of stories like this implies that the public spending watchdog should | :05:18. | :05:22. | |
take a look into the entire system. We've had critical stories about | :05:23. | :05:27. | |
grants to companies over the years, usually the accusation is that the | :05:28. | :05:32. | |
public body, the Welsh government in this case, took on too much risk. | :05:33. | :05:37. | |
Different dynamics with this one, because we have a very successful | :05:38. | :05:40. | |
businessman with a proven track record. That has played in two | :05:41. | :05:45. | |
different claims and counterclaims with this story. The broader and | :05:46. | :05:50. | |
final point on any of the stories that we cover in relation to grants, | :05:51. | :05:55. | |
inevitably gets tied up in the debate of whether it's better to | :05:56. | :05:58. | |
support companies through grants or loans. In Wales we have yo-yoed | :05:59. | :06:04. | |
between the two. The argument is grants are more competitive against | :06:05. | :06:09. | |
other parts of the country, some say loans are better to develop | :06:10. | :06:13. | |
home-grown talent. That debate, I suspect, is going to continue. | :06:14. | :06:15. | |
Wales is "leading the way" in efforts to increase the number | :06:16. | :06:19. | |
of lives being saved by organ transplants, after a new law came | :06:20. | :06:22. | |
That's according to the Chief Medical Officer for Wales. | :06:23. | :06:25. | |
It comes as new annual NHS figures show that almost a quarter more | :06:26. | :06:28. | |
patients here have benefited from organ transplants in the year | :06:29. | :06:31. | |
Our health correspondent Owain Clarke has the details. | :06:32. | :06:42. | |
Transplanting organs from one person to another, one of the most | :06:43. | :06:49. | |
remarkable achievements of modern medicine. This teenager is getting a | :06:50. | :06:54. | |
new kidney, and a new lease of life. Many more are waiting for the same | :06:55. | :06:58. | |
chance. This is Wales's only transplant unit | :06:59. | :07:02. | |
at the University Hospital of Wales in Cardiff. Around 120 patients come | :07:03. | :07:08. | |
here each year for a new pancreas or kidney. There are not enough organs | :07:09. | :07:12. | |
to meet the demand. So how do you increase the number? Nine months ago | :07:13. | :07:18. | |
Wales became the first, and only country in the UK, to introduce a | :07:19. | :07:23. | |
new law, with the aim of increasing the supply for them and others | :07:24. | :07:25. | |
across the UK. It means if you are an adult living | :07:26. | :07:29. | |
in Wales you are now considered to be willing for your organs to be | :07:30. | :07:33. | |
donated after death and lest you make your objection clear. New | :07:34. | :07:37. | |
figures show that in the 12 months up to March this year 214 people | :07:38. | :07:43. | |
received transplants compare it to 174 the previous year. An increase | :07:44. | :07:48. | |
of almost 25%, much higher than that across the UK. | :07:49. | :07:53. | |
The number of deceased donors in Wales increased by just four, in | :07:54. | :07:58. | |
line with the rest of the UK. But the Welsh government's top doctor, | :07:59. | :08:03. | |
is cautiously optimistic. We have to be careful about looking at when | :08:04. | :08:08. | |

seeing more donations and transplants on people's lives are | :08:14. | :08:18. | |

inheriting her father's condition. But as her husband explains last | :08:30. | :08:33. | |
September, just five months after their wedding, her heart stopped and | :08:34. | :08:37. | |
she never recovered. But who organs saved the lives. I'm | :08:38. | :08:43. | |
sure, with time, I'll appreciate that she lives on in many ways. | :08:44. | :08:48. | |
She's always around me. But I also believe that, and her memory, but I | :08:49. | :08:57. | |
take comfort in that quite literally she has given three other people | :08:58. | :09:01. | |
life. They are living thanks to someone so wonderful. Someone who | :09:02. | :09:07. | |
was such a wonderful person to me. The stark reality is that despite | :09:08. | :09:11. | |
all the efforts to increase donor numbers those on the front line say | :09:12. | :09:17. | |
too many still die waiting. We are seeing patients die every | :09:18. | :09:22. | |
other week in Wales. As a result of the shortage of organs. We need to | :09:23. | :09:28. | |
make some changes, if we can increase the number of donors by a | :09:29. | :09:33. | |
relatively small amount, we can go a long way to solving that problem. | :09:34. | :09:38. | |
Nobody expected the new Welsh law to lead to a really big increase in the | :09:39. | :09:43. | |
number of donors, but what effect it has had will become clearer next | :09:44. | :09:45. | |

last remaining stronghold here in Wales is this river behind me. The | :13:48. | :13:54. | |
river Wye, flowing through Monmouthshire is important for a | :13:55. | :13:56. | |
whole range of different creatures. 30 different fish is can be found | :13:57. | :14:04. | |
here. When it comes to one breed of crayfish they are just about holding | :14:05. | :14:09. | |
on here, but will have died out completely by 2030. They are a | :14:10. | :14:13. | |
keystone species which means that if they did become extinct it will have | :14:14. | :14:18. | |
a big knock an impact on a whole range of other organisms living in | :14:19. | :14:23. | |
our rivers. It may be small but experts say this crayfish is a big | :14:24. | :14:26. | |
indicator of a healthy river habitat. | :14:27. | :14:31. | |
For decades now it's been in decline. And that this laboratory in | :14:32. | :14:35. | |
Cardiff they are looking into why. Pollution and climate change have | :14:36. | :14:39. | |
played their part, but ultimately this is a tale of crustacean | :14:40. | :14:42. | |
invasion. Here we keep some non-native | :14:43. | :14:48. | |
species, for example, this one here. They North American and the carry | :14:49. | :14:55. | |
crayfish plague. The crayfish plague is fatal to native crayfish. | :14:56. | :15:01. | |
The team are investigating why the crayfish has spread so quickly and | :15:02. | :15:05. | |
potential ways of controlling the population. Having escaped from | :15:06. | :15:09. | |
crayfish runs in the 80s this North American invader has wreaked havoc | :15:10. | :15:15. | |
bringing the native writer to the brink of extinction. Native species | :15:16. | :15:19. | |
are so vulnerable that we have to take special precautionary measures | :15:20. | :15:23. | |
to be able to see them. The there is that they could be wiped out | :15:24. | :15:28. | |
completely in 20 or 30 years. Experts say we need direct action in | :15:29. | :15:34. | |

last remaining strongholds for these crayfish in Britain. It is clear | :15:39. | :15:42. | |

charge of the environment is attempting to boost surviving | :15:47. | :15:48. | |
populations. We produced 4000 juveniles. They are | :15:49. | :15:55. | |
carefully selected sites, headwaters, catchments. They are | :15:56. | :16:01. | |

amount of safety issues sorted out to allow the place to be managed and | :19:02. | :19:04. | |
