The spending watchdog warns that the NHS in Scotland

:00:00.:00:08.

is in financial difficulties because of growing

:00:09.:00:10.

The Scottish government intervenes after it's claimed that some crew

:00:11.:00:33.

members on two cargo ships serving the northern isles are paid

:00:34.:00:35.

The sister of a woman from Glasgow, who's been missing for more

:00:36.:00:39.

than a week, appeals for the public's help to find her.

:00:40.:00:42.

If Janet is watching this, get in contact and let us know it we are

:00:43.:00:46.

saved -- you are safe. We love you and miss you so very much.

:00:47.:00:48.

Calls for improvements to the regional mortuaries used

:00:49.:00:50.

And we meet the Coatbridge dance group who're preparing to take

:00:51.:00:55.

to the stage with one of the world's biggest pop stars.

:00:56.:01:12.

Scotland's spending watchdog says the NHS is struggling financially

:01:13.:01:18.

and is failing to achieve key waiting time targets.

:01:19.:01:21.

The Auditor-General says that despite rising spending

:01:22.:01:23.

on the health service, funding isn't keeping pace

:01:24.:01:26.

with increased demand from an ageing population.

:01:27.:01:29.

Here's our social affairs correspondent, Reevel Alderson.

:01:30.:01:32.

This is the annual health check for the health service.

:01:33.:01:35.

And the prognosis is certainly not positive.

:01:36.:01:38.

The Auditor-General says health boards are struggling

:01:39.:01:42.

NHS funding, she says, is not keeping pace with increasing

:01:43.:01:46.

demand and the needs of an ageing population.

:01:47.:01:49.

There is an "extremely challenging" financial

:01:50.:01:53.

position for health boards, and the report warns many

:01:54.:01:56.

are at risk of being unable to balance their books.

:01:57.:02:03.

There is a growing population in Scotland and a population which is

:02:04.:02:08.

getting older. We know that older people tend to need more health

:02:09.:02:12.

care, particularly in the last years of their lives. We're also seeing

:02:13.:02:16.

increasing cost pressures from the cost of the NHS workforce and we

:02:17.:02:20.

have noticed particularly busy of prescribed drugs, new drugs being

:02:21.:02:24.

available, more drugs being prescribed and the cost is really

:02:25.:02:25.

going up very quickly. The report acknowledges

:02:26.:02:28.

that despite the cuts, health boards are being asked

:02:29.:02:32.

to make sure more money In the past year spending rose

:02:33.:02:35.

by 2.7% above inflation. But as Caroline Gardner said,

:02:36.:02:41.

the cost of drugs alone went Total spending on the NHS

:02:42.:02:43.

is ?12.2 billion. That's a jaw-dropping 40%

:02:44.:02:46.

of the entire Scottish Yet the report says the NHS has

:02:47.:02:48.

missed seven of eight of its key In three areas, performance has been

:02:49.:02:54.

deteriorating in recent years. They're the target to begin

:02:55.:03:00.

treatment within 18 weeks of a GP referral, the 12-week target

:03:01.:03:06.

for treatment to be completed and a target to access

:03:07.:03:08.

child or adolescent Each of these missed targets means a

:03:09.:03:21.

patient waiting longer for treatment. James Neesom, a retired

:03:22.:03:25.

miner, has already waited 12 weeks for treatment from blocked artery in

:03:26.:03:28.

his leg which is affecting his ability to get about. He should have

:03:29.:03:33.

had an appointment by now. On Monday, I decided to call the

:03:34.:03:37.

appointments office in the Royal, and they informed me it would be at

:03:38.:03:42.

least 30 weeks before I could maybe hear something as there was a 30

:03:43.:03:45.

least 30 weeks before I could maybe week waiting list, appointment time

:03:46.:03:53.

for appointments, due to a shortage of vascular consultants. Waiting

:03:54.:03:58.

times are lower. His case was highlighted by Labour in bitter

:03:59.:04:01.

exchanges at First Minister's question that every word but callers

:04:02.:04:04.

to radio Scotland's phoning and people outside a major Glasgow

:04:05.:04:06.

to radio Scotland's phoning and hospital were largely supportive of

:04:07.:04:10.

the NHS and its staff. Personally, I can't fault it, I'd had the best of

:04:11.:04:14.

treatment in the NHS and my waiting time has been before the 12 weeks.

:04:15.:04:18.

We know it is struggling financially but it's the best treatment I would

:04:19.:04:23.

say in the world. Today, it has been fantastic. They have seen me right

:04:24.:04:27.

away. I think the whole thing is badly structured and it has been

:04:28.:04:30.

going on to so many years, it is getting worse and worse.

:04:31.:04:32.

Audit Scotland says one way of improving the health of the NHS

:04:33.:04:35.

would be to speed up proposals, first mooted in 2005 to treat more

:04:36.:04:37.

patients in the community rather than in costly hospitals.

:04:38.:04:42.

But it says there's a problem here of an ageing workforce.

:04:43.:04:45.

Half of community nurses are over 50, so are a third of GPs,

:04:46.:04:48.

while a slightly larger proportion of nurses and midwives

:04:49.:04:52.

Replacing them when they retire is another challenge the NHS must

:04:53.:04:57.

And that report on the NHS prompted angry exchanges at Holyrood

:04:58.:05:05.

between Opposition leaders and the First Minister.

:05:06.:05:08.

This from our political editor Brian Taylor.

:05:09.:05:24.

Outside the chamber, all was patriotic are many as the First

:05:25.:05:28.

Minister joined young Kenyan singers in flower of Scotland. -- Flower of

:05:29.:05:41.

Scotland. But she knew the NHS report meant such a tone was

:05:42.:05:44.

unlikely to be replicated when she faced her opponents. Presiding

:05:45.:05:50.

officer... The Tories accused ministers of applying sticking

:05:51.:05:53.

plasters to an acute problem. Because of this government's failure

:05:54.:05:57.

to manage staffing, there's been a 47% increase in agency nursing and

:05:58.:06:02.

midwifery staff and staggeringly, the individual agency doctors are

:06:03.:06:06.

being paid over ?400,000 each to provide cover for periods of less

:06:07.:06:13.

than a year. And all of that while patient care suffers from cuts and

:06:14.:06:17.

hospital buildings are left to crumble. I call it a scandal. What

:06:18.:06:24.

does the First Minister call it? Health service bunting is higher

:06:25.:06:27.

than when we took office. The number of people working in the health

:06:28.:06:30.

service is higher than when we took office in waiting times are lower.

:06:31.:06:35.

Our NHS faces challenges but these challenges are not unique to

:06:36.:06:38.

Scotland, they are challenges faced by health systems across the world.

:06:39.:06:42.

But as the auditor general herself said this morning, when it comes to

:06:43.:06:46.

facing up to these challenges, Scotland is performing well compared

:06:47.:06:51.

to other parts of the UK. Willie Rennie of the Liberal Democrats

:06:52.:06:59.

piled in. The Audit Scotland report on our NHS is a horror show. Kezia

:07:00.:07:02.

Dugdale raise the case of James Nielsen and accused ministers of

:07:03.:07:06.

neglect. This summer, the First Minister set of the listening

:07:07.:07:10.

exercise but she's not listening to patients, she's not listening to

:07:11.:07:13.

doctors and she's not listening to nurses. I'm not standing here saying

:07:14.:07:16.

everything is perfect in our health service. Nor am I saying that there

:07:17.:07:20.

is not more work to be done but I am pointing to the progress that has

:07:21.:07:24.

been made, progress we are now determined to build on. The First

:07:25.:07:28.

Minister closed by saying that tough decisions were pending and Scotland

:07:29.:07:33.

moved to transfer more resources from hospitals to community and

:07:34.:07:39.

social care. And that might take more than a group hug to resolve.

:07:40.:07:46.

Brian Taylor, Reporting Scotland, Holyrood.

:07:47.:07:48.

Brian referred there to the shift in emphasis from hospital

:07:49.:07:52.

Is that achievable, given these budget restraints?

:07:53.:08:07.

That is actually the point. The auditor General, in her report, says

:08:08.:08:14.

that we desperately need to reorganise services, the way the

:08:15.:08:18.

health services are delivered. We need to invest in community-based

:08:19.:08:22.

resources but she says there aren't any more resources. What health

:08:23.:08:28.

boards are doing is trying to save money, ?500 million in this

:08:29.:08:31.

financial year. That money gets ploughed back into the NHS in their

:08:32.:08:35.

local areas. If they can use that money to redevelop immunity

:08:36.:08:39.

services, then we can start to get onto this road of the 2020 vision

:08:40.:08:46.

programme, the SNP government put out in 2011, and revamped earlier

:08:47.:08:50.

this year. It is absolutely vital, the auditor general says, that we do

:08:51.:08:53.

this because otherwise, the NHS is going to carry on continuing to cost

:08:54.:08:59.

more and deliver poor service. Thank you for joining us.

:09:00.:09:02.

The RMT union is claiming seafarers in the Northern Isles

:09:03.:09:04.

Tonight, the Scottish Government says it's unacceptable and has

:09:05.:09:10.

They've asked SercoNorthlink to ensure the crews are paid

:09:11.:09:16.

the national minimum wage and their salaries are backdated.

:09:17.:09:18.

Arriving in Lerwick harbour, the cargo boat ties up at the pier. On

:09:19.:09:34.

board, fresh supplies of food for the supermarkets and other essential

:09:35.:09:38.

supplies for island life. But some of the crew working on the vessel

:09:39.:09:41.

are being paid well below the minimum wage. They are getting paid

:09:42.:09:49.

?3 66 per hour. This is a Scottish Government contract for the ferry

:09:50.:09:53.

service and it is totally unacceptable that these workers from

:09:54.:09:57.

Estonia are being paid way below the UK national minimum wage. The union

:09:58.:10:04.

has launched an online petition highlighting their plight and

:10:05.:10:06.

calling on the Scottish Government to stop the practice with publicly

:10:07.:10:14.

funded contracts. SercoNorthlink was awarded the ?243 million Scottish

:10:15.:10:19.

Government contract for six years in 2012. It operates three ferries and

:10:20.:10:23.

tee cargo boats on the lifeline routes to the Northern Isles. But

:10:24.:10:27.

the running of the tee cargo boats is outsourced to another company

:10:28.:10:32.

which is based in Heysham. It pays the cruise on-board. But the

:10:33.:10:38.

companies say under current legislation, the national minimum

:10:39.:10:40.

wage is not applicable to the crews of these vessels will stop they say

:10:41.:10:44.

the crew are deemed not to be ordinarily working in the UK. They

:10:45.:10:49.

add that if the national minimum wage applied, it would place the

:10:50.:10:54.

company at a serious disadvantage with its competitors. If they are

:10:55.:10:57.

not receiving the minimum wage, that cannot be right, they are members of

:10:58.:11:01.

staff, European citizens working in Scotland and they should be

:11:02.:11:01.

staff, European citizens working in receiving the wages due to them.

:11:02.:11:06.

That is an unacceptable situation. Transport Scotland will be in touch

:11:07.:11:16.

with always subcontract the company and they will offer to pay the

:11:17.:11:18.

minimum wage and backdate that behalf of the company. I would urge

:11:19.:11:22.

the subcontractor to take that up and I will write the UK shipping

:11:23.:11:26.

Minister to say that because he has controls over the minimum wage and

:11:27.:11:29.

the UK Government, they should impose that minimum wage on non-UK

:11:30.:11:32.

nationals regardless of whether they are working in international waters

:11:33.:11:36.

or not if they are working on a government contract. As the ship set

:11:37.:11:42.

sail for it overnight trip to Aberdeen, the RMT has pledged to

:11:43.:11:46.

continue its fight for the crew. John Johnston, Reporting Scotland,

are worried sick. This morning, we have the sister

:11:57.:12:10.

Janet McQueen. It is daunting speaking front of the cameras but

:12:11.:12:15.

this was an appeal from the heart. The family are really worried now

:12:16.:12:20.

about my sister, Janet. She loves her dog and it is really concerning

:12:21.:12:27.

that she has left the dog at home. Alongside, with her mobile phone and

:12:28.:12:32.

her purse. We are worried sick, not knowing where she is at this time,

:12:33.:12:37.

as you can understand. Mrs McQueen lives in the Guvanhill area of

:12:38.:12:44.

Glasgow and she was last seen there at about nine o'clock at night. She

:12:45.:12:49.

was seen by neighbour, walking down here. Heading in this direction? She

was seen on her own. Really absolutely out of character. Janet

:13:03.:13:06.

McQueen's family say she likes routine and most days she would pop

:13:07.:13:10.

into this pub where staff and customers are worried about her. She

:13:11.:13:14.

would normally come in between nine and ten and it was always a caramel

much. She had a good group of friends that she came in and sat

:13:30.:13:33.

with but she was relatively quiet. There was a possible sighting of

:13:34.:13:43.

Janet in nearby Queens park but an extensive search produced no trace

:13:44.:13:46.

of her. In the afternoon of the day she went missing, she was found

:13:47.:13:48.

several miles from home in a confused state but was able to tell

:13:49.:13:51.

police where she lived and was taken back to her flat. Police say they

:13:52.:13:53.

find nothing which would indicate there is any criminal element to

:13:54.:13:55.

Janet's disappearance but they are really keen to hear from anyone who

thinks they may have seen her or from friends who can tell they're

The Government is to conduct a review of standards

:14:48.:14:50.

in Scottish mortuaries, after calls for improvements

:14:51.:14:52.

in the regional facilities often used by the police

:14:53.:14:54.

It's been prompted by the experience of a grieving Moray family,

:14:55.:15:00.

who had to identify a deceased relative in a facility

:15:01.:15:03.

69-year-old Frank White died in a sailing accident in May. His sudden

:15:04.:15:25.

death was shocking enough for his family, but they say the situation

:15:26.:15:29.

was made worse when they went to identify him. The building was in a

:15:30.:15:34.

derelict situation. It just looks like an old garage or a shed. And

:15:35.:15:39.

there was double doors open. We were two steps in that door. And there

:15:40.:15:46.

was Frank. And an uncovered mortuary trolley. He is covered, but nothing

:15:47.:15:52.

else is covered and an old sofa you could sit on. Disgusted by the

:15:53.:15:59.

condition of the building, the Whites launched a campaign to

:16:00.:16:01.

establish the state of all mortuaries used by the police for

:16:02.:16:06.

certain sudden deaths. Within weeks they were contacted by other

:16:07.:16:09.

bereaved families with similar stories to tell. I have been

:16:10.:16:15.

saddened that there is so many facilities that are similar to the

:16:16.:16:21.

one we went to. And had thought that perhaps we were a one-off. NHS

:16:22.:16:28.

Grampian say the mortuary is no longer used for family visits and

:16:29.:16:33.

surrounded by controversy, following local opposition

to redevelopment of parkland. It went ahead after the council

:19:07.:19:10.

took a Private Bill through the Scottish Parliament

:19:11.:19:12.

to change the status I think the initial controversy has

:19:13.:19:26.

subsided and we have had positive feedback from the neighbours about

the look of the building and that we have a lot of green space. The whole

Glasgow warriors' home had a makeover with a new surface and

:20:19.:20:36.

Their budget is ?5 million a season. The same as Edinburgh. That honey

comes directly from the SRU. Compare that with French club Racing 92 with

:20:53.:20:58.

a budget of nearly double that. There is a lot of money has come

:20:59.:21:08.

into the game in other countries. If we can access that money it will

:21:09.:21:14.

help rugby. The ruling body wants to sell shares in Edinburgh and Glasgow

:21:15.:21:17.

to boost their spending power. For that it needs the support of clubs.

:21:18.:21:21.

I think the clubs will be supportive. In fairness, on a Friday

:21:22.:21:27.

evening to get club members to come from the north of Scotland or the

:21:28.:21:32.

borders is asking a lot. But its such an important vote that I would

:21:33.:21:35.

be disappointed if we didn't get the numbers. Glasgow in particular have

:21:36.:21:40.

been pulling in large crowds for their matches, but would a

:21:41.:21:47.

privatised club attract investors? The last count globally sport

:21:48.:21:54.

sponsorship was worth over $50 billion and growing. It is not an

:21:55.:22:03.

easy sell, but it is sellable. It may well appeal. But this meeting

:22:04.:22:10.

will... Be a first step I think. If the SRU gets the proposal over the

:22:11.:22:14.

line tomorrow, the next step will be to find ininvolvesors. -- find

:22:15.:22:18.

investors. That could prove more difficult.

:22:19.:22:23.

You're watching Reporting Scotland, so that means you'll have missed out

:22:24.:22:25.

The Canadian pop superstar kicks off a three-night sell-out tour

at the SSE Hydro in Glasgow tonight, and aside from the thousands

of fans in the audience, there'll be a few on

:22:34.:22:35.

Because five young performers from a Coatbridge dance school have

:22:36.:22:41.

Ready? Count down to Bieber. These young dancers are used to performing

:22:42.:22:59.

in public. But tonight, it is a bit different. In just a couple of

:23:00.:23:03.

hours, they will be on stage with one of the world's biggest stars -

:23:04.:23:10.

Justin Bieber. Hand picked from thousands of applications by the pop

:23:11.:23:14.

star's staff, they have been rehearsing for the last two weeks.

:23:15.:23:21.

When I seen the e-mail, I was ecstatic. When I got the other

:23:22.:23:26.

e-mails I there, I was through the roof. You had to pick me off the

:23:27.:23:31.

ceiling. We are used to competition and worlds and Europeans, so the

:23:32.:23:36.

kids get good opportunities. This is something that money can't buy. If

:23:37.:23:43.

it was you or I preparing to go on stage in front of thousands, you

:23:44.:23:48.

would be nervous. These guys though are looking forward to it. I will be

:23:49.:23:52.

nervous, but I won't be nervous. There will be parts that will be

:23:53.:23:56.

nervous and parts that are excited. We are are practicing and we had the

:23:57.:24:01.

video on YouTube and they got to pick people. What do you think about

:24:02.:24:05.

the fact you have been chosen from all the others that could have been

:24:06.:24:10.

chosen? Well we are proud. I couldn't believe it. It was fun. And

:24:11.:24:18.

I was jumping up and down. This young dance team will be on the

tonight. Now here's Graham Stewart

with details of Scotland 2016. This agreement we need more health

care in the community, rather than sending people to hospitals. So more

:24:45.:24:48.

Nan a decade after the first warnings, why are our hospitals

:24:49.:24:52.

still struggling with increasing demand and costs? I will ask the

:24:53.:24:57.

Health Secretary tonight at 10.30 on BBC Two Scotland.

:24:58.:25:00.

And it's the weather now with Christopher.

:25:01.:25:05.

It was a cloudy day and wet for some. Particularly in the

:25:06.:25:12.

north-west. This is a front that is sinking south and east and turning

:25:13.:25:16.

quite through the central Lowlands and the south. Quite breezy with the

:25:17.:25:23.

rain, the wind and the rain though easing off after midnight. Behind it

:25:24.:25:28.

reasonably dry conditions for most. Cloudy. And still a number of

:25:29.:25:32.

showers in the far north and the Northern Isles. Turning blustery for

:25:33.:25:38.

a time. Attempts in towns and cities around 9. Cooler in the countryside.

:25:39.:25:42.

Tomorrow, the weather sets out similar. High pressure down south.

:25:43.:25:49.

Today's rain still around the north of England and this warm front could

:25:50.:25:53.

come back to us. For most of the country reasonably dry and lighter

:25:54.:25:58.

winds than today. Still a few blustery showers in the north and

:25:59.:26:02.

the Northern Isles in the morning. But they will ease. But elsewhere

:26:03.:26:08.

dry with lighter winds. So by mid afternoon, around 4pm, we with

:26:09.:26:12.

looking at temperatures around 12 Celsius. A cooler day than today.

:26:13.:26:16.

Cloudy in the south and up to Argyll. The further north and east

:26:17.:26:21.

you are through Clackmannanshire and Fife and Angus, up to the

:26:22.:26:25.

north-east, some sunshine for you and bright across the north-west as

:26:26.:26:29.

well. Still breezy around the far north and the Northern Isles. The

:26:30.:26:32.

earlier showers continuing to ease. The rest of the afternoon there is

:26:33.:26:36.

that returning warm front bring rain and drizzle into the west and

:26:37.:26:39.

south-west. That is still with us come the weekends. On Saturday

:26:40.:26:46.

cloudy and damp in the north-west. Elsewhere dry, but fairly cloudy

:26:47.:26:51.

with some hill fog. Best of the sunshine in the north-east and

:26:52.:26:57.

milder again. Sunday generally dry, with some rain in the west. Driest

:26:58.:27:01.

and brightest in the south and south-east. That is the forecasting.

:27:02.:27:03.
