First tonight, shops in Derby are closing at a faster rate

:00:13.:00:19.

than anywhere else in the East Midlands.

:00:20.:00:21.

Research by analysts PwC shows that while some new retail businesses

:00:22.:00:25.

are opening in the city - that's outweighed by

:00:26.:00:28.

Shop fronts in a city with nothing to sell inside.

:00:29.:00:37.

This is a growing picture of Derby's High Street.

:00:38.:00:40.

Research by the professional advisory group PwC shows shops

:00:41.:00:44.

are closing at a faster rate here than anywhere else

:00:45.:00:47.

I don't think Derby has a huge range of shops.

:00:48.:00:51.

If people want to spend a little bit more on clothes and want

:00:52.:00:56.

a designer item, there isn't really anywhere in Derby.

:00:57.:00:58.

What we try and do is to provide fresh food and good quality

:00:59.:01:04.

We are managing, but it is difficult.

:01:05.:01:10.

In the first half of this year, Derby saw 11 shops

:01:11.:01:13.

That is the highest net reduction in the whole of the East Midlands.

:01:14.:01:20.

But the type of shops here is also changing.

:01:21.:01:22.

Gone are the pubs and expensive clothing stores, as they're

:01:23.:01:24.

replaced by estate agents and fast food restaurants.

:01:25.:01:28.

Towns centres like Belper, Leicester and Melton Mowbray have

:01:29.:01:32.

But with online shopping still as popular as ever,

:01:33.:01:36.

We should remember that Derby has done very well in these

:01:37.:01:41.

surveys in the past, largely on the back

:01:42.:01:43.

But, of course, it is competition, really, Leicester and Nottingham.

:01:44.:01:47.

Leicester has performed particularly well, probably on the halo effect

:01:48.:01:51.

from the football team and Richard III.

:01:52.:01:53.

So, it seems shop owners in Derby have an uphill battle on their hands

:01:54.:01:57.

as they fight to stay afloat on their local High Street.

:01:58.:02:06.

Next, cases of fly-tipping in one part of Leicestershire

:02:07.:02:08.

have more than doubled in the last three years.

:02:09.:02:12.

Now the Country Land and Business Association is calling

:02:13.:02:14.

for stiffer penalties to be introduced, including prison.

:02:15.:02:19.

Victoria Hicks spent the day with Harborough District

:02:20.:02:22.

Three days of illegally dumped rubbish collected in Harborough.

:02:23.:02:30.

Today it was temporarily tipped onto Welland Park in the town

:02:31.:02:33.

to show how big a problem fly-tipping has become.

:02:34.:02:37.

We are getting reports that fly-tipping over the last two

:02:38.:02:40.

or three years is just increasing and we really want to tackle it.

:02:41.:02:45.

We want to raise awareness about what local residents can do.

:02:46.:02:49.

We also want to send a message to those who do

:02:50.:02:52.

fly-tip that it is a crime, it is illegal, and we

:02:53.:02:55.

Already the issue there have been 300 cases of fly-tipping

:02:56.:03:00.

The District Council does not believe the introduction of tip

:03:01.:03:07.

We've discovered that the fly-tip that we do pick up, the vast

:03:08.:03:12.

So that when people have their mattresses or settees,

:03:13.:03:17.

Don't just dump them on the roadside where it is a spoil

:03:18.:03:24.

But people are dumping their rubbish.

:03:25.:03:27.

A mile and a half down this country picturesque country lane

:03:28.:03:30.

All of this can be disposed of at a local household waste site.

:03:31.:03:43.

There are the items that we deal with day-in and day-out.

:03:44.:03:45.

This costs us time and money and it is an eyesore.

:03:46.:03:49.

The Country Land and Business Association says that local

:03:50.:03:52.

authorities need to prosecute more offenders and the fines

:03:53.:03:56.

When they actually do the fly-tipping fines,

:03:57.:04:00.

they are under ?1,000 and it is costing our members

:04:01.:04:03.

and people who own land more money to clear up the fly-tipping

:04:04.:04:06.

This load was dumped last night at the side of the road.

:04:07.:04:12.

The council is urging people to report any

:04:13.:04:14.

Police in Derby have released CCTV footage of the moment

:04:15.:04:26.

a pedestrian was struck by a car in an apparent hit-and-run incident.

:04:27.:04:30.

They say the 47-year-old man was crossing Boyer Street

:04:31.:04:33.

in the city on the evening of 23rd September, when a black car

:04:34.:04:38.

He suffered a fractured shoulder and facial injuries.

:04:39.:04:42.

Officers are appealing for witnesses.

:04:43.:04:48.

More than 1,000 people travelled to Westminster from Nottingham today

:04:49.:04:50.

It was called Nottingham in Parliament Day .

:04:51.:04:53.

Business leaders, sports people and school children went to London

:04:54.:04:56.

Here's our Political Editor, Tony Roe.

:04:57.:05:10.

The news at Westminster today was dominated by the expansion of

:05:11.:05:16.

Heathrow Airport, but also creating a buzz was the city of Nottingham

:05:17.:05:19.

and Nottinghamshire as a county. It and Nottinghamshire as a county. It

:05:20.:05:24.

is all down to the University of Nottingham staging the state

:05:25.:05:29.

dredging courage investment. They had 45 different events. There is

:05:30.:05:33.

normally one of them each time a constituency stage is something.

:05:34.:05:39.

This was 45 events over nine hours. Simon Ward has been getting the

:05:40.:05:41.

feeling of what has been going on. He is trying to persuade the rich

:05:42.:05:44.

to invest in Nottinghamshire. The University of Nottingham led

:05:45.:05:48.

many events in and around Robin Hood helped remind people

:05:49.:05:50.

about his city and county. Robin Hood always stood up

:05:51.:05:54.

for the people of Nottingham. But today, we've got an entire train

:05:55.:05:57.

load of people who are here saying, We've got past,

:05:58.:06:00.

we've a great future. Children from Bluebell Hill School

:06:01.:06:05.

in Nottingham helped Conservative and Labour to battle each other,

:06:06.:06:08.

but with common cause. 45 different events from Nottingham

:06:09.:06:14.

down to Parliament, plus some fresh ideas too, to make sure that nobody

:06:15.:06:16.

in the whole of Westminster and the Government can be an unaware

and a great place to visit The new man taking the job

:06:37.:06:40.

and historical interest In bringing the story of Nottingham

:06:41.:06:42.

to Parliament, to the corridors of power, it's quite

:06:43.:06:48.

a momentous occasion. The reaction we've had today

:06:49.:06:52.

from various invitees and attendees Could you tell me some of the

:06:53.:07:05.

serious discussions that have gone on today, will they make a

:07:06.:07:11.

difference? I think they will. We had a forum this morning based on

:07:12.:07:15.

the 'Midlands Engine', which is a new initiative to try to drive

:07:16.:07:19.

economic growth in the Midlands. The Midlands is the second-biggest

:07:20.:07:23.

region outside London and the south-east in the UK. Bigger than

:07:24.:07:28.

the northern powerhouse, twice the size of Scotland. We are the second

:07:29.:07:31.

biggest city in the 'Midlands Engine'. We need to help to power

:09:34.:09:40.

with your weather now here's Kaye. Not too bad tomorrow. We will see

:09:41.:09:54.

some sunshine again. We have had to more weather over the last couple of

:09:55.:09:58.

days with misty and murky mornings. Eventually we did get to see some

:09:59.:10:05.

lovely sunshine. It has been a bit on the chilly side, thanks to you

:10:06.:10:09.

straight winds. We are finally ditching blows cold easterly winds,

:10:10.:10:13.

replacing them with mild south-westerly winds. Over the next

:10:14.:10:20.

few days will be largely dry. We have seen the cloud increasing again

:10:21.:10:23.

through the latter part of the afternoon and into the evening. We

:10:24.:10:27.

will keep that for most of the night. Some mist and fog will reform

during the night, mainly in the South. The main change tonight

disciple feel, not as cold as last night. It will stay at 910 degrees

:10:37.:10:43.

in the town centres, seven or 8 degrees in rural spots. Quite a

:10:44.:10:46.

murky start again tomorrow. The wimple picked up through tomorrow,

:10:47.:10:50.

breaking up the cloud and clearing the mist. We will get some sunshine

:10:51.:10:55.

later on in the day. It will be a milder day with the maximum

:10:56.:11:00.

temperature of 14 or 15 Celsius. Here is the

:11:01.:11:00.

settled and on the mild side. Nick now has all the national weather.

:11:01.:11:05.

Hello. Autumn is the season of change, most noticeably with those

:11:06.:11:13.

autumn colours on display today in Buckinghamshire, as photographed by

:11:14.:11:15.

one of our weather watchers. Always helps when there is blue sky above.

:11:16.:11:18.

Our weather is always changing regardless of the season. One of

:11:19.:11:21.

those changes is taking place, we are losing last week's Easterly

:11:22.:11:26.

winds and now a westerly wind. That means it's turning milder by day and

:11:27.:11:30.

night but it does mean the return of Atlantic weather fronts, especially

:11:31.:11:34.

to north-western parts of the UK. The reason, high pressure in Germany

:11:35.:11:39.

and low pressure Iceland. Here is the first of those weather fronts

:11:40.:11:42.

for Scotland and Northern Ireland through the night, the first part of

:11:43.:11:46.

tomorrow. There isn't a huge amount of rain associated with this. Could

:11:47.:11:49.

see rain over the hills of northern England and Wales as the night goes

:11:50.:11:52.

on. The odd shower clipping Sussex and Kent. A lot of dry weather for

:11:53.:11:57.

England and Wales. It's mild here, it's milder across the northern half

:11:58.:12:01.

of Britain compared with last night. But the further south you
