More people than ever are risking their lives by trespassing | :00:00. | :00:08.
Dealing with the new junior-doctors contract, but at what cost | :00:09. | :00:15.
We have set aside considerable sums, up to ?1 million, | :00:16. | :00:19.
for the new contract, so we are anticipating it | :00:20. | :00:22.
won't be cost neutral, it will be more expensive | :00:23. | :00:26.
And, the Devon players hoping to help Somerset make it | :00:27. | :00:31.
a Good Friday on their opening match of the cricket season. | :00:32. | :00:36.
I am here at Truro Cathedral, where the Maundy Thursday Eucharist | :00:37. | :00:38.
of the Last Supper is taking place, and I will give you an idea of some | :00:39. | :00:42.
events that are happening around the region this Easter. | :00:43. | :01:05.
The number of people risking their lives by trespassing | :01:06. | :01:08.
on rail tracks has reached a five-year high in the South West. | :01:09. | :01:13.
Last year, there were around 553 incidents in the region, up 14% | :01:14. | :01:17.
The reasons for the increase, according to the police, | :01:18. | :01:22.
include people taking shortcuts across the railways | :01:23. | :01:25.
John Henderson joins us live from Hele and Bradninch in Devon. | :01:26. | :01:37.
Here I am at a level crossing. Thornton is that way, Exeter down | :01:38. | :01:46.
the line, lots of safety signs, as you would expect. I draw your | :01:47. | :01:50.
attention to this one, do not trespass on the railway, penalty | :01:51. | :01:56.
?1000. It seems as if a lot of people have not been paying | :01:57. | :01:59.
attention to that side. The number of people... | :02:00. | :02:00.
These are some of the 8,000 people who trespassed | :02:01. | :02:03.
In one instance, a man staggers off the track and just about manages | :02:04. | :02:07.
to haul himself onto the platform, with seconds to spare. | :02:08. | :02:14.
Worryingly, more and more people have trespassed on the railways. | :02:15. | :02:19.
Here in Devon and Cornwall, we are recording 150 crimes a year. | :02:20. | :02:22.
That is the tip of the iceberg, we have another 150-plus incidents | :02:23. | :02:26.
recorded, so we are into 300, and we believe it is probably double | :02:27. | :02:31.
that, so between six and 800 offences every year in the county. | :02:32. | :02:38.
Across the country, one person trespasses | :02:39. | :02:40.
Last year in the South West 32 children were caught trespassing, | :02:41. | :02:47.
with boys aged 14 to 16 being stopped the most. | :02:48. | :02:51.
We get young children who are exploring, we get teenagers | :02:52. | :02:58.
who don't understand the dangers, and we get adults who are taking | :02:59. | :03:01.
Even professionals working on the track are only allowed to do | :03:02. | :03:06.
so with a raft of safety measures, including lookouts | :03:07. | :03:10.
Trains that travel so fast, trust bosses will be unaware of. | :03:11. | :03:17.
The trains are silent until they are on top of you. | :03:18. | :03:30.
I have been at this level crossing for the past hour or so, and I can | :03:31. | :03:36.
confirm, the trains really do race along here, coming out of Exeter at | :03:37. | :03:41.
a terrific click. If you got caught on this side of the tracks, your | :03:42. | :03:46.
chances would be pretty slim, given that it takes about a mile for a | :03:47. | :03:52.
train to slow down. Network Rail told me there are about 315 miles of | :03:53. | :03:57.
track in Devon and Cornwall, so it goes to show that in terms of the | :03:58. | :04:01.
number of incidents of trespassing, it is relatively high for quite a | :04:02. | :04:07.
low level amount of track. The best place to be is this side of the | :04:08. | :04:09.
safety barriers. Some South West hospitals say | :04:10. | :04:11.
the new junior doctors' contract is taking millions from budgets | :04:12. | :04:13.
at a time they're being They're also finding it harder | :04:14. | :04:17.
to fill rota gaps and believe it could have a significant impact | :04:18. | :04:22.
on some services. The new contracts were opposed | :04:23. | :04:26.
by the junior doctors' union, which claimed it would affect | :04:27. | :04:29.
pay and services. The Government argued | :04:30. | :04:32.
more-efficient working practices It was the latest stand-off | :04:33. | :04:34.
between junior doctors and the Government, the end of years | :04:35. | :04:47.
of disagreement over But as it is phased in, | :04:48. | :04:50.
hospitals have started Jeremy Hunt had described it | :04:51. | :04:56.
in Parliament as cost neutral. We have set aside considerable | :04:57. | :05:03.
sums, up to ?1 million, for the new contract, | :05:04. | :05:08.
so we are anticipating it will not be cost neutral, | :05:09. | :05:11.
it will be more expensive The contract is in the process | :05:12. | :05:14.
of being phased in. Half of the South West hospitals | :05:15. | :05:20.
have told us it is either having no But in the last financial year, | :05:21. | :05:24.
others say it has cost them a total These extra costs come | :05:25. | :05:30.
at a time when hospitals in England are being asked | :05:31. | :05:37.
to reduce their spending as part of so-called sustainability-and- | :05:38. | :05:40.
transformation plans. Plans which may include the loss | :05:41. | :05:45.
of acute hospital services. Particularly ones which do not | :05:46. | :05:49.
have enough staff. Something which has led | :05:50. | :05:57.
to protests in part of Devon. But there is another way | :05:58. | :06:02.
in which the new contract could impact on some | :06:03. | :06:04.
of those vulnerable services. It is making it harder | :06:05. | :06:06.
to fill gaps in the rotas. Torbay Hospital has warned that | :06:07. | :06:10.
could have a significant impact on service continuity in urgent | :06:11. | :06:13.
and emergency services. We have in the South West | :06:14. | :06:19.
15% of junior-doctor posts are not filled, | :06:20. | :06:22.
and we have over the years developed ways of flexing to fill those gaps, | :06:23. | :06:26.
and this contract will make There is a concern that morale | :06:27. | :06:30.
amongst junior doctors The British Medical Association | :06:31. | :06:35.
fought against the introduction of the contract for years, | :06:36. | :06:40.
and says it warned This contract was brought | :06:41. | :06:42.
in by Government, it was forced in before we felt it was ready, | :06:43. | :06:48.
this contract was rejected We still think there are huge areas | :06:49. | :06:52.
of concern in this contract that need to be addressed, | :06:53. | :06:58.
and this was pushed through on a political timeline | :06:59. | :07:01.
without considering the implications that we have already raised | :07:02. | :07:04.
within this new contract. Today, Royal Cornwall Hospitals | :07:05. | :07:12.
Trust said it won't know yet about additional costs | :07:13. | :07:15.
until after August, Meanwhile, in response to other | :07:16. | :07:18.
hospitals' concerns, NHS Improvement, the organisation | :07:19. | :07:26.
responsible for overseeing health trusts, told the BBC, | :07:27. | :07:27.
"It's important when moving onto the new contract that | :07:28. | :07:32.
providers take the necessary steps to help doctors | :07:33. | :07:34.
in training feel supported. We will continue to support | :07:35. | :07:37.
trusts as they work towards implementing | :07:38. | :07:39.
the new contract." Now a brief roundup of other stories | :07:40. | :07:45.
making the news in the South West. Chickens across the South West have | :07:46. | :07:48.
been released from captivity today as avian-flu restrictions | :07:49. | :07:51.
for high-risk areas These birds from Teignmouth, | :07:52. | :07:54.
like other free-range hens, have had to be kept indoors | :07:55. | :07:58.
for the last three months. Urgent repairs have been carried out | :07:59. | :08:03.
on Plymouth's Hoe Foreshore, The city council is spending | :08:04. | :08:06.
?1 million on improvements after surveys found | :08:07. | :08:12.
the Tinside Bathing Houses and Arcaded Sun Terraces needed | :08:13. | :08:15.
stabilising and strengthening. Police investigating a hit-and-run | :08:16. | :08:21.
in Kingsteignton say they want to hear from the driver | :08:22. | :08:23.
of a VW Lupo seen nearby 25-year-old new father Jason Bunce | :08:24. | :08:27.
was seriously injured when he was struck by an unknown | :08:28. | :08:31.
vehicle on 8th April. Officers also want to hear | :08:32. | :08:36.
from a dog walker seen in the area. Speedway returns to Plymouth | :08:37. | :08:42.
tomorrow evening, a sight many of the fans feared | :08:43. | :08:45.
they wouldn't see again. The club folded amid financial | :08:46. | :08:47.
issues at the end of last season. But new promoters have worked | :08:48. | :08:53.
and spent hard to bring The sound, the smell and racing with | :08:54. | :09:10.
no brakes. Six months ago it did not look like we would see riders on | :09:11. | :09:14.
this track again. But the Plymouth Devils have come back from the dead. | :09:15. | :09:20.
It has been successful here before. When it was opened in 2006, the | :09:21. | :09:24.
crowds were fantastic. Could be lovely to get those people back. We | :09:25. | :09:30.
have reduced the admission prices, ?10 for adults, ?5 for children, | :09:31. | :09:34.
free for under tens, and a family ticket for ?25. As dwindling gates | :09:35. | :09:42.
and rising costs were not enough, the old place had to deal with this, | :09:43. | :09:46.
vandalism destroying the safety fence. Anyone has been bought. It is | :09:47. | :09:53.
like the football teams, if they are not willing, the crowds will not | :09:54. | :10:00.
come. It needed to be saved, Plymouth is up-and-coming, we need | :10:01. | :10:05.
something like this. These people that have taken it over, they have | :10:06. | :10:08.
spent a lot of money. They are hoping for big things. Over the last | :10:09. | :10:14.
two decades we have seen speedway tracks close. This one in Cornwall | :10:15. | :10:20.
lasted eight years, while the Exeter County Ground, the fastest in | :10:21. | :10:23.
Britain, went when the rugby club moved. And they are still hunting a | :10:24. | :10:29.
replacement. Plymouth have dropped to third division, one of their | :10:30. | :10:32.
riders for this year is 16 years old, took part in a sponsored bike | :10:33. | :10:37.
ride to help raise funds. It is our's Drive, but for the locals, it | :10:38. | :10:43.
is their only track. The nearest one after that is Somerset, a two hour | :10:44. | :10:48.
Drive. For us and the locals, it is good. We want to carry it on. It has | :10:49. | :10:53.
been an achievement to get to the starting line. Now for the hard work | :10:54. | :10:55.
of being first to the finish line. Still to come in | :10:56. | :11:00.
tonight's programme. We'll be hearing from | :11:01. | :11:04.
Somerset's Devon players on the eve And, hoping they're | :11:05. | :11:06.
not out for a duck. We're in Dulverton, where the birds | :11:07. | :11:10.
are part of a knitting revolution. It's time for the sport now, | :11:11. | :11:17.
and Natalie's here ahead of one of the busiest and most-significant | :11:18. | :11:20.
weekends of the year. It's all happening, with promotion, | :11:21. | :11:25.
relegation and play-off places all a possibility | :11:26. | :11:29.
for our sides this weekend. In League Two, Yeovil have | :11:30. | :11:33.
to have a good couple of games to keep themselves away from danger, | :11:34. | :11:36.
Exeter need to cement their position in the top seven, but it's | :11:37. | :11:39.
Plymouth Argyle who might produce the biggest celebrations, | :11:40. | :11:42.
as they could secure promotion After six years in the basement | :11:43. | :11:46.
division, the Pilgrims will make it back to League One if they win | :11:47. | :11:51.
at rivals Portsmouth tomorrow and Luton fail | :11:52. | :11:53.
to beat rock-bottom Orient. If that doesn't happen, | :11:54. | :12:01.
then the champagne will have to be put on ice until Monday's | :12:02. | :12:04.
home game against Newport. I have never had a promotion on my | :12:05. | :12:12.
CV, I have been to Wembley twice and not come from it. This goes above | :12:13. | :12:19.
everything I have done in my career. This would be the icing on the cake. | :12:20. | :12:25.
To do it at 31, it has come later than I hoped, but it would be | :12:26. | :12:28.
fantastic for me to get a promotion. Mathematically, Torquay could be | :12:29. | :12:30.
relegated from the National League this weekend if they lose | :12:31. | :12:32.
both their games and other They're at leaders Lincoln | :12:33. | :12:35.
tomorrow and then at home to Braintree on Monday, | :12:36. | :12:38.
who're one place above them. Last year the Gulls were in | :12:39. | :12:41.
a similar position and survived, and their manager thinks they can do | :12:42. | :12:43.
it again. Right now it looks like the penny | :12:44. | :12:55.
has dropped, they are picking things up, taking on board the information | :12:56. | :12:59.
I am giving them, they are executing. If they can do that for | :13:00. | :13:04.
the next four games, they have learned from that experience, and we | :13:05. | :13:08.
will have a fighting chance. But it is fine margins. We need to take it | :13:09. | :13:12.
one at a time, which is why you will always get that same answer. | :13:13. | :13:14.
After sealing a play-off place last weekend, the Exeter Chiefs now | :13:15. | :13:17.
want to secure a home semi-final with a top-two finish. | :13:18. | :13:19.
We have got a semifinal place now, sometimes we need to remember that, | :13:20. | :13:32.
and a lot of what needs to happen is is making sure that mentally and | :13:33. | :13:35.
physically we are where we need to be. Whether that is home or away is | :13:36. | :13:39.
not the biggest issue. I would love it to be at home, primarily because | :13:40. | :13:44.
it is able board for the players and the supporters. | :13:45. | :13:45.
And it's the last game of the season for our Championship sides. | :13:46. | :13:48.
The Pirates are at home to Bedford, while Jersey host Richmond. | :13:49. | :13:51.
And, where one season ends, another one starts. | :13:52. | :13:53.
Somerset begin their County Championship campaign tomorrow. | :13:54. | :13:54.
If they can go one better than last summer and bring | :13:55. | :13:57.
the title back to Taunton, Devon will have played its part, | :13:58. | :14:00.
Ben Green, 19, from Exeter. Jamie over ten, from North Devon. I had to | :14:01. | :14:24.
think about it! Lewis Gregory, 24, from Plymouth. Don Bass, 19, from | :14:25. | :14:33.
Sid Worth. Greg Overton, 22, also from North Devon. | :14:34. | :14:42.
I want to find out who the best all-rounder is, on and off the | :14:43. | :14:44.
field. It is up to you to decide. It is very easy. Jamie Overton, | :14:45. | :15:08.
hands down, terrible. The Flymo? You do well! Not the nicest bunch of | :15:09. | :15:17.
lads. I will have to go with Jamie, just to get a bit of own back. I | :15:18. | :15:26.
fancy my chances, because I do not turn the ball. I give myself it. | :15:27. | :15:32.
Probably Lewis, he is so short. Massive melon, mate, no one else can | :15:33. | :15:49.
fit in. If it is a standard elevator, probably him, because | :15:50. | :15:53.
nothing much can fit in apart from his head. | :15:54. | :15:59.
The results are in. Good news for one of the, bad news for one of you, | :16:00. | :16:10.
and the bad news is for Ben Green. According to your team-mates, you | :16:11. | :16:14.
are the worst all-rounder on and off the field. The winner, he has a | :16:15. | :16:25.
century, Lewis Gregory. He is pretty proud of that. They are | :16:26. | :16:31.
lovely. Five from Devon. It is great that the cricket season | :16:32. | :16:33.
is back. You know it is summer. | :16:34. | :16:35.
As the Easter weekend approaches, David White has been out and about, | :16:36. | :16:38.
tracking down events to keep the family entertained | :16:39. | :16:40.
Tonight he joins us from the Maundy Day service at Truro Cathedral, | :16:41. | :16:44.
the first of a series of services being held to mark Easter. | :16:45. | :16:51.
We are having a quick game of spot the odd one out. I hope it is not | :16:52. | :17:00.
too difficult. They said, you can stand with the choir, but absolutely | :17:01. | :17:07.
no singing. No syncing. Last week I was in a big top, this week I am | :17:08. | :17:12.
indeed beautiful surroundings of Truro Cathedral, and there is a | :17:13. | :17:17.
service taking place denied. This kicks off your Easter celebrations. | :17:18. | :17:24.
Yes, it is the Maundy Thursday celebrations, the celebration of the | :17:25. | :17:26.
institution of the Last Supper, where Jesus began the holy | :17:27. | :17:29.
Communion. It is followed by the watch, which resembles the watch | :17:30. | :17:34.
that Jesus had in Gethsemane, with his disciples will stop tomorrow we | :17:35. | :17:40.
have all of the drama of the Good Friday services, and that leads up | :17:41. | :17:43.
to the joy of Easter Day itself on Sunday. The breaking of the bread | :17:44. | :17:48.
and wine tonight, and everybody has to leave in silence. That is what | :17:49. | :17:53.
happens in the Bible. They go to Gethsemane and Jesus prays. We tried | :17:54. | :17:58.
to resemble that, because that is what our Lord did on that night. | :17:59. | :18:04.
That will happen very soon. Elsewhere, there are a view ideas if | :18:05. | :18:09.
you are looking to do something. At Tavistock, the Passion play is | :18:10. | :18:14.
taking place on Good Friday morning, a dramatic open-air retelling of the | :18:15. | :18:22.
Easter story. There is a new tonic for Easter stress in Torquay. | :18:23. | :18:36.
In Somerset, lavender and coal are opening their field. | :18:37. | :18:58.
You sure I cannot sing? OK. I am sure Victoria is off to the | :18:59. | :19:11.
festival by now! festival | :19:12. | :19:11.
so rude! He knows you so well! | :19:12. | :19:13.
Now, aside from it being the most-important festival | :19:14. | :19:15.
in the Christian calendar, for most of us Easter also | :19:16. | :19:17.
means eggs, of the large chocolate variety. | :19:18. | :19:19.
Yes, but on the edge of Exmoor in Dulverton, | :19:20. | :19:21.
something else is fast becoming an Easter tradition. | :19:22. | :19:23.
Dulverton library, home once a month to the knit and meta group, and they | :19:24. | :19:41.
do both well. In the run-up to Easter, docks of their delight. It | :19:42. | :19:46.
involves knitting a straightforward little neck piece and head, then | :19:47. | :19:51.
there are wings and a beak. And a pocket. And a baby. If you are | :19:52. | :20:00.
Rosemary, feet as well. They started knitting Easter ducks four years ago | :20:01. | :20:03.
and have a different design each year. This year, they have a cheque | :20:04. | :20:09.
in the pocket, we take the chick out of the pocket and we popped a little | :20:10. | :20:15.
Easter egg in. Ready to go to its new home. I wondered how much the | :20:16. | :20:22.
ducks are. They are sold in the thrift shop to help raise money for | :20:23. | :20:28.
the town hall. I will have this one. So far, so straightforward. But | :20:29. | :20:36.
then, something crackers happened. They have been travelling the world, | :20:37. | :20:43.
amazing places, and they have been sending postcards, which we have | :20:44. | :20:48.
here on display. From Cambodia, South America, Venice, and so on. | :20:49. | :20:54.
The volunteers who also run this shop have been delighted. Hello, | :20:55. | :20:57.
thrift shop... Christmas 2016 was quite a cold | :20:58. | :21:15.
one... The Christmas market was just across the river? We have had a | :21:16. | :21:20.
wonderful trip to Vietnam. We started in Hanoi... So many | :21:21. | :21:27.
motorbikes! Alex Hales continue and have brought us to Malaysia. She | :21:28. | :21:34.
thought it was hilarious to bury me in the sand. It is fantastic, such | :21:35. | :21:43.
good fun. We have been so interested, following their | :21:44. | :21:46.
progress, and they are kind enough to send us postcards, so we enjoy | :21:47. | :21:50.
reading about them. We are delighted with their stories. They now have | :21:51. | :21:56.
their own Facebook page, where their ventures can be followed by | :21:57. | :22:00.
everyone. Easter is their birthday, and they are keeping tight beat | :22:01. | :22:05.
about any surprise travel plans, but promised to keep sending postcards | :22:06. | :22:06.
back to the place they were born. And tonight we'd like to | :22:07. | :22:13.
welcome the knitted chicks Following in the footsteps | :22:14. | :22:15.
of our Christmas knitted robins, Brenda and John Joynes sent us | :22:16. | :22:20.
these from Somerset. They're being knitted | :22:21. | :22:24.
for the League of Friends shop at Yeovil District Hospital, | :22:25. | :22:26.
where they've already Like the ducks, they are well | :22:27. | :22:28.
travelled, with apparently two There is some good news, because the | :22:29. | :22:48.
weather looks like it will be promising for the Easter weekend. If | :22:49. | :22:54.
you need rain, there is not a great deal in the forecast at the moment. | :22:55. | :22:58.
There might be a few showers, but for the next three or four days | :22:59. | :23:02.
there is dry weather to be had. Tomorrow will be rather cloudy. The | :23:03. | :23:07.
risk of patchy rain later, but it is light. There will not be a huge | :23:08. | :23:14.
amount. It is also quite breezy, the wind picking up from the West, | :23:15. | :23:21.
Northwest. The high pressure is close enough to keep a lot of these | :23:22. | :23:25.
weather fronts to the North. The cloud associated with them will come | :23:26. | :23:29.
across us, but there is not much left by the time it gets to us. | :23:30. | :23:35.
Eventually, they will bring some light and intermittent rain. Gone by | :23:36. | :23:41.
Saturday. The same area of high pressure just about holes therefore | :23:42. | :23:46.
Easter day. Even though the weather fronts try to come in from the | :23:47. | :23:49.
north. It will not get to us, really. Even by Monday, even though | :23:50. | :23:54.
there is a risk of showers, still a lot of usable weather. We have had | :23:55. | :23:59.
some sunshine today, not everywhere. This was earlier today. We got some | :24:00. | :24:07.
good shots of people out enjoying some reasonable weather, and trying | :24:08. | :24:12.
to gather sheep. Very busy for our sheep farmers. And now into | :24:13. | :24:18.
Plymouth. A lot of clout in the sky today, but it has not spoil the day. | :24:19. | :24:23.
If we were really fussy about the weather, you will need to wrap up | :24:24. | :24:27.
warm, it will not be overly warm. But if the sun comes out just for an | :24:28. | :24:31.
hour or so, it will help lift the temperatures. This cloud will begin | :24:32. | :24:38.
through the night. Still clear skies at times in places, so in a few | :24:39. | :24:43.
shots, sheltered parts of East Devon, Somerset and Dorset, we could | :24:44. | :24:50.
see four or 5 degrees. Tomorrow, the cloud will come and go. Eventually | :24:51. | :24:55.
it. To produce showers of rain across the northern half of our | :24:56. | :24:56.
region. A bit more of a breeze. Bright to | :24:57. | :25:11.
start with on the Isles of Scilly, then cloudier. If you are heading to | :25:12. | :25:16.
high water. Some usable surf. A bit high water. Some usable surf. A bit | :25:17. | :25:24.
choppy on the north Coast, though. Saturday starts a bit cloudy, but it | :25:25. | :25:39.
should brighten up. Fine weather on Sunday, a small chance of a shower. | :25:40. | :25:43.
We hold onto the bright with for Monday. | :25:44. | :25:44.
Well, the choir from Truro Cathedral are now going to play us out | :25:45. | :25:47.
with a song specially written for Maundy Thursday, | :25:48. | :25:49.
Have a lovely Easter. Good night. | :25:50. | :26:04.
