A little girl has been critically injured in a dog attack in Chatham - | :00:13. | :00:20.
Police were called to the Jenkins Dale area just before 5:30pm. | :00:21. | :00:24.
The air ambulance took the child to a London hospital. | :00:25. | :00:26.
It's understood the dog was shot dead by a police marksman. | :00:27. | :00:29.
Our reporter Leanne Rinne is at the scene. | :00:30. | :00:31.
Leanne, you've been speaking to people who witnessed this incident - | :00:32. | :00:34.
We know that police were called to the fairly quiet residential living | :00:35. | :00:49.
at 5:30pm. We understand that there was a child bitten by a dog. You now | :00:50. | :00:55.
know, having spoken to local residents, this was a local girl | :00:56. | :01:01.
just two years old. She received life-threatening injuries and was | :01:02. | :01:04.
first to a London hospital where shoot remains in a critical | :01:05. | :01:10.
condition. The dog was shot round the front of the block of flats by | :01:11. | :01:12.
police officers. I think there were carers trying | :01:13. | :01:26.
keep alive, towels and everything. But you couldn't see her face, | :01:27. | :01:28.
she was covered in blood everywhere. I saw police officers, too often, | :01:29. | :01:41.
they shot the dog twice. It's a shocking incident. | :01:42. | :01:42.
Leanne, I understand people in the area have had concerns | :01:43. | :01:45.
about this particular animal in the past. | :01:46. | :01:48.
Yes, just a a few moments ago, spoke to a woman who believes in his black | :01:49. | :01:58.
flags she said that just yesterday her child was approached by the same | :01:59. | :02:02.
dog. She now feels that he had a lucky escape. He was going to get | :02:03. | :02:09.
the ball, rolling it to the dog and the dog wasn't interested in the | :02:10. | :02:13.
ball, it went straight for him. It's not him to the floor but luckily | :02:14. | :02:19.
somebody got him often. It just scratched him but he just kind of | :02:20. | :02:26.
dance up at me and I turned his leg so he didn't bite. -- he just kind | :02:27. | :02:31.
of jumped up at me. Two people had been arrested in connection to the | :02:32. | :02:34.
incident. They are in police custody. Police are keen to hear | :02:35. | :02:43.
from anybody that had the event. Their investigations continue to. | :02:44. | :02:44.
Oliver Whiting from Eastbourne posted images of two women | :02:45. | :02:46.
on a so called "revenge porn" website, along with vile, | :02:47. | :02:49.
aggressive sexual fantasies - inflicting extreme humiliation | :02:50. | :02:50.
Whiting has been put on the sex offenders register | :02:51. | :02:56.
But one of his victims told us she believed Sussex Police | :02:57. | :03:00.
should have done more to protect her and other women. | :03:01. | :03:03.
Our special correspondent Colin Campbell reports. | :03:04. | :03:09.
Sorry, Mr Whiting, have you got anything to say to your victims? | :03:10. | :03:12.
Spared jail, Oliver Whiting caused his victims fear, | :03:13. | :03:17.
What you did has caused a great deal of upset | :03:18. | :03:20.
He uploaded innocent pictures of them to a US porn site... | :03:21. | :03:26.
Your victims think that you should be in prison. | :03:27. | :03:28.
..adding repulsive and extremely aggressive | :03:29. | :03:29.
Do you have anything to say to your victims? | :03:30. | :03:38.
Is this you hiding your face now when you put all of their faces | :03:39. | :03:41.
He encouraged others to use the images for their own | :03:42. | :03:44.
One of the images he posted was of a 16-year-old schoolgirl, | :03:45. | :03:52.
another of Nikki Elliott and her young child. | :03:53. | :03:55.
They weren't even explicit photos, they were changed | :03:56. | :03:59.
into being explicit photos, they were just normal ones | :04:00. | :04:03.
and we were all saying earlier that there's photos of one of the girl's | :04:04. | :04:06.
weddings that he's in and it's just marred all of our memories | :04:07. | :04:10.
of certain times of our lives because we look at photos and we see | :04:11. | :04:13.
that they're photos that have then been put on the website. | :04:14. | :04:16.
Sentencing him to a six-month suspended jail term, | :04:17. | :04:18.
district Judge Teresa Szagun told Whiting... | :04:19. | :04:31.
We think that our stuff is safe online, what we put online is only | :04:32. | :04:36.
to our friends and family and we just need to make sure that | :04:37. | :04:40.
when we upload photos that we're saying that their private | :04:41. | :04:42.
But whatever you put online stays online and people can access it. | :04:43. | :04:51.
Whiting initially received just a caution for similar offences | :04:52. | :04:53.
against four other woman last year, prompting anger from victims | :04:54. | :04:55.
We put in a statement and they mislaid it. | :04:56. | :05:03.
I didn't know criminals were given police escorts. | :05:04. | :05:09.
Witnessing Oliver Whiting being guarded by police | :05:10. | :05:10.
in and out of court, victims have been left in further | :05:11. | :05:17.
distress knowing their violated personal images | :05:18. | :05:19.
The US-based website is declining to remove the images | :05:20. | :05:22.
despite requests from the police and from the victims. | :05:23. | :05:27.
Sussex Police accept that their officers require more | :05:28. | :05:30.
and better training when it comes to dealing with complaints | :05:31. | :05:33.
Sussex Police say that that is a process which is already underway. | :05:34. | :05:44.
One of the top negotiators with the train drivers' union Aslef | :05:45. | :05:47.
says he's not surprised a deal brokered between the union | :05:48. | :05:52.
and Southern Rail was rejected by his members | :05:53. | :05:53.
because their relationship is utterly toxic. | :05:54. | :05:57.
However, Southern management are insistent that a way to end | :05:58. | :06:00.
the year-long dispute over driver-only operation | :06:01. | :06:01.
We offered a good deal and we need to explore now | :06:02. | :06:09.
with the Aslef negotiating team and talking to our members | :06:10. | :06:11.
to understand what we need to do differently to get this | :06:12. | :06:14.
It was very, very close, it was just marginal the number | :06:15. | :06:17.
of people that voted against it, so there are a lot of drivers out | :06:18. | :06:21.
A Kent hospital is making contingency plans to cope if agency | :06:22. | :06:25.
doctors refuse to work later this week in a row over | :06:26. | :06:29.
changes to their tax that could see their take-home pay cut by 20%. | :06:30. | :06:33.
This programme has seen a document drawn up by medical staff | :06:34. | :06:36.
at the Queen Elizabeth the Queen Mother hospital in Margate. | :06:37. | :06:38.
The trust is insisting that A services won't be affected. | :06:39. | :06:43.
Our reporter Sara Smith has our exclusive report. | :06:44. | :06:48.
At hospitals in east Kent with equipment is a struggle, | :06:49. | :06:57.
-- At hospitals in east Kent where recruitment is a struggle, | :06:58. | :07:00.
locum doctors, brought in when permanent staff aren't | :07:01. | :07:02.
But from Thursday, Government changes to the tax system | :07:03. | :07:05.
will see their take-home pay drop overnight. | :07:06. | :07:07.
Some locums are threatening to stay at home until | :07:08. | :07:09.
I think anything that takes pay away from locums at the moment, | :07:10. | :07:13.
We need to support all of them at the moment because otherwise | :07:14. | :07:22.
services are going to be unsafe for patients and we can't have that. | :07:23. | :07:25.
Staff at the QEQM Hospital in Margate had suggested possible | :07:26. | :07:27.
ways to cope with the locum shortage, including | :07:28. | :07:29.
cancelling operation and even partial closure of A | :07:30. | :07:31.
But the trust management says that won't be necessary. | :07:32. | :07:34.
And the MP says locums will come round. | :07:35. | :07:39.
There is no other provider out there that will be | :07:40. | :07:41.
buying their services, so I think we've got | :07:42. | :07:43.
It simply isn't going to happen and I'll be fighting | :07:44. | :07:47.
against anything that is going to upset services at QEQM. | :07:48. | :07:50.
So far, the trust is looking at rearranging rotas with its other | :07:51. | :07:53.
It is also considering upping its local and pay | :07:54. | :07:57.
But in a statement it said, we have not considered and are not | :07:58. | :08:06.
introducing any partial closures, temporary or otherwise, | :08:07. | :08:08.
to the A department of the Queen Elizabeth | :08:09. | :08:10.
the Queen Mother Hospital or the closure of Buckland | :08:11. | :08:12.
All will be watching carefully as the new system beds in. | :08:13. | :08:19.
Our reporter Sara Smith is at the QEQM hospital in Margate now. | :08:20. | :08:22.
Sara, is this a particular problem in east Kent? | :08:23. | :08:30.
It's certainly not on the east Kent. Trust around the country are bracing | :08:31. | :08:36.
themselves. There were reports that some locums are asking for a rise of | :08:37. | :08:42.
above 50% to combat the tax changes. One finance director told the health | :08:43. | :08:47.
service Journal it was like a Mexican stand-off. There are | :08:48. | :08:53.
problems with quickly. They say that it is because of east Kent's | :08:54. | :08:59.
relatively isolated position. Because of that, they rely heavily | :09:00. | :09:03.
on locums and thus without locums things would get very difficult. | :09:04. | :09:06.
In tonight's football, a vibrant win for Brighton takes | :09:07. | :09:08.
them two points clear at the top of the championship table - | :09:09. | :09:11.
thanks to a 3-1 win over Birmingham City at the Amex. | :09:12. | :09:14.
Meanwhile in league one, not such a good night for Charlton, | :09:15. | :09:17.
Now let's take a look at the weather for the next few days | :09:18. | :09:22.
That's right. A of dry weather. By contrast, this morning was rather | :09:23. | :09:35.
wet. It brightened up somewhat this afternoon but still a good deal of | :09:36. | :09:39.
cloud around. At times during the first part of this evening, some | :09:40. | :09:45.
rain. What is the early hours of tomorrow morning, increasingly clear | :09:46. | :09:49.
skies and the chilly picture. Temperatures in Google spots. 4-5 . | :09:50. | :09:55.
Higher pressures in control tomorrow. Bit of a cooler fuel to | :09:56. | :10:09.
the weather. By the afternoon, some more clout. Temperatures are around | :10:10. | :10:14.
12-13 . One true scattered showers from the first part of Wednesday | :10:15. | :10:20.
evening. These easy again. High pressure is around and temperatures | :10:21. | :10:21.
by the afternoon are around 40. bit from the south, so we could get | :10:22. | :10:28.
to 18 or higher on Sunday. Now the national focus. Good evening, | :10:29. | :10:35.
things are looking good in the next few days, some pressure drifting in | :10:36. | :10:40.
from the Atlantic, bringing some finance settled with it. Just some | :10:41. | :10:44.
questions about the amount of cloud we will see under that. The cloud we | :10:45. | :10:48.
saw the sea links gave rise to a lovely sunsets are many areas. This | :10:49. | :10:51.
is the view from one of our weather watchers in Cornwall. Look at the | :10:52. | :10:55.
tones in the sky in Warwickshire this evening. | :10:56. | :10:58.
Here is the satellite sequence | :10:59. | :10:59. |
