You're watching a special Newsround on an historic morning for the UK. | :00:00. | :00:00.
I'm Ricky, live at Westminster, bringing you the massive news | :00:00. | :00:08.
that the UK has voted to leave the European Union. | :00:09. | :00:22.
I'm outside the Houses of Parliament in Westminster, | :00:23. | :00:29.
as children and adults across the UK wake up on a truly historic day. | :00:30. | :00:34.
So much is going on, helicopters above here, loads of journalists | :00:35. | :00:39.
waiting for politicians to come out. The votes have now been counted | :00:40. | :00:48.
after yesterday's EU referendum, and the enormous news we're bringing | :00:49. | :00:50.
you is that the has UK voted to leave that club of 28 countries, | :00:51. | :00:53.
the European Union. Something like this is not really | :00:54. | :01:05.
happened before. Theo is here, he is a political reporter. He will be | :01:06. | :01:10.
answering lots of questions. Why is this such a huge deal? It is | :01:11. | :01:21.
all about how the country is run and who runs it. We are outside | :01:22. | :01:25.
parliament where most of our laws are made, some of them are made in | :01:26. | :01:30.
Brussels. All of that is going to change and nobody can be sure to | :01:31. | :01:37.
going to happen. We will hear from some children later, we have had | :01:38. | :01:40.
some questions sent in, this is from Oscar, he says, if we have left, | :01:41. | :01:45.
will we be able to join again? If we wanted to join again, we would have | :01:46. | :01:49.
to apply to join which means we would have to ask 27 other countries | :01:50. | :01:53.
if it was a cake for us to join. They might say no. They are about to | :01:54. | :01:59.
go to the Prime Minister who has just outside number ten Downing St. | :02:00. | :02:07.
Above all, this will require strong, determined and committed leadership. | :02:08. | :02:16.
I am very proud and honoured to have been Prime Minister of this country | :02:17. | :02:20.
for six years. I believe we have made great steps, with more people | :02:21. | :02:26.
in work than ever before in our history, with reforms to welfare and | :02:27. | :02:31.
education, increasing people's life chances, building a bigger and | :02:32. | :02:35.
stronger society. Keeping our promises to the poorest people in | :02:36. | :02:39.
the world and enabling those who love each other to get married | :02:40. | :02:44.
whatever their sexuality. But above all, the store in Britain's economic | :02:45. | :02:50.
strength. I am grateful to everyone who has helped to make that happen. | :02:51. | :02:54.
I have also always believe that we have to confront big decisions are | :02:55. | :03:00.
not duck them, so we deliver the first Coalition Government and | :03:01. | :03:08.
brought the country back from the brink, and we delivered a decisive | :03:09. | :03:12.
referendum in Scotland. That is why I made the pledge to renegotiate | :03:13. | :03:16.
Britain's position in the European Union and hold a referendum on our | :03:17. | :03:20.
membership and carried those things out. I fought this campaign in the | :03:21. | :03:27.
only way I know how. Which is to say directly and passionately what I | :03:28. | :03:33.
think and feel, head, heart and soul. I held nothing back. I was | :03:34. | :03:38.
clear about my belief that Britain is stronger, safer and better off | :03:39. | :03:42.
inside the European Union. And I made clear the referendum was inside | :03:43. | :03:49.
about this and this alone, not the future of any politician including | :03:50. | :03:53.
myself. But the British people have made it very clear decision to take | :03:54. | :03:58.
a different path. As such, I think the country requires fresh | :03:59. | :04:00.
leadership to take it in this direction. I will do everything I | :04:01. | :04:07.
can as Prime Minister to steady the ship over the coming weeks and | :04:08. | :04:11.
months. But I do not think it would be right for me to try to be the | :04:12. | :04:17.
captain that steers our country that its next destination. This is not a | :04:18. | :04:21.
decision I have taken lightly. But I do believe it is in the national | :04:22. | :04:25.
interest to have a period of stability and then the new | :04:26. | :04:29.
leadership required. There is no need for a precise timetable today. | :04:30. | :04:33.
But in my view, we should aim to have a new Prime Minister in place | :04:34. | :04:36.
by the start of the Conservative Party conference in October. | :04:37. | :04:42.
Delivering stability will be important and I will continue in | :04:43. | :04:45.
post as Prime Minister at with my cabinet for the next three months. | :04:46. | :04:52.
The cabinet will meet our on Monday, the governor of the Bank of England | :04:53. | :04:55.
will make a statement about the steps the government and Treasury | :04:56. | :04:58.
are taking to reassure national markets. We will continue taking | :04:59. | :05:02.
forward the important legislation that week set before Parliament in | :05:03. | :05:07.
the Queen's speech. I have spoken to Her Majesty The Queen this morning | :05:08. | :05:10.
to advise her of the steps I am taking. The negotiation with the | :05:11. | :05:16.
European Union will need to begin under a new Prime Minister and I | :05:17. | :05:18.
think it is right that this by Minister takes a decision about when | :05:19. | :05:26.
to trigger Article 50 and start the formal process of leaving the EU. I | :05:27. | :05:30.
will attend the European Council next week to explain the decision | :05:31. | :05:35.
but people have taken and my own decision. The British people have | :05:36. | :05:41.
made a choice. That not only needs to be respected, but those on the | :05:42. | :05:45.
losing side of the argument, myself included, should make it work. | :05:46. | :05:52.
Britain is a special country. We have so many great advantages. A | :05:53. | :05:55.
Parliamentary democracy where we resolve great issues about our | :05:56. | :06:00.
future through peaceful debate. A great trading nation with our | :06:01. | :06:04.
science and arts, our engineering and creativity, respected the world | :06:05. | :06:08.
over. And while we are not perfect, I'm leave we can be a model of a | :06:09. | :06:15.
multiracial, multi-faith democracy where people can make a contribution | :06:16. | :06:19.
and rise to the very highest their talent allows. Although leaving | :06:20. | :06:23.
Europe was not the part I am the first to praise our incurable | :06:24. | :06:30.
incredible strengths. I said before that Britain can survive outside the | :06:31. | :06:34.
European Union and that we could find a way. Now the decision has | :06:35. | :06:40.
been made to leave, we need to find the best way. I will do everything I | :06:41. | :06:45.
can to help. I love this country and I feel honoured to have served it. | :06:46. | :06:50.
And I will do everything I can in future to help this great country | :06:51. | :06:58.
succeed. Thank you very much. So there you have it, some breaking | :06:59. | :07:03.
news, the British by Minister David Cameron says he will resign. He said | :07:04. | :07:07.
the will of the British people must be respected and David Cameron was | :07:08. | :07:12.
on the Remain camp, he wanted the UK to remain part of the European | :07:13. | :07:15.
union, and after that vote yesterday, that has not happened, we | :07:16. | :07:19.
are leaving the European Union. There will be a nearby Minister | :07:20. | :07:23.
eventually, pretty big news, breaking news here. We have had mini | :07:24. | :07:28.
questions in. Let's get to your questions, first. Will the result | :07:29. | :07:36.
affect the economy? The simple answer is yes, the resignation of | :07:37. | :07:40.
David Cameron will affect our economy because of this is and money | :07:41. | :07:44.
people, if they are going to invest money, they want to know what the | :07:45. | :07:48.
laws are like and they want things predictable. At the moment they are | :07:49. | :07:56.
not. What is your question? How will this decision affect young people | :07:57. | :08:00.
like me? I have to confess, I do not know. All we know is that it is | :08:01. | :08:05.
going to affect you. At the moment is part of the European Union, | :08:06. | :08:09.
people have the right to live and work wherever they please in Europe | :08:10. | :08:11.
and that would apply to you as well. In a few years' time it might be | :08:12. | :08:17.
different, we do not know. Huge news, the Prime Minister saying he | :08:18. | :08:22.
will resign, what you make of that? This was predictable, the Prime | :08:23. | :08:25.
Minister called the referendum and campaigned for us to remain in the | :08:26. | :08:28.
European Union, the people have spoken and said it is not going to | :08:29. | :08:31.
happen so now it is up to somebody else to take over and negotiate a | :08:32. | :08:35.
new form of government for Britain. Could you quickly answered some | :08:36. | :08:40.
questions here? Northern Ireland and Scotland voted to remain, part of | :08:41. | :08:44.
the unit in union, but overall the UK has voted to stay out of it, but | :08:45. | :08:49.
what will happen to them, or they get another chance? That is a good | :08:50. | :08:55.
question, Northern Ireland probably not, but in Scotland, not so long | :08:56. | :08:59.
ago we had a referendum on Scottish independence. With Scotland voting | :09:00. | :09:03.
overwhelmingly to remain in the European Union and England and Wells | :09:04. | :09:06.
voting overwhelmingly to get out, there is with the Chancellor could | :09:07. | :09:09.
be another independence referendum in Scotland. -- there is always the | :09:10. | :09:15.
chance they could be another independence referendum in Scotland. | :09:16. | :09:20.
Will England still be in the year rose in four years' time? Do you | :09:21. | :09:27.
know the -- in the year rose? -- in the year rose? | :09:28. | :09:33.
It is whether they can score the goals which matters! Thank you for | :09:34. | :09:41.
your questions. Thank you to you guys as well. Big news, the UK is | :09:42. | :09:50.
leading the European Union and David Cameron says he will assign. Plenty | :09:51. | :09:54.
more on the news and website and also make sure you tune in at | :09:55. | :09:56.
