:20. | :26:20.
After bright start there was lots of cloud. That rain turned heavy at | :26:21. | :26:35.
times and it felt very chilly. Temperatures were around 8-9 . | :26:36. | :26:41.
Tonight, a good deal of cloud and stole a lot of rain at times, too, | :26:42. | :26:46.
which potentially could be heavy. It stays breezy, so overnight | :26:47. | :26:49.
temperatures will only drop to around 5-6 . A damp start tomorrow. | :26:50. | :26:58.
It improves through the day though. By the afternoon, it stays breezy | :26:59. | :27:02.
with easterly winds and we start to see breaks in the cloud cover. First | :27:03. | :27:07.
thing, lots of cloud and rain, by the afternoon, for most of us, we | :27:08. | :27:12.
will see sunshine and it stays breezy and as you can tell, along | :27:13. | :27:15.
the coast, there will be further outbreaks of rain. A 9-10 top | :27:16. | :27:20.
temperature. Along the coast, it will feel even cooler. As we head | :27:21. | :27:25.
into Friday, further outbreaks of rain and with the wind and rain, | :27:26. | :27:30.
temperatures dropping to around 4-5 , but an improving page as we | :27:31. | :27:35.
head through Friday, so first thing, lots of cloud, but again, by the | :27:36. | :27:40.
afternoon, we will see sunshine and an area of high pressure will build | :27:41. | :27:46.
in. Temperatures will creep up, 12-13 on Friday and as we look | :27:47. | :27:50.
towards the weekend, we will see the return of dry and warm weather. It | :27:51. | :27:54.
overnight, with the clear skies, it will feel chilly. Saturday, this | :27:55. | :28:01.
high-pressure stays with us. Still quite a breezy with easterly winds | :28:02. | :28:06.
and a similar story as we head through Sunday. During the afternoon | :28:07. | :28:11.
for both days, temperatures are on 13-14 and high-pressure stays with | :28:12. | :28:18.
us into next week. Wet, but improving with sunshine just in time | :28:19. | :28:20.
for the weekend. | :28:21. | :28:21. |
