An 89-year-old driver is under arrest tonight after a car ploughed

into pedestrians outside a Manchester hospital,

The tragedy happened in a car park at Withington Community

Sadly, both women have died haven't they?

found out that one of the women had found out that one of the women had

died at around 5pm and about one hour later we were also told that

the second woman had died as well. All police will tell us about them

is that they were 44 and 49 and the next of kin have been informed.

Well, police tell us the driver of the green Ford Focus was an

:01:35.:01:48.

89-year-old man. He has been arrested on suspicion of causing

:01:49.:01:52.

death by dangerous driving and is currently in custody and being

:01:53.:01:56.

questioned by the police. For its part the hospital says its

:01:57.:02:00.

condolence and thoughts are with the families of those two women tonight.

Police say anybody who saw the collision today or sort the green

:02:07.:02:09.

Ford Focus being driven in or around the hospital early this afternoon,

they are urging people who may have seen have all witnessed anything to

come forward and tell them what they saw. Thank you very much.

A new strain of the drug Spice, which temporarily paralyses people,

is causing serious concern in our region.

People who've smoked the drug often become frozen like statues

The paralysis can last for up to half an hour,

and people sometimes injure themselves falling over

:02:36.:02:38.

New pictures taken by the BBC today suggest some users become

:02:39.:02:42.

One charity claims 95% of Manchester's homeless community

:02:43.:02:46.

is now taking Spice, which used to be legal,

:02:47.:02:50.

Earlier I spoke to Julie Boyle from from the homeless

:02:51.:02:55.

I began by asking her how bad the situation has become.

:02:56.:03:03.

It's rife within the homeless community.

:03:04.:03:05.

I'd say that 95% of the people who are sleeping rough

:03:06.:03:08.

are probably smoking Spice, certainly with our

:03:09.:03:09.

And how do people get on to Spice to start with?

:03:10.:03:19.

It's usually given to them as a cheap alternative to cannabis

:03:20.:03:22.

and some people take it so they get to sleep at nights, so they are not

:03:23.:03:25.

aware of the dangers around them, and it soon turns into an addiction.

:03:26.:03:29.

We have seen some really horrifying pictures

:03:30.:03:30.

Just describe what it does to people who take it.

:03:31.:03:35.

Well you have got the statue-like effects that we have

:03:36.:03:37.

We have also got people who have been groomed into sex work,

:03:38.:03:41.

who have been sexually assaulted because they are completely out

:03:42.:03:43.

of it on Spice, so that different things are happening to them

:03:44.:03:46.

People might assume that heroin is the drug that has

:03:47.:03:50.

the worst impact on people, but it sounds like this

:03:51.:03:52.

It's worse than heroin, it's harder to get, people go

:03:53.:03:55.

from heroin to Spice in the hope that they can get off it easier

:03:56.:03:59.

The symptoms of withdrawal with Spice are worse

:04:00.:04:04.

Because its chemical and we don't know what's in it.

:04:05.:04:10.

We have got no idea what chemicals are in it.

:04:11.:04:13.

They change the chemical compound on a regular basis

:04:14.:04:15.

so you are playing catch up all the time

:04:16.:04:17.

to find out what's in it, in order to get an antidote for it.

:04:18.:04:21.

What can the authorities do now to crack down on this?

:04:22.:04:24.

I think more enforcement on the streets, but not necessarily

:04:25.:04:25.

It's the bigger ones who are making young people go out,

:04:26.:04:29.

carrying class A drugs they are going to prosecute

:04:30.:04:33.

if they get caught but they are also feeding their habit.

:04:34.:04:36.

We're talking about a former legal high, as we called it, are we?

:04:37.:04:40.

It doesn't appear to have worked, outlawing it?

:04:41.:04:41.

We've never had as many ambulance call-outs, police call-outs,

:04:42.:04:46.

and violence amongst our clients as we have since it came,

:04:47.:04:49.

From your experience working with homeless people,

:04:50.:04:52.

what impact is it having on people's lives.

:04:53.:04:55.

It's awful because, you know, they don't engage in any services,

:04:56.:04:59.

they lose their accommodation because they are not

:05:00.:05:02.

attending key work sessions, they have got nothing.

:05:03.:05:05.

It is tunnel vision, just heading towards where can I get

:05:06.:05:09.

And that has an impact on their life.

:05:10.:05:12.

When they run out of options, at a certain point, if they are not

:05:13.:05:16.

engaging they're not going to get anywhere to live.

:05:17.:05:18.

I know you've worked in the homeless community for some years.

:05:19.:05:21.

How would you compare this to other crisis that have come before?

:05:22.:05:24.

As I've said before, this is an epidemic.

:05:25.:05:26.

It's something that I've never seen before and the majority

:05:27.:05:28.

of the people out there are under the influence of Spice,

:05:29.:05:31.

for whatever reason, and it's the addiction that's

:05:32.:05:32.

the problem, so we need to try and tackle the addiction

:05:33.:05:35.

Well, this is what caused the problem, cryptosparidium,

:07:03.:07:04.

a nasty bug that causes serious stomach and breathing problems.

:07:05.:07:07.

Now on August 6th, 2015, traces of it were found

:07:08.:07:09.

So United Utilities ordered people to boil tap water

:07:10.:07:15.

Around 300,000 homes and businesses were affected.

:07:16.:07:20.

Restrictions were in place for roughly one month.

:07:21.:07:24.

The Drinking Water Inspectorate began an immediate

:07:25.:07:25.

investigation to find out what went wrong but as yet they are not

:07:26.:07:28.

It became a daily ritual for thousands in Lancashire

:07:29.:07:36.

For a month they were told to boil water or drink bottled water

:07:37.:07:43.

after the main supply was contaminated by a bug

:07:44.:07:46.

The source of the problem was traced to the Frankkaw treatment works.

But despite 18 months of investigation by the Drinking

:07:54.:07:57.

Water Inspectorate we still don't know how it happened.

I will be writing today to the Secretary of State to demand

that she puts pressure on the Drinking Water Inspectorate

what happened and what they are going to do about it.

The Drinking Water Inspectorate, over 18 months on, is still refusing

to shed any light on it, and it is not acceptable.

The staff at the Brookside Care home, say the water restrictions

Well, the care home sector in itself is a very

demanding environment to be in, so it was an added demand that went

on far longer than I think everybody expected.

We still haven't had, in effect, a risk assessment to say

The Consumer Council for Water has similar concerns.

We are disappointed that it has taken so long.

and they are frustrated that we don't have clarity at this
