Good evening. news where you are.

:00:11.:00:12.

It's hoped that Exeter's tr`ditional Christmas markets WILL manage to go

:00:13.:00:15.

ahead following the fire at the Royal Clarence Hotel.

:00:16.:00:19.

Talks are being held to find a way forward for the markets,

:00:20.:00:22.

despite much of the Cathedr`l Green still being cordoned off.

:00:23.:00:27.

The Cathedral itself is due to reopen to worshippers

:00:28.:00:34.

Meanwhile, heavy machinery has arrived

:00:35.:00:37.

to begin demolition work on the remains of the hotel.

:00:38.:00:39.

It was a challenge in itself to bring in the machinery

:00:40.:00:43.

which will take down the Royal Clarence hotel.

:00:44.:00:47.

And that's before demolition work even begins.

:00:48.:00:50.

Metered by meter, the high reach excavator edged into Cathedral Green

:00:51.:00:56.

with improvised cushioning, to help protect the lane

:00:57.:00:58.

The city continues to do its best to work around the cordons

:00:59.:01:05.

on the green and part of the high street.

:01:06.:01:07.

This firm of solicitors is relocating to a new, tempor`ry home.

:01:08.:01:11.

We've been allowed access to the office this morning,

:01:12.:01:13.

We've been able to collect client files where we need to work on them,

:01:14.:01:18.

essentially, or urgently, and collect together stationary

:01:19.:01:19.

transcription kits, things that allow us

:01:20.:01:24.

Four days since the fire began, the scene has been handed

:01:25.:01:28.

from the emergency services to Exeter City Council,

:01:29.:01:32.

paving the way for demolition work on the Royal Clarence to begin.

:01:33.:01:39.

That's likely to get under way tomorrow, contractors say.

:01:40.:01:42.

The Fire Service still expect to remain here for the rest

:01:43.:01:44.

of the week, damping down hotspots in the ruined hotel.

:01:45.:01:48.

Ordinarily, firefighters wotld go in, turn over the rubble, d`mp down,

:01:49.:01:51.

and ensure that be no hotspots and the fire wouldn't reignhte.

:01:52.:01:58.

Unfortunately we can't do that because of the building strtcture,

:01:59.:02:01.

so we're having to take a ddfensive approach and really wait

:02:02.:02:04.

for the hotspots to manifest and then extinguish them.

:02:05.:02:08.

There is now concerned about what will happen

:02:09.:02:10.

to Exeter's Christmas market, held on Cathedral Green,

:02:11.:02:15.

and the traditional and poptlar feature of festive city lifd.

:02:16.:02:19.

It's due to begin setting up here in two weeks' time.

:02:20.:02:28.

Nothing is that certain yet because, when the demolition work takes

:02:29.:02:30.

We'll know exactly what we're able to do.

:02:31.:02:34.

We've sat down today with the city council.

:02:35.:02:39.

It will go to planning, a ndw plan for how to lay out the markdt,

:02:40.:02:43.

and with pretty hopeful it will happen.

:02:44.:02:44.

Exeter City Council are working on reducing the size of the cordons

:02:45.:02:47.

on the green and the high street but some will inevitably relain

:02:48.:02:50.

The hope is to free up a considerable amount

:02:51.:02:57.

of Cathedral Green here, enough to allow access

:02:58.:03:00.

to the Cathedral and to restore a sense of some normality to

:03:01.:03:03.

An engineer from Historic England has visited the ruined hotel.

:03:04.:03:09.

The organisation says the hotel and nearby buildings created one

:03:10.:03:13.

of the most powerful and historic pieces of townscape

:03:14.:03:15.

It's calling in experts to record what remains, and see

:03:16.:03:20.

People in a hamlet in North Cornwall say despite hundreds of road

:03:21.:03:35.

accidents none of them are severe enough to be on the county council's

:03:36.:03:39.

accident blackspot list, me`ning they fear nothing will be done

:03:40.:03:46.

to halt the continuing string of bumps and scrapes.

:03:47.:03:50.

Residents of Knightsmill near St Teath say

:03:51.:03:52.

they believe that because all the accidents so far have bden

:03:53.:03:56.

fairly minor the problem's not being taken seriously.

:03:57.:03:58.

My car is over this side where these blocks are.

:03:59.:04:01.

And a car came down from Calelford, knocked the pole down

:04:02.:04:04.

One of them, weighing about half a tonne,

:04:05.:04:12.

Derek has lost count of the number of accidents he's witnessed

:04:13.:04:17.

outside his property in North Cornwall.

:04:18.:04:20.

I've lived there 43 years and we've had at least 300,

:04:21.:04:25.

more like 500 accidents over that period of time.

:04:26.:04:28.

I've had ten cars wrote off outside on my property.

:04:29.:04:36.

At night, locals say drivers can't see the bend opposite their

:04:37.:04:40.

This happened about three to four weeks ago.

:04:41.:04:48.

The extent of the damage is, as you can see, terrible.

:04:49.:04:53.

Just having the estimate in at roughly ?10,000.

:04:54.:04:55.

They are just missing the bridge, the cars, and if the traffic

:04:56.:05:01.

Accidents won't happen if wd can get this road slowed down.

:05:02.:05:05.

Cornwall Council says it pl`ns to renew road markings and signs

:05:06.:05:08.

but the location isn't on its list of 200 accident blackspots.

:05:09.:05:17.

I would think we're number one by the amount of accidents.

:05:18.:05:19.

There's been two people with broken backs.

:05:20.:05:22.

Because Saint Teath isn't on the 200 accident blackspot list,

:05:23.:05:31.

there could be a lot more accidents here before it's taken

:05:32.:05:34.

Christine Butler, BBC Spotlight, Saint Teath.

:05:35.:05:42.

Now here's a story that has been getting a lot of response

:05:43.:05:45.

Plymouth looks set to join luch of the South West by introdtcing

:05:46.:05:49.

The council says the move will increase recycling ratds

:05:50.:06:04.

Senior councillors will votd on the scheme next Tuesday.

:06:05.:06:07.

It's bin day in this part of Plymouth but these rounds probably

:06:08.:06:11.

And some people think that plans to get rid of these weekly

:06:12.:06:18.

It's going to be a bit tough because the bins will be full.

:06:19.:06:28.

The only problem I can find is that it makes a mess in

:06:29.:06:32.

We have been sheds, but it would still smell.

:06:33.:06:35.

Obviously, you would stack the bin bags are up,

:06:36.:06:37.

It's just going to create more problems,

:06:38.:06:40.

Councils will vote on the ndw scheme in the next week.

:06:41.:06:45.

It will mean we cycle bulls being picked up one week

:06:46.:06:48.

According to the woman in charge of bringing

:06:49.:06:52.

the same, there were similar concerns when they introducdd it

:06:53.:06:54.

For the first few months, people are unsure and that's

:06:55.:07:05.

where we just need to make sure that we are working with people

:07:06.:07:08.

We think this is the right step to take to get Plymouth

:07:09.:07:11.

in the right place, to incrdase recycling and make

:07:12.:07:13.

The project aims to save ?750,000 per year.

:07:14.:07:16.

But the Conservative leadership say the main goal is to make

:07:17.:07:19.

Currently, Plymouth's recycling rate is 33%, way below the

:07:20.:07:23.

Here in Plymouth, people rely heavily on a weekly in colldction.

:07:24.:07:38.

Areas such as this absolutely depend on it.

:07:39.:07:41.

Cutting it will mean more w`ste out in the streets, more fly-tipping,

:07:42.:07:44.

less hygiene, and that's something nobody wants.

:07:45.:07:46.

Meanwhile, the Conservatives running the council

:07:47.:07:47.

They're putting out leaflets against this,

:07:48.:07:52.

Don't put out leaflets that are against it.

:07:53.:07:57.

Come and work with others to see what you want for your area, work

:07:58.:08:00.

for your local people and gdt better service for your people.

:08:01.:08:02.

Most English councils are further down

:08:03.:08:04.

the road than Plymouth when it comes to fortnightly collections.

:08:05.:08:08.

Three quarters already do it and some,

:08:09.:08:10.

like East Devon, are rolling out three weekly collection.

:08:11.:08:12.

A head teacher from Devon has been hailed as one

:08:13.:08:18.

Jane English picked up a prdstigious Pearson teaching award

:08:19.:08:22.

at a ceremony in London, after 34 years at Paignton Community

:08:23.:08:26.

She's taught three generations of some local families -

:08:27.:08:32.

and was nominated by staff, parents and pupils.

:08:33.:08:37.

He's not like other head te`chers, who sit in the office on a computer

:08:38.:08:41.

and you can actually see her and she's walking around

:08:42.:08:48.

she's really friendly to people will stop

:08:49.:08:52.

How much determination and how much passion she is put into one school

:08:53.:08:55.

If you ask me, what do I thhnk most when I think of

:08:56.:09:01.

the achievements we've made, it s the young people.

:09:02.:09:09.

I can go walking in the supdrmarket or the town of Paignton

:09:10.:09:12.

and somebody will tap me on the shoulder and say,

:09:13.:09:15.

just need to speak to you for a minute.

:09:16.:09:17.

I hear wonderful, wonderful stories of

:09:18.:09:20.

young people who gone on to be successful.

:09:21.:09:23.

Quite a bit colder. We have had surprising temperatures over the

:09:24.:09:29.

last couple of days. 19 degrees today will stop that is mord and

:10:07.:10:10.

will clear the south coast before it gets light, particularly across

:10:11.:10:16.

North Devon and into Somersdt and Dorset. The temperature is low

:10:17.:10:20.

enough to give us some frost on the car windscreen and the grass.

:10:21.:10:25.

Tomorrow is not a bad day and we will get some sunshine. A dry day

:10:26.:10:33.

but much colder. Just 11, 12 degrees will be the maximum for all of us.

:10:34.:10:37.

As for the outlook, we will see outbreaks of rain later on Thursday.

:10:38.:10:40.

That will be around overnight Thursday and into Friday. Gone on
