And now the news for the East Midlands, I'm Maurice Flynn. | :00:12. | :00:13.
A gang which staged dozens of road accidents so they could make false | :00:14. | :00:17.
insurance claims have been found guilty. | :00:18. | :00:19.
The scam involved deliberately crashing cars across Derby | :00:20. | :00:22.
and Derbyshire, and saw them making hundreds of thousands | :00:23. | :00:25.
Trying to hide their faces, these five men today finally had to face | :00:26. | :00:34.
They were part of a so-called crash for cash scam, | :00:35. | :00:38.
deliberately causing collisions to make fraudulent claims | :00:39. | :00:41.
for injuries received and damage caused to the vehicles. | :00:42. | :00:45.
In total, they staged 41 crashes across Derby and Derbyshire, | :00:46. | :00:49.
targeting older and lone women drivers. | :00:50. | :00:52.
One of the most common schemes was to have two cars driven | :00:53. | :00:55.
by the scammers ahead of a target car. | :00:56. | :00:57.
The lead car would swerve suddenly, causing the second to | :00:58. | :01:00.
brake hard, the target car behind would crash into the back of the | :01:01. | :01:04.
That innocent third party would always | :01:05. | :01:10.
admit liability as they had driven into the back of the second car. | :01:11. | :01:14.
Ten of the 41 crashes took place here. | :01:15. | :01:18.
The scammers also used stolen or fake identities as part of their | :01:19. | :01:22.
The claims were then managed by one of two companies | :01:23. | :01:26.
One of them was Derby Enterprise Solutions. | :01:27. | :01:31.
The director's brother was the secretary, the two men | :01:32. | :01:35.
and their accomplice were all found guilty of conspiracy to defraud. | :01:36. | :01:41.
Another man, seen here in the green coat, was | :01:42. | :01:44.
His brother in the black coat was found not guilty. | :01:45. | :01:49.
Meanwhile, Adam Stark from Long Eaton was found guilty | :01:50. | :01:51.
of fraud as well as perverting the course of justice. | :01:52. | :01:55.
And seven other people had already pleaded guilty to their part | :01:56. | :01:58.
In a statement today, Derbyshire Police has said it hopes | :01:59. | :02:02.
this trial sends out the clear message that this type of crime will | :02:03. | :02:06.
be treated seriously, investigated thoroughly and will not | :02:07. | :02:08.
The five men found guilty have been released on bail but | :02:09. | :02:13.
will be back in court in April for sentencing. | :02:14. | :02:21.
Controversial plans to move hospital treatment into the community have | :02:22. | :02:24.
been watered down after fierce criticism from patients | :02:25. | :02:27.
But health bosses are still pushing ahead with proposals to transfer | :02:28. | :02:31.
five different services away from major medical centres. | :02:32. | :02:34.
Our health correspondent Rob Sissons has the details. | :02:35. | :02:38.
Managing change is never easy in the NHS. | :02:39. | :02:41.
One of the buzz phrases is "moving care closer to home". | :02:42. | :02:46.
In Nottingham, the original plan was to move all | :02:47. | :02:48.
these services, seven of them, out of Nottingham's main | :02:49. | :02:52.
hospitals and into the community to places like medical centres. | :02:53. | :02:56.
The services range from one for chronic fatigue | :02:57. | :02:58.
The brain injury service and the management of renal patients | :02:59. | :03:09.
The people behind the change say it'll mean better care. | :03:10. | :03:16.
We've really been able to listen to the feedback we've received | :03:17. | :03:19.
and that has allowed us to change the | :03:20. | :03:21.
specifications, so we are really confident | :03:22. | :03:24.
real best services meeting patients' needs. | :03:25. | :03:29.
This campaigner is really happy that the brain injury service isn't | :03:30. | :03:32.
Heather is 24 and suffered a brain injury after losing | :03:33. | :03:36.
At home in West Bridgeford today, she told us she is | :03:37. | :03:40.
glad that, when it comes to her service, the clinical commissioning | :03:41. | :03:43.
I think it will be good for everyone, for the | :03:44. | :03:51.
outpatients, for the future ones, for the staff. | :03:52. | :03:54.
It will just all remain in one place, that will be | :03:55. | :03:57.
Other patients, though, are not happy. | :03:58. | :03:59.
Gilly in Blidworth is furious the pain management service | :04:00. | :04:02.
We're told the changes will save ?2 million pounds | :04:03. | :04:06.
on today's prices, but the main motivation isn't savings | :04:07. | :04:11.
but to deliver better care, the NHS says. | :04:12. | :04:14.
The commissioners will go before Nottinghamshire's health scrutiny | :04:15. | :04:17.
committee next month to argue their case, | :04:18. | :04:20.
but for now the changes are on track to come in July. | :04:21. | :04:24.
But expect more arguments before then. | :04:25. | :04:29.
Tributes have been paid to a 22-year-old man killed | :04:30. | :04:31.
Lauric Lebato, from London, was found with a stab wound | :04:32. | :04:36.
in Albion Street early on Saturday morning, but died in hospital. | :04:37. | :04:40.
Lauric's father said today he was the centre of his life | :04:41. | :04:43.
and has urged anyone with information to contact police. | :04:44. | :04:47.
Figures released by the NSPCC show the charity receives hundreds | :04:48. | :04:50.
of calls each year from people concerned with drink and drug abuse | :04:51. | :04:54.
In the East Midlands there were 620 such calls to them in 2013/14, | :04:55. | :05:00.
The service centre team manager for the NSPCC in Nottingham joins | :05:01. | :05:09.
Who are the people who are making these | :05:10. | :05:13.
reports and what sort of things are they telling you? | :05:14. | :05:15.
Well, we get calls mainly from neighbours, because they | :05:16. | :05:17.
are the ones that are closest to what is happening on the ground, and | :05:18. | :05:21.
they are telling us that they are concerned | :05:22. | :05:23.
about children because they are aware that people are | :05:24. | :05:25.
having parties and using drugs and alcohol next door, | :05:26. | :05:29.
and they are concerned about the welfare of the children. | :05:30. | :05:31.
And what do you do when you get a report like that? | :05:32. | :05:34.
What we would do is advise the people about | :05:35. | :05:36.
what they can do themselves, and reassure them about what we're going | :05:37. | :05:40.
to do with the information, but in most cases, in about 90% | :05:41. | :05:43.
of cases, we will make a referral, either to the police | :05:44. | :05:47.
or to the local authority for children's social care. | :05:48. | :05:50.
And in those referrals, what dangers are | :05:51. | :05:51.
We would say that a lot of the problems that | :05:52. | :05:58.
arise are around neglect of the children, because if the parents | :05:59. | :06:02.
are using substances in the home | :06:03. | :06:05.
or they're using alcohol frequently and consistently, then the | :06:06. | :06:10.
children's needs are likely to be being neglected. | :06:11. | :06:12.
That is the main concern, that they are not keeping | :06:13. | :06:15.
their children safe if they are abusing substances on a | :06:16. | :06:17.
What about the trends with this, you've seen them rising, | :06:18. | :06:21.
Generally speaking, this is a big concern, | :06:22. | :06:29.
and we are aware that it takes quite a lot of courage for | :06:30. | :06:32.
neighbours to pick up the phone and ring us to ask, so we know that | :06:33. | :06:36.
Now, those behind the new Enterprise Zone being developed | :06:37. | :06:42.
in Leicestershire say it could create tens of | :06:43. | :06:44.
thousands of jobs, some of them in the UK's growing | :06:45. | :06:47.
The zone, the second in the county, will be based across sites | :06:48. | :06:52.
in Loughborough and Leicester, as Quentin Rayner reports. | :06:53. | :07:01.
Leicestershire is no stranger to the interstellar, but this plot could | :07:02. | :07:06.
end up being dubbed the starship enterprise zone. In the 80 hectare | :07:07. | :07:10.
to Loughborough University may look barren now, but new buildings will | :07:11. | :07:14.
soon spring up. It is just one of these sites making up the new zone. | :07:15. | :07:18.
Another part will be situated on child with cap is focusing on life | :07:19. | :07:23.
science. The third site will be in Leicester 's Waterside, adjacent to | :07:24. | :07:28.
the proposed National space part, especially Isaac and space | :07:29. | :07:31.
technology. The minister responsible for promoting the Midlands engine | :07:32. | :07:34.
caught up with companies which intend to expand into the enterprise | :07:35. | :07:35.
zone. Enterprise zones are an extremely | :07:36. | :07:36.
important part of our strategy. The eight enterprise zones | :07:37. | :07:39.
across the Midlands have so far created 9,000 jobs and brought | :07:40. | :07:41.
in over ?1 million of Just up the road in Leicestershire, | :07:42. | :07:44.
the Mira technology park, there were companies from around | :07:45. | :07:51.
the world who come to base themselves on that technology park, | :07:52. | :07:54.
and that is exactly what we want to achieve here | :07:55. | :07:58.
on this side as well. The new enterprise | :07:59. | :08:00.
zone promises much. 6500 jobs in ten years, rising | :08:01. | :08:03.
to 21,000 into the local economy Leicester's first enterprise | :08:04. | :08:08.
zone opened about five The technology Park has attracted | :08:09. | :08:14.
many companies and It is the busiest one | :08:15. | :08:20.
so far in the country. This has the potential | :08:21. | :08:27.
to do even better because of its location by the M1 and 5,000 | :08:28. | :08:29.
houses across the road. The new enterprise | :08:30. | :08:34.
zone can't come soon enough, the university's innovation | :08:35. | :08:37.
Centre is already 90% full. As I leave you tonight, | :08:38. | :08:46.
we're hearing the A1 is closed Northbound | :08:47. | :08:48.
near the Rutland Water turn off. Not clear on what's happened yet, | :08:49. | :08:50.
but if it's on your route in the morning, | :08:51. | :08:53.
check before you set off. Now Lucy's here, and would that have | :08:54. | :08:55.
been sunshine we felt earlier? It might have been. Bit of a distant | :08:56. | :09:07.
memory for some of us. Especially after the weekend read was a whole | :09:08. | :09:12.
lot more wintry. This photo was headed by weather watcher in | :09:13. | :09:15.
Derbyshire. Acting easterly wind and some snow as well. As we move | :09:16. | :09:20.
through this week, they will be a bit of a the weather, milder | :09:21. | :09:25.
temperatures, mid week we're going to touch into the double figures. | :09:26. | :09:29.
There will be plenty of cloud but also brighter spells in the mix as | :09:30. | :09:33.
well. One to shout shatters the week. In the bigger picture, high | :09:34. | :09:38.
pressure out to the north-east, low pressure on the south-west, the | :09:39. | :09:42.
cloud will rotate has moved to the next couple of days, so the easterly | :09:43. | :09:45.
wind will attend a quest in the, and one draw and some less cold air and | :09:46. | :09:50.
that is where we'll see milder temperatures. Overnight, some patchy | :09:51. | :09:55.
cloud around, clear spells, largely dry, temperatures fighter and | :09:56. | :09:59.
overnight low of two or three Celsius, city is likely... Crueller | :10:00. | :10:05.
in the countryside. Tomorrow there will be bright this first thing, | :10:06. | :10:08.
particularly farther east, getting the best, but it will turn | :10:09. | :10:12.
increasingly cloudy. Temperatures creep up to a maximum of nine | :10:13. | :10:18.
Celsius, and that's south-easterly breeze. There's a chance of 12 | :10:19. | :10:22.
patches of rain has removed through the evening, said you're heading | :10:23. | :10:27.
out, taken on Bella. It Wednesday, it is the potential to the rain, but | :10:28. | :10:32.
uncertainty as to where it will be, so don't take the picture to | :10:33. | :10:36.
literally. They will be cloud as well, temperatures of easing a | :10:37. | :10:40.
maximum of 11 Celsius. BB is coming up from the south. Thursday, not too | :10:41. | :10:46.
dry, some cloud around, the odd spot of drizzle. Temperatures still in | :10:47. | :10:52.
the double figures. A similar story into Friday, plenty of cloud around | :10:53. | :10:55.
and the chance of brighter intervals. | :10:56. | :10:58.
In a few moments we'll have a full national forecast, | :10:59. | :11:01.
but for now I'll leave you with a look at the outlook. | :11:02. | :11:01.
at the weekend it will be mild. Largely dry, perhaps a wind -- windy | :11:02. | :11:08. |
