are still targeted by opportunist cowboys, | 0:01:25 | 0:01:28 | |
as the owners of this four-bed house discovered to their cost. | 0:01:28 | 0:01:33 | |
Francis and Colin Neale live here with their daughter Louise, | 0:01:33 | 0:01:36 | |
their son John, and their pet parrot, Orlando. | 0:01:36 | 0:01:40 | |

The spec? A tiled wet room, including a shower, sink, | 0:04:26 | 0:04:30 | |
radiator and cabinet, as well as all the electrics. | 0:04:30 | 0:04:34 | |
The Neales told their builder up front they had £6,000 to do the job, | 0:04:34 | 0:04:38 | |

Francis and Colin were keen for work to begin, | 0:05:15 | 0:05:18 | |
so they accepted this new figure. | 0:05:18 | 0:05:20 | |
The builder said it would take six to seven weeks. | 0:05:20 | 0:05:23 | |
We trusted him completely, because it was somebody who knew my son, | 0:05:24 | 0:05:28 | |
and he seemed to know exactly what we want. | 0:05:28 | 0:05:31 | |
He was totally sympathetic to Colin's illness as well, | 0:05:31 | 0:05:36 | |
that he knew he needed this done quickly and the reasons why. | 0:05:36 | 0:05:40 | |
Francis handed over £2,400 upfront in cash, | 0:05:40 | 0:05:44 | |
and in late January 2011 the builder started work. | 0:05:44 | 0:05:48 | |
To begin with, everything seemed fine. | 0:05:48 | 0:05:51 | |
He was here when he said he was going to be here. | 0:05:51 | 0:05:54 | |

He seemed to be doing really well, getting it done quickly. | 0:05:55 | 0:05:58 | |

Colin began to think he was all talk and no action. | 0:06:07 | 0:06:09 | |
The wet room was showing no sign of progress. | 0:06:09 | 0:06:12 | |
He spent a lot of time measuring up in there and saying | 0:06:14 | 0:06:18 | |
what he needed to get, what he needed to sort out. | 0:06:18 | 0:06:21 | |
But it was dawdling. | 0:06:21 | 0:06:23 | |
The reason for the dawdling soon became apparent. | 0:06:24 | 0:06:28 | |
The builder said he had a cash flow problem | 0:06:28 | 0:06:30 | |
and needed more money for materials. | 0:06:30 | 0:06:32 | |
He then brought in an electrician to do all the wiring for the wet room. | 0:06:32 | 0:06:36 | |
The Neales thought his fee was part of the original quote. | 0:06:36 | 0:06:40 | |
But it wasn't. | 0:06:40 | 0:06:42 | |
We ended up paying the electrician a further £2,000. | 0:06:42 | 0:06:47 | |
Basically, he just kept like, "Can I have a bit here, | 0:06:47 | 0:06:50 | |
"can I have a bit there, cos I want to get this, | 0:06:50 | 0:06:52 | |
"I need to do that." And that's how it was going on. | 0:06:52 | 0:06:55 | |
But these additional, unexpected outlays weren't the only problem. | 0:06:55 | 0:07:00 | |
The builder made a half-hearted start | 0:07:00 | 0:07:02 | |
on the wet room's fixtures and fittings, | 0:07:02 | 0:07:04 | |
and then he vanished into thin air. | 0:07:04 | 0:07:07 | |
The builder went AWOL for a couple of weeks, | 0:07:08 | 0:07:11 | |
and he slowed the build right down, | 0:07:11 | 0:07:13 | |
made life very difficult for Colin, too, | 0:07:13 | 0:07:15 | |
because he'd left the toilet disconnected. | 0:07:15 | 0:07:18 | |
At the beginning of March, the builder called to say | 0:07:18 | 0:07:21 | |
he'd been stuck on another job but was now available again. | 0:07:21 | 0:07:24 | |
He came back, fixed the toilets, | 0:07:24 | 0:07:27 | |
and then said he needed another £1,600 to get all the materials | 0:07:27 | 0:07:32 | |
to finish the job. | 0:07:32 | 0:07:34 | |
Francis reluctantly agreed to pay the builder | 0:07:34 | 0:07:38 | |
the final instalment of £1,600. | 0:07:38 | 0:07:41 | |
But she suggested that Colin go along with him to the supplier | 0:07:41 | 0:07:44 | |
so he could choose the tiles that they wanted. | 0:07:44 | 0:07:47 | |
That way, she thought that the builder wouldn't | 0:07:47 | 0:07:49 | |
be disappearing with her money once again. | 0:07:49 | 0:07:52 | |
When they arrived at the tile shop, | 0:07:52 | 0:07:54 | |
Colin picked out the tiles they wanted. | 0:07:54 | 0:07:56 | |
The builder told him he could get the tiles cheaper elsewhere | 0:07:56 | 0:07:59 | |
and suggested he drop Colin back off at home | 0:07:59 | 0:08:02 | |
and he'd go and buy them. | 0:08:02 | 0:08:03 | |
That was the last they saw of him and their money. | 0:08:03 | 0:08:07 | |
So he had all that money, he had over £1,600, that last lot, | 0:08:09 | 0:08:15 | |
just to go and get tiling and a sink and things like that. | 0:08:15 | 0:08:19 | |
We never saw him after that. | 0:08:19 | 0:08:21 | |
As the Americans would say, let's do the math. | 0:08:22 | 0:08:26 | |
The Neales paid £6,550 to the builder, | 0:08:26 | 0:08:30 | |

But the wet room is basically a shell with a toilet in the corner. | 0:08:41 | 0:08:45 | |
Flooring, tiling, shower and loo are all unfinished. | 0:08:45 | 0:08:50 | |
The builder disappeared with the Neales' money and left them | 0:08:50 | 0:08:54 | |
with a host of unanswered questions. | 0:08:54 | 0:08:57 | |
Why have you done this to us? And I trusted you so completely. | 0:08:57 | 0:09:01 | |
