Good evening. for the news where you are.

:00:08.:00:09.

A Serious Case Review into nearly 20 years of child sexual exploitation

:00:10.:00:13.

in Buckinghamshire has described some services in the past

:00:14.:00:16.

Problems around the issuing of licenses to taxi drivers who've

:00:17.:00:21.

committed sex offences was also identified as an ongoing challenge.

:00:22.:00:24.

Our Home Affairs Correspondent Peter Cooke reports.

:00:25.:00:27.

This report will make sobering reading for those tasked

:00:28.:00:30.

with protecting the most vulnerable in our society.

:00:31.:00:33.

Since 1998, there've been ten police investigations into child sexual

:00:34.:00:37.

exploitation in Buckinghamshire involving up to 100 children.

:00:38.:00:40.

Past problems included a lack of multi-agency co-ordination

:00:41.:00:43.

and children being blamed for putting themselves at risk.

:00:44.:00:47.

We felt that there was a point then where we could start looking

:00:48.:00:50.

honestly at some of the things that had happened over the previous

:00:51.:00:54.

decade or more, and then to draw lessons from that so that we didn't

:00:55.:00:58.

continue to repeat some of those mistakes that we had collectively

:00:59.:01:01.

The reviews suggest introducing a national database of licensed taxi

:01:02.:01:08.

drivers to identify those with a criminal past.

:01:09.:01:11.

It found taxi drivers picked young people up from schools

:01:12.:01:15.

and children's homes and some were directly involved

:01:16.:01:18.

But the woman who commissioned the report says things are improving.

:01:19.:01:24.

Issues around the engagement previously of the

:01:25.:01:28.

district councils and their role as licensing authorities of

:01:29.:01:32.

taxis and hotels and so forth, I'm delighted to say that we have

:01:33.:01:37.

excellent engagement from the district

:01:38.:01:40.

councils in the work of the board,

:01:41.:01:43.

they have a really strong focus on safeguarding.

:01:44.:01:46.

The county's most high profile case of recent years resulted in six men

:01:47.:01:49.

being jailed for between three and 19 years for abusing two girls

:01:50.:01:53.

When she was 12 or 13, one of the girls - known as A -

:01:54.:02:00.

was passed between 60 Asian men for sex and was conditioned to think

:02:01.:02:04.

It's terrible that girls feel that this is what

:02:05.:02:10.

they have to do to be part of, you know, the older people.

:02:11.:02:14.

No girls should ever have to feel that they

:02:15.:02:16.

need to use their body or what they've got

:02:17.:02:20.

So to try to tell young people that, you know,

:02:21.:02:25.

you don't need to sexualise yourself to go out

:02:26.:02:27.

it's going to be hard but I reckon that's the biggest thing that

:02:28.:02:33.

The author of the report also spoke to other survivors.

:02:34.:02:38.

As recently as 2014, an Ofsted report found

:02:39.:02:41.

"widespread and serious" failings by the county's

:02:42.:02:43.

However there has been a marked improvement since then,

:02:44.:02:47.

and there are now specialist units from different agencies working

:02:48.:02:50.

But this form of abuse in Buckinghamshire,

:02:51.:02:53.

like elsewhere in the UK, is happening daily.

:02:54.:02:55.

The public now more important than ever in helping

:02:56.:02:58.

Moving forward, it's about building connections with

:02:59.:03:01.

communities across Buckinghamshire to encourage more people to come

:03:02.:03:04.

Without that trust, many potential victims could fall

:03:05.:03:08.

under the radar and find themselves at risk of exploitation.

:03:09.:03:13.

Seven fire engines are at the scene of a fire in Watlington

:03:14.:03:17.

Firefighters were called to the hardware shop at around 7pm.

:03:18.:03:22.

Police and ambulance crews have also been there.

:03:23.:03:24.

It's not been revealed if anyone has been injured.

:03:25.:03:27.

A ?130,000 has been paid out in compensation to pupils injured

:03:28.:03:30.

in schools in Oxfordshire in the last three years -

:03:31.:03:33.

according to a BBC investigation. There were 14 pay-outs.

:03:34.:03:37.

Two for damage to property, and 12 for personal injury.

:03:38.:03:40.

Across England, seven million was paid out -

:03:41.:03:44.

including ?20,000 for a child hit by a cricket ball.

:03:45.:03:47.

One head teacher from Oxford says a claim made against her school -

:03:48.:03:50.

We held a picnic for the children, who'd gone up to the local park,

:03:51.:03:57.

the child fell off one of the bits of apparatus in the park itself,

:03:58.:04:00.

onto a safety surface, and the child hurt themselves,

:04:01.:04:04.

and six years later they filed a claim against the school for lack

:04:05.:04:07.

of looking after the child properly in that park in that event.

:04:08.:04:11.

There are some teachers who are scared of it

:04:12.:04:14.

because actually the minute you put yourself on the line and say I'm

:04:15.:04:18.

going to have a go at doing something, you put yourself

:04:19.:04:21.

Squatters in Oxford - who've been evicted

:04:22.:04:27.

from a third property - have moved into another

:04:28.:04:30.

disused building. They say they got into former

:04:31.:04:33.

offices near the Cowley Road through an open window.

:04:34.:04:36.

Since January they've occupied a disused car showroom,

:04:37.:04:39.

an old power station and an empty restaurant.

:04:40.:04:41.

More than ?4.5 million of lottery funding is to be used

:04:42.:04:53.

by conservationists to try to save 20 special threatened

:04:54.:04:55.

with extinction. In the Cotswolds, the focus

:04:56.:04:57.

will be on butterflies - as David Lumb reports.

:04:58.:05:01.

Welcome to the Cotswolds, a jewel in England's green crown.

:05:02.:05:03.

Hidden here is a gem critical for the survival of a butterfly.

:05:04.:05:06.

This is one of the very special plants we're trying

:05:07.:05:11.

to encourage on this site, which is cowslip, which is the host

:05:12.:05:14.

plant, the caterpillar food plant for a really special butterfly

:05:15.:05:16.

called The Duke Of Burgundy. And here it is.

:05:17.:05:19.

20 years ago, this butterfly was often seen in this area.

:05:20.:05:23.

But changes in farming and landscapes have

:05:24.:05:26.

caused it to struggle. The Duke of Burgundy

:05:27.:05:30.

isn't here at the moment but we want it to arrive.

:05:31.:05:33.

It's not too far away, so by enhancing the grassland here,

:05:34.:05:37.

by increasing the amount of cowslips and food plant here, eventually

:05:38.:05:40.

we hope that the butterfly will naturally recolonise

:05:41.:05:43.

It's one of three species that Butterfly Conservation is looking

:05:44.:05:49.

to try and help in this area. The project also aims to encourage

:05:50.:05:53.

more volunteers like this to oversee and maintain sites.

:05:54.:05:56.

Once you start to notice butterflies you realise

:05:57.:06:00.

how beautiful they are, and you know, big and small,

:06:01.:06:02.

lots of ones you'd never notice in the countryside,

:06:03.:06:05.

so once you start getting out and getting involved it just gets

:06:06.:06:09.

more and more interesting and really gives your spirits a lift.

:06:10.:06:11.

There are very few places like this compared to what it used to be

:06:12.:06:15.

in the early 20th century. So, many places that were like this

:06:16.:06:19.

have gone and the ones that are left need protecting.

:06:20.:06:22.

They said if you come back in May you might find the Duke

:06:23.:06:26.

of Burgundy which we thought sounded quite exciting!

:06:27.:06:31.

The project's essential for creating a thriving countryside.

:06:32.:06:34.

They hope to see the results within four years.

:06:35.:06:41.

That's it from us. Alexis is next with

:06:42.:06:44.

the weekend weather forecast. Goodnight.

:06:45.:06:47.

It took a while for some of us to see the sunshine today but some

:06:48.:06:53.

late evening sunshine was on offer and temperatures overnight will fall

:06:54.:06:55.

away under the clear skies so we may have some mist and fog patches.

:06:56.:06:59.

These are temperatures in urban areas and in the countryside,

:07:00.:07:01.

we could see lows of 2 and 3 Celsius.

:07:02.:07:07.

That mist and fog will clear very swiftly tomorrow morning

:07:08.:07:10.

and we will have more in the way of sunshine than today.

:07:11.:07:12.

Through the course of the afternoon, in the sunny spells,

:07:13.:07:15.

we may see highs of 18, 19, even up to 20 Celsius.

:07:16.:07:18.

The warmest of the temperatures the further east you are.

:07:19.:07:21.

As we look ahead to the rest of the weekend, a lovely

:07:22.:07:24.

day in store tomorrow, warmer still on Sunday

:07:25.:07:25.

Then it turns cooler, just in time for the start of next week.

:07:26.:07:32.

drag in more cloud and temperatures will be down by 8-9 .

:07:33.:07:40.

Hello, my advice would be to make the most of the weather this

:07:41.:07:45.

weekend, if you can. Because there will be a good day love sunshine on

:07:46.:07:49.

offer and it will continue to warm up as well. This picture was taken

:07:50.:07:54.

in Cumbria, at Workington, later in the afternoon. We got the sunshine

:07:55.:07:57.

eventually in northern England but it's

:07:58.:07:58.
