Southampton's port is the busiest cruise terminal and second largest

container port in the UK, contributing almost a billion

:00:42.:00:44.

But it also contributes to the city's air pollution.

The council estimates anything from 7% to 23%

:00:52.:00:55.

But BBC South's Inside Out programme discovered there's no specific air

:00:56.:01:01.

quality monitoring taking place within the port.

:01:02.:01:04.

Last month the city was warned for repeatedly breaching legal air

:01:05.:01:08.

pollution limits Southampton is now one of five government

:01:09.:01:11.

Clean Air Zones with nearly ?900,000 being invested .

And as Jon Cuthill explains, the port says plans are now in place

to start monitoring pollution in the future.

Ten-year-old Archie has a severe form of asthma.

Poor air quality can leave him struggling to breathe.

It's a real worry for his mum, Kirsty.

One day when there is an air quality alert or on a day like this

when it is very still, so the pollution's pushed down,

:01:39.:01:42.

he will generally be more wheezy on those days.

Car fumes, things like that, if it is a really strong,

:01:46.:01:48.

noxious smell, that will start his asthma off.

:01:49.:01:51.

As well as busy roads, the city has a busy port.

:01:52.:01:55.

Clean air campaigners like Colin McQueen are

:01:56.:01:58.

worried ships are adding to Southampton's pollution problem.

That container ship at the moment, they are using huge diesel

:02:04.:02:07.

generators to power themselves while they are in port.

:02:08.:02:09.

We do not know what they are throwing out.

:02:10.:02:13.

Some ships like the Queen Mary II have the ability to cut

:02:14.:02:17.

their generators whilst in port and plug into a land-based

:02:18.:02:20.

electricity supply, drastically reducing emissions.

The only problem is, Southampton does not have a socket.

:02:24.:02:27.

No port in the UK provides shore power for large ships.

:02:28.:02:32.

There is no one standard for shore power, that is now in place

:02:33.:02:36.

and I would like it in place as soon as possible but I should advise

:02:37.:02:40.

those that shore power is not the only answer.

:02:41.:02:42.

That is why we are working with solar power now, hybrid ships

:02:43.:02:45.

now, because all of them have a part to play for the future.

ABP says it plans to start monitoring air quality

:02:49.:02:50.

Meanwhile the City Council is planning to introduce

:02:51.:02:56.

a Clean Air Zone to Southampton by 2020, so perhaps residents

:02:57.:02:59.

like Kirsty can start breathing a sigh of relief.

When I see the impact on children like Archie,

I think everybody wants to make air quality better.

Could the creation of a Clean Air Zone

:03:16.:03:17.

It would mean some vehicles would be restricted amongst other measures.

We asked Dr Matt Loxham from the University of Southampton.

The evidence is, when these clean air zones are implemented in other

:03:27.:03:32.

places, they have a few percentage points of improvement on air quality

:03:33.:03:35.

and that's mainly because they don't restrict private cars.

:03:36.:03:39.

So I think it's a very good first step and I think

:03:40.:03:42.

the Council should be commended for what they are doing,

:03:43.:03:44.

but I think more needs to be done by a whole range of organisations.

A 51-year-old man has died after getting into difficulty

Analysis of government data published last year showed accidents

involving mobility scooters were on the rise - in 2015,

they were involved in an average of four crashes a week,

:05:10.:05:11.

It's those sorts of figures which have prompted calls

:05:12.:05:19.

for more safety training for mobility scooter users.

What we would suggest to people is that actually,

:05:24.:05:25.

is there a better way to cross that road?

:05:26.:05:27.

Are there traffic lights you can use?

:05:28.:05:33.

If you're just pressing your thumb and going across a roundabout

:05:34.:05:36.

into oncoming traffic, that is just a recipe for disaster.

So, what is the law when it comes to mobility scooters?

:05:39.:05:41.

They are allowed to drive at up to four miles per hour on pavements.

:05:42.:05:45.

On the road, they are allowed to go at eight miles per hour.

:05:46.:05:48.

If they are on the roads, scooters must be registered

:05:49.:05:51.

with the DVLA and have lights, indicators and a horn.

:05:52.:05:54.

And they can be used on dual carriageways if they are fitted

:05:55.:05:57.

Clearly there were no lights here and what is more remarkable

:05:58.:06:03.

is that there is an underpass with a ramp at this very roundabout.

:06:04.:06:10.

When the Americans entered the First World War in 1917,

:06:11.:06:15.

they had a tiny, unsophisticated air force.

:06:16.:06:18.

But they established five air bases in West Sussex, including one

:06:19.:06:20.

It was a pivotal moment in the establishment of what's known

:06:21.:06:27.

as the "special relationship" between the US and the UK.

But little is known about life on the bases, until now

:06:30.:06:32.

The outbreak of the First World War in 1914 sparked off rapid

:06:33.:06:38.

improvements in aircraft design across Europe.

Basic observation planes were soon being replaced with faster,

:06:43.:06:45.

It seems almost unbelievable, but when the United States entered

:06:46.:06:55.

the First World War in April 1917, they were miles behind the British,

:06:56.:06:58.

Germans and French in terms of aviation technology.

:06:59.:07:01.

They ended up having to buy European planes, like this SE5A.

:07:02.:07:05.

The Wright Brothers fly in 1904 and by 1914 you have

:07:06.:07:08.

The United States is way behind the curve and it is only with

:07:09.:07:16.

the advent of the First World War that they begin to develop this area

:07:17.:07:20.

To try to catch up, the Americans set up five

:07:21.:07:23.

airfields in West Sussex, including one here at Tangmere,

:07:24.:07:26.

where pilots and ground crew could be trained.

:07:27.:07:31.

A great deal is known about Tangmere's role

:07:32.:07:34.

in the Second World War, but details of what the Americans

:07:35.:07:36.

did here in World War I are still very sketchy, which is why

:07:37.:07:39.

the research project has been launched.

:07:40.:07:41.

What we're hoping to do is track down the biographies of Americans

:07:42.:07:45.

who served in the area, to find out their reactions,

:07:46.:07:48.

their responses to suddenly arriving in Sussex in that time.

:07:49.:07:55.

So far, no-one has even been able to find photographs

:07:56.:07:58.

of the Americans at Tangmere, but it is hoped the research project

:07:59.:08:00.

will uncover a treasure trove of archive material.

I have no doubt that somewhere in a loft or in a drawer,

:08:04.:08:06.

people perhaps have had it handed down to them and never

:08:07.:08:09.

I'm sure there is lots and lots of stuff out there.

The big idea is to hold an exhibition in September,

:08:16.:08:18.

so the researchers can share what they have discovered.
