bigger problems to deal with. Join me to find out more now | :00:00. | :00:15.
A consultant paediatrician from Devon is tonight beginning | :00:16. | :00:19.
a three year jail term for viewing and sharing child sex images | :00:20. | :00:22.
which a senior police officer says are amongst the worst | :00:23. | :00:24.
47-year-old Jonathan Walsh, who'd worked at North Devon District | :00:25. | :00:33.
Hospital, admitted 17 charges of making and distributing | :00:34. | :00:35.
None of the charges relate to patients in his care. | :00:36. | :00:38.
The Hospital says it sacked him once he was charged. | :00:39. | :00:41.
Not keen on being photographed as he went into court today, but Doctor | :00:42. | :00:46.
Jonathan Walsh in the red jacket was very keen to see indecent images | :00:47. | :00:50.
of young children on his home computer. | :00:51. | :00:52.
When officers raided his family home in Barnstaple they found | :00:53. | :00:57.
27 computer files which showed the most serious types of abuse of | :00:58. | :01:00.
Over a four-month period, 24 of them had been distributed in a | :01:01. | :01:08.
This was the equivalent of 18 hours of | :01:09. | :01:11.
He also tried to cover his tracks by using programmes to wipe | :01:12. | :01:16.
These are all Grade A images which are on the highest | :01:17. | :01:27.
level of indecent images and investigating officers said they | :01:28. | :01:29.
were some of the worst images she had seen on film. | :01:30. | :01:32.
They are real children at the end of this that are | :01:33. | :01:35.
suffering every day, to satisfy the desires | :01:36. | :01:36.
of people who are looking at | :01:37. | :01:38.
The court was told that his wife was standing by him | :01:39. | :01:41.
but he now realised what he had done was wrong. | :01:42. | :01:44.
In a statement North Devon District Hospital said that | :01:45. | :01:46.
this case has deeply shaken everybody and has been a shock to | :01:47. | :01:49.
We have worked closely with the police and we now | :01:50. | :01:52.
know none of these crimes relate to contact | :01:53. | :01:54.
offences and none of the | :01:55. | :01:55.
images relate to patients of a hospital. | :01:56. | :01:57.
Last month a senior national police protection officer | :01:58. | :02:02.
said that paedophiles who view indecent images but go no further | :02:03. | :02:05.
should not be jailed as forces can't cope with the huge rise in reports. | :02:06. | :02:08.
But a leading children's charity welcomed today's prosecution. | :02:09. | :02:22.
Clearly there needs to be something done to | :02:23. | :02:24.
prevent people committing these offences in the future. | :02:25. | :02:26.
And we would certainly want to see far more in | :02:27. | :02:30.
terms of prevention to insure that children aren't abused in this way | :02:31. | :02:32.
and these images aren't available to be downloaded by anybody. | :02:33. | :02:34.
As he jailed Walsh for three years the | :02:35. | :02:39.
judge told him, you went to considerable lengths to disguise | :02:40. | :02:41.
To state that your sexual interest in children | :02:42. | :02:44.
which underlines these offences, causes concern with regard to the | :02:45. | :02:47.
position you held, is a massive understatement. | :02:48. | :02:49.
He has already had to move from North Devon due to the | :02:50. | :02:51.
fallout of the case, tonight his destination was prison. | :02:52. | :02:59.
There are calls tonight for urgent action from the government | :03:00. | :03:01.
by families of people murdered by offenders on probation. | :03:02. | :03:05.
A BBC investigation has found new evidence of relatives of such | :03:06. | :03:11.
crimes being kept in the dark over reports which they | :03:12. | :03:14.
In 2015, Sarah's brother was beaten to death by an offender on parole. | :03:15. | :03:24.
The BBC has established an internal review was carried out | :03:25. | :03:27.
by the probation service, but that is news to Sarah. | :03:28. | :03:34.
It was only when I got a phone call from the BBC that it was the first | :03:35. | :03:39.
I had ever heard of the family having any access to the probation | :03:40. | :03:42.
report, or indeed that there was a probation report | :03:43. | :03:44.
It doesn't let us get on with our lives in the way that you need to. | :03:45. | :03:54.
It was a similar story for the family of Plymouth | :03:55. | :03:56.
He was murdered two years ago by knife obsessive Donald Pemberton. | :03:57. | :04:03.
A report was also carried out into the killing. | :04:04. | :04:05.
The family were only given a summary after more than a year | :04:06. | :04:12.
It's just totally, totally frustrating and upsetting. | :04:13. | :04:22.
The emotional feeling that they're keeping information from you that | :04:23. | :04:27.
should be out there for everybody to know, it's just totally unfair. | :04:28. | :04:31.
Mrs Sharpe has now asked the Justice Secretary to intervene | :04:32. | :04:37.
and help get the full report released into Pemberton's | :04:38. | :04:39.
The Minister has said she will review the matter. | :04:40. | :04:46.
You've just got this strong desire to know why it happened, | :04:47. | :04:49.
You know, that something so bad should happen. | :04:50. | :04:53.
In the south-west, most probation services are run | :04:54. | :04:55.
Working Links told us that they never withhold summary | :04:56. | :05:03.
reports and that it is the job of Devon and Cornwall Police | :05:04. | :05:06.
to liaise with families over that information. | :05:07. | :05:10.
However, in the case of Sarah's brother, the police told us they had | :05:11. | :05:13.
no record of being notified that a report existed. | :05:14. | :05:18.
Sarah says that lack of clarity has added to her suffering. | :05:19. | :05:23.
She remains determined to find out why her brother died. | :05:24. | :05:29.
The only care home on the Isles of Scilly is closing. | :05:30. | :05:38.
The Islands Council says recruiting difficulties means it's unable | :05:39. | :05:40.
to ensure a minimum safe level of staffing at Park | :05:41. | :05:42.
Relatives have two months to move their loved ones . | :05:43. | :05:47.
It will be devastating because I'm going to use | :05:48. | :05:49.
the word banishing, but | :05:50. | :05:50.
The patients will be banished to the mainland, | :05:51. | :05:55.
and their families will not be able to visit them easily. | :05:56. | :05:58.
Cornwall Council is calling for a Minister or senior civil | :05:59. | :06:07.
servant to be appointed to champion the Cornish. | :06:08. | :06:12.
It's made the call to the Communities Secretary Sajid Javid. | :06:13. | :06:14.
The Council of Europe has criticised the way the Government | :06:15. | :06:18.
is meeting its obligations to the Cornish as a newly | :06:19. | :06:21.
A man who "cruised" residential areas of Devon looking for items | :06:22. | :06:27.
to illegally flytip, has been jailed for twenty months. | :06:28. | :06:30.
Martin McDonagh would approach homeowners uninvited | :06:31. | :06:32.
and offer to take away their waste for a cash sum. | :06:33. | :06:37.
Instead he left a trail of debris including hazardous asbestos waste | :06:38. | :06:41.
in some of the most sensitive rural sites in the county. | :06:42. | :06:45.
McDonagh failed to turn up to Plymouth Crown Court | :06:46. | :06:47.
and a European Arrest Warrant has been issued. | :06:48. | :06:49.
It is now a familiar sight in our countryside. | :06:50. | :06:57.
The beauty spots were fly-tippers can illegally dump rubbish | :06:58. | :07:00.
But look at how much devastation one man can cause. | :07:01. | :07:13.
18 separate sites across three local authorities were used | :07:14. | :07:16.
by Martin McDonagh over more than a year. | :07:17. | :07:20.
One victim who was ripped off by the serial fly-tipper also faced | :07:21. | :07:28.
a fixed penalty notice served by the local authority | :07:29. | :07:30.
I was heavily pregnant, I was moving out of my dad's flat | :07:31. | :07:38.
and trying to start a new, fresh life, new home, new family | :07:39. | :07:41.
I wanted everything gone, sorted and I couldn't do that. | :07:42. | :07:44.
He knows how to work people to get what he wants. | :07:45. | :07:52.
He can come across as the most friendliest person in the | :07:53. | :07:55.
In sentencing, the charge said Martin McDonagh would pester home | :07:56. | :08:09.
owners who were then charged money and then he was in a habit of coming | :08:10. | :08:12.
He said his manner was persistent and threatening. | :08:13. | :08:33.
He showed no regard for the environment and he | :08:34. | :08:39.
showed no regard for the land owners, local authorities who have | :08:40. | :08:46.
Martin McDonagh's van has been crushed and | :08:47. | :08:49.
If only he had taken this approach with his work. | :08:50. | :08:58.
Time to take a look at the weather. It is not very springlike? No. | :08:59. | :09:09.
Tonight it will be cool, clear skies at the moment, temperatures already | :09:10. | :09:13.
starting to drop. A cooler feel to this week, we will see some sunshine | :09:14. | :09:17.
but also heavy showers particularly over the next few days, and like | :09:18. | :09:21.
today most of the week will be rather breezy. We have had this cold | :09:22. | :09:26.
front through today, a couple of hours of rain, the skies are | :09:27. | :09:29.
starting to clear and a bit of breeze overnight tonight and that | :09:30. | :09:33.
will feed into a few showers. We're in for a showery day, still rather | :09:34. | :09:37.
breezy, some early spells of sunshine and showers tomorrow likely | :09:38. | :09:41.
to be heavy with the risk of some head and thunder too. Now we will | :09:42. | :09:45.
see much lighter winds on Wednesday, I think we will see a spell of wine | :09:46. | :09:50.
for a time. Some sunshine during the afternoon, and I think with those | :09:51. | :09:54.
lighter winds it will feel less cold compared to tomorrow. Thursday | :09:55. | :09:57.
largely dry, this weather front could pose a few problems. In parts, | :09:58. | :10:02.
we will see some showers, the best of the dry and bright weather. | :10:03. | :10:05.
Friday high-pressure building and that settles things down and warms | :10:06. | :10:09.
things up a little bit. As we head towards the weekend. Now at the | :10:10. | :10:14.
moment we have got temperatures dropping already, down for still | :10:15. | :10:19.
quite breezy and that will feed a few showers and it just shows how | :10:20. | :10:23.
cold the areas, we have still got this breeze and yet temperatures | :10:24. | :10:26.
could be down as low as two or three degrees so the potential for a bit | :10:27. | :10:31.
patchy frost first thing tomorrow Roura Lee. Some sunshine first | :10:32. | :10:35.
thing, very quickly we will see showers heavy at times with risks of | :10:36. | :10:40.
heavy rain and thunder and I think the showers will become more | :10:41. | :10:43.
widespread into the afternoon. Generally feeling cooler especially | :10:44. | :10:48.
with that wind. Quality spots hitting nine or 10 degrees. | :10:49. | :10:53.
Thank you very much for joining us, if you're out and about tomorrow, to | :10:54. | :10:58.
wrap up warm. Thank you very much, goodbye. | :10:59. | :11:01. |
