We're live in Chatham with the latest.

Mounds of rubbish and rubble dumped illegally in Kent -

police want to find the flytippers caught on camera.

It was a sunny day with temperatures on the rise as we look towards the

weekends. A toddler who was mauled

by a pit-bull type dog in Chatham has been named locally tonight

as Victoria Resetnjova. The little girl, who's thought to be

around 18-months-old, is in hospital in London

with very serious injuries. Tonight a neighbour told this

programme that the same dog who was shot by armed police

just after the attack had pinned down her toddler son

just 24 hours earlier. According to witnesses,

the dog was on a lead with a young teenage girl in this playpark

when it set upon the toddler. I couldn't get her face out

of my head, that little girl. And then I sat up a little bit

and she made this tiny little... It wasn't even a cry,

it was like a little sound and they were saying,

"Come on." She was shaking, her

lips were all blue. The dog repeatedly picked the young

girl up by her head. I just see the child

running out of the park, the dog with the child's head

in its mouth and, yes, my partner screamed and I ran down

to see if I could do anything. There was people there

already round to the side I saw a puncture wound to the eye

and the back of the head. The dog was shot twice

and killed by armed police. Three-year-old Charlie was jumped

on by the dog on Monday, Turned around and he was screaming

and he was like a literally on top of him, but the screaming,

I think it was annoying the dog. When the owner got him off him,

I picked him up and this was how I was holding him and the dog jumped

up at me but wasn't interested On Sunday in an unconnected case,

police shot dead two pit bull type dogs that attacked a man

and a woman in Bolton. A 39-year-old man was charged

with allowing the dogs to be The Dangerous Dogs Act been

strengthened in the last three years in an attempt to encourage

responsible dog ownership. Earlier in Chatham, police searched

a flat near the playpark as part of their investigation

into yesterday's incident and left The toddler who was attacked

is still being treated for very serious injuries but her condition

is no longer life-threatening. It is thought the attack was carried

out by a pit bull crossed with a Staffordshire Bull Terrier

which is not specifically banned. The official Dangerous Dogs Act

of 1991 bans four breeds The maximum prison sentence,

warn police about this dog minutes before the attack. About quarter of

an hour before police said they received a call from a member of the

public saying a dog was pulling its handler around the park. They said

there was no suggestion it was behaving aggressively but they

decided to send out a trot -- send out a patrol. While they were

organising it, they received a second call to see a girl had been

attacks. A teenager and a man were arrested under the Dangerous Dogs

Act and another woman was arrested today and it is understood they are

still in custody. The former Rochester and Strood MP,

Mark Reckless, is set to leave the UK Independence Party to become

an Independent member Mr Reckless sparked a by-election

in 2014, when he left He became the second Ukip

MP, but lost his seat in the 2015 General

have started arriving. At this pub/restaurant

the bill has gone up immediately by more

than ?700 a month. So the amount we're

paying this year is It will continue to go up every year

for the next three years. By 2021 they will be

paying almost ?50,000 a They don't want to increase prices

or cut staff so they are left feeling

angry and frustrated. If you don't encourage

small businesses and businessmen to invest in their local

community then that's going to affect the economy

as a whole. Business groups have long argued

that the system of business rates The recent budget introduced

some help with the latest changes, including a ?300

million discretionary fund for councils to help out

businesses affected. We're saying to local authorities

they must do their best to allocate the money

from the discretionary fund that the government announced in the budget,

to ensure businesses aren't facing this massive increase

all at one time. That is, of course,

just a sticking plaster. They need to overhaul

the business rate system Hoteliers in Eastbourne say the rate

rise will hurt their business as they can't pass

it onto the customers. Most people are actually

slashing their room rates We can't just put our

room rates up to try compensate for that because would

be business suicide. Most businesses want to see

a fair and more flexible system and they will continue to

lobby government for changes along It was a gorgeous spring day. Over

the next couple of days, we are going to stay largely dry. By the

weekend, the wind will be backed away southerly direction and

temperatures creeping into the low 20s. Tonight, we should be staying

dry. There would be some fog and temperatures in single figures
