We've all seen it, some of us have witnessed it, | :01:16. | :01:22. | |

With some councils now starting to charge us to dump our rubbish | :01:26. | :01:28. | |
and limit what we can throw away, many fear the problem | :01:29. | :01:31. | |
In a moment we'll hear the frustration this is causing | :01:32. | :01:34. | |
But first, Matt Treacy has been looking at just how widespread | :01:35. | :01:38. | |
More and more rubbish is never making it to the tip - | :01:39. | :01:45. | |
increasingly it's ending up dumped in quiet country lanes, | :01:46. | :01:48. | |
Last year there were nearly 38,000 incidents | :01:49. | :01:53. | |
of fly-tipping across the South - that's up 10% on the year before. | :01:54. | :01:57. | |
That's equivalent to more than 100 a day - | :01:58. | :02:00. | |
from sofas dumped over hedges to entire roads | :02:01. | :02:02. | |
Staff at this charity shop in Boscombe have | :02:03. | :02:07. | |
People pretending to leave genuine donations are actually dumping | :02:08. | :02:11. | |
broken and worn-out items that can never be sold. | :02:12. | :02:21. | |
What had been left is fly-tipping, it is not a genuine donation by any | :02:22. | :02:29. | |
stretch of the imagination. I don't understand is who does this, and | :02:30. | :02:34. | |
what they think they are doing. It is increasing each, you couldn't | :02:35. | :02:41. | |
even see year by year, it is month by month and week by week. It is | :02:42. | :02:44. | |
increasing, it is becoming a huge problem. | :02:45. | :02:45. | |
Staff there say they're having to spend tens of thousands | :02:46. | :02:49. | |
to clear all that's dumped at their shops every year. | :02:50. | :02:52. | |
But much of the time it's local councils who have | :02:53. | :02:54. | |
to do the clear-up - costing them close | :02:55. | :02:56. | |
In Hampshire alone, the cost is close to ?700,000 a year, | :02:57. | :03:00. | |
which has prompted their proposal to bring in a new fly-tipping | :03:01. | :03:03. | |
manager, whose job will be to work across the county trying to find | :03:04. | :03:06. | |
A lot of these criminal people who advertise they will take your waste | :03:07. | :03:19. | |
away, they will have to have a licence. If they happened, and you | :03:20. | :03:23. | |
don't check it and we find fly-tipping and can be traced back | :03:24. | :03:27. | |
to you, you can be prosecuted for that. We want to catch these people, | :03:28. | :03:31. | |
sees their vehicles and crush them, that is what we have to do, a strong | :03:32. | :03:38. | |
stance about white tipping. -- fly-tipping. | :03:39. | :03:39. | |
hours and new charges at tips are partly to blame | :03:40. | :03:48. | |
For their part - Hampshire deny that, saying they've expanded | :03:49. | :03:51. | |
the options for people being able to dump commercial waste. | :03:52. | :03:54. | |
But people living in West Berkshire have been banned from using the tip | :03:55. | :03:57. | |
in near-by Reading since their local council stopped | :03:58. | :03:59. | |
As Nikki Mitchell reports, that's made it much harder for some | :04:00. | :04:02. | |
Fiona Williams is desperate to clear out her garage. | :04:03. | :04:07. | |
She lives in Mortimer and used to take the rubbish | :04:08. | :04:10. | |
black wheelie bin to the complex in Reading. | :04:11. | :04:13. | |
But since West Berkshire Council cut its funding to Reading, | :04:14. | :04:16. | |
she and thousands like her now face a much longer drive. | :04:17. | :04:21. | |
I have to travel to Newtown Road, which is about at | :04:22. | :04:25. | |
I find it really frustrating the council didn't | :04:26. | :04:30. | |
sort something out before they withdrew the funds | :04:31. | :04:34. | |
West Berkshire Council's plan was to expand this | :04:35. | :04:40. | |
recycling centre in Padworth, extending its opening hours and | :04:41. | :04:44. | |
allowing people to take general waste there. | :04:45. | :04:46. | |
But that requires planning permission, | :04:47. | :04:48. | |
It's been delayed because we've had a threat | :04:49. | :04:54. | |
In order to be able to resist the judicial review, | :04:55. | :05:00. | |
we need to do deeper analysis of the effects of extending | :05:01. | :05:03. | |
Padworth Way centre's capacity to take general waste. | :05:04. | :05:08. | |
This is extremely frustrating for our residents in the east of the | :05:09. | :05:12. | |
district, and I'm frustrated as well. | :05:13. | :05:14. | |
The Council's environmental assessments will be costly and | :05:15. | :05:17. | |
likely to take another six months to complete. | :05:18. | :05:21. | |
In the meantime, the environment elsewhere is suffering, | :05:22. | :05:24. | |
with longer car journeys to the tip and with | :05:25. | :05:26. | |
an increase in fly-tipping by | :05:27. | :05:28. | |
those who can't be bothered with the drive. | :05:29. | :05:31. | |

Would it be achieved if we hadn't set out a strong statement, or | :07:04. | :07:13. | |
mentioned social care in headlines? In Surrey, he faced down a vote of | :07:14. | :07:18. | |
no-confidence in his own leadership. Liberal Democrat opponents pointed | :07:19. | :07:21. | |
to miss sent text messages which sparked rumours of a sweetheart | :07:22. | :07:26. | |
deal, and to a secret recording leagues to this programme. A series | :07:27. | :07:28. | |
conversations place. It has been very damaging to their | :07:29. | :07:49. | |
reputation, there's been numerous damaging headlines about Surrey | :07:50. | :07:54. | |
County Council and the media. I think talk of secret deals and | :07:55. | :07:58. | |
gentleman's agreements, that doesn't put Surrey in a good light. In the | :07:59. | :08:06. | |
end, his fellow councillors backed David Hodge 47-8, his future, it | :08:07. | :08:11. | |
seems, secured, although he didn't want to speak to us this evening. | :08:12. | :08:16. | |
This was the last full meeting of Surrey Council before elections on | :08:17. | :08:21. | |
May the 4th, and several cancers observed, that is when we have the | :08:22. | :08:26. | |
final verdict on this episode -- several councillors. | :08:27. | :08:28. | |

It doesn't matter how many friends and family you've got, unless they | :09:11. | :09:13. | |
are living 24/7 with somebody that's got dementia, they really don't | :09:14. | :09:20. | |
understand, whereas everyone here, they know exactly what it is like. | :09:21. | :09:28. | |
As well as the arts and craft to aid motor skills, | :09:29. | :09:31. | |
But the Nature Discovery Centre needs to reopen to the wider | :09:32. | :09:35. | |
public next month for the busy summer period. | :09:36. | :09:39. | |
