There are fresh concerns tonight over the impact of council cuts | :00:58. | :01:00.
on vulnerable people across the south west. | :01:01. | :01:01.
Thirteen organisations in Cornwall have been sent letters ending | :01:02. | :01:04.
their contracts to provide support services. | :01:05. | :01:05.
They've been told their funding will be stopped at the end of thd month ` | :01:06. | :01:08.
and some say they may have to close or lay off staff . | :01:09. | :01:12.
Life changed for Brian and his wife Shirley in 1999 when an acchdent | :01:13. | :01:28.
left him with a serious brahn injury. Since then, they have been | :01:29. | :01:34.
supported by a charity. Headway you don't realise what they do but | :01:35. | :01:42.
behind the scenes with my whfe and that. Without them, I would not have | :01:43. | :01:48.
got as far as I have. Headw`y has worked in the county for 30 years | :01:49. | :01:53.
but last week its contract with the council will stop at the end of July | :01:54. | :01:57.
and it is warning it might be forced to close. We received a letter from | :01:58. | :02:02.
the council saying they will terminate the contract in 30 days. | :02:03. | :02:07.
It has come out of the blue, 95 per cent of our funding and it will be | :02:08. | :02:11.
difficult for us to keep gohng if we do not get the money. We appreciate | :02:12. | :02:17.
the council is trying to con eyes and save money but this would be a | :02:18. | :02:23.
false economy because it wotld leave vulnerable people isolated without | :02:24. | :02:30.
any access to support or care. Headway is one of 13 organisations | :02:31. | :02:34.
telling clients council funding is stopping. The Red Cross homd from | :02:35. | :02:40.
hospital service and other groups relating to housing, visual | :02:41. | :02:45.
impairment and hearing. Thex insist it isn't about cats but grotps not | :02:46. | :02:51.
meeting targets. There were discussions in February, March and | :02:52. | :02:55.
April and most came to the leetings and those that didn't were sent | :02:56. | :02:59.
information. There were madd aware there were issues in their | :03:00. | :03:03.
performance but the council had to review. Brian is left wondering who | :03:04. | :03:08.
will fill the gaps? All of the help they have given me I would like to | :03:09. | :03:15.
see that kept going for all of the people of Cornwall. And, as I say, | :03:16. | :03:26.
if that is going, who is gohng to pick up the pieces? | :03:27. | :03:30.
The council says it underst`nds this will cause concerns to the | :03:31. | :03:33.
organisations and people th`t use the services and says they'll be | :03:34. | :03:38.
meetings in the coming weeks. Meanwhile care workers, | :03:39. | :03:42.
and some of their clients, have been protesting today over changds to the | :03:43. | :03:45.
care at home system in Cornwall The council says it aim is to | :03:46. | :03:48.
improve quality and value for money. But the protestors say it's | :03:49. | :03:51.
yet another cut in services. 60 protesters gathered in the centre | :03:52. | :04:04.
of Truro for a march to the County Hall. These people work for care | :04:05. | :04:10.
agencies which have lost thdir contracts with Cornwall Council to | :04:11. | :04:14.
provide care at home for elderly people. The number of agenches has | :04:15. | :04:18.
been reduced from over 100 to less than 30. The protesting card workers | :04:19. | :04:22.
believe it is about saving loney and the changes are upsetting clients. A | :04:23. | :04:28.
lot of them are elderly with dementia or find it difficult to | :04:29. | :04:34.
communicate. They get confused easily. Everybody is worrying. It is | :04:35. | :04:39.
upsetting. It has to be abott cuts because it is money based... I am | :04:40. | :04:47.
not sure how they think thex can get better care by piling more pressure | :04:48. | :04:53.
on a smaller amount of agencies that can barely cope now. I understand | :04:54. | :04:59.
they have cut from 105 agencies to 29 to cover the whole countx. I | :05:00. | :05:05.
don't get it. At County Hall, several elderly people joindd the | :05:06. | :05:09.
protesters. They made their feelings clear to the counsellor and the | :05:10. | :05:15.
officer responsible for adult care. When a contract ends and we are | :05:16. | :05:21.
getting a new contract, that is a standard process that happens in | :05:22. | :05:23.
every council and it is abott getting the best value for loney and | :05:24. | :05:29.
the best quality so I cannot apologise because that is us doing | :05:30. | :05:35.
our job properly. That didn't satisfy these carers. | :05:36. | :05:43.
There's anger in Torbay tonhght over the announcement of more cuts | :05:44. | :05:45.
The council has already savdd more than ?30 million | :05:46. | :05:48.
Next year it needs to cut more than ?14 million. | :05:49. | :05:52.
Behind its pretty facade, Torbay have problems. It has the wdakest | :05:53. | :06:05.
economy in the south`west and a small unitary authority which is | :06:06. | :06:10.
being forced to make cuts. The Maher has proposed whether next 3.8 Millie | :06:11. | :06:15.
pound should be saved and hhts a range of services. Among thdm, too | :06:16. | :06:19.
out of three connections offices, this is the part of the council | :06:20. | :06:23.
which has direct contact with the public. Often it is used by people | :06:24. | :06:29.
who need help with housing benefits and crisis loans. David was using it | :06:30. | :06:34.
today and is worried about what will happen if it closes. I am in a | :06:35. | :06:38.
position where I need to get the crisis alone, I can't get one from | :06:39. | :06:42.
the job centre so they sent me to connections to maybe get enough to | :06:43. | :06:48.
get the electric and gas for a few days to get back on my feet. If I | :06:49. | :06:55.
don't have this I will have to go to Paignton, a six mile walk. The plan | :06:56. | :07:00.
is to centralise services, the offices will be closed leavhng | :07:01. | :07:05.
Paignton as the main one opdn. People are skint so they can't | :07:06. | :07:11.
afford to go over there, here it is on the doorstep. It is therd when | :07:12. | :07:17.
you need advice. The propos`ls include cuts to a range of services | :07:18. | :07:23.
including CCTV, street lighting and subsidies for rural bus services. | :07:24. | :07:26.
The mayor wasn't available for interview but in a statement | :07:27. | :07:32.
released he said this has come about because of the unexpected | :07:33. | :07:36.
announcement by the coalition of a cut in funding. If he had any | :07:37. | :07:39.
choice, he said he would not make any cuts. They have to find a | :07:40. | :07:43.
balance between the statutory services they provide by law and the | :07:44. | :07:47.
services most valued by the residents. It will continue to be a | :07:48. | :07:53.
challenging and painful process This council administration paid | :07:54. | :07:59.
money towards a subsidy to the Riviera Centre, hosting the mist and | :08:00. | :08:02.
Miss England competition and importing a palm tree from the | :08:03. | :08:08.
Canaries. ?100,000 could cole out the Riviera Centre. It will not miss | :08:09. | :08:16.
?100,000 out of half million. He seems to have more executivd leaves | :08:17. | :08:21.
them palm trees. An eight`wdek consultation is taking placd and the | :08:22. | :08:24.
council insists no decisions have yet been taken. | :08:25. | :08:32.
And here at Spotlight we'd like to know what you think | :08:33. | :08:35.

MPs today discussed new laws to tackle slavery following a campaign | :10:15. | :10:25.
by the former Conservative LP for Totnes Anthony Steen. | :10:26. | :10:29.
The Home Secretary lead the debate on the Modern Slavery Bill | :10:30. | :10:32.
which would increase the penalties for those convicted ` including | :10:33. | :10:35.
life sentences ` and introdtce an Anti`Slavery Commissioner. | :10:36. | :10:39.
Victims forced to commit crhme while they're kept as slaves would | :10:40. | :10:42.
be protected from prosecution and courts would be encouraged to give | :10:43. | :10:45.
Well, our Political Editor Lartyn Oates joins us now from Westminster. | :10:46. | :10:59.
There was fulsome praise for Anthony Steen today, the veteran Labour MP | :11:00. | :11:05.
Frank Field said if there h`d been no Anthony Steen, there would be no | :11:06. | :11:09.
bill. Anthony Steen is with me. If you look at these things like false | :11:10. | :11:16.
imprisonment and forcing people into prostitution, clearly they `re | :11:17. | :11:23.
criminal offences or ready. This is about slavery. It is not about the | :11:24. | :11:27.
odd person who is locked aw`y, this is about slaves in society. And they | :11:28. | :11:33.
are all over the place, probably within a mile of where we lhve. They | :11:34. | :11:37.
have been found in Plymouth, Exeter, Torbay, it is not just forehgn | :11:38. | :11:46.
women. It is about sex slavds who are unable to get out, it is about | :11:47. | :11:51.
men brought in from all over the world and forced to work chhldren on | :11:52. | :11:58.
the streets who are involved in ATM crime. It is domestic soap xou have | :11:59. | :12:05.
people who are forced to do things and are prevented from escaping | :12:06. | :12:09.
That is slavery and that is what we have in Britain. You have c`mpaigned | :12:10. | :12:14.
on this for a long time, is this Bill something you would have | :12:15. | :12:19.
drafted? Not quite. It is a brave first step and one must givd | :12:20. | :12:23.
credibility to the Prime Minister for backing this and the Hole | :12:24. | :12:27.
Secretary for forcing it forward. She gave an impassioned spedch today | :12:28. | :12:31.
and I was impressed with all that was said. Except where it m`ke any | :12:32. | :12:36.
difference? What changes wotld you make? We have two help victhms, | :12:37. | :12:42.
victims are the key evidencd, without them, you cannot prosecute | :12:43. | :12:46.
more people or convicted. Unless you get victims feeling safe and | :12:47. | :12:49.
comfortable, they will not give the evidence. Only 70 people have been | :12:50. | :12:58.
convicted in three years. OK, we must leave it there. The ch`llenge | :12:59. | :13:02.
now is to get the bill on the statute books before the general | :13:03. | :13:06.
election which is less than a year away. | :13:07. | :13:10.
The Plymouth man who led an expedition to the Arctic Circle | :13:11. | :13:13.
in which a teenager was killed by a polar bear has been giving dvidence | :13:14. | :13:16.
Michael Reid said he'd tried to shoot the bear as it attackdd Eton | :13:17. | :13:21.
schoolboy Horatio Chapple from Wiltshire, | :13:22. | :13:22.
He said he wrestled with thd bear and tried to gouge its eyes out | :13:23. | :13:26.
One person has died in an accident on the A30 in Cornwall. | :13:27. | :13:30.
Police say the road is closdd in both directions between Bodmin | :13:31. | :13:35.
Three vehicles were involved in the crash just before four o clock. | :13:36. | :13:46.
Solar energy has become big business in the south west. | :13:47. | :13:48.
There are now more than 53 thousand solar schemes across the region Most | :13:49. | :13:51.
Last year alone there were lore than 11,000 new schemes, 34 of them | :13:52. | :13:56.
Today objectors staged an unusual protest against the latest plan | :13:57. | :13:59.
for a solar farm as Spotlight's Hamish Marshall reports. | :14:00. | :14:12.
Picture postcard rural Devon, to some it is too often looking like | :14:13. | :14:20.
this... The good weather and south facing landscape makes the region | :14:21. | :14:26.
perfect for solar farms. Sunglasses on! People near Totnes drawhng a | :14:27. | :14:31.
line in the sand as proposals for what would be the fifth sol`r farm | :14:32. | :14:37.
in three miles went on display. Instead of crop growing, thd view | :14:38. | :14:43.
from the kitchen will show dnergy generation, 25 acres will bd taken | :14:44. | :14:49.
over by black solar panels. What people are really seriously | :14:50. | :14:52.
concerned about is we can sde a solar farm in the distance, there | :14:53. | :14:57.
are two more between here and that's so we're talking about plastering | :14:58. | :15:01.
the South hams in panels. I do not know what that will do to the | :15:02. | :15:06.
economy. Tourism is the lifdblood. Farms provide two thirds of the | :15:07. | :15:10.
regions solar energy. The Southwest has become something of a hotbed for | :15:11. | :15:22.
solar farms like this. Therd were 34 large scale projects last ydar. The | :15:23. | :15:25.
reasons, it is cheaper to bd developed and there are large | :15:26. | :15:27.
subsidies. A German company says it has scaled back the size and | :15:28. | :15:32.
describes a medium`sized scheme could power 1500 homes. Do they ruin | :15:33. | :15:39.
the landscape? Well, this is up to every individual to judge. We think | :15:40. | :15:46.
the proposal is well hidden and it can be seen from a feud dwellings | :15:47. | :15:54.
but the impact is quite low `` a feud dwellings. In Cornwall, more | :15:55. | :15:58.
protesters will be out as the company behind the 58 acre farm | :15:59. | :16:03.
appeals after Cornwall Council rejected it. Solar farm is lay have | :16:04. | :16:07.
growing quickly but opposithon is now energising to. Your comlents are | :16:08. | :16:23.
all ready coming in. Good f`rmland should be grazed at the samd time. | :16:24. | :16:29.
Matthew says in principle solar farm is our great but the detrimdntal | :16:30. | :16:33.
visual impact is far greater than the benefits of the green energy | :16:34. | :16:37.
they produce. Let's not ruin a beautiful countryside when low | :16:38. | :16:41.
impact alternatives are avahlable like tidal power. Julian from | :16:42. | :16:45.
Penzance says farmers need to look to the future to maintain an | :16:46. | :16:49.
affordable way of life and we need to look to the future for | :16:50. | :16:53.
sustainable energy. It is a great balance to use a percentage of | :16:54. | :16:56.
fields for solar energy, I would rather see solar panels with various | :16:57. | :17:03.
wildlife habitats and the nded than a nuclear power station. Th`nk you | :17:04. | :17:04.
for getting in touch. Drivers usually complain | :17:05. | :17:07.
that traffic wardens hand ott But in one part | :17:08. | :17:09.
of Devon local people say they Some businesses | :17:10. | :17:12.
in Torridge say illegal parking is being largely ignored because | :17:13. | :17:15.
a shortage of parking wardens. Nobody likes getting | :17:16. | :17:17.
a parking ticket but instead of complaining about too many being | :17:18. | :17:25.
handed out, some traders in Torridge Cars, vans and trucks pull tp and | :17:26. | :17:29.
park there, and obliterate the shops from view so anybody coming to the | :17:30. | :17:37.
square would never see the shop Double yellow lines and Devon | :17:38. | :17:43.
Counmcil don't bother to police it. Local people claim just one traffic | :17:44. | :17:46.
warden has been patrolling on street parking across the whole district | :17:47. | :17:54.
for much of the last three lonths. This driver was parked illegally | :17:55. | :17:58.
in Bideford. Why should people get penalhsed | :17:59. | :18:01.
for a little five`minute stop I do not think they | :18:02. | :18:05.
should be penalised. Devon's district and borough | :18:06. | :18:13.
councils used to be responshble for In April, Devon County Council took | :18:14. | :18:16.
over responsibility The claim from Torridge is they | :18:17. | :18:22.
are not doing the job properly. People are parking on doubld | :18:23. | :18:28.
yellow lines without a tickdt. It is affecting the businesses | :18:29. | :18:33.
throughout the district and people are aware that people are not | :18:34. | :18:39.
enforcing it and taking adv`ntage. It is stopping people | :18:40. | :18:44.
from legitimately spending loney Figures obtained by the BBC show | :18:45. | :18:46.
a 50% fall in a number of thckets for illegal street parking | :18:47. | :18:55.
across the whole of Torridgd. Last year, 563 were issued, | :18:56. | :18:58.
in April May this year it w`s 2 8. Great Torrington is a probldm area, | :18:59. | :19:05.
93 fines handed out last ye`r In Holsworthy, | :19:06. | :19:09.
it was 34 compared to five. Not everyone thinks | :19:10. | :19:18.
the job isn't being done properly. Our petty cash tin proves they are | :19:19. | :19:22.
doing their job, there have been times when I have been parkhng | :19:23. | :19:26.
illegally and they have spotted me. Devon County Council refutes | :19:27. | :19:32.
the claims. They say staff from other areas have | :19:33. | :19:34.
been brought in to cover And you've been having your say | :19:35. | :19:37.
on this subject too. There's an interesting debate | :19:38. | :19:48.
on the BBC Spotlight Facebook page. Wesley says Bideford should have | :19:49. | :19:53.
a few areas where you can p`rk He says you can't blame people | :19:54. | :19:57.
for parking illegally espechally when you look at the cost | :19:58. | :20:01.
of parking in the town. Danny says councils should reduce | :20:02. | :20:04.
parking charges to save He says it drives me mad to pay | :20:05. | :20:06.
for parking in this day of `ge. Why do you think people | :20:07. | :20:12.
go to supermarkets? And Nicola on Facebook says I wish I | :20:13. | :20:15.
had known there was little chance Shopkeepers can't be losing revenue | :20:16. | :20:18.
with people parking illegally. They always complain they don't have | :20:19. | :20:22.
any trade because of the extortionate cost | :20:23. | :20:24.
of parking in the town. She says you can't | :20:25. | :20:27.
have it both ways. I for one would use | :20:28. | :20:29.
the town centre more Have a look at the website `nd see | :20:30. | :20:46.
what other people are saying. Danny Coles has been stripped of his | :20:47. | :20:50.

club. It follows comments hd made on Twitter. The club will not tolerate | :20:56. | :21:02.
abuse and apologises to anyone offended by the comments. Hd has | :21:03. | :21:07.
been fined two weeks wages `nd has written an apology letter to the | :21:08. | :21:10.
person involved. It is a lovely evening. | :21:11. | :21:15.
Well it's a lovely evening for some cricket | :21:16. | :21:17.
Devon, who are top of the Minor Cotnties | :21:18. | :21:21.
Western Division, are chasing 2 0 to beat reigning champions Cheshire. | :21:22. | :21:23.
Spotlight's Dave Gibbins is there for us at The Fortfield ` | :21:24. | :21:26.
Thank you, Natalie. A glorious setting, one of my favouritd | :21:27. | :21:37.
positions for an outside broadcast by the BBC. Devon got away with it, | :21:38. | :21:45.
they salvaged a draw against their main title rivals, Cheshire. They | :21:46. | :21:49.
had two wickets intact and got away with a draw so well done. It is tied | :21:50. | :21:56.
between Devon, Wiltshire and Cheshire. They meet again hdre on | :21:57. | :22:02.
Sunday in a knockout semifinal against Cheshire again. Joining me | :22:03. | :22:07.
is the Chief Executive and the captain. He scored an unbeaten | :22:08. | :22:16.
century in the first innings. Neil, that was nail`biting. Our hdarts are | :22:17. | :22:19.
still fluttering. We thought we had done pretty well and then there was | :22:20. | :22:24.
a run out before the end and our hearts were in our mouths. They | :22:25. | :22:31.
battled on and we held out well It was rain interrupted, touch and go. | :22:32. | :22:36.
There were heavy showers today but you got away with it and pl`yed some | :22:37. | :22:43.
good cricket. Was it looking doubtful? No, we thought thdre would | :22:44. | :22:48.
be a full game of cricket and we were delighted that everybody bowled | :22:49. | :22:55.
so well. It set up a situathon where we only needed 280. We had ` not | :22:56. | :23:00.
very good start would slowed us up but Josh batted brilliantly and | :23:01. | :23:04.
brought us back into the match. Well done, Josh. You saved Devon?s bacon. | :23:05. | :23:12.
How annoyed were you when you are seven short? A little frustrating | :23:13. | :23:19.
but it was so close, it was about getting over the line which we did | :23:20. | :23:25.
nicely. It kept it interesthng. We must mention the 16`year`old | :23:26. | :23:30.
schoolboy Ben Green who finhshed 24 not out. Ben batted brilliantly He | :23:31. | :23:38.
showed guts. He is very mattre. He bowled fantastically. There were | :23:39. | :23:47.
crucial wickets, this morning which set up the game for us. It gave us a | :23:48. | :23:55.
chance. It is a shame we lost too many wickets early on in thd | :23:56. | :24:02.
innings. We hung on. It was good. Well done. Let's hope they can | :24:03. | :24:07.
finish Cheshire offer in thd one`day version on Sunday. It starts at | :24:08. | :24:14.
11am. Thank you, day. Some nice evening sunshine. But there has been | :24:15. | :24:16.
heavy showers. We saw evening sunshine. But there has been | :24:17. | :24:21.
heavy showers. We saw some reports of lightning today through Torbay as | :24:22. | :24:27.
well. Most of the showers are clearing through this evening and | :24:28. | :24:32.
tomorrow looking to be a much drier day, fine and dry with sunshine | :24:33. | :24:35.
feeling quite warm and quitd breezy through tomorrow. Looking at the | :24:36. | :24:39.
satellite picture, you can see what is going on, quite a lot of cloud | :24:40. | :24:47.
around in the east. In the west it is clear, high pressure is pushing | :24:48. | :24:51.
in for tomorrow keeping things generally quite settled. Ovdr the | :24:52. | :24:55.
next couple of days, there hs a weather front pushing in from the | :24:56. | :25:00.
West and also from the East closing the shower curtains. That bdcomes | :25:01. | :25:06.
closer to us over the next few days. Trying to push cloud and showers in | :25:07. | :25:10.
our direction, meanwhile thd high pressure is holding back. There was | :25:11. | :25:13.
uncertainty about when we sde to riding. Friday, more in the way of | :25:14. | :25:20.
cloud and spits and spots of rain. Closer to home, you can see the | :25:21. | :25:26.
showers today, the green and yellow colours show intense showers which | :25:27. | :25:30.
are moving away this evening. Some pictures from earlier today, this is | :25:31. | :25:38.
the eastern side of Dartmoor. Our cameraman missed the showers. Some | :25:39. | :25:42.
sunshine breaking through the clouds at times. The horses and john the | :25:43. | :25:46.
dry weather. The breeze is picking up. You should always take care on | :25:47. | :25:53.
the moors. Dry slowly, therd might be horses. Tonight, the showers | :25:54. | :26:01.
clear through, one or two through tonight but for most of us ht should | :26:02. | :26:06.
be clear and dry overnight. The breeze picks up, particularly on the | :26:07. | :26:11.
north coast. The temperaturds overnight not likely to fall below | :26:12. | :26:20.
11 or 12 degrees. Tomorrow starts off dry and bright, some good sunny | :26:21. | :26:25.
spells through the data row, turning hazy into the afternoon with | :26:26. | :26:30.
high`level cloud bubbling up. Fairly breezy, temperatures pegged back on | :26:31. | :26:36.
the north coast. Still feelhng warm away from the breeze, we cotld reach | :26:37. | :26:44.
20 or 21 degrees in favoured spots. A nice sunny warm day for most of | :26:45. | :26:50.
us. The Isles of Scilly, fine and dry, some breeze around. Thd times | :26:51. | :27:02.
of high water... Starting to see more surf as the breeze picks up. | :27:03. | :27:10.
Fairly choppy on the north coast. The coastal waters forecast, fair, | :27:11. | :27:21.
good visibility. The outlook, a sunny day tomorrow and Thursday | :27:22. | :27:25.
should be try and bright. The chance of cloud pushing in for eastern | :27:26. | :27:28.
areas, increasingly cloudy hnto Friday with a chance of showers | :27:29. | :27:34.
Have a good evening. That is all from us. The nale news | :27:35. | :27:37.
`` late news is at 11:40pm. This is the first example we know of | :27:38. | :27:54.
of infrared communication. Imagine if you could | :27:55. | :28:04.
talk to the animals. Zoologist Lucy Cooke | :28:05. | :28:09.
is going to show us how. | :28:10. | :28:13. |
