Here on BBC One, it's time for the news where you are. | :00:00. | :00:10.
A motor industry expert is warning that Brexit makes the Ellesmere Port | :00:11. | :00:15.
car factory more vulnerable to closure by the French company | :00:16. | :00:18.
which today bought the Vauxhall brand. | :00:19. | :00:20.
He says the plant could be at risk because three-quarters | :00:21. | :00:23.
of the components it uses are imported from Europe. | :00:24. | :00:25.
I spoke to our reporter Ian Haslam from outside | :00:26. | :00:28.
In the very worrying times for those workers. | :00:29. | :00:42.
And not just those 2000 that work here, | :00:43. | :00:44.
there are also many more people involved in the supply chain | :00:45. | :00:47.
so this factory is vital to the local economy. | :00:48. | :00:51.
Unions say securing the long-term future of jobs depends | :00:52. | :00:54.
on the British Government getting involved. | :00:55. | :00:57.
They also point out that British cars sell well if they're made | :00:58. | :01:00.
in Britain and want the new owners, PSA to remember that. | :01:01. | :01:06.
The French outfit, which also makes Citreon and Peugeot, | :01:07. | :01:09.
says the future of all its factories, a total of 24 | :01:10. | :01:13.
across Europe, depends on how the workforce performs. | :01:14. | :01:16.
Our Merseyside reporter Andy Gill has this report. | :01:17. | :01:22.
The plant's new owners PSA say Ellesmere Port will continue | :01:23. | :01:25.
when a new version is due on the market. | :01:26. | :01:30.
The main union says the plant would have to prove itself | :01:31. | :01:33.
as the best place to build the update, | :01:34. | :01:37.
And a main concern is that the government here plays | :01:38. | :01:40.
a part to secure jobs in the long term. | :01:41. | :01:43.
Both the French and German governments have helped enormously | :01:44. | :01:47.
with this coming together, and we ask the UK Government | :01:48. | :01:51.
Manufacturing is the lifeblood of any economy and the automotive | :01:52. | :01:55.
sector is the heart of that manufacturing sector. | :01:56. | :01:58.
The union says this is a productive plant. | :01:59. | :02:00.
On the other hand, there's a perception that it's easier | :02:01. | :02:03.
to sack British workers than European ones. | :02:04. | :02:06.
The highly skilled, well-paid jobs here are vital | :02:07. | :02:11.
for the economy and employment, not just in Ellesmere Port | :02:12. | :02:13.
but in other parts of Cheshire and Wirrell too. | :02:14. | :02:16.
And thousands of more jobs are in the supply chain, | :02:17. | :02:20.
which depend on the factory being here. | :02:21. | :02:24.
Most of the cars made here are exported. | :02:25. | :02:28.
They're made mainly with parts imported from Europe. | :02:29. | :02:30.
And one expert says that could be a problem after Brexit. | :02:31. | :02:35.
If the components have to be imported, especially if the pound | :02:36. | :02:37.
depreciates further, this is not a very attractive | :02:38. | :02:39.
If we can build a British component supply base, then I think, | :02:40. | :02:46.
and other plants would look much more positive. | :02:47. | :02:53.
Concerns today too in Ellesmere Port town. | :02:54. | :02:55.
It's a bit worrying, isn't it, that we don't know | :02:56. | :02:58.
I know a few people that work there, families, you know what I mean? | :02:59. | :03:06.
There's not many big factories around here any more. | :03:07. | :03:10.
PSA say the future of all its plants is in the workers' hands | :03:11. | :03:17.
Andy Gill, BBC North West Tonight, Ellesmere Port. | :03:18. | :03:26.
As we heard in Andy's report, some experts say Brexit could result | :03:27. | :03:29.
in Ellesmere Port's closure, but the boss of the new owners, | :03:30. | :03:33.
the PSA group, says Brexit might make it more likely a British plant | :03:34. | :03:37.
That's because if tariffs were imposed on cars coming | :03:38. | :03:41.
into this country from Europe, keeping a factory here | :03:42. | :03:43.
Still though much to decide, and the future for workers here | :03:44. | :03:49.
Well, tonight Ellesmere Port's MP met with the Government's | :03:50. | :03:59.
Business Secretary Greg Clarke to ask him for reassurances | :04:00. | :04:03.
A little earlier, I spoke to the Labour MP, Justin Madders, | :04:04. | :04:07.
and asked him what came out of the meeting. | :04:08. | :04:10.
Well, I want them to sit down with PSA as soon as possible, | :04:11. | :04:15.
as much as they can say what their plans are and really then | :04:16. | :04:21.
work together with PSA, with the unions, | :04:22. | :04:24.
with management at Ellesmere Port to come up with a package | :04:25. | :04:28.
that makes sure that the future is secure. | :04:29. | :04:32.
Would you like to see some sort of package, | :04:33. | :04:34.
some sort of deal done at Vauxhall as was done as Nissan? | :04:35. | :04:37.
Well, no one quite knows for sure what the deal was with Nissan but | :04:38. | :04:42.
the end result was that the future of the plant was secure, | :04:43. | :04:45.
and that's what I'm interested in, it's what I'm hoping | :04:46. | :04:48.
Clearly, with Brexit on the horizon, all eyes are on the Government | :04:49. | :04:55.
and how they deal with these kinds of challenges, | :04:56. | :04:57.
so there really is an onus on them to show | :04:58. | :05:00.
that Britain is still open for business and keep the plant going. | :05:01. | :05:04.
Mr Madders, thank you very much indeed. | :05:05. | :05:06.
Merseyside Police have confirmed that a man charged with the murder | :05:07. | :05:11.
of a two-year-old boy is also accused of neglecting | :05:12. | :05:13.
The boy who died was found unresponsive by paramedics | :05:14. | :05:18.
called to Woodville Road in Birkenhead last week. | :05:19. | :05:21.
His twin sister and another child have been taken into care. | :05:22. | :05:24.
28-eight-year-old Craig Smith was today remanded in custody to | :05:25. | :05:28.
appear before Liverpool Crown Court in a fortnight's time. | :05:29. | :05:31.
A woman charged with allowing a child to suffer harm | :05:32. | :05:33.
Two brothers who ran a dirty and dangerous care home in Liverpool | :05:34. | :05:40.
Amjad and Amer Latif were in charge of the Mossley Manor Care home, | :05:41. | :05:46.
where a court heard vulnerable elderly people lived in squalor. | :05:47. | :05:50.
The home was closed down in 2015, and today the brothers | :05:51. | :05:53.
As you may've heard in the national news, a Cumbrian zoo where nearly | :05:54. | :06:01.
500 animals died in less than four years has been refused | :06:02. | :06:04.
David Gill, the owner of South Lakes Safari Zoo, | :06:05. | :06:07.
now has 28 days to decide whether to appeal against | :06:08. | :06:11.
In 2013, zookeeper Sarah McClay was mauled to death by a tiger. | :06:12. | :06:17.
Her former boyfriend says action to shut down | :06:18. | :06:19.
Nothing that's come out today has come as a shock to me or anybody | :06:20. | :06:26.
else that had a decent knowledge of the goings on there. | :06:27. | :06:29.
It's just a shame it's taken so long to occur. | :06:30. | :06:37.
to be banned from the region's cities are intensifying. | :06:38. | :06:42.
Liverpool wants to stop diesels coming into its city centre by 2025. | :06:43. | :06:45.
Manchester's looking at restrictions on older diesels, | :06:46. | :06:48.
Each year, particles from diesel engines are responsible for 3500 | :06:49. | :06:55.
Here's our environment correspondent Judy Hobson. | :06:56. | :07:04.
Monday morning in Greater Manchester. | :07:05. | :07:08.
Well, the high pressure will stay with us for the next few days, | :07:09. | :07:11.
which means conditions won't change at all... | :07:12. | :07:14.
Today you can even see it sitting across the city. | :07:15. | :07:21.
So here we are monitoring oxides of nitrogen, | :07:22. | :07:24.
a team monitors the city's air pollution levels. | :07:25. | :07:30.
an invisible gas which can irritate our lungs. | :07:31. | :07:36.
There are a number of thresholds allowed per year, but beyond that, | :07:37. | :07:40.
then we are failing air quality at that location. | :07:41. | :07:43.
Does it exceed those levels very often? | :07:44. | :07:48.
The latest Government data shows Greater Manchester has been | :07:49. | :07:57.
in breach of its legal limits for nitrogen dioxide | :07:58. | :08:00.
But what about levels of particulate matter? | :08:01. | :08:08.
Vehicles, especially diesels, also emit millions of tiny particles. | :08:09. | :08:14.
They're so small we can breath them in, and they're associated | :08:15. | :08:16.
I'm in Whitworth Park in Manchester, and this is a monitor | :08:17. | :08:23.
which measures the tiny particles in the air. | :08:24. | :08:26.
If I hold this tube up to my mouth, it should measure what I'm breathing | :08:27. | :08:30.
There are no safe amounts of particulate matter, | :08:31. | :08:35.
but here in the park, the levels were relatively low. | :08:36. | :08:38.
Just a few metres away is Oxford Road, | :08:39. | :08:41.
one of the busiest routes in the city. | :08:42. | :08:43.
Immediately, the levels become dangerously high. | :08:44. | :08:47.
The tiny particles I'm now breathing in could be having a serious | :08:48. | :08:50.
But the monitor proves by walking a few metres away from the road, | :08:51. | :08:56.
this can dramatically reduce your exposure to air pollution. | :08:57. | :09:02.
The Government has been taken to the High Court over its failure | :09:03. | :09:05.
to reduce emissions, and it has until next month | :09:06. | :09:08.
But experts say they'll need to have bold policies if cities | :09:09. | :09:13.
like Manchester have any chance of reaching their clean air targets. | :09:14. | :09:22.
It was a beautiful started the week. And that will continue over the next | :09:23. | :09:36.
12 or 24 hours. Some fine weather in the forecasters we have to do is be. | :09:37. | :09:40.
If we look at the weather for the week ahead, today was great, | :09:41. | :09:44.
tomorrow follows in a broadly similar pattern. Actually, fairly | :09:45. | :09:47.
mild conditions and largely dry days. Beautiful weather Watchers | :09:48. | :09:51.
pictures catching lots of sunshine across north-west. Perhaps not quite | :09:52. | :09:55.
as much tomorrow. The difference in the overnight period is that we will | :09:56. | :10:02.
start as he showers. This not a bad time for them to come in. They have | :10:03. | :10:05.
started to spread into many places and they will continue over the next | :10:06. | :10:08.
couple of hours but they will leave us towards the early hours. Some | :10:09. | :10:10.
breaks from time to time, temperatures generally three and | :10:11. | :10:14.
four, maybe five along the coast. Really you could hit zero but that | :10:15. | :10:17.
is an exception rather than the rule. Into tomorrow, spells of | :10:18. | :10:24.
sunshine. Not quite as brilliant as today but still a reasonable sort of | :10:25. | :10:27.
day. From a shame on worse, sunshine getting a little more week but | :10:28. | :10:33.
towards the tail end of the day, we have to wait for the rain which | :10:34. | :10:36.
means most daylight hours are sitting pretty. Temperatures eight | :10:37. | :10:42.
and 9 degrees once again on Tuesday night. This is a more significant | :10:43. | :10:46.
area of brain you can see working its way through. Keeping | :10:47. | :10:50.
temperatures up. Very wet on the weekends as we don't really want | :10:51. | :10:53.
that rain. On Wednesday, still in that nice, fine pattern. Every now | :10:54. | :10:57.
and then the sun will come out and FA review with the outlook for the | :10:58. | :11:00.
next couple days, yes, there is an awful lot of weather around. | :11:01. | :11:02.
cool, it will be windy at times as well and still rather unsettled with | :11:03. | :11:04.
some blustery showers around. That's the London forecast and now for the | :11:05. | :11:08.
National forecast, over to Nick Miller. | :11:09. | :11:16.
North-west France and Plymouth were miles apart weather-wise. This | :11:17. | :11:23.
southern flank in north-west France there was a wind gusts of 120 mph | :11:24. | :11:29.
which we just dodged. That area of low pressure continues to move | :11:30. | :11:32.
quickly south-eastwards so that by tomorrow it is in Italy on its | :11:33. | :11:36.
southern flank, stormy in Sardinia and around it strong winds blowing | :11:37. | :11:40.
through south-east France. We've got a little bump in the ice bars with | :11:41. | :11:45.
lighter winds, a brief ridge of high pressure, things briefly settled | :11:46. | :11:48.
going into tomorrow, overnight there are some showers around moving | :11:49. | :11:51.
through western Scotland and north-west England and the Midlands, | :11:52. | :11:55.
clearing Wales, one or two in the east, the | :11:56. | :11:57. |
